Duties and Responsibilities
Pre-Construction Phase
1. Cost Estimation:
- Prepare detailed cost estimates for villa construction, including materials, labor, and equipment.
- Develop preliminary budgets based on initial project designs and client requirements.
2. Feasibility Studies:
- Conduct feasibility studies to determine project viability and provide cost-benefit analysis.
- Assist in the development of project proposals and investment appraisals.
3. Tendering and Procurement:
- Prepare and manage tender documents, including bills of quantities, specifications, and schedules of rates.
- Evaluate tender submissions and negotiate with contractors and suppliers to achieve competitive pricing.
4. Value Engineering:
- Identify opportunities for cost savings and propose alternative construction methods or materials without
compromising quality.
- Conduct value engineering workshops with project stakeholders.

Construction Phase
5. Budget Management:
- Monitor and manage project budgets, ensuring expenditures align with approved budgets.
- Update cost forecasts and financial reports regularly to reflect project progress and changes.
6. Contract Administration:
- Draft, review, and administer construction contracts, including agreements with subcontractors and suppliers.
- Ensure compliance with contract terms, conditions, and specifications.
7. Cost Control:
- Implement cost control measures to track and manage project costs effectively.
- Identify and address potential cost overruns, ensuring timely resolution.
8. Site Visits and Inspections:
- Conduct regular site visits to monitor construction progress and ensure adherence to budget and schedule.
- Assess the financial implications of site activities and report any deviations or issues.
9. Progress Payments:
- Prepare and validate progress payment claims from contractors and suppliers.
- Ensure payments are aligned with actual work completed and contractual terms.
10. Change Management:
- Assess and manage variations and change orders, including cost implications.
- Negotiate and agree on the financial aspects of project changes with contractors and clients.
11. Risk Management:
- Identify potential financial and contractual risks and develop mitigation strategies.
- Maintain a risk register and update it regularly based on project developments.
12. Communication and Coordination:
- Liaise with project stakeholders, including clients, architects, engineers, and contractors, to ensure smooth
project execution.
- Facilitate regular meetings to discuss project progress, financial status, and any emerging issues.
Post-Construction Phase
13. Final Accounts:
- Prepare and agree on final accounts with contractors and suppliers, ensuring all project costs are accounted for
and settled.
- Reconcile any outstanding financial issues and ensure closure of project financials.
14. Project Evaluation:
- Conduct post-project evaluations to assess financial performance and identify lessons learned.
- Prepare detailed reports on project outcomes, including budget adherence and cost efficiency.
15. Documentation:
- Ensure all project documentation is complete, accurate, and properly archived.
- Maintain detailed records of contracts, cost reports, and correspondence.
