This guide describes licensing for the 6500 Packet-Optical Platform (6500)
Release 12.4, and subsequent Release 12.4 maintenance releases. All
licensing-related information is now covered in this guide.
Issue 2
This issue of Licensing, 323-1851-210 covers the introduction of regen kits for
terrestrial and submarine applications. The 6500 ODUCn Regen License (per
OTUCn line) (S74-LIC-NTK560ME) is now available only as part of a regen
kit. A regen kit consists of the 6500 ODUCn Regen License (per OTUCn line)
(S74-LIC-NTK560ME), a base reach license (terrestrial or submarine), and
one of the following circuit packs:
• WaveLogic Ai MOTR 4xQSFP28 (NTK538DZ)
• WaveLogic Ai MOTR with OPS 4xQSFP28 (NTK538DS)
• WaveLogic Ai MOTR 4xQSFP28 (NTK538DR)

Issue 1
The first issue of Licensing, 323-1851-210. Release 12.4 introduces the
following licensing features and enhancements:
• Support for High Availability License Server configurations, in which you
deploy a secondary license server to enable high availability (HA) license
configurations through redundant deployments of licensing to new
features on the 6500 platform. For details, see High-Availability License
Server.
For details on other features introduced in this release, see 6500 Planning,

Use Site Manager to configure the IP addresses of the Primary (Active) and
Secondary (Backup) license servers on the 6500 shelf. For details on
configuring license servers on the 6500 shelf, see Procedure 2-3,
“Provisioning License Server information on the 6500”.

Operation
During normal operation, 6500 shelves initially acquire licenses from the
Primary (Active) license server. The Secondary (Backup) license server
contacts the Primary license server every five minutes to ensure that it mirrors
the state and license-usage information of the Primary (Active) license server.
If the Primary (Active) license server fails, the Secondary (Backup) license
server handles license requests.

Fail-over
The 6500 client license service (CLS) on a shelf determines that the Primary
(Active) license server is out of service when it cannot contact the server
because of network communication issues or because the Primary (Active)
license server does not respond to requests.
Service resumption
When the Primary license server is back in service or is once again reachable
by 6500 shelves in the network, the 6500 shelves revert to acquiring licenses
from the Primary license server. The reversion process consists of each 6500
client returning the licenses it acquired from the Secondary license server
back to the Secondary license server. The 6500 client then issues a new
request for all license counts from the Primary license server.
The shelves do not revert immediately to the Primary license server once it is
back in service or reachable by shelves in the network. Instead, each 6500
shelf reverts to the Primary license server gradually, as each shelf performs a
license audit.
During a license audit, a 6500 shelf attempts to establish contact with, and
acquire licenses from, the Primary license server. There are two ways to
perform a license audit using Site Manager:
• a scheduled shelf license audit that occurs at the same time each day
• an unscheduled license audit that you can perform manually at any time
Note: You can also force a shelf license audit by restarting the 6500 shelf.
Every time you start up a shelf, the shelf performs a license audit and
reversion.
The scheduled license audit is configured when you configure the license
server information on the 6500 shelf. For details, see Procedure 2-3,
“Provisioning License Server information on the 6500”. For details on
performing a license audit manually, see Procedure 2-4, “Operating a license
audit on the 6500”.
The reason all 6500 shelves do not revert immediately to the Primary license
server is that the Primary license server may not be able to service all license
requests from the reverting shelves, depending on the license counts. In this
case, the licenses acquired from the Secondary license server may go into
arrears when a shelf attempts to reacquire licenses from the Primary license
server. When a license is in arrears, the system raises a License Violation
alarm.
Once all 6500 shelves resume requesting licenses from the Primary license
server, the Secondary license server can once again mirror its license-usage
information from the Primary (Active) license server.
Considerations
In the High-Availability License Server configuration:
• Each Linux-based workstation must run the same version of License
Server for the Primary and Secondary license servers. (For details on
License Server, see License Server requirements.)
• The Secondary license server contacts the Primary license server every
five minutes to mirror its license-usage information from the Primary
license server.
If the Primary license server runs out of licenses while servicing license
requests, it is not reflected in the Secondary license server until the
Secondary license server mirrors with the Primary license server, which
can be up to five minutes later.
• The Secondary license server makes three attempts (at 60 second
intervals) to contact the Primary license server to mirror the license-usage
information. The Secondary server considers a third failed attempt a
network communication failure, and becomes the active license server.

