Disaster and Risk Reduction Protocol


Quezon Institute of Technology Inc.

I. Introduction
The Disaster and Risk Reduction Protocol (DRRP) for Quezon Institute of Technology
(QIT) aims to safeguard the well-being of students, faculty, staff, and visitors. It is designed
to minimize the impact of natural and man-made disasters on our institution, ensure a swift
response during emergencies, and support the recovery process.

II. Objectives
o To identify risks and vulnerabilities related to disasters in the school environment.
o To establish clear roles and responsibilities for all school personnel in disaster
preparedness and response.
o To ensure timely and effective communication in the event of a disaster.
o To implement evacuation and emergency procedures.
o To provide training and drills for students and staff.
o To ensure the continuity of education post-disaster.

III. Scope
This protocol applies to all stakeholders of the institution, including students, faculty,
staff, and visitors. It covers all types of potential disasters such as earthquakes, typhoons,
fire, flooding, pandemics, and man-made hazards like terrorism or industrial accidents.

IV. Risk Assessment


Natural Hazards: Earthquakes, Typhoons
Man-made Hazards: Fire, Accidents, Terrorism.
Health Emergencies: Pandemics, Disease Outbreaks.
Technological Risks: Power Outages
NOTE: The risk assessment will be updated annually to reflect new or evolving threats.

V. Preparedness

School Safety Committee:


o The committee will consist of administrators, selected faculty, maintenance
staff, and student representatives.
o Roles include risk assessment, emergency planning, training, and ensuring
compliance with safety standards.
Emergency Kits:
o Designated areas in classrooms, offices, and common areas will have
emergency kits containing first-aid supplies, flashlights, batteries, water, and
non-perishable food.
Evacuation Routes:
o Clearly marked and regularly updated evacuation routes will be displayed in
every classroom, office, and common area. Designated assembly areas
outside the building are pre-identified and free from hazards.
Training and Drills:

o All students, faculty, and staff are required to participate in earthquake, fire,
and lockdown drills at least once a semester.
o Special training on first aid, basic search and rescue, and fire safety will be
conducted for staff and designated student leaders.
Communication Systems:

o An emergency communication tree will be established, detailing the contact


points within the school.
o Multiple channels (SMS alerts, social media, loudspeaker systems, school
website) will be used for real-time updates.
VI. Response Plan

Incident Command System (ICS):


o The school will implement an ICS during any disaster. The Principal (or
designee) will serve as the Incident Commander, responsible for the overall
management of the incident.
Roles and Responsibilities:

o Incident Commander: Oversee response activities, make critical decisions.


o Safety Officer: Ensure safety of all personnel and students, manage hazard
mitigation.
o Operations Team: Implement evacuation procedures, provide first aid, handle
search and rescue if needed.
o Logistics Team: Ensure availability of resources (food, water, medical
supplies), handle communications.
o Planning Team: Monitor the situation, provide updates, and prepare post-
incident reports.
o Specific Disaster Protocols:

Earthquake:
o Drop, Cover, and Hold for all personnel until shaking stops.
o After the shaking stops, evacuate to pre-designated assembly areas. No re-
entry into buildings without clearance from authorities.
Typhoon:
o Monitor weather reports. Class suspensions and early dismissals will be
announced.
Fire:
o Evacuate the building immediately following the fire alarm. Do not use
elevators.
o Follow fire escape routes and gather at assembly points. The operations team
will assist with fire extinguishers if manageable.

Pandemic:
o Activate the health and sanitation protocol. Monitor symptoms and ensure the
isolation of affected individuals.
o Transition to online classes if necessary and follow local health authority
guidelines.

VII. Recovery Plan


Damage Assessment:
o After the disaster, the Operations Team will conduct an assessment of the
school’s facilities, documenting damages, and identifying repair needs.
Counseling and Support Services:
o A team of counselors and social workers will be available to provide support
to students, faculty, and staff affected by the disaster.
Restoration of Classes:
o A phased approach to resuming normal class operations will be adopted
based on the severity of the disaster. Alternative learning methods (online,
modular) will be activated if necessary.
Debrief and Evaluation:
o After each incident, a formal debriefing with all stakeholders will be
conducted. This will include a review of the response and identification of
areas for improvement.
VIII. Monitoring and Updating the Protocol
o The Disaster and Risk Reduction Protocol will be reviewed and updated
annually or after any significant disaster event. Feedback from drills, actual
emergencies, and stakeholder input will be incorporated into the revisions.

IX. Approval and Implementation


o This protocol is approved by the School Administration and is effective
immediately. All faculty, staff, and students are required to familiarize
themselves with the procedures outlined herein and actively participate in
ensuring the safety and preparedness of our school community.
