FOREWORD

Education is indispensable for human development and knowledge is the gateway to


quality of life. Access to knowledge and acquiring competencies for life and living are
important constituents for national regeneration. Following the UN mandate, India is
pursuing the goal of universalization of education. To achieve this goal, we at NIOS are
playing our role, by developing systems and strategies to reach the unreached. Open
Distance Learning (ODL) can make a significant contribution to transform India into a
knowledge society is being envisioned.
The NIOS is celebrating its 26th Foundation Day on 23rd November 2014. Over the last
two decades, NIOS has witnessed a steady growth and has introduced several
innovations. NIOS is the largest open school of the world with a cumulative enrolment
of 2.71 million learners. NIOS offers Academic, Vocational and Life Enrichment courses at Secondary, Senior
Secondary and Elementary (Open Basic Education or OBE) level through its 6428 study centres spread across
the country. NIOS is making use of ICT to provide education to its learners in a flexible and learner friendly
manner.
Admissions to both Academic and Vocational courses are done through online and offline mode. A single
window student information system has been put in place and is facilitated through NIOS website, which is
geared towards learner centred approach. Learner Support Centre (LSC) with the toll free number takes care of
learner queries. On Demand Examination System (ODES) is available at all Regional Centres for the convenience
of the learners.
With the aim to facilitate learners and provide quick information and support to them, a number of Regional
Centres have been set up – currently in 20 states. A modern Standard Definition Recording studio has been set
up for in-house production of audio-visual material. The “Mukta Vidya Vani”, an internet based audio streaming
system, has generated considerable interest among the learners to use technology for learning. NIOS has now
developed a Diploma in Elementary Education (D.El.Ed.) Programme for training of untrained teachers at the
elementary education level to support the commitment under the Right to Education Act. This course is being
provided to untrained teachers of Jharkhand, Nagaland, Meghalaya and Himachal Pradesh. Many more states
are coming forward for the capacity building of their teachers.
The NIOS is now offering online courses, starting with two vocational courses through Virtual Open Schooling
(VOS) where all activities are online right from registration to certification including virtual classrooms and
online examination.
The Research and Development Cell is carrying out research activities in the area of open schooling. The newly
created Capacity Building Cell is organizing intense training programmes for the staff of NIOS and Open School
functionaries at the state level. NIOS has signed MOUs with various national and international bodies in
diversified fields for augmenting learning resources and expanding its outreach. For networking in the field of
open schooling, the National Consortium of Open Schools (NCOS) acts as the nodal agency at NIOS Head
Quarters. NIOS has been working incessantly for inclusive education, bringing into the fold of education the
deprived sections, particularly the Minorities, Scheduled Castes/Scheduled Tribes, women etc.

certification to neo-literates;

1.3 NIOS : An Overview


Why Open Schooling ?
The emergence of Open and Distance Learning (ODL) system has been a natural and phenomenal evolution in
the history of educational development towards the latter half of the twentieth century. While the conventional
system continues to be the mainstream of educational transaction, it has its own limitations with regard to
expansion, access, equity and cost effectiveness. Major challenges that India faces today in the educational
arena are:
❖ the challenge of numbers,
❖ the challenge of credibility, and
❖ the challenge of quality.
The revolution brought about by the growth of Information and Communication Technology (ICT) has greatly
facilitated the expansion of Open and Distance Learning (ODL) system and permitted adopting a flexible,
constructivist, learner friendly and multiperspective approach to teaching learning process which is so essential
for creativity, leadership and scholarship leading to total development of human personality and in responding
appropriately to the challenges identified above.
The Open and Distance Education is a new paradigm with some elements of shift such as:
❖ from classroom to anywhere;
❖ from teacher centric to learner centric;
❖ from teacher as an instructor to teacher as a facilitator;
❖ from mainly oral instructions to technology aided instruction;
❖ from fixed time to anytime learning;
❖ from “you learn what we offer” to “we offer what you want to learn”;
❖ from education as one time activity to education as life long activity.
The concerns for adoption of ‘open schooling’ programmes with the objective of providing “Education to All”
include:
i. to provide education to those who are unable to attend conventional schools for a variety of socio -
economic reasons, as well as to those who for similar reasons missed opportunities to complete school
and developmental education,
ii. to meet the educational needs of differently abled children,
iii. to provide wider choice of educational programmes to learners,
iv. to provide a ‘safety net’ to school drop-outs so that they do not remain under-educated.
Every region and state of India faces, more or less, the above mentioned educational challenges.

1.4 What is NIOS ?
NIOS is an “Open Schooling Institute” to cater to the needs of a heterogeneous group of learners up to predegree
level. It was started as a project with in-built flexibilities by the Central Board of Secondary Education (CBSE) in
1979. In 1986, the National Policy on Education suggested strengthening of Open School System for extending
open learning facilities in a phased manner at secondary level all over the country as an independent system
with its own curriculum and examination leading to certification.Consequently, the Ministry of Human Resource
Development (MHRD), Government of India set up the National Open School (NOS) in November 1989. The
pilot project of CBSE on Open School was amalgamated with NOS through a Resolution (No. F.5-24/90 Sch.3
dated 14 September 1990 published in the Gazette of India on 20 October 1990), the National Open School
(NOS) was vested with the authority to register, examine and certify students registered with it up to pre-
degree level courses.

In July 2002, the Ministry of Human Resource Development amended the nomenclature of the organisation to
the National Institute of Open Schooling (NIOS) with a mission to provide relevant continuing education at
school stage, up to pre-degree level through Open Learning system to prioritized client groups as an alternative
to formal system, in pursuance of the normative national policy documents and in response to the need
assessments of the people, and through it to make its share of contribution to :

❖ universalisation of education,

❖ greater equity and justice in society,

❖ the evolution of a learning society.

1.5 What does NIOS do ?


The National Institute of Open Schooling (NIOS) provides opportunities to interested learners by making
available the following Courses/Programmes of Study through Open and Distance Learning (ODL) Mode.