• Ensure that you configure the IP addresses of the Primary (Active) and
Secondary (Backup) license servers correctly. (See Communication and
configuration issues.)
The Secondary license server always services license requests it
receives, even if the Primary license server is accessible to all 6500 clients
and the Secondary license server accurately mirrors the license-usage
information of the Primary license server.

You cannot share 100G license capacity between different license types. For
example, you cannot share capacity between the 6500 OTN Control Plane
Line Capacity License (per 100G) (S74-LIC-NTK560MA) and 6500 ODUCn
Regen License (per OTUCn) (S74-LIC-NTK560ME) and 6500-T PKT/OTN
Pluggable Capacity License (per 100G) (S74-LIC-NTK700CS).
You also cannot share license capacity between terrestrial and submarine
WLAi lines; you can only apply terrestrial license capacity to terrestrial WLAi
lines and submarine license capacity to submarine WLAi lines. For example,
if you deploy terrestrial WLAi lines with 10G or 40G capacity and submarine
WLAi lines with 10G or 40G capacity you require two licenses: a 100G
terrestrial capacity license and a 100G submarine capacity license.

For PKT/OTN Pluggable Capacity licenses, the following table shows how
much capacity each client port consumes, which depends on the client type
you create. Consumption is based on 1.25G tributary slot granularity.

Since the introduction of the licensing application framework, you must order
a release-specific software license for each shelf that runs the specific
release, and use the Ciena Customer Portal to activate the software licenses
generated by the order. For details, see Release-specific software licenses.
Release-specific certificates/RTUs are not available for Release 12.1 and
later releases. (Release-specific certificates/RTUs are still available for
releases prior to Release 12.1.)

6500 WLAi Terrestrial Reach Licenses for WLAI line PTP facilities
Release 12.4 expands the number of available WLAI Terrestrial Reach
Licenses by introducing three new WLAI Terrestrial Reach Licenses:
• 6500 WLAi Terrestrial Reach License (up to 2100 km)
(S74-LIC-NTK560LT) — One license is required for each WLAi line PTP
facility used in Terrestrial applications between 2000km and 2100km of
reach. This license can be also used for reach shorter than 2000 km.
• 6500 WLAi Terrestrial Reach License (up to 3000 km)
(S74-LIC-NTK560LG) — One license is required for each WLAi line PTP
facility used in Terrestrial applications between 2100km and 3000km of
reach. This license can be also used for reach shorter than 2100 km.
• 6500 WLAi Terrestrial Reach License (up to 4000 km)
(S74-LIC-NTK560LH) — One license is required for each WLAi line PTP
facility used in Terrestrial applications between 3000km and 4000km of
reach. This license can be also used for reach shorter than 3000 km.
If there are insufficient licenses for the existing port capacity, a License
Violation alarm is raised. For details on clearing this alarm, see Fault
Management - Alarm Clearing for T-Series, 323-1851-544.
Each Regen site requires two licenses: one per ODUCn cross-connect for the
OTUCn line in each direction, regardless of whether the line is composed of
one or two PTP facilities.
The Regen license is acquired when you create the ODUCn cross-connect for
the OTUCn line in one direction. When you delete the Regen ODUCn
connection in one direction, the associated license is released.
If you do not have a Regen license for a valid WLAi OTUCn line, a License
Violation alarm is raised. For details on clearing this alarm, see Fault
Management - Alarm Clearing, 323-1851-543.

Example
This example shows the requirements at a regen site. This example assumes
each site uses WaveLogic Ai MOTR 4xQSFP28 (NTK538DZ) circuit packs.

