HA NOI DECLARATION ON
THE ASEAN COMMUNITY’S POST-2025 VISION
We, the Heads of State/Government of the Member States of the Association of Southeast Asian Nations (ASEAN), namely Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, and the Socialist Republic of Viet Nam, on the occasion of the 37th ASEAN Summit: REAFFIRMING our commitment to the purposes and principles enshrined in the ASEAN Declaration (Bangkok, 1967), the Zone of Peace, Freedom and Neutrality Declaration (Kuala Lumpur, 1971), the Treaty of Amity and Cooperation in Southeast Asia (Bali, 1976), the Declaration of ASEAN Concord (Bali, 1976), the Treaty on the Southeast Asia Nuclear Weapon Free Zone (Bangkok, 1995), the ASEAN Vision 2020 (Kuala Lumpur, 1997), the Declaration of ASEAN Concord II (Bali, 2003), the ASEAN Charter (Singapore, 2007), the Bali Declaration on ASEAN Community in a Global Community of Nations (Bali, 2011) and the ASEAN Outlook on the Indo-Pacific (AOIP) (Bangkok, 2019) that emphasized, among others, the shared commitment of ASEAN to promote lasting peace, security and stability, sustainable development and inclusive economic growth, as well as shared prosperity and social progress in the region; RECALLING the Bandar Seri Begawan Declaration on the ASEAN Community’s Post-2015 Vision (Bandar Seri Begawan, 2013), Nay Pyi Taw Declaration on the ASEAN Community’s Post-2015 Vision (Nay Pyi Taw, 2014), and the ASEAN Community Vision 2025: Forging Ahead Together (Kuala Lumpur, 2015); UNDERSCORING the importance of mutual trust and confidence, upholding international law as well as ASEAN’s shared values and norms, enhancing dialogue and cooperation in inter-state relations, and a multilateral approach in addressing emerging challenges to maintain and promote peace, security, stability and prosperity in the region; RECOGNISING the opportunities and challenges presented by the rapidly changing global and regional geo-political and geo-economic landscapes, coupled with the emergence of mega- trends, including the advancements in technology and the Fourth Industrial Revolution, nontraditional threats as well as growing interest from other countries, regional and international organizations to engage in peaceful and constructive dialogue and develop stronger cooperation with ASEAN; COGNISANT of the expansive, transformative, long-term and multidimensional ramifications of the unprecedented Coronavirus Disease 2019 (COVID-19) pandemic throughout the region and ASEAN’s collective efforts and holistic response to mitigate the impact of COVID19 towards achieving a robust, resilient and comprehensive recovery for the peoples of ASEAN; REAFFIRMING our commitment towards building a politically cohesive, economically integrated, socially responsible and rules-based, people-oriented, people-centered ASEAN, with enhanced capacity to harness new opportunities and respond effectively to current and future challenges; ASPIRING to foster a caring and sharing, cohesive and responsive ASEAN Community, in which ASEAN Member States are bonded by regional solidarity and cooperation, where ASEAN identity and the sense of belonging are promoted. CONTINUING to uphold ASEAN centrality and the pro-active role of ASEAN as the driving force in regional dialogue and cooperation processes, in an open, transparent, inclusive and rules- based regional architecture; enhancing the profile and active contributions of ASEAN to international efforts for peace, stability and sustainable development. RECOGNISING the need to further strengthen ASEAN’s institutional capacity to match the pace of ASEAN’s commitment to advance regional integration and deepen the Community-building process; NOTING the Mid-Term Reviews of the Blueprints of the ASEAN Community 2025 and of the Master Plan on ASEAN Connectivity (MPAC) 2025, the Initiative for ASEAN Integration (IAI) Workplan IV (2021-2025), the outcomes of the Special Senior Official Meeting (SOM) on Brainstorming Discussions on ASEAN Community Vision Post-2025 (March, 2020) and of the Multi-Sectoral Brainstorming Discussion on the ASEAN Community’s Post-2025 Vision (July, 2020) as well as recognizing the complementarities between the United Nations 2030 Agenda for Sustainable Development (SDGs) and the development of an inclusive, resilient and sustainable path for a post-2025 ASEAN Community; DO HEREBY: 1. DECIDE that it is timely to commence the development of the ASEAN Community’s Post- 2025 Vision and attendant document(s); 2. AGREE that the development of a Post-2025 Vision shall be pursued in a comprehensive, pragmatic, balanced, inclusive and coordinated manner; taking a whole-of-Community approach to synergize efforts across the ASEAN Community Pillars and among its sectoral bodies to address the increasing complexity of opportunities and challenges facing ASEAN; 3. DIRECT the ASEAN Community Councils to contribute to the development of a Post-2025 Vision, building upon the achievements in the implementation of their Community Blueprints 2025 and ensuring that the visioning exercise be coherent across the ASEAN Community Pillars as well as be participatory, inclusive, holistic and includes greater engagement and consultations with relevant stakeholders of ASEAN; 4. TASK the ASEAN Coordinating Council to: - Oversee the overall process of developing the ASEAN Community’s Post-2025 Vision and attendant documents; - Develop a roadmap and core elements for the development of the ASEAN Community’s Post 2025 Vision and attendant documents, for subsequent consideration and endorsement by the ASEAN Leaders; - Look into the establishment of a High-Level Task Force (HLTF) to plan and develop the Post- 2025 Vision and attendant documents for further consideration by the ASEAN Coordinating Council; ADOPTED on this … Day of November in the Year Two Thousand and Twenty, in a single original copy in the English language.