❖ Open Basic Education (OBE) Programme for Children (upto 14 years), adolescents and adults at A, B and C
levels that are equivalent to classes III, V and VIII of the formal school system respectively.

❖ Secondary Education Course

❖ Senior Secondary Education Course

❖ Vocational Education Courses/Programmes

❖ Life Enrichment Programmes

The OBE programme envisages schooling by providing a learning continuum based on graded curriculum ensuring
quality of education for children, neo-literates, school drop-outs/left-outs and NFE completers.

For implementation of the OBE programme, NIOS has forged a partnership with about 690 Agencies providing
facilities to them as study centres. The NIOS provides resource support (such as adaptation of NIOS model
curricula, study materials, joint certification, orientation of Resource Persons and popularisation of OBE) to the
voluntary agencies and Zila Saksharta Samities (ZSSs) etc., for implementation of its OBE programme.

At the Secondary and Senior Secondary levels, NIOS provides flexibility in the choice of subjects/courses, pace
of learning, and transfer of credits from CBSE, CISCE (Council for Indian School Certificate Education), various
State Boards of School Education and State Open Schools to enable learner’s continuation. A learner is allowed
as many as nine chances to appear in public examinations spread over a period of five years. The credits gained

are accumulated till the learner clears required credits for certification. The learning strategies include: learning
through printed self-learning material, audio and video programmes, participating in personal contact
programme (PCP), and Tutor Marked Assignments (TMA). Enrichment is also provided to the learners through
the half yearly magazine “Open Learning”. The Study Material is made available in English, Hindi and Urdu
mediums. The On-Demand Examination System (ODES) is in operation at Secondary and Senior Secondary
stage. NIOS offers 27 subjects in seven mediums (Hindi, English, Urdu, Marathi, Telugu, Gujarati, Malayalam) for
Secondary Examinations and 25 subjects in Hindi, English, Urdu and Odia mediums for Senior Secondary
Examinations. In addition, there is a provision where the learners are allowed to take 1 out of 10 vocational
subjects at Secondary stage and 1 out of 20 vocational subjects at Sr. Secondary stage in combination with
Academic subjects. Vocational Education Courses are imparted through a network of Accredited Vocational
Institutes for imparting skill based training to its learners. The existing institutions like ITIs, Jan Shikshan
Sansthans, Krishi Vigyan Kendras, Schools, Colleges, District Institutes of Education and Training(DIETs),
Universities, Paramedical Training Centres, NGOs and several other Voluntary Agencies are partnering with
NIOS in imparting Vocational Education.

The NIOS programmes pay special attention towards requirements of the first generation learners, physically,
mentally and visually challenged learners and those from disadvantaged sections of the society.

1.6 How does NIOS function ?

NIOS operates through a network of five Departments, 20 Regional Centres and more than 6000 Accredited
Institutions (Study Centres) in India and abroad. It has a current cumulative (for last five years) enrolment of
about 2.71 million students at Secondary, Senior Secondary, Vocational courses and OBE which makes it the
largest open schooling system in the world.

1.7 Highlights of Flexibilities of Open Learning in NIOS
❖ An opportunity to continue education using modern ICT.

❖ Age Limit: There is no upper age limit. However, the minimum age for enrolment to Secondary course is 14
years and to Sr.Secondary course is 15 years completed on or before 31st July for 1st block of admission and
31st January for 2nd block.

❖ Freedom to choose subjects, according to one’s needs, interests and abilities.

❖ Continuous assessment through Tutor Marked Assignments (TMAs).

❖ Validity of Registration: One can complete a course in a maximum period of five years from the year of
registration.

❖ Credit accumulation facility.

❖ Facility of re-admission after five years with Transfer of Credits of previous achievements.

❖ Learning Support through Personal Contact Programme (PCP).

❖ Transfer of credits from CBSE, CISCE, various State Boards of Secondary Education and State Open Schools up
to a maximum of two subjects.

1.8 Commonwealth Open Schooling Association (COMOSA)


In the era of globalization, collaborations play a very important role. For the last many years
NIOS has been collaborating with various like - minded national and international
organizations for achieving its goal and objectives. The Commonwealth of Learning (COL),
UNDP and UNESCO are some some of the collaborators with whom NIOS is continuously
working.

The COMOSA is a non-profit, democratic, collaborative and futuristic organization based on mutual respect and
committed to support the efforts of open schooling institutions. The basic objective of the association is to
cooperate and collaborate in development, promotion and introduction of innovative, high quality, relevant,
equitable, gender-sensitive and cost-effective programmes of school education for sustainable development
in commonwealth countries through Open and Distance Learning Mode, thereby targeting to achieve the
Millennium Development Goals (MDG) of the United Nations.

1.9 National Consortium For Open Schooling (NCOS)
The National Consortium of Open Schooling (NCOS) was launched in September, 1997,
with a view to facilitate better cooperation, coordination, collaboration and determining
standards in Open and Distance Learning (ODL) system at school education level in the
country. The Secretariat of NCOS is located in NIOS. The states that have set up State
Open Schools are: Haryana, Punjab, Himachal Pradesh, Jammu & Kashmir, Rajasthan,
Gujarat, Madhya Pradesh, Kerala, Karnataka, Tamil Nadu, Andhra Pradesh, Uttar Pradesh,
Chhattisgarh, Bihar, Assam, West Bengal and Delhi. The NIOS has been providing
professional and technical support services to States to set up State Open Schools to
cater to the educational requirements of the clientele/students.

The major Objectives of NCOS

The main objectives of the NCOS are as follows:

1. To promote setting up of State Open Schools (SOSs) in the States by providing professional, technical and
academic support services to the State Education Departments.

2. To promote advocacy for Open and Distance Learning (ODL) and upscaling of the Open Schooling Programme
in India.

3. To facilitate networking and collaboration among Open Schools in India by sharing of resources, expertise
and experiences in Open and Distance Learning (ODL) at school level.

4. To determine standards of the Open and Distance Learning system at school stage to ensure pace setting
in programmes and activities of Open Schools.

