The Crucial Role of Private Healthcare in India's Primary Health Landscape

India’s healthcare burden has shifted significantly from Maternal and Child health and common
communicable diseases to rising prevalence of Non-Communicable Diseases (NCDs).
Incidentally, NCDs are now responsible for more than 65% of deaths in the country. Recognising
this, Government of India envisioned to a transformation in Primary Health, changing its focus
from very selective to comprehensive primary healthcare, delivered via upgraded primary
health facilities- Health and Wellness Centres (HWCs). As the first pillar of Ayushman Bharat,
more than 1.5 lakh HWCs (now known as Ayushman Arogya Mandir) were operationalised
between 2018-22.
Today, there are more than 1.6 HWCs across the country and HWCs have become a
cornerstone of India's public healthcare strategy. However, the sheer size of the population,
limited resources, and the expansion of services require a multifaceted approach.

‘Smart HWCs’, in association with NATHEALTH and OMAG (Organised Medicine Academic
Guild). Together, they bring the collective strength of over 300 member organizations from the

“The Crucial Role of Private Healthcare in India's Primary Health Landscape”

The aim is to collaborate with State Governments in few selected


HWCs to transform them into model ‘Smart HWCs’. This is the
first of its kind project in the country. These ‘Smart HWCs’ will
showcase delivery of comprehensive primary healthcare,
incorporating all 12 service areas and 9 key components. The
operationalization of these aspects will be achieved by leveraging
the expertise of the private sector. FICCI approached two States-
UP and Chhattisgarh for this project and an MoU has been signed
in January 2024 with NHM UP for 30 HWCs in Lucknow District.

Govt asks doctors, pharmacists to mention reasons for prescribing antibiotics


The Union Health Ministry has called on doctors in medical colleges and medical associations to make it mandatory to mention the
indication and reason for prescribing antibiotics. Director General of Health Services Dr Atul Goel has also urged pharmacists to
strictly follow the Drugs and Cosmetics Rules and refrain from selling antibiotics without a prescription from a qualified doctor.
ICMR invites suggestions from stakeholders for addition, deletion in diagnostics list
In a bid to revise the National Essential Diagnostics List (NEDL), the Indian Council of Medical Research (ICMR) has invited
suggestions from the stakeholders for adding or deleting diagnostic tests from the current list by the end of February. The ICMR
released the first NEDL in 2019 to make the availability of diagnostics an essential component of the healthcare system.
CDSCO issues sampling guidelines to ensuring quality and efficacy of drugs, cosmetics
The CDSCO has issued new guidelines for effective surveillance for quality and efficacy of drugs and cosmetics available in the
market by adopting uniform drug sampling methodology. The apex drug regulator, functioning under the Union Health Ministry,
said that currently most sampled drugs are from big brands and collected from urban or suburban locations only.
Govt panel set to review if nutraceuticals should be brought under CDSCO
The government has formed a panel to examine the possibility of bringing nutraceuticals under the ambit of the apex drug
regulator CDSCO instead of the food regulator FSSAI to address regulatory challenges and promote consumer safety Presently, the
Food Safety and Standards Authority of India (FSSAI) regulates the usage of health supplements and nutraceuticals under the Food
Safety and Standards (Health Supplements, Nutraceuticals, Food for Special Dietary Use, Food for Special Medical Purpose, and
Prebiotic and Probiotic Food) Regulations, 2022.

Lipid Association of India issues new updated heart disease guidelines for Indian patients
Under the new guidelines, patients have been categorised into different risk groups, Dr Raman Puri, a cardiologist and founder
chairman of LAI, told the newspaper. The guidelines suggest that individuals with metabolic syndrome and non-alcoholic fatty liver
disease (NAFLD) should aim for LDL cholesterol levels below 70mg/dL.

This innovative treatment employs messenger RNA (mRNA) to present common tumor markers to the patient's immune system.

India witnesses decline in vector-borne tropical diseases in last 2 years


India has seen a decline in major vector-borne diseases like lymphatic filariasis (elephantiasis, haathipaon), leishmaniasis (kala-azar),
dengue and chikungunya in the last two years, according to data from the National Centre for Vector-Borne Diseases Control
(NCVBDC). The drop is despite the global challenges posed by neglected tropical diseases (NTDs) which impact over 1 billion
people globally. NTDs are a diverse group of tropical infections that typically affect the marginally low-income groups. NCVBDC
numbers reveal a downward trend in these diseases over the past few years, indicating successful control efforts.

Obesity rates among children and adolescents worldwide increased four times from 1990 to 2022. Among adults, the obesity rate
more than doubled in women and nearly tripled in men. In total, 159 million children and adolescents and 879 million adults were
living with obesity in 2022.

