1 Purpose
To ensure that all levels of Saudi Electricity Company, its subsidiaries management,
employees and contractors have the necessary knowledge and skills (competence)
to perform the assigned tasks arising from both routine and non-routine operations
and to provide an on-going occupational health and safety management educational
program for all workplaces so as to perform their work in a safe, secure, productive
and risk free manner.

2 Scope
This procedure applies to all Saudi Electricity Company and its subsidiaries and the
work performed by its employees, contractors and suppliers who undertake activities
on behalf of SEC.

3 Definition and Acronyms


Competency: Application of knowledge, skills, and behaviors in performance /
demonstrated personal attributes and demonstrated ability to apply knowledge.
Critical Task (CT): Analysis An analysis of a tasks to determine if it is a high- risk
(Critical) task which has the potential to cause major loss to people, property,
process or the environment if not performed properly and then write structured step-
by-step procedures to carry out the task correctly and safely.
OHS: Occupational Health and Safety.
OHS Management System (OHSMS): Those parts of the overall management
system that facilitates the management of OHS risks associated with the business of
Saudi Electricity Company.
Induction/Orientation Training: An overview training program given to new
employees in all job categories that describe the overall hazards associated with the
facility including Occupational Health and Safety procedures and emergency
response.
Initial Training: Formal structured training program given to new employees
involved in the operation of the facility prior to independently undertaking their
assignments.
License / Certificate holder: A person who is licensed or certificated to carry out
particular work activity or task for which a license or certification is required under
government legislation and/or Saudi Electricity Company organization OHS
requirements.
Licenses and certification:-The certificates which are issued by SEC Training
Centers to insure performing the SEC technical tasks according to OHS
requirements.
Manager: The person/s directly responsible for the workplace activity being
performed or the work site where the activity is occurring.
Management System: Detailed procedures developed by the SEC organization and
operations and departments explaining the implementation methodology to meet the
requirement of the Occupational Health and Safety Management System standards.

New Employee: An employee either hired or transferred with no relevant
experience.
Qualifications: The prerequisites required prior to performing any job. The
prerequisites include the level of education qualification required for that job, job
knowledge, skills, and level of competency, experience, and abilities to safely carry
out the duties of that job.
Qualifying Program: A program required qualifying a new employee, that includes
training curriculum, evaluations, written exams and/or practical tests, criteria for pass
or fail.
Refresher Training: Periodic training to ensure that employees remain competent to
perform their assigned tasks.
Trainer: The individual who conducts a training course.
Training: Any instruction (e.g., formal, informal, written, practical, oral, hands on
etc.) that is given to an individual or group of individuals for the purpose of enhancing
their skills and knowledge.
Training Needs Anazlysis (TNA): The process of identifying the training
requirements of an individual or organization.
Note: The words “shall” and “must” in this procedure indicate mandatory
requirements. The word “should” indicates a preferred approach.

4 Responsibilities
4.1 Vice President Business Lines\CEO Subsidiary Companies
4.1.1 Business Line Leaders must ensure, as is reasonably practicable, the
provision of any information, training, instruction or supervision that is
necessary to protect all persons from risks to their health, safety and fire risk
and protection arising from work carried out as part of the conduct of the
business or undertaking.
4.1.2 They must ensure:
 Information, training and instruction to employees and contractors is
suitable and adequate with regard to:
o the nature of the work carried out by the employee and contractor;
o the nature of the risks associated with the work at the time the
information, training or instruction is provided;
o the control measures implemented; and
o Information, training and instruction is provided in a way that is readily
understandable by any person to whom it is provided

4.2 Departmental Managers and Supervisors


4.2.1 They are responsible for ensuring:
 Mandatory OHS training needs are identified and monitored for the work
area, and gaps addressed in accordance with relevant SEC OHS
standards, procedures and legislative requirements.

 A Training Plan is created annually which outlines the OHS training
which will be delivered and coordinated throughout that year.
 All employees and contractors in areas under their management or
control receive sufficient OHS training relevant to their given tasks and
work responsibilities
 OHS Representatives within their area are provided access to training, in
accordance with current SEC OHS requirements
 All employees and contractors within their function area(s) are
adequately trained and competent in the activities they undertake.
 Including relevant OHS awareness information and items in weekly team
meetings.
 Conducting toolbox talks at least once a week.
 Delivering site specific induction training to employees, contractors and
visitors where relevant and required.
 Training records for employees and contractors are current and
maintained.
4.2.2 This responsibility includes ensuring that adequate resources are made
available for the provision of OHS training.