1.10 Research and Development Cell

The Research and Development Cell of NIOS was created in December, 2009 to promote Research and
Development that promises to augment past knowledge and craft a vivid future in the field of Open Schooling.
Keeping this in view, the Research and Development Cell of NIOS supports many prolific research projects
capable of materializing constructive decisions and rationale in the field of Open Schooling.

The main objectives of Research and Development Cell are:

❖ To undertake research studies and surveys from time to time, to obtain feedback on the quality of the
materials developed and to facilitate and support students in their study. These students also centre on
the effectiveness of all the support structures and procedures used by the institution in pursuance of its

b) Access and success in open schooling: A feedback study of Open School students in Chhattisgarh

1.11 Adolescence Education Programme (AEP)


NIOS under the MHRD-UNFPA supported Adolescence Education Programme is engaged in empowering
adolescents to negotiate life positively and effectively. In tandem with the NCF 2005, AEP functions with an
objective that educational processes should engage learners in creating knowledge that is relevant to their
experiences, promote healthy attitudes and enable them to think critically and respond to real-life situations
in positive and responsible ways.

of Open and Distance Education. Detailed information about NIOS is available on its website www.nios.ac.in
The learning process in NIOS is based on the needs of
individual learners and the characteristics of a learning
community. Open learning gives the learners control over
what, where, when and how they learn. The focus of
attention are the learners and the learning process.
Elimination of fixed time (daily classes) and a fixed space
(school) enables learners with disabilities to learn at their
own convenience and pace. The flexibilities in NIOS go in
favour of disabled learners and has been proved to be
most suitable learning strategy for them.
Being an institution in Open and Distance Learning, ICT is
being used as a major strategy in reaching the unreached
and providing quality support to NIOS learners especially

2.1 NIOS Admission - online
NIOS is providing the facility of On-Line Registration for Admission and Examinations under NIOS Online. The
NIOS Online is aimed at increasing educational access through the use of technology.

General Objectives of NIOS Online

(i) To promote e-governance and better governance as directed by Government of India from time to time.

(ii) To ensure transparency and improve efficiency in operations of NIOS in its key areas of functioning like
admission, accreditation and examination and other activities.

(iii) To assist in government’s goal of Universalisation of Secondary Education (USE) by improving and enhancing
the reach of NIOS to its potential learners.

(iv) To bridge the digital divide between the learners of NIOS and the learners of the formal schooling system
by providing them opportunity to use ICT for accessing NIOS for the purpose of admission and availing
benefits associated with it.

(v) To facilitate the structural and functional transformation of NIOS as ODL institution by imparting it greater
flexibility, openness, superior quality and reliable services, as service provider – to its marginalized target
group of learners.

There are four streams of On-line admission to meet the needs of learners. Admissions through these streams
are mutually exclusive i.e., a learner can opt for only one of them.

An interactive Online Form for admission has been generated. A student can fill in the form online. Guidelines
about “ How to fill in the form” have been provided.

Four Streams of On Line Admissions

(i) Online Admission for all learners (Stream 1): This stream for Online Admission was open for all learners as
per eligibility criteria laid down for Secondary and Senior Secondary examinations. Online admission
through stream 1 is open throughout the year (24x7) in the 2 blocks.

(ii) Online Admissions for learners wanting to appear in the forthcoming October- November, Examinations
(Stream 2): This stream for Online admission is open for all those learners who had appeared but could not
clear the Public Examination.

(iii) Online Admission for learners wanting to appear under the On Demand Examination System (ODES) of
NIOS for Secondary Level (Stream 3): This stream for Online admission is open throughout the year. (Only
Online Mode is available)

Online Payment Gateway

There is a facility of making Online Payment through Credit/Debit Card, Net Banking for Online Admission and

The online payment facility is operational since 2007 with the introduction of Online Admission and significant
outcome was observed when 35-40% learners used online payment facility for admission and 50-55% learners
used this facility for registration of examination. With online payment gateway operational, a learner can pay
the admission and examination fee online through credit/debit card (Master/Visa) and Net Banking. Online
payment facility is also available under e-accreditation system.

NIOS has introduced the facility of submission of examination forms online. A learner can pay fee through
Online Mode by Credit/Debit Card (Master/VISA) and Net Banking.

2.2.1 Management of Students Database - Computer Data Centre
The enrolment of students is increasing steadily over the years. Starting with 40,000 students in 1990-91, the
enrolment during the year 2013-14 for Academic and Vocational courses was 551586 students. The cumulative
enrolment during last 5 years for Academic, Vocational courses and OBE is about 2.71 Million. The Computer
Data Centre of NIOS manages the students data through Relational Database Management System (RDBMS).
Various statistical reports and MIS reports are generated for use of NIOS faculty and Staff.

2.2.2 Student Information System
Starting from Registration(Admission) to the issue of Certificates, all the processes have been computerised.These
include Admission, Examination and Result and Certification.
2.2.3 Library Management
The Library of NIOS is fully computerised and is presently using the Web based Integrated Library Management
Software (Libsys). With this software, the access to NIOS Library has been enabled through the NIOS Website.
2.2.4 Media programmes
One of the major activities of the NIOS is to make use of modern means of Communication and Educational
Technology for distance learning. Audio and Video programmes are significant components of the multi-media
packages offered by NIOS for its various courses of study. The audio/video programmes supplement and
complement the other channels of learning such as printed self learning materials and Personal Contact
Programmes. NIOS has developed Audio and Video programmes for Open Basic Education, Secondary, Senior
Secondary and Vocational Courses.