Health insurance: Cashless treatment at any hospital now as insurers launch new initiative
The General Insurance Council has announced a drive aimed at making cashless hospitalisation available for policyholders even in
non-empanelled hospitals. Hospitals with 15 beds, and registered with the respective state health authorities under the Clinical
Establishment Act can offer cashless hospitalisation now. In the event of hospitalisation, policyholders need not pay for treatment
out of their pockets as the expenses would be covered by the insurance companies concerned. This is subject to the claim being
admissible, as per the council. Under the drive 'Cashless Everywhere', efforts will be made to ensure that policyholders can get
treated in any hospital they choose with a cashless facility, subject to certain conditions.
Over four lakh oxygen-supported beds added in India since Covid
The number of oxygen-supported beds was just 62,458 in April 2020. But as the explosion in Covid cases in the three waves
underlined the need for more such beds, hospitals seem to have increased the number to 5,15,345 by February 2024, recording a
growth of 725 per cent.
AYUSH hospital, critical care unit in Aundh inaugurated by PM through video conferencing
A 30-bed AYUSH hospital and a 100-bed critical care unit in Aundh in Pune were among the several medical facilities inaugurated
by Prime Minister Narendra Modi through video conferencing from an event held in Rajkot in Gujarat on Sunday. The Rs 8 crore
hospital has been built under the National AYUSH Abhiyan and the facilities include a Yoga room, waiting area etc, officials said.
National Institute Of Ayurveda: NIA signs MoU with Thailand's traditional medicine department for academic collaboration
The MoU was formalized at the 10th India-Thailand Joint Commission Meeting held at Hyderabad House, New Delhi. BK Singh,

“AROGYA MANDAPAM”- HOSPITALS OF THE FUTURE


Primary healthcare in India is majorly provided by Government Health Centres, Community Health
Workers (ASHA), Non-Governmental Organizations (NGOs), Private Clinics and Hospitals and
Traditional Healers. Despite efforts to strengthen primary healthcare, India faces numerous
challenges, including inadequate infrastructure, shortages of healthcare workers, disparities in
healthcare access between urban and rural areas, limited funding, and high out-of-pocket healthcare
expenditures for patients. Public hospitals and Medical colleges run by the government do provide
specialist care across a range of specialties but are not sufficient to provide affordable services to all.
Private hospitals will and always play a significant role in India’s healthcare landscape, particularly in
urban areas, offering a wide range of healthcare services including specialist care, advanced
diagnostics, and surgical procedures. Initiatives taken by the Government are indicative that it is
committed to provide healthcare to all. Government alone will not be able to reach out to the
masses. It will have to depend on Public Private Partnerships and collaborations in a manner that the

related services can be provisioned under one roof or one
complex. A 150-250 bedded Hospital, sufficient parking,
integrated pharmacies (OP and IP), modern diagnostics, appliance
and device stores, affordable guest rooms and dormitories for
attendants, eateries, coffee shops, shopping centres, travel
agents, transport providers, ATMs, Police helpdesk, media rooms,
conference facilities, prayer rooms, insurance agents and so on.
List of conveniences that can be provided is left to one’s
imagination and can be customized. Costs must be affordable,
attractive, and sustainable.
Currently many of these services are fragmented, and

International Arogya 2024


February 22-25, 2024, at Avadh Shilpgram, Lucknow

The 3rd edition of the ‘International Arogya 2024’, was organized by FICCI, in association with
Ministry of Ayush and supported by Department of Commerce, Ministry of Commerce &
Industry, State Government of Uttar Pradesh, and Ayushexcil, concluded successfully after four
days of insightful discussions, workshops, and exhibition at the Avadh Shilpgram, Lucknow. The
event, held from February 22nd to February 25th, gathered over 80+ speakers and participants
from 60+ countries, facilitating discussions and knowledge exchange to shape the future of Ayush
in global healthcare. With 250+ foreign buyers and 100+ Indian exhibitors, it explored sector
challenges, fostered global collaborations, and promoted traditional medicine governance.
Multiple public lectures by Ayush doctors and thematic conference sessions enriched the event,
which also hosted over 6000+ B2B meetings, significantly advancing the Ayush sector.

The conference on the theme ‘Ayush for One Health’ was graced by esteemed dignitaries, including:

The conference highlighted India's growing prominence in promoting traditional systems of medicine on the global stage.
Various sessions were held along with a CEO's Roundtable discussion that delved into the challenges and opportunities within
the Ayush sector. The event also featured the release of the Report "IndieExport”, and the Book titled "Ayush Works“, further
enriching the discussions and insights shared during the international conference.
