TECHNICAL SPECIFICATION OF 33 kV ISOLATORS AND ISOLATORS CUM EARTH SWITCH FOR 33 kV SUB STATIONS 1.1 SCOPE: The specification provides for design, manufacture, testing at manufacturer's works, packing and delivery of 33 kV isolators with and without earthing blades for installation at Grid Sub-stations. The Isolators or Isolator cum earth switches shall be complete in all respects with insulators, terminal connectors, arcing contacts, operating mechanism, interlocks, auxiliary switches, indicating devices and fixing details etc. as described herein and briefly listed at Annexure 'A' schedule of requirements. The Isolator & Isolator-cum earth Switch covered by the specifications will be suitable for mounting on erstwhile HSEB's standard lattice type supporting structure HTD/ST-110. A print of the details of the structure drawing of the said supporting structure is enclosed which may be confirmed by the Bidder.

1.3 PARICULARS OF THE SYSTEM: The Isolators cum Earth Switches to be procured under this specification are intended to be used in a 3-phase, 33 kV AC, 50 Cycles + 5% supply system with neutral effectively earthed; 1.4 STANDARDS: The isolators with and without earth switches shall conform to the latest edition of IS: 9921 or equivalent IEC.

TYPE: Isolators with and without earth switches shall be triple pole single throw, double break and three posts per phase central pole rotating type. The blades shall open and close in a horizontal plane. Each Isolator with and without earth switches shall consist of three identical pole units linked together mechanically and shall be suitable for upright parallel mountings having triple pole group operation. All Isolators and Isolators with earth switch shall operate through ninety degree from the

fully closed position to fully open position so that the brake is distant and clearly visible from the ground level. The Isolators/Isolators with earth switches will have manual operating mechanism. RATING: The rated insulation strength of the equipment shall not be lower than the levels specified in latest IS: 9921, which are reproduced . below. The Isolators and Line cum Earth Switches are to be installed along with the breakers whose rupturing capacity is 1000 MVA. The principal rating of the Isolator shall be as under: 1. Nominal system voltage: 33 kV 2 No. of poles: " 3 3. Rated voltage: 36 kV 3. Rated voltage: 36 kV 4 Continuous current: 630 Amps 5. Rated frequency 50 c/s 6.Oneminute power frequency with -stand voltage to earth and between poles: 75 kV (rms). 7. Impulse with stand voltage to earth and between poles: 170 kV (peak value) 8 One minute power frequency test voltage across Isolating distance: 100 kV(rms) 9 Impulse withstand voltage across Isolating distance: 195 kV (peak value) 10 Phase clearance (phase to phase): 1220 mm. 11 Short time current ratings: 16.0 kA/1 Sec. 12 Rated peak short time withstand current: 2.5 times the short time current The Isolators with and without earthing blades are not required to operate under load but they must be capable to handle magnetization currents of power transformers and capacitive current of bushings, bus bar connectors, short lengths of cables and current of voltage transformer etc. The Isolators with and without earth switches are required to be used in electrically exposed installation and this should be taken into account while fixing the clearance between phases and between phase to earth. TEMPERATURE RISE: In view of the severe climatic conditions at site the reference ambient temperature is to be taken as 50C. The temperature rise for the various parts mentioned in relevant standards shall be adjusted accordingly. ISOLATORS INSULATION: Insulation to ground, insulation between open contacts and insulation between phases of the completely assembled isolating switch shall be capable of withstanding the die-electric test voltage specified in Clause 1.6 above. The phase to ground clearance shall