2.2.5 Video Coverage


The Media unit arranged 30 video coverage of national and international programmes organized by NIOS in the
year under reporting. Those video coverage serves as an important resource for video documentation of the
events.
2.2.6 Video programmes
Except for the programmes related to language courses (Hindi, English, Urdu), most of the video programmes
have been produced in English and Hindi versions by using documentary, docu-drama and other formats. These

video programmes attempt to present important topics from different subject areas, in a simple, interesting
and engaging manner, so that the learners get a clear understanding and insight into the subject matter. The
duration of each video programme varies from 15 to 20 minutes. Media Unit has also produced live TV programmes
in collaboration with CIET, NCERT. More video programmes on Academic and Vocational subjects are being
developed.
2.2.7 Audio programmes
Interactive Personal Contact Programmes(PCP) are being streamed live from NIOS audio studio. NIOS has also
produced audio programmes and tutorials on several topics/themes related to NIOS curriculum in different
subjects, including Hindi, English, Urdu, Telugu, Marathi and Bengali language courses. Audio programmes on
Adolescent Education Project (AEP) have also been produced.
2.2.8 Multimedia programmes
NIOS is developing interactive multimedia programmes at Secondary & Sr. Secondary level in the subjects of
Chemistry, Physics and Biology so that students may learn easily with the help of animations, graphics, video
and sound.
2.2.9 Delivery Mechanism of Audio-Video Programmes
❖ The video programmes are being telecast on the National Channel of Doordarshan (DD-1) every Friday
from 5.02 a.m. to 5.25 a.m. and on the Educational Channel Gyan Darshan everyday from 6:30 p.m to7:00
p.m.
❖ The Audio programmes are being broadcast on GyanVani (FM Channel) at 106.5 MHz every Friday, Saturday
and Sunday from 8.30 a.m. to 9.00 a.m. There is a repeat broadcast from 4.30 p.m. to 5.00 p.m.
❖ The Audio/Video programmes produced by NIOS are sent to the Study Centers of NIOS for use in Personal
Contact programme (PCPs).
❖ The learners can take CDs of audio/video programmes on loan for a week from study centres.
❖ The audio cassettes and VCDs of video programmes are also available for sale. A comprehensive list of
the audio cassettes and VCDs is placed on NIOS Website-www.nos.org, for the benefit of NIOS learners
and others.
❖ Audio and Video programmes are also available on Youtube. The user has to click the Media Link on the
Home Page of NIOS website to watch these programmes.
2.2.10 Mobile Technology (M-Support)
NIOS uses the mobile technology for dissemination of various information and support services to learners. It
is also used for advocacy in a big way. Those information is sent through the medium of SMS.
Promotional Activities through SMS: During the year, promotional advocacy of NIOS online admission was sent
through SMS to more than 40 lakh mobile subscribers across the country.

2.5 NIOS Examinations and Certification


NIOS is the only National level Board of Secondary, Sr. Secondary and Vocational Educational Examinations
under Open and Distance Learning mode. It conducts Examinations twice a year in April-May and October-
November. A learner can avail as many as nine chances to appear in the examinations. In order to pass and get
Secondary/Sr. Secondary certificate, the criteria laid down by NIOS is as follows:

2.6 On-Demand Examination System (ODES)
NIOS conducts its Public Examinations twice a year in April and October. A student can avail as many as nine
chances to appear in the examinations with one or more subjects at a time with the facility of credit accumulation
over a period of five years. The entire evaluation system is computerized, right from registration of the candidate
to the issue of the final certificates.
As a major strategic use of ICT in the examination reforms, NIOS has conceptualized and operationalised the
On-Demand Examination System (ODES) at Secondary and Sr.Secondary Level where assessment takes place
when the individual learners considers themselves to be ready to take it. Thus, ODES adds another dimension
of openness in the Open Schooling System where examination is self paced and degree of performance is
learner controlled. Note that ODES is time independent and it also allows the learners to improve their
performance till they are satisfied with the achievement level set by them individually. So we call it a learner
centric examination system.
With the successful implementation and operationalisation of ODES at HQ NOIDA, NIOS has extended the
facility at its Regional Centres also.
ODES is conducted on every Tuesday, Wednesday & Thursday at the concerned Regional Centre and on every
Tuesday, Wednesday, Thursday and Friday at NIOS HQ at NOIDA except on government holiday, in one session
in the afternoon from 2.00 pm – 5.00 pm. The practical examination is conducted on every Friday on weekly
basis for the students who will appear during the week at the NIOS AI (study centre) or at another reputed
school already identified for the practical Examination. The Question Papers are administered in English and
Hindi medium.
The registration for ODE (On Demand Examination) by existing learners of NIOS is done only through Online mode
at the NIOS web site www.nios.ac.in. The payment can be made by Demand Draft or Credit Card/Debit Card.

2.8 NIOS Online: NIOS Open Educational Resource
(OER) project
NIOS is in the process of developing OER in three subject areas,
viz., ICT Applications, Rural Technology and Tourism and
Hospitality Management. The project activities are based at the
NIOS Regional Centre, Pune . It strives to draw the resource

