Overcoming the data problem


Two-thirds (65%) of HR leaders and managers rely on human input
– from department heads and team leaders – when prioritizing
which skills to focus on for development and improvement. A smaller
percentage base skills needs on the organization’s strategic goals and
employee feedback and requests.

Yet, HR may be hamstrung because department heads and team


leads are busy with their own work. And, if their input is based on
infrequent performance evaluations, the data used to prioritize
what skills to focus on developing may be flawed. Research from
Betterworks and others shows that many employees think poorly of
performance reviews as they are, with 44% giving their performance
programs a failing grade according to the Betterworks 2024 State of
Performance Enablement report.

Timely and accurate intelligence can be a game changer, but the data
flow needs to catch up to the skyrocketing strategic importance of skills.

Of note, other methods for measuring skills were managerial


assessments (58%), skills assessments (55%), and employee
self-assessments (54%). Employee surveys and feedback,
peer evaluations, and competency assessments ranked lower.