be adequate for the class of Isolators being offered and shall be as specified in IS: 10118 (latest edition). Insulation between the open contacts of a pole shall at least be 15% more than the insulation between the live parts of a pole to ground, so that if any flash over occurs when switch is open, it shall be to the ground. If the conventional cap and pedestal type post insulators are used to form a stack, the number of insulators per stack shall be adequate to ensure the guaranteed stack values both electrical as well as mechanical. The insulators selected shall conform to IS: 2544 (with latest edition) and will be for use in heavily polluted atmosphere and shall be specifically suitable to meet the particular requirement of ultimate tortional strength and cantilever loads, which they will be called upon to resist during service at the rated voltages. The guaranteed data and particulars of the insulators adopted for the equipment offered by the tenderer should be given in the tender as per Annexure 'B\ The porcelain shall be homogenous and free from cavities and flaws. Design of insulators shall ensure ample insulation, mechanical strength and rigidity for satisfactory operation under site conditions. The design shall also ensure that losses caused by capacitive currents or conductions though dielectric are minimum and that the leakage due to moisture and dirty insulator surface is least. The insulators of the Isolators and Isolator cum earth switch shall be so arranged that leakage current shall pass to earth and not between terminals of the same pole or between poles. All the metal caps and supports shall be cemented to the porcelain whereas the blades and contact blocks shall be bolted to the metal parts of Insulators thus making the replacement of damage insulators easy. MAIN CONTACTS: All Isolators with and without earth switches shall have heavy duty, self aligning and high pressure reliving type fixed contacts of modern design and made of hard drawn electrolytic copper. The various parts should be accordingly finished to ensure interchangeability of similar components. The switchblades forming the moving contacts shall be made form tubular section of hard drawn electrolytic copper, having suitable dia and suitable thickness. These contacts should be liberally dimensioned so as to withstand safely the highest short circuit current and over voltage that may be encountered during service. The surface of the contacts as per ISS- 1771 / 1970 (latest edition) shall be rendered smooth and shall be silver-plated. In short the female contacts assemblies shall ensure. i. Electro-dynamic withstand ability during short circuit without any risk of repulsion of contacts. ii. Thermal withstand ability during short circuits. , iii. Constant contact pressure even when the live parts of the Insulator stacks are subjected to tensile stresses due to linear expansion of connected bus bar or flexible conductors either because of temperature variation or stray winds. iv. Wiping action during closing and opening. Self-aLg/iments assuring closing of the switch without minute adjustments. ___ _______________________________________________________ The Earthing switches shall be provided with three sets of suitable type of fixed contacts below the fixed contacts assemblies of the main switches on the incoming supply side and three sets of moving contacts having ganged operation. These contacts too shall be fabricated out of electrolytic copper. NOTE: As per ISS: 9921 the rated peak short circuit current and the rated short time current of Earthing switches shall be at least equal to those specified for the Isolator cum Line Earth switch. The Tenderer's are required to submit the type test reports for the short time current rating test