choice and for obtaining their livelihood. During the second phase of OER NIOS is in the process of designing,
development and deployment of question bank application for the student preparing for engineering and medical
entrance examination. NIOS has formulated its OER copyright policy which is guided by Creative Commons
Attribution ShareAlike (CC-BY-SA) and Creative Commons Attribution ShareAlike Non-Commercial (CC-BY-SA-
NC).
2.9 Virtual Open Schooling (VOS)
In India, NIOS has initiated the launch and start Virtual Open Schooling (VOS) in collaboration with CEMCA to
serve learners to continue their education and skill development by the use of ICT.
Virtual Open Schooling can be defined as an educational practice that provides opportunity to learners to
study a formal school-based course online and gain credit for certification purpose. Learners can study using
technologies asynchronously or synchronously. The courses are based on existing Open Educational Resources
and are constructed around a learning management system with online repositories of content. Digital media
has been integrated to facilitate effectiveness of curriculum. Synchronous and asynchronous technologies
would facilitate interaction - with peers, with teachers, and with content.
During the year, two courses i.e. Diploma in Rural Technology and Certificate in ICT Applications are being
offered through VOS. The learners under VOS will be assessed online i.e. VOS has the facility of Online
Examination.
2.10 Minority Cell in NIOS
As per the decision taken by the Government of India to form Minority Cell in all Departments and Autono-
mous Bodies of the MHRD, the NIOS established a Minority Cell in the year 2006 in its Student Support Services
Department to pay special attention to educational needs of minority communities. The objective of the
Minority Cell is to expand the reach and impact of NIOS programmes and policies amongst the minority com-
munities especially the Muslim community by undertaking active advocacy programmes to establish linkages
with existing Minority Education Institutions.
This cell has been playing an important and vital role in the implementation of the provisions of National
Policy of Education (NPE- 1986/1992), Programme of Action (POA) on NPF and Constitutional Rights under
Articles 30 (1) and 45 and Article 8 (Fundamental Rights) for prioritized client groups.
NIOS has been making special efforts to bring educationally backward children, adolescents and adults belonging
to minority communities within the fold of education by enrolling them in its various courses/programmes
and by making certain facilitative provisions for minority institutions and learners. In the light of the fact that
Muslims are the most backward among the minority communities, NIOS lays special emphasis on their
education.
Functions of Minority Cell in NIOS
❖ Expand the reach and impact of NIOS programmes and policies amongst the Minority Communities
❖ Accredit Madarsas/Dar-ul-uloom and link these with the mainstream of education.
❖ Conduct advocacy programmes/orientation programmes/workshops for the promotion of Minority Insti-
tutions
❖ Issue notification with regard to the newly accredited Academic, Vocational and Open Basic Education
Minority Institutions.
❖ Collect data of learners from those accredited centres of NIOS which are covered under SPQEM scheme
and forward it to MHRD for claim purposes.
Special Relaxations for Minority Community by NIOS
With a view to provide quality modern education to the Muslim minority, several exemptions have been given
by NIOS for the purpose of accreditation of the Madarsas. Some of the major relaxations are as follows:-
❖ NIOS has exempted Madarsas and Maktabs from paying Rs.5000/- as accreditation fee and relaxed the
norms for accreditation vide circular no. NIOS/SECY/SSS/2010, dated 12.04.2010.

❖ To operationalise the SPQEM scheme, a circular vide no. NIOS/Secy/57th EB/2010, dated 30.11.2010
was issued giving full exemption of fees to Muslim students enrolled through Madarsas into the NIOS
courses.
❖ Accreditation norms for minority institutions have also been relaxed.
❖ In Inspection Committee of Madarsas, one expert from the minority community is appointed.
❖ The courses FOKANIA and MAULVI offered by Bihar State Madarsa Education Board have been notified at
par with Secondary and Sr. Secondary courses respectively offered by NIOS.
❖ Urdu medium is made available for better understanding.
❖ Prospectus is also printed in Urdu for better communication of instructions.
❖ Details of Minority Cell are made available on NIOS website. This section also contains all vital informa-
tion about accreditation etc.
(ii) For Academic Courses (Xth and XIIth) and vocational subjects, following relaxations have also been given:-
a. Madarsas/Darul Uloom having independent standing in offering Maulavi Azim and Fazil courses.
b. Having adequate residential facilities.
c. Having minimum three year old Registered Society of Trust.
d. Possessing minimum infrastructure to offer the NIOS courses (i.e. Labs, Library etc.) as fixed by NIOS
for Minority institutions, except the desired number of classrooms that could be 50% of the norms
for General Category institutions.
e. Its courses are recognized by other Gov. recognized institutions of higher learning.
Equivalency to the following courses of four Madarsa Boards has been granted. These courses of Madarsa
Boards will now be treated as equivalent to Secondary and Sr. Secondary Certificate of NIOS.
Through Notification dated 26th March 2013, it has been decided to accredit those Madarsas which are having
Minority Status granted by National Commission for Minority Educational Institutions (NCMEI) for running
NIOS Academic, Vocational and Open Basic Education Programme. These Madarsas will be considered for
accreditation after fulfilling other conditions as per norms under the Central Sponsored scheme for Providing
Quality Education in Madarsas (SPQEM). No processing fee of Rs 5,000/- would be charged.
Status of Minority Institution in NIOS
During the past few years, NIOS has given Top Most Priority to the issues concerning minority. The growth rate
of the accreditation of minority institutions is 33.78% during the year 2013-14 over 2012-13. Efforts are made to
accredit the minority institution within three months from the receipt of the application if it is complete in all
respects.

2.11 Promoting Use of Hindi


Besides taking various measures to promote the use of Hindi to its constituents, NIOS celebrates the Hindi
Divas every year during the month of September. Various competitions for promotion of Hindi are organized.
These include (i) Official Language Competition, (ii) Computer Based Hindi Knowledge Competition, (iii) Poetry
Competition, (iv) Debate Competition, (v) Quiz Competition, and (vi) One Act Play Competition.

Several important decisions for overall use of Hindi have been taken. Study materials and other materials have
been translated into Hindi. Hindi software was installed in all computers in various constituents of NIOS.
Several documents like Annual Report, Prospectus, Annual Accounts, “NIOS: A Profile” and circulars etc., were
translated into Hindi and printed.
Some programmes related to incentives for promotion of Hindi were initiated and facilitation material was
prepared/procured and distributed. During the Year a Training programme on Unicode and use of Hindi on
Computer was organized for NIOS Officials.
2.12 Assessment and Certification of NEO-Literates
2.12.1 A collaborative initiative of NLMA & NIOS
Introduction & Background for Assessment
The Prime Minister launched Saakshar Bharat, a centrally sponsored
scheme of Department of School Education and Literacy (DSEL), Ministry
of Human Resource Development (MHRD), Government of India (GOI),
on the International Literacy Day, 8th September, 2009. Saakshar Bharat
has been devised as the new variant of National Literacy Mission.
Saakshar Bharat will cover all adults in the age group of 15 and beyond
though its primary focus is women.
In order to provide academic resource support to literacy and adult
education programmes, State Resource Centres (SRCs) have been
established throughout the country. There are 25 State Resource
Centres working across the country.They are mainly responsible for
organising training
programmes for literacy
A female neo-literate is studying while working
functionaries in the State
and to prepare literacy material in local languages.
Literacy Programme (LP) under the Sakshar Bharat Scheme aims to
achieve the first objective of the scheme, that is, “Impart functional
literacy to neo-literate adults”. Functional literacy implies achieving
self reliance in Reading, Writing, and Arithmetic (Numeracy).