4.3 SEC Training Centers


4.3.1 SEC Training Centers are responsible to:
 Arrange and implement SEC employees internal OHS training according
to competency requirements.
 Arrange SEC employees external OHS training through accredited
training institutions according to competency requirements.
 Arrange and implement SEC OHS competency induction training
workshops and provide certificates and licenses for all contractors/sub-
contractors.
 Coordination with SEC Business Lines to add/modify OHS training
programs according to competency requirements.

4.4 Employees
All employees, contractors and others are required to complete mandatory OHS
training offered by SEC and to follow all reasonable instructions with regards to
work occupational health, safety and fire protection.
5 Implementation Requirements
5.1 Commencement of Employment
5.1.1 SEC managers and supervisors with the authority to appoint employees
shall ensure that new employees hold the required and current
qualifications, certificates and licenses for the position to which they are

appointed and ensure these details of relevant qualifications, certificates
or licenses appear, are correct and are maintained in the Human
Resource personnel file.
5.1.2 Managers and supervisors are responsible for completing a training need
(gap) analysis (i.e. review of competence required versus competence held
for the role) and producing and monitoring a training plan that satisfies any
identified gaps.

5.2 Competence Assessments


5.2.1 SEC managers and supervisors shall identify the competence requirements
of all employees prior to their commencement of employment with SEC, in
accordance with the approved Competence/Role Profile Matrix from SEC’s
Human Resources Development Sector.
5.2.2 Assessment of employees’ OHS competencies shall be undertaken by an
appropriate workplace assessor if the employee is required to:
 Work in a prescribed occupation;
 Work under the authority of a license;
 Hold a certified copy of license or certificate (e.g. work at heights,
scaffold erector certificate or first aid certificate); and/or
 Engage in work that involves significant risk of injury or illness.
5.2.3 Managers and supervisors are responsible for ensuring the ongoing
monitoring and review of employee OHS competencies in accordance with
the approved Competence/Role Profile Matrix from SEC’s Human
Resources Development Sector.
5.2.4 Where skill deficiencies are identified or when competencies expire,
appropriate training, retraining and/or supervision shall be provided before
work commences or continues so that employees can perform their
designated duties competently and without risk to health and, safety.

5.3 Training Needs Analysis (TNA)

5.3.1 A TNA shall be conducted periodically by SEC managers and supervisors to


ensure that all employees are provided with appropriate training and are
competent to complete their work in a safe and healthy manner.
 OHS training needs shall be identified and assessed in accordance with
the approved Competence/Role Profile Matrix from SEC’s Human
Resources Development Sector through a number of sources including,
but not limited to: Analysis of the work environment and/or activities that
employees are expected to perform;
 Risk assessments – including hazard/aspects identification tools and
Critical Task (CT) analysis , to identify the hazard or environmental
impacts associated with the activities, equipment, materials and work
processes of each task;
 Incident investigations;
 Occupational health, safety, and fire audits and inspections;
 Competence assessments:
o Identifying actual OHS related competencies of employees;

o Comparing these competencies to those required to prevent health
and safety incidents; and
o Determining deficiencies and whether training would reduce or
eliminate the hazards present.
5.3.2 Where employees are unskilled in the required task or expired mandatory
and statutory competencies are identified, appropriate training or re-training
shall be provided prior to commencement of the work. Employee training and
re-training shall be recorded, monitored and kept up to date by their
manager or supervisor in their personnel document control filling system.

5.4 Critical Task (CT) Analyses

5.4.1 Where a Job Safe Procedure (JSP) or Safe Work Procedure (SWP) has not
been developed for a specific activity, a CT must be undertaken prior to the
task commencing. CT analyses shall be undertaken in accordance with the
requirements of procedure OHS-PR-02-03 Hazard Identification and Risk
Assessment (HIRA) and facilitate, as a minimum:
 Identification and assessment of required employee and contractor
training and competence requirements for the task;
 Management of identified key hazards and risks (e.g. expired or
inadequate worker licenses, qualifications or competencies); and
 Communication and collective review of required risk controls with all
employees and contractors. (refer to Procedure OHS-STD-02-02
Communication and Consultation).

5.5 Employees Initial Training

5.5.1 New employees shall go through qualifying program prior to independently


undertaking their assignments without direct supervision.
5.5.2 A qualification assessment shall be carried out at the time of hiring
experienced employees who are not required to go through the qualifying
program.
5.5.3 Development of Initial Training Programs shall be based on:
 Identified training needs for the job.
 Training objectives.
 Subjects to be covered.
 Competence level of employee.
5.5.4 The Training objectives shall be written in clear measurable terms before the
training is conducted.
5.5.5 The training program shall be, as appropriate, a blend of classroom lectures,
simulators, and Computer Based Training (CBT), practical demonstrations
and On-the-Job Training (OJT). One of the following evaluation materials
shall be used to ascertain employee understanding for the qualifying
program:
 Written exams.
 Oral exams or practical tests.