conducted on the Earthing contacts (Earthing switches) in support of the above said contention, otherwise it must be specifically confirmed that the size of Earthing contacts will be equal to the size of main contacts. 1.10 ARCING CONTACTS: The Isolators and Isolators cum earth switches may be provided with "Make before and Break after" arcing contacts. 1.11 ..TERMINAL CONNECTORS: Each Isolator and Isolator cum earth switch shall be provided with appropriate number of Bimetallic clamping type of connectors suitable for ACSR 0.2 Sq inch conductor. The terminal connectors shall be suitable to receive both horizontal and vertical jumper connections. The maximum length of jumper that may be safely connected or any special instructions considered necessary to avoid undue loads on the post insulators should be stated by the tenderer in (his) offer. The connectors shall have six number bolts provided with check nuts. The connectors shall have rating corresponding to those of the Isolator or higher and shall be designed most liberally with the high factor of safety to comply in all respects with temperature rise, resistance, tensile strength, short circuit current with-stand capacity tests as specified in IS 5561- 1970 or amendment thereof (latest edition). Aluminum alloy used in the manufacture of bimetallic terminal connectors shall conform to designation grade 4600 of IS: 617/1975. The steel bolts, nuts washers and check nuts shall be hot dip galvanized. Bolts and Nuts shall be of reputed make like GKW & TISCO. 1.12 OPERATING MECHANISM: All Isolators and Isolators cum earth switches shall have separate independent manual operation mechanism. These should be provided with On & OFF indicators and pad locking arrangements for locking in both the end position to avoid unintentional operation. The position whether the Isolator and Isolator with Earth Switch is in open position should be clearly visible from the ground. The Isolators/Isolators cum earth switches operating mechanism should be such that they should not come out of their open or closed position by the gravity, wind pressure* vibrations, reasonable shocks or accidental touching of the connecting rods of the operating mechanism. Isolators should be capable of resisting in closed position dynamic and thermal effects of Maximum possible short circuit currents. The operating mechanism should be of robust construction easy to operate by a single person and conveniently located for local operation in the switchyard at ground level.
The operating mechanism along with its accessories shall be enclosed in a water proof, vermin proof and dust proof hot dip galvanized cubical made of 2mm thick sheet steel with hinged door complete with gaskets butterfly type locking arrangements with pad lock and duplicate keys. All working parts in the mechanism housing shall be of corrosion resistant material and all bearings which require greasing shall be fitted with pressure grease fittings. The bottom of Auxiliary box of an Isolator should have cut outs to receive 1 No 3/C 2.5 mm2/ 4mm2 copper control cable, whereas that of an earth switch should have cut outs for 1 No. 3/C 2.5mm2 / 4mm 2 copper control cable. Suitable cable glands to make the box vermin proof shall be provided. 1.13 INTER LOCKS: The operation of isolating switch with respect to line earth switch shall be inter locked mechanically, so that the following requirements are fulfilled: a) It shall be possible to close the Earthing switch only when the Isolating switch is in the fully open position. b) It shall be possible to close the Isolating switch only when the Earthing switch is in the fully open position. The operation of earth Isolating switch shall not take place when corresponding Isolator/earth switch is in the operating stroke. Isolators and earth switch shall be so designed that the above noted requirements can be conveniently met. Detailed control schematic incorporating all the necessary interlocking features mentioned above shall be prepared and submitted with the tender for the approval of purchaser. The equipment included in the scope of supply on the basis of control schematics shall be clearly marked on the drawings All the mechanical interlocks shall be so designed as to prevent maloperation at the point at which hand power is applied. 1.14 AUXILIARY SWITCHES: All the Isolators with and without earth switches shall be provided with 24 V DC auxiliary switches for their remote position indication on the control board. Two pairs of normally open and two pairs of normally closed silver plated contacts should be provided on the auxiliary switches for the Earthing switches, while all Isolators shall have two pairs of normally open and equal no. of normally closed contacts. Both ends of the auxiliary contacts should be brought out on terminal board and should be suitably housed. Provision shall be kept for adding more auxiliary switch contacts at a later date. Separate auxiliary switches shall be provided for Isolators and earth switches. The auxiliary switches shall be of robust construction of some reputed make and housed in weatherproof and dust tight covers mounted on the respective operating mechanism. The terminals of the terminal board/strip should be suitable to receive 2.5mm2/ 4mm2 copper control cable and be so positioned to provide an easy access for external connection. The metallic parts used in the terminal board/strip should be of Brass. 1.15 GUARANTEED DATA & OTHER TECHNICAL PARTICULARS: Guaranteed data & other technical particulars of the Isolators with & without Earth switch & post insulators should be given in the form of Annexure 'B'. Any other particulars considered necessary by the supplier may also be provided, in addition to those listed in the schedule.