For assessment and certification, National Institute of Open Schooling


(NIOS) has been considered as the nodal agency by National Literacy
Mission Authority (NLMA).

2.12.2 Certification
In order to be eligible for certification, a candidate has to pass in each of the three components separately with
a minimum of 40% marks (i.e. 20 marks out of 50). These marks will be converted into grades which will be
reflected in the certificate.
The grades A & B will be considered as successful in the assessment and will be awarded Gradesheet-cum-
Certificate. A candidate getting ‘C’ in a component will have to reappear in that component and will be
awarded only the Grade-sheet. NIOS will process the results after receiving the award data from all SRC/SLMA
on CD or through e-mail.

2.13 NIOS Study Centres : State-wise


The NIOS serves its clients through a network of 20 Regional Centres and more than 6000 study centres all over
the country. These study centres are known as Accredited Institutions (AIs), Accredited Vocational Institutes
(AVIs) and SAIEDs. The AIs/AVIs admit students to various academic/vocational courses, distribute study material,
conduct Personal Contact Programmes (PCPs), supervise and co-ordinate the Tutor Marked Assignments (TMAs),
register students for the public examinations and distribute Mark Statements and Certificates to the students.

2.14 Learner Support Centre (LSC)
1. Under the NIOS Online initiatives, a Learner Support Centre (LSC) was established and made operational in
order to sort out the grievances of the learners pertaining to admission, examination, result, TMA, Identity
Cards, other related services, etc. The LSC functions on the pattern of a call centre. At present, five Learner
Support Executives respond to the queries of learners of NIOS related to entire spectrum of functioning of
NIOS.
2. LSC is user friendly, simple, convenient and efficient just with a toll free call at 1800 180 9393 by a learner.
Initially, the learners connect to the IVRS to get solutions of their queries. If they are not satisfied with
IVRS and wish to get more information, they connect to the Executive at the same number. Learners who
send their queries through email to [email protected], they are replied promptly.

Activities and Achievements during the year
3.1 NIOS Signs MOU with Pratham Education Foundation
In keeping with its mandate to reach out to disadvantaged and underprivileged learners, the National Institute
of Open Schooling (NIOS) signed an MOU with Pratham Education Foundation, New Delhi for bringing synergy
in their efforts to provide academic and skilling benefits to disadvantaged and underprivileged youth and
children.
The Pratham Education Foundation, one of the largest non-governmental organisations in India works towards
the provision of quality education to underprivileged children in India with activities in 21 states of India.
The MOU was signed by Sri. Shailendra K. Sharma, Project Director (CR), Pratham Education Foundation and
Secretary, NIOS in the presence of Chairman, NIOS & Heads of Departments.
3.2 NIOS Participates in 22nd New Delhi World Book Fair
The National Institute of Open Schooling (NIOS)
participated in the 22nd New Delhi World Book Fair at
Pragati Maidan, New Delhi from 15-23 February, 2014.
“Literature for Children” was the focus of the Book Fair
with Poland as the guest country and participants from 25
countries aiming to promote the habit of reading.
Inaugurating the fair, the President of India, Sri. Pranab
Mukherjee said “No human society can develop in all its
dimensions if it does not produce meaningful literature
for its children and young readers. I call upon authors,
publishers and the Government to do their utmost to
promote children’s literature. I also appeal to parents and
teachers to inculcate in children the habit of reading at a
young age itself. Implanting the habit of reading in children A view of the NIOS Stall
will ensure that it becomes a skill that stands them in good
stead throughout their lives.” This year’s fair was based on the theme “Kathasagar: Celebrating Children’s
Literature” and was organised by the National Book Trust (NBT). “Reading and literature for children” was the
main focus of the fair with a special section to commemorate the birth centenary of children’s writer and
illustrator, Sri. Shankar Pillai. A specially curated exhibition “A Tale of Tales” spoke about children’s literature
in Indian languages across six categories – “Myths, Legends and Folktales”, “Story-telling tradition in India”,
“Epics and Classics Retold for Children” “Towards Freedom”, “Tales for a new nation” and “Tales Today.” Apart
from Shankar Pillai, the founder of Children’s Book Trust, the theme “Pavilion” also commemorated children’s
authors Pulak Biswas and Harikrishna Devsare.
3.3 Chennai and Dharamshala Regional Centres Inaugurated
Inauguration of Regional Centre, Chennai
A formal inauguration of the Regional centre, Chennai was held on 8th February, 2014. The function conducted
at the Regional Centre was graced by Chairman NIOS, State Coordinator for Minorities Commission and Shri E.
Mariappan - Director, Doordarshan (News). The function which was also attended by learners, parents and
coordinators began with the unveiling of the foundation stone. This was followed by an exchange of views and
experiences about open schooling in general and NIOS in particular.
Inauguration of Regional Centre, Dharamshala
The NIOS Regional Centre, Dharamshala was formally inaugurated and the foundation stone was unveiled by
the Chief Guest, Sri. Sudhir Sharma, Minister of Urban Development, Govt of Himachal Pradesh and the Guest

of Honour, Chairman NIOS. Present on the occasion were Director (SSS), NIOS, Joint Director (SSS), NIOS, Vice-
Chancellor, HP Central University and Secretary, HP Technical Education Board. Appreciating the efforts made
by the NIOS, the Hon’ble Minister announced grant of one acre of land for setting up the Regional Centre
amidst applause from the gathering. Speaking on the ocassion, Chairman, NIOS, highlighted the role of the
NIOS in the development of the region.