5.6 Task Specific Training and Competency

5.6.1 Employees shall be selected for specific training topics based on the
Training Services Department Learning Approach Levels of skill and

competence to undertake the work safely. Where employees are unskilled in
the required task, appropriate training, retraining or instruction shall be
provided prior to commencement of the work and recorded in accordance
with SEC Human Resources Learning and Development Strategy and
related framework. Task specific training shall address relevant health and
safety issues, hazards and control measures to enable employees to
perform their work safely. Appendix 8.1 - Table 1 OHS Learning Topics for
each Level pg. 13, outlines the specific level training and competency
requirements which SEC organizations shall comply with.

5.6.2 SEC Training Centers shall arrange and implement SEC employees
internal OHS training and arrange SEC employees external OHS training
through accredited training institutions according to competency
requirements.
5.6.3 Site-specific on-the-job training shall be conducted by the site Supervisor to
ensure that new employees are able to perform their designated duties,
including any new tasks safely, competently and without risk to safety and
health. This training must be conducted in conjunction with the relevant Job
Safe Procedure (JSP) or Safe Work Practice (SWP) / Method Statements
(SWMS) outlined in procedure OHS-PR-02-03 Hazard Identification and Risk
Assessment (HIRA).
5.6.4 In the event that the employee is transferred or their position changes, a
training needs analysis and site specific training shall be completed and
documented, in accordance with the arrangements outlined in this
procedure.
5.6.5 Senior management shall evaluate the implementation of the training at least
annually including trainee / trainer feedback.

5.7 Supervision
5.7.1 Supervision must be provided, where appropriate, for employees who are
not deemed competent to undertake a task or work process. Supervision
must provide adequate direction and oversight to ensure the safety of the
employee worker, to meet OHS obligations and prevent incidents.
Supervision must not to be used as a control measure, where training should
reasonably or legally be provided and competency established
5.7.2 Supervisors, employees and contractors should be provided with learning
experiences, including introductory and specialized courses and materials
that will enable them to recognize and eliminate, or reduce occupational
health, hazards and environmental impacts in their work units. Such training
shall also include the development of required skills for managing the SEC
OHS Management System program within the work unit, including the
training and motivation of subordinates to assure OHS work practices.

5.8 Awareness Training


5.8.1 Awareness training is not skills-acquisition, but rather broad based training
provided to increase employee awareness of particular OHS issues. Content
of awareness training may include items covered in induction training,

specific training, toolbox talks or any other OHS issues that affect a number
of employees in the workplace (for example, manual handling, heat stress,
confined space entry and so forth).

5.9 Toolbox talks and team meetings


5.9.1 Toolbox talks and/or team meetings are not intended for skills acquisition.
Instead, they are used to provide broad-based information that increases
awareness of site specific OHS issues. Content may include information
from the SEC OHS Management System, OHS alerts and/or any other OHS
issues that affect staff in the workplace. Toolbox talks and/or team meetings
will be used to ensure OHS awareness is maintained throughout all the
organization workplaces and sites.
5.9.2 Risk Based Toolbox talks and/or team meetings shall be conducted at least
once per week in operational areas (non-office based staff) by the relevant
supervisor. Key OHS related information will be included in fortnightly team
meetings in all areas to increase OHS awareness.
5.9.3 All toolbox talks and signed attendance sheets must be filed in accordance
with procedure OHS-PR-02-07 Document Control.

5.10 Refresher Training


5.10.1 Refresher training shall be provided to each employee to assure that the
employee understands and adheres to the current procedures. The refresher
training frequency shall be at least once every 2 years. A system for
reminders for refresher training shall be in place. The frequency and scope
of refresher training shall be determined.
5.11 Induction/Orientation Training
5.11.1 Each employee and contractor shall attend all mandatory Occupational
Health and Safety Induction training to an office, facility, site or project. No
employee or contractor shall be permitted to enter any office, facility, or work
site until he has attended this training. Each employee shall carry proof that
he has completed the induction training and may be removed from a site if
such proof cannot be produced on request.
5.11.2 Furthermore, employees shall attend (where applicable) department specific
OHS Induction Training pertaining to the particular hazards identified in the
area(s) where the employees will be working. No employee shall be
permitted to enter a work area until he has attended the relevant area-
specific training.
5.11.3 All visitors shall receive a visitor induction briefing before entering any facility
or work site. Visitors shall be accompanied at all times by an appropriately
senior employee who has been fully inducted
5.12 Contractor Training
5.12.1 All contractors prior to the commencement of any work, including
mobilisation and site set-up activities, will be required to attend a compulsory
contractor technical and OHS competency verification as a SEC OHS
induction at designated SEC training centres.

