KEY AREAS OF ACCOUNTABILITY:
Contribute to the implementation of a MEAL system within SC IT international
programmes:
 Support proposal development activities on MEAL;
 Monitor compliance against MEAL requirements set in priority programmes under
implementation: regularly update TSPQ support to IP database, keep internal MEAL
mapping file up to date and ensure relevant MEAL docs are saved in AMS platform;
 Advise and provide support to COs as required on the implementation of Monitoring,
Evaluation, Accountability and Learning components. To this extent also provide advice
and support on MEAL plans, baseline studies, data collection tools and databases as
required; review and provide feedback to project progress and final reports;
 Provide support in project evaluations by sharing templates and available tools at the
planning stage; reviewing evaluation TORs, inception reports and draft evaluation report
to ensure quality and rigour in the process;
 Collect and organize existing internal and key external MEAL tools and resources, and
share them as needed;
 Contribute to the development of MEAL capacity in the field through field missions,
dedicated remote support, training and resource sharing as needed.

Strengthen MEAL applicable framework in strategic initiatives led by TSPQ


department:
 Support Education Advisor in piloting a cross MEAL framework applicable to relevant
Bulgari-funded programmes; support implementation of cross-learning and accountability
component;
 Support Child Poverty and Youth Livelihoods Advisor in consolidating learning and
reporting from the 4-country Youth Empowerment Bulgari-funded programme;
 Support Child Sensitive Livelihoods Advisor in developing MEAL framework for a CSLH
model, including a learning component.
 Support the Migration working group on Monitoring and Learning components;
 Support the Migration Displacement Initiative in the development of a MEAL framework
applicable to programmes on children in transit (to be confirmed).

Provide coordination to work on Quality Criteria led by Knowledge


Management & MEAL Group
 Liaise with SCI work on Quality Framework + KPIs and ensure alignment with SCIT
internal work on programme Quality Criteria;
 Provide guidance to the KM & MEAL working group to test and implement quality
criteria in international programmes (to be confirmed).

Liaise on relevant projects led by SCI Strategic Groups:


 Keep updated and promote integration of SC Italy input in relevant projects (Quality
Framework review, Global Results Framework development, PRIME, Evaluation Quality);
 Ensure progress achieved in SCI on MEAL is fed into SCIT MEAL system and activities.

General:

QUALIFICATIONS AND EXPERIENCE


Essential:
 Education to Masters level in a relevant subject or equivalent field experience
 Significant experience undertaking M&E/MEAL-related roles (at least 3 years)
 Proven skills in working with both quantitative and qualitative methodologies and
analysis
 Demonstrated strong monitoring and evaluation skills, including planning/participating in
evaluations
 Proven capacity to supervise, train and coach staff
 Experience establishing systems of community participation and accountability
 Significant experience in designing and managing assessments and evaluations (at least 3
years)
 Ability to work both in a hands on implementation and advisory capacity
 Available to travel frequently
 Experience of contributing to successful funding proposals for donors
 Ability to write clear and effective assessment and project reports with high level of
written and spoken English
 The capacity and willingness to be extremely flexible and accommodating in difficult and
sometimes insecure working circumstances.
 Commitment to the aims and principles of Save the Children. In particular, a good
understanding of the Save the Children mandate and child focus and an ability to ensure
this continues to underpin our support.