3.4 NIOS Participates in an International Conference on “Literacy through Literature”


The National Institute of Open Schooling (NIOS) partnered with the Association of Writers and Illustrators for
Children (AWIC), New Delhi in an International Conference on the theme “Literacy through Literature'' from
6-8th February, 2014 at the India Habitat Centre, Lodhi Road, New Delhi. One session of the conference
focused on the meaningful contribution and achievement of NIOS for sustenance of literacy in society. The
theme of the session was “Spreading Literacy in Today’s India – Alternative Channel”.
3.5 Training Workshop on the “Development of Study Material Based on Scenario-Based Learning”
A two day Training Workshop on “Development of
Study Material Based on Scenario- Based Learning”
was organised from 3-4 January 2014 at the NIOS
headquarters, Noida. Dr. Som Naidu, Associate
Professor, Learning Transformations, Swinburne
University of Technology, Melbourne, Australia
conducted the programme.

Speaking in the context of the workshop, Chairman


NIOS discussed the effectiveness of Scenario-Based
Learning as an alternative approach to developing
learning resources particularly in ODL mode. He said
that traditional mind set of only content based
material has to change. Modification of content in Training Workshop in progress
the light of defining learning outcomes and then
designing scenarios to be presented to the learners in all possible subjects is needed so as to make the
learning resources relevant and context based.

3.6 National Workshop on “Strategy Planning for implementing RPL for Informal Sector Workers”
The National Institute of Open Schooling (NIOS) and National
Skill Development Agency (NSDA) organised a National Workshop
on “Strategy Planning for implementing RPL for Informal Sector
Workers” on 24th April 2014 at NIOS, NOIDA.
Recognition of Prior Learning (RPL) is an important associated
function of the National Skills Qualifications Framework (NSQF),
especially in the Indian context where majority of the workforce
has not received formal training. RPL gives an option for personal
or career development or to gain credit towards other
qualifications or learning programmes to learners who have the
skills but no certificate to prove it. It will help learners to make

clear connections between the learning they have already
achieved and future learning.
The NIOS provides a framework to assess the competencies and skills acquired via informal learning leading to
NSQF awards as per the level of competency attained. NSDA decided to take up pilot projects in selected
sectors for RPL along with NIOS and other important stakeholders.

3.7 Training Programme for Common Service Centres
The National Institute of Open Schooling (NIOS) entered into an agreement with Common Service Centre,
e-Governance Service India Limited on 29.08.2013 with a view to utilize the services of the Common Service
Centres as facilitation centres of NIOS. There are more
than 1,20,000 Common Service Centres across the country
and it has been envisaged by the Government of India to
have 1 Common Service Centre for every 6 villages to
provide services to its citizens using ICT. With the help of
these service centres, NIOS is of the opinion that these
Common Service Centres can act as facilitation centres for
NIOS and also promote the NIOS programmes in far-flung
areas where lack of awareness persists and outreach is
difficult.

As Service Centre Agencies are the grass root agencies for


providing services at the end level, hence, a training
programme for Service Centre Agencies of Common Service Training programme for Common Service Centres
Centre, e-Governance Services India Limited was
conducted in NIOS on 04.03.2014 to inform about the programmes and flexibilities offered by the NIOS, about
the method by which online services are made available by NIOS to its stakeholders and also how to use these
services starting from submission of registration form to the payment of examination fee etc.
3.8 Hindi Workshop
A Hindi workshop on the theme: ‘Official Language and Responsibility of Government Servants’ was held in the
Conference Room, Academic Department, NIOS on 19th March, 2014.
Dr. Sanyam Bhardwaj, Director (Student Support Services), NIOS welcomed the participants and explained the
objectives of the workshop. While appreciating the efforts of the Student Support Services Department for the
promotion of Hindi, he emphanized on the need for expansion of this work by drawing out an annual schedule.
He also introduced Sh. Dharam Singh, Hindi Officer, Central Board of Secondary Education (CBSE) and requested him
to guide the SSS Department. The Workshop was specially organised to train the staff of SSS Department.
3.9 National Science Day Celebration
National Science Day is observed every year on 28th
February to mark the novel discovery of the Raman
Effect by the great Indian physicist Sir C.V. Raman. Its
basic objective is to spread the message of the
importance of science and its applications among the
people.
The NIOS celebrated the National Science Day on the
theme-Inculcation of Scientific Temper among Learners
of Open Schooling through Self Learning Material - on
3 rd March, 2014 at NIOS H.Q., NOIDA which was in

3.10 Vocational Education Department organises Video Conferencing Programme
The Vocational Education Department of NIOS organized a
one day Video conference programme on April 30th, 2014 on
the subjects of Advocacy and Collaboration for the
coordinators and instructors of Accredited Vocational
Institutes (AVIs).
In the first session, Secretary, NIOS, Director (SSS) and Deputy
Director (VED) spoke on various aspects of advocacy of
Vocational programs and the recent developments in NIOS
related to advocacy and collaboration.

3.11 NIOS Organises Meeting of Regional Directors


The 20 th meeting of the Regional Directors of National
Institute of Open Schooling (NIOS) was held on 30 th June Officials of NIOS addressing coordinators of AVIs during the
and 1st July, 2014 at the NIOS Headquarters at Noida. This Video Conferencing programme
meeting was unique in the manner as its theme was decided
based on the vision of our new Prime Minister i.e.

on 5th June 2014, the NIOS embarked on a mission to
save the environment by planting saplings. The
celebration of World Environment Day spanned across
its regional Centres spread all over India.

The plantation programme was attended by MHRD


officials, Chairman, NIOS, Secretary, NIOS and Academic
Officers and other NIOS officials. The Chairman stressed
upon the importance of conserving flora and fauna for
human existence and the need to protect the
environment for a better tomorrow. He also said that
Plantation is such a beautiful way of doing our bit for a
healthier environment and better living.