5.12.2 Contractor’s employees, as well as the employees of any appointed sub-
contractors will be evaluated for their technical and OHS competency for the
task that they will perform within their designated job description on a
project, offices, clinics, facilities, plant or sites under the control of SEC.
5.12.3 Competent and qualified SEC representative nominated from the same unit
or other departments, will verify that the contractor’s employees, as well as
the employees of any appointed sub-contractors, competencies to the
assigned job title, and have the necessary qualifications, certificates,
licenses, job skills, training and experience to efficiently and safely carry out
the work that is to be performed. Only certified copies of certificates,
licenses, etc. will be accepted and/or which are issued from SEC Training
Centres shall be accepted.
5.12.4 Contractors will receive, a SEC Occupational Health and Safety induction
training course at SEC Training Centers, including a verification exam to
determine if they have understood and can apply onsite OHS rules and
regulations when performing their normal activities as required in their
contract job role/description.
5.12.5 Contractor employees not meeting the required SEC technical and OHS
competency will not be issued with a SEC Safety Passport/Competency
Card and Induction Sticker, which will the requirement to obtain a Security
Card from ISD for any SEC controlled office, facility, plant or site.
5.12.6 The SEC Safety Passport/Competency Card will be valid for 1 year,
thereafter the contractor must reapply through a SEC training centre to
attend OHS refresher workshop for re-issue of the passport or card. This
Safety Passport/Competency Card must be in the possession of the specific
contractor personnel at all times and be presented to any SEC official for
audit and verification purposes. Induction Sticker must be worn on the right
hand side of the contractor’s safety helmet for quick verification of
completion of OHS Induction.
5.12.7 SEC shall not allow a contractor to start work at a SEC site where
operational; maintenance and construction work is carried out unless the
contractor has completed the above requirements.
5.12.8 All contractors engaged for construction work shall also receive and
complete the required training and related documentation as outlined in their
Loss Prevention Plan. SEC shall not allow a contractor to start work at a
SEC site where construction work is carried out, unless the contractor has
completed the:
 General SEC safety OHS and construction induction;
 Certified Work related technical qualification through SEC Training
Centers;
 Management of identified key hazards and risks (e.g. expired or
inadequate worker licenses, qualifications or competencies);
 Communication and collective review of required risk controls with all
staff;
 Site specific induction; and
 Any other OHS training requirements specified in the project Loss

Prevention Management Plan where a Principal Contractor has been
appointed.
5.12.9 A contractor employees Profile (dossier) shall be completed for each
employee who will be performing work on site. All documentation pertaining
to an employee’s competence (i.e. certified copies of qualifications,
certificates and licences as well as proof of job skills, training and
experience) must be maintained in this dossier on site and made available
for inspection by SEC Contract / Project Manager, auditors and ISD
personnel.

5.13 Duration of Competency


5.13.1 The continuation of competency is achieved by undertaking the task or
process according to the recognized standard or practice, which will be
monitored by the appropriate organization line management, supervision and
OHS engineers/officers.
5.13.2 The level of competency may be deemed inappropriate where evidence
indicates there has been deterioration in the level of competency. This may
include:
 Operating equipment in an unsafe manner;
 Operating different mobile or stationary equipment;
 Changes in workplace conditions that could affect safe operation of
equipment;
 Occurrence of an incident or near miss incident resulting from the person
performing the task;
 Changes in relevant OSH regulatory standards and/or scientific evidence
may require updating competencies; and
 The task, process, or equipment changes and requires all persons to
demonstrate their competencies.
5.13.3 As such, the person may be deemed to be ‘not yet competent’ until
competency can be demonstrated through the process of retraining and/or
reassessment.
5.13.4 If it is determined through observation that an employee is not yet competent
to carry out a particular task in a safe and capable manner, the employee
shall be required to cease work immediately and must either be reassigned
or be retrained, and if a contractor’s at his expense.

5.14 Training Records


5.14.1 Managers and supervisors shall verify, monitor and ensure relevant training
records, either hard copy/electronic are available and maintained for each
employee in accordance with procedure OHS-PR-02-07 Document Control.
5.14.2 Training records shall contain:

 Trainee’s name, payroll number, position, team;
 Type of training provided;
 Competencies achieved and qualifications or skills obtained;
 Expiry dates of licenses, qualifications and/or competencies obtained;
 Date, time and location of training; and
 The means used to verify the employee achieved the learning objectives
or training objectives; such as: oral explanation, written examination,
and/or walkthrough simulation.
