C503 ‐ Substation Requirements

1 Introduction
1‐1 ‐ This Schedule sets the minimum requirements for the engineering, procurement construction and
commissioning of the Project Substation and Switching Station, together with Schedule C100 Project
Description and Requirements, Exhibit B Project Information, and Exhibit Q Interconnection Requirements.

1‐2 ‐ All the items which are not specifically mentioned in this schedule, but which are necessary for the
efficient and safe operation of the equipment, shall be provided by the Contractor.

2 Switching Station
2‐1 ‐ The Switching Station includes the all the equipment and structures required by the Utility for the
sectioning of the transmission line connecting the solar PV plant to the existing grid, including, but not limited
to: breakers, switches, bus bars, control building, gantry, overhead line and all their auxiliary systems. The
Switching Station will then be part of the Utility's grid system.

2‐2 ‐ The Contractor shall design and construct the Switching Station in accordance with the specific
requirements of the Utility. In case the Utility does not have specific requirements, Project Substation
requirements and Prudent Industry Practice will apply.

2‐3 ‐ Engineering packages for the Switching Station shall be submitted for review to the Utility and the Owner
in accordance with their processes. Note that review time by the Utility may vary, a minimum of 15 business
days shall be considered in the Project schedule.

2‐4 ‐ The Contractor shall coordinate all engineering and construction works with the Utility in order to gain all
necessary Utility's approvals (as indicated in Exhibit Q) in accordance with the Project schedule. The Owner
must be included in all communications and meetings with the Utility.

2‐5 ‐ In case the Utility requires to perform a portion of the work, the Contractor is responsible for the
associated coordination and costs.

2‐6 ‐ The Contractor shall procure equipment only after the Utility has provided their approval on the
equipment specifications.

2‐7 ‐ The Contractor shall start construction works (or portion thereof) only after the Utility approval of the
respective engineering package and final version (IFC) has been issued to the Owner.

2‐8 ‐ The Contractor shall utilize all approved methods to section the existing transmission line including
energized line sectioning ("hot" sectioning) in order to meet the planned grid connection date and minimize
the downtime of the existing transmission line.

2‐9 ‐ Exhibit Q Interconnection Requirements may include a preliminary engineering packages, specifications,
and design information for the Switching Station. The Contractor shall review, verify and update this
information while developing the preliminary and detailed engineering packages in order to gain the Utility's
approval.

3 Project Substation
3‐1 ‐ The outdoor main substation shall include all the necessary equipment and material to connect the solar
PV plant with the grid, to protect the equipment and provide all required auxiliary services.

3‐2 ‐ The Contractor shall design the Project Substation in accordance with the Preliminary Single Line Diagram
included in Exhibit B, any significant deviation from this design shall be approved by the Owner.

3‐3 ‐ The Contractor shall provide a detailed Single Line Diagram, including protection and control, for approval
by the Owner and submission to the local utility and governing authorities as required.

3‐4 ‐ In addition to the equipment shown on the Preliminary Single Line Diagram, the following equipment shall
be provided:

3‐4.1 ‐ Control Building;

3‐4.2 ‐ Spare parts storage

3‐4.3 ‐ All necessary telecomunication equipment such as antennas, tower/pole (if necessary), modems,
communication devices and teleprotection relays for the local utility, and SCADA requirements as
described in Schedule A600 ‐ Monitoring and Communication System Requirements;

3‐4.4 ‐ Grounding grid interfacing with the grounding system of the complete facility according to the
Grounding Study as specified in Schedule A501;

3‐4.5 ‐ Lightning protection equipment as determined by the Lightning Protection Study as specified in
Schedule A501;

3‐4.6 ‐ Necessary kirk keys for isolation procedures in order to provide safe access to equipment for
maintenance;

3.1 Main Substation Equipment Specification Details


3.1‐1 ‐ Substation equipment shall be selected based on the Preliminary Single Line Diagram, Schedule A150
Standards and Codes, and studies detailed in Schedule A501 Electrical System Studies.

3.1‐2 ‐ Additional equipment specification requirements are provided below, if equipment is used for project:

3.1‐11 ‐ Station Service Transformer

Notes 1. Final transformer capacity shall be 125% of the total design loading.
2. A disconnect switch with current‐limiting fuses will be provided between
the station service transformer and the distribution transformer.