1.16 DRAWINGS AND LITERATURES: In addition to any other drawings which tenderer may enclose to show the merits of his equipment the following drawings shall be enclosed with the tender. i. Drawing showing the outline dimensions of Isolator and Isolator cum Earth switch. ii. Drawing showing the details of main contacts. iii. Drawing showing the mechanical interlocks between line & earth switch (applicable for line cum earth switch only). iv. Drawing showing disposition of terminal board clearly showing the terminations of Normally OPEN & Normally CLOSED auxiliary contacts. v. Dimensional drawing of the operating mechanism box along a descriptive note highlighting the constructional features to achieve its waterproofing, vermin proofing & dust proofing. Descriptive literature explaining in details the erection, operation and maintenance of Isolator and line-cum-earth switch shall be enclosed in addition to a spare parts catalogue. The successful tenderer shall submit the above drawing in quadruplicate as well as a sample of operating mechanism box to the purchaser UHBVN, Panchkula for approval. The purchaser shall communicate his comments /approval on drawings / operating box to the supplier within a period of 4 weeks. The supplier shall, if necessary modify the drawings / operation boxes & resubmit four copies of the modified drawings/operating box for purchaser's approval within two weeks from the date of purchaser's comments which will be approved within 15 days of their receipt. After receipt of purchaser's approval to drawings of all the approved drawings descriptive literature per isolator/line-cum-earth switch shall be supplied to _ the purchaser. Descriptive literature must explain in detail the erection, operating and maintenance instruction for isolator cum-line-earth switch. 1.10 BEARING: The design and construction of various bearings shall comply all the features required to withstand climatic conditions specified, so as to ensure dependable and effective operation even after a long period of inaction of the Isolators and line-cum-earth switch. Bearing's housing should be weather proof; facilities should be provided for lubrication of bearings. Facility should be provided for the lubrication of bearings. All the bearing shall be filled with first filling of grease and provided with nipples for servicing. 1.11 DESIGN MATERIAL AND WORKMANSHIP: The tenderer shall be responsible for co-ordination and adequate design. All material used in the construction of equipment shall be of the highest quality, appropriate class, well finished and of approved design and make. All similar parts should be accurately finished and be interchangeable. All ferrous parts shall be heavily hot dip galvanised. Bolts, nuts, pins and washers etc. used on the Isolators shall also be galvanised. Special attention shall be paid to give tropical treatment to all equipment, as it will be subjected during severe exposure to atmospheric moisture and to long period of high ambient temperature during service. All current carrying parts shall be of non-ferrous metal or alloys and shall be designed to limit sharp points /edges.
1.12 TESTS & INSPECTION: Each Isolator and Isolator cum earth switch shall strictly comply with the requirements of all type tests and shall be subjected to all routine tests stipulated in the relevant standard (Latest Edition). All routine tests shall be made on each Isolator and Isolator cum Earth Switch prior to offering the material for inspection. The works tests results along with their internal inspection report shall be submitted at the time of offering the material for inspection. Selected number of Isolators and Isolator cum Earth Switch shall be subjected to all routine, acceptance tests in the presence of authorized representative of the purchaser. Temperature rise test on at least one number Isolator and Isolator cum earth switch will also be performed in the presence of authorized representative of the purchaser. The tests results in quadruplicate shall be supplied to the purchaser for its approval before the despatch of the ' material. The Copies of the type tests already performed on similar type of Isolators along with drawing duly certified by the testing agency indicating dimensions/material used must be enclosed with the tender to judge the merits of the equipment offered by the tenderer. The tenders without type tests certificates of offered equipment are liable to be rejected. The type test reports should not be more than five years old, reckoned form the date of bid opening. The type tests should be got carried out form Govt, approved tests house as per relevant ISS. Immediately after finalisation of the program of acceptance/routine testing the supplier shall give sufficient advance intimation (at least 15 days notice for Indian supplier and 30 days notice for foreign supplier) to the purchasers to enable him to depute his representative for witnessing the , tests. 1.13 SPARES: The bidder shall quote item wise unit price in respect of spares recommended for five years continuous operation of Isolator and line-cum earth switch alongwith all accessories. The spare parts shall include but not be limited to the ones mentioned in the Annexure 'C'. The quantity of spare parts in respect of the items referred to in the list shall be 10% of the total quantity of individual items in respect of all the isolators and L & E switches ordered except insulators which shall be 5% of the total quantity of items, the next whole number shall be considered for procurement. 1.14 COMPLETENESS OF EQUIPMENT: Any fitting(s) accessories or apparatus which may not have been specifically mentioned in the specification but which are necessary for the satisfactory working of the Isolators and Isolator cum earth switches shall be deemed to have been

1.15 CABLE END BOXES: Cable glands for terminating multi core control cable shall be provided wherever required. The supply include necessary connecting material for mounting of cable end boxes on the Isolator structures in accessible position clear of the floor level to make the jointing work easy. 1.16 SUPPORTING STRUCTURES: All Isolators and Isolator cum Earthing switches shall be mounted rigidly in an upright position on their own supporting structures and not on the line or bus bar structure. The supporting structure will be arranged by the purchaser. The Isolators should have requisite fixing details for mounting them on supporting structures. 1.17 DEPARTURE FROM SPECIFICATION: Should the tenderer wish to depart from the provisions of the specification either on account of manufacturing practice or any other reasons, he shall draw attention to the proposed points of departure in his tender and submit such full information/drawings and specifications, so that the merits of his proposal may be fully understood. Thisspecification shall be held binding unless the departure has been fully recorded as required above.
1.25 Challenge Clause: The material offered/received after the inspection by the authorized inspecting officer may again be subjected to the test for losses or any other parameter from any Testing House/in-house technique of the Nigam & the results if found deviating un-acceptable or not complying to approved GTP's the bidder shall arrange to supply the replacement within thirty (30) days of such detection at his cost including to & fro transportation. In addition to this penalty @10% of cost of the inspected lot of material shall be imposed.