3.13 NIOS celebrates Second Anniversary of Mukta Vidya Vani
Mukta Vidya Vani, a unique Educational Web Radio platform and a pioneering initiative of the National Institute
of Open Schooling (NIOS) for using Streaming Audio for educational purposes completed two years of its
existence since its inception on 19 July, 2012. A function was held on 22 July 2014 at the NIOS headquarters,
NOIDA to celebrate its commendable journey from an exploratory mode to an effective and popular platform
among the large and diverse groups of Open and Distance learning (ODL) learners across the globe.
3.14 NIOS organises Training Workshop for Question Paper Setters
A three day training workshop for Question Paper Setters was organized from 27th to 29th August, 2014. After
welcoming the participants, the workshop objectives and outcomes were clearly outlined by Dr. Sandhya
Kumar, Deputy Director, Capacity Building Cell (CBC), NIOS.
Speaking on the occasion, Dr. Kuldeep Agarwal, Director (Academic), NIOS explained the unique concept of
open schooling system. He said that open schooling offers a second chance to complete school education but
is by no means second grade or qualitatively poor. Dr. Agarwal went on to add that since there is no age limit for
the learners to enrol, these learners coming from varied backgrounds have diverse educational needs. He said
that these learners are isolated and hence need a lot of academic support that is provided in the form of
contact sessions called Personal Contact Programmes (PCPs) and continuous assessment through Tutor Marked
Assignments (TMAs).
3.15 MoU Signed Between NIOS and Ramakrishna Math and Ramakrishna Mission
A Memorandum of Understanding was signed between National
Institute of Open Schooling (NIOS), NOIDA and Ramakrishna Math
and Ramakrishna Mission, Belur, Dist. Howrah, West Bengal on 6th
August 2014. The MOU specified the broad framework of Academic
cooperation and collaboration between National Institute of Open
Schooling and Ramakrishna Math and Ramakrishna Mission for the
purpose of promoting the education of particularly the underprivileged,
marginalized and disadvantaged section of the society along with other
general sections with focus on raising academic standards, knowledge
and skill development, vocational training, inculcation of higher values
in life, character building and personality development to become Senior officials of NIOS and Ramakrishna Math and

3.16 National Conference for NIOS Co-ordinators of Accredited Institutions


A two day National Conference for Coordinators of Accredited Institutions of NIOS was held on 22 & 23
November 2013 The theme of the conference was "Effective Student Support Services: Rules & Policies". NIOS
has been constantly working towards building an environment to
empower and engage its learners in the process of life-long
learning. In Open and Distance Learning Mode of education study
centres and Coordinators have an important role to play in
universalisation of school education and both help the learners
administratively and academically throughout the learning
process. The objectives of the Conference were to intereact with
the coordinators and update them about modified policies related
to Personal Contact Programme (PCP) and Tutor Marked
Assignments (TMAs) to discuss with Coordinator the problem faced
by them and to share good practices devised and implemented by
Fr. T.V. Kunnunkal, Former Chairman of NIOS the Coordinators.

3.17 Swachh Bharat Abhiyan
National Institute of Open Schooling
undertook Cleanliness Drive as an initiative for
‘Swachh Bharat Abhiyan’ on 2nd October, 2014,
the Birth Anniversary of Mahatma Gandhi. On
the day, Hon’ble Chairman Sh. J. Alam led
everyone in taking the ‘Swachhta Shapath’
(Sanitation Pledge) at NIOS Headquarter,
NOIDA. After the pledge taking ceremony,
cleaning activities were enthusiastically
undertaken by all NIOS faculty and other staff.
The objective was to ensure cleanliness and
hygiene in the NIOS campus, and inside the
office complex. The day was highly remarkable
as the motivation and enthusiasm of all NIOS
employees was visible by their active
participation in cleanliness activities. The day
emphasized on keeping cleanliness not only
in the office premises, but realizing the
importance of cleanliness of self, home,
neighbourhood, public places etc and moving
towards realizing the vision of ‘Swachh Bharat’.

3.18 Observance of Vigilance Awareness

In pursuance of Central Vigilance Commission’s


Circular No. 06/09/14 dated 30th September 2014,
Vigilance Awareness Week – 2014 was observed from
27th October to 1st November 2014 at NIOS HQ, Noida
as well as at all the Regional Centres of NIOS. The
theme of observing Vigilance Awareness Week was
“combating corruption – technology as an enabler”.

The banners in Hindi as well as in English were


displayed at prime locations of NIOS HQ, Noida as
well as at Regional Centres. As a part of Vigilance
Awareness Week, an essay writing Competition on
the topic ‘e-governance in Preventive Vigilance’ was
conducted on 29th October 2014 and the participants
who secured first, second and third position were
awarded prizes.

woman boxer to have qualified for the 2012 Summer Olympics, competing in the

Performing across the globe as a Carnatic Violin Soloist from the age of 9, Athira is

Jithin Jose

Jithin Jose had to drop out of school when he was in class II as he was suffering from
haemophilia.

When he was about sixteen years old, his parents learnt about the NIOS and got
him registered for the foundation course. This enabled him to start his second
innings as a student. Due to the flexibility of the NIOS system, Jithin could choose
non-science subjects along with Maths and English, when he further enrolled for
the Secondary Course. He found that the books were self-explanatory and prepared
in a simple language. At the age of nineteen, he passed his secondary exams in 2003
with 72% marks. He further enrolled for the NIOS Senior Secondary Course and
passed in 2005 with 81% marks. Later he cleared CA exams with 41st rank at the All
India level.

He acknowledges that the NIOS led him from ignorance to knowledge, by initiating
him into the world of studies. He feels extremely proud to be an NIOS Product.

Dr. Prabhleen Singh

A doctor by profession, Dr. Prabhleen Singh is a successful NIOS learner who is


presently preparing for the MD/MS entrance exams. Sharing his experiences at a
seminar recently held by the NIOS, he said that he had benefitted immensely from
the system of open schooling. He enrolled for the Senior Secondary course of the
NIOS to enable him to pursue education in a flexible manner. Dr. Singh is also a
published author. His first work, “And The Mirror Kissed Back” was published in 2008
by Cinnamon Teal Press, Goa.