3.2 ‐ Control Building


3.2‐1 ‐ Typical facility control building system shall include the following equipment and auxiliary services:

3.2‐1.1 ‐ Protection and control panels with protective relays, teleprotection relays, switch and breaker
controls, power quality meter, test switches including test switches for all CT and PT secondary circuits,
etc.;

3.2‐1.2 ‐ Communication/Automation cabinets with PLC, communication switch, etc.

3.2‐1.3 ‐ Station services or auxillary power meter;

3.2‐1.4 ‐ AC Distribution panel 3 phase/4 wire with a main breaker and associated breakers for station
service loads;

3.2‐1.5 ‐ Battery charger with adequate capacity, alarms (DC ground fault, DC voltage high, DC voltage
low, charger failure, etc.), indications (AC power ON, AC power OFF, DC system ground, Equalizing,
charger failure, AC input breaker, DC output breaker, DC voltmeter and AC ammeter.

3.2‐1.6 ‐ Battery bank breaker;

3.2‐1.7 ‐ Rack‐mounted, maintenance‐free battery bank with adequate capacity to provide an


autonomy of minimum 8 hours feeding all the DC loads and AC critical loads (communication SCADA,
security system, relays, HV switch and breaker operation).

3.2‐1.8 ‐ DC Distribution panel , 2 wire, with a main breaker and associated breakers for DC loads;

3.2‐1.9 ‐ Inverter system or UPS with adequate capacity, DC input breaker, AC output breaker, DC
voltmeter, AC ammeter, alarm (inverter failure), and indications (DC power ON, DC power OFF, inverter
failure);

3.2‐1.10 ‐ Distribution panel with a main breaker and associated breakers for critical AC loads;

3.2‐1.11 ‐ SCADA/HMI system;

3.2‐1.12 ‐ Indoor switchgear, if applicable;

3.2‐1.13 ‐ Energy efficient HVAC system for temperature and humidity control;

3.2‐1.14 ‐ Lighting levels to comply with all local lighting requirements.

3.2‐1.15 ‐ Exterior lighting to be energy efficient light fixtures

3.2‐1.16 ‐ Internal and external GFCI convenience outlets;

3.2‐1.17 ‐ Smoke detectors.

3.2‐1.18 ‐ Control room with sufficient space for 4 workstations (each furnished with desk and chair) and
2 lockable cabinets;

3.2‐1.19 ‐ Climate‐controlled storage for sensitive spare parts with 4 lockable cabinets.

3.2‐1.20 ‐ One bathroom facility

3.2‐1.21 ‐ Exit indications and installation of indicating light;

3.2‐1.22 ‐ Clean agent ABC rated fire extinguisher;

3.2‐1.23 ‐ Security system controls;

3.2‐2 ‐ Contractor shall provide a Control Building layout and elevations for approval.

3.2‐3 ‐ If required, all integrated electrics and hardware shall be inspected and approved by the local electrical
safety authority.

3.2‐4 ‐ Distribution panel loads must be well balanced and must have 20% spare breakers

3.3 ‐ Control Building Superstructure Specifications


3.3‐1 ‐ The Control Building shall be designed and constructed to meet all local building code, fire code, and
electrical code requirements for the site;

3.3‐2 ‐ Temperature and humidity of the building shall be controlled to ensure that equipment remains within
listed operating ranges. This requires the supply and installation of a temperature sensor and integration into
SCADA also mentioned in SCADA specifications in Schedule A600.

3.3‐3 ‐ Wherever practical, the Control Building shall be designed to allow its access without entering the HV
area of the substation.

3.3‐4 ‐ The control room shall have windows overlooking the main transformer and/or substation area.

3.4 ‐ Technical Clarifications


3.4‐1 ‐ The contractor shall provide the necessary equipment/systems to monitor and control the plant power
factor and meet all local utility power factor and/or voltage control requirements.

3.4‐2 ‐ Automatic reconnection to the grid:

3.4‐2.1 ‐ An automatic reconnection system/scheme shall be provided to automatically reconnect the


Project to the grid as permitted by the Utility.

3.4‐2.2 ‐ The automatic reconnection system shall be provided with a manual switch "system
enabled/system disabled" located in the Control Building as well as a system enabled/system disabled
control on the SCADA.
