    1 INTRODUCTION
    1.1 Purpose
    The purpose of this engineering specification is to provide designers and vendors
    with the minimum technical requirements for the purchase, design, material
    construction, inspection, testing, and shipping of low–voltage metal–enclosed AC
    power circuit breaker switchgear for use in industrial installations owned by
    PDVSA.
    Since PDVSA has decided to adopt the PIP (Process Industry Practices)
    documents: ELSSG01: “Design and Fabrication of Low–Voltage
    Metal–Enclosed AC Power Circuit Breaker Switchgear” and ELSSG01D:
    “Data Sheet for Design and Fabrication of Low–Voltage Metal–Enclosed AC
    Power Circuit Breaker Switchgear” as an integral part of the Engineering
    Design Manual (MID), the requirements in this document are additions or
    modifications to the ELSSG01 and the section/paragraph numbers and the
    associated headings used in this document correspond to the ones used in
    ELSSG01.

    1.2 (Modify)
    The requirements of this Practice shall apply to metal–enclosed power switchgear
    assemblies employed in three phase AC electrical systems having a voltage not
    higher than 1000 volts. All equipment is suitable for use in dry, non–classified
    areas, either for indoor or outdoor location. Enclosures for outdoor service shall
    comply with PIP ELSSG12 “Design and Fabrication of Outdoor Enclosures for
    Motor Controllers and Switchgear”.

    4.1 Switchgear Assembly
    4.1.21 (New)
    When specified on the Data Sheet (Other Requirements), IR thermography
    inspection windows shall be installed as required to permit scanning of all power
    cable terminations. The IR windows installation shall meet ANSI & UL standards.

    4.2 Power Circuit Breakers


    4.2.1 (Modify)
    Low–voltage power circuit breakers shall be air break type unless otherwise
    specified on the Data Sheet and shall be designed, rated, manufactured, and
    tested in accordance with the latest revision of ANSI/IEEE C37.13, ANSI C37.16,
    ANSI C37.17, and ANSI C37.50.
    4.2.8 (New)
    When specified on the Data Sheet, protective relays shall be powered from an
    external DC voltage supply.
    4.2.9 (New)
    DC Power Supply
    When specified on the Data Sheet, a DC power supply comprised of a battery
    charger and nickel–cadmium batteries shall be provided in a separate
    compartment.
    4.2.10 (New)
    Unless otherwise specified on the Data Sheet, a separate 125–volt DC
    ungrounded control power circuit shall be furnished for each main breaker, tie
    circuit breaker, and bus section.

    4.10 (Addition)
    A one (1) barrel ”Kirk Key” interlock system shall be used in conjunction with the
    down–stream and up–stream circuit breakers, and the transformer tap changer
    when applicable.