Site Requirement
The 6500 Inline Submarine Supervisory (ISS) License (per circuit pack)
(S74-LIC-NTK560FH) replaces the 6500 Inline Submarine Supervisory (ISS)
certificate/RTU (NTK560FH). This certificate/RTU is still orderable for earlier
releases.
The individual licenses that make up this license bundle cannot be ordered
separately. You must order one Submarine Site Manager Tools license bundle
for each shelf on which you want to run these tools.
example, if you run ITS on two circuit packs at the same time you require two
ITS licenses. If you run ITS on one circuit pack, stop running ITS on that first
circuit pack, then run ITS on a second circuit pack, you require one license.
ITS enables validation of circuits through integrated test capabilities. The
circuit pack generates and monitors traffic patterns, allowing traffic continuity
testing between traffic path endpoints. For details on provisioning ITS, see
Procedures and options for integrated test set provisioning in Configuration -
Provisioning and Operating, Part 1 of 2, 323-1851-310.1 or Configuration -
Provisioning and Operating for T-Series, Part 1 of 2, 323-1851-311.1,
depending on your shelf type.
One license is required for each circuit pack using Integrated Test Set (ITS)
functionality. Order the 6500 Integrated Test Set License
(S74-LIC-NTK560DQ) to run ITS on the following Converged and
Packet-Optical circuit packs:
• WLAi MOTR 4xQSFP28 (NTK538DR, NTK538DZ)
• WLAi MOTR 4xQSFP28 with OPS (NTK538DS)
• WLAi FOTR 34 Port (NTK538FR)
• WLAi FOTR 34 Port with OPS (NTK538FS)
To run ITS on other non-T-Series circuit packs, order the Integrated Test
Function certificate/RTU (NTK560DQ).
The shelf acquires this license the first time you set up a port on a given card
with a non-Null test pattern. The ITS license is returned by the shelf when the
last port on the card is reset back to a Null test pattern.
An OTN Control Plane Line Capacity license is released when you delete an
OTUTTP facility which has OSRP enabled, or when you disable OSRP on an
OTUTTP facility and the total OTN Control Plane capacity of the shelf drops
below a 100G increment threshold. For information on adding or deleting
OTUTTP facilities to equipment, see Configuration - Provisioning and
Operating, Part 1 of 2, 323-1851-310.1. For information on adding or deleting
OTUTTP facilities to T-Series equipment, see Configuration - Provisioning and
Operating for T-Series, Part 1 of 2, 323-1851-311.1.
If you do not have enough OTN Control Plane Line Capacity licenses for the
total capacity of all OTUTTP facilities with OSRP enabled, a License Violation
alarm is raised. For details on clearing this alarm, see Fault Management -
Alarm Clearing, 323-1851-543 or Fault Management - Alarm Clearing for
T-Series, 323-1851-544 depending on your shelf type.
ATTENTION
All 6500 shelves require base shelf licenses. Contact your Ciena account
team to obtain base shelf licenses for your existing 6500 shelves.

6500 Inline Submarine Supervisory (ISS) License (per circuit pack) S74-LIC-NTK560FH
The Inline Submarine Supervisory (ISS) License permits the activation of Inline
Submarine Supervisory Command and Respond on one circuit pack on
equipment creation. One license is required for each ISS C-Band circuit pack.
Note: This 6500 Inline Submarine Supervisory (ISS) License replaces the 6500
Inline Submarine Supervisory certificate/RTU (NTK560FH). This certificate/RTU
is still orderable for previous releases.

and Transponder circuit packs.

The OTN Control Plane Line Capacity License enables the use of the OTN
OSRP Line Capacity feature.
One license is required for each 100G (or less) of total OTN Control Plane line
capacity provisioned in the shelf. Each license consists of 100G of capacity
which is consumed in 1.25G units corresponding to the size of the OTN Control

The OTN Control Plane Line Capacity License enables the use of the OTN
OSRP Line Capacity feature.
One license is required for each 100G (or less) of total OTN Control Plane line
capacity provisioned in the shelf. Each license consists of 100G of capacity
which is consumed in 1.25G units corresponding to the size of the OTN Control
Plane lines as they are provisioned (for example 10G, 40G or 100G).
Provisioning a new OTN Control Plane line will consume an existing license's
remaining capacity before a new license is required for the shelf.

Recommended baseline v4.1 (minimum version required for High-Availability (HA) License Server
(for Release 12.4) configurations)
The license server software is available two ways:
• Bundled with MCP/BluePlanet v18.06, which ships with Release 12.4.
• Separately, for non-MCP users as MCP/BluePlanet v4.1 Standalone
License Server (SLS)
provision a license server that has the required licenses to clear the
Critical license violation alarm. (The following exception applies:
Upgrading to a maintenance release is possible while in commissioning
mode with a Critical license violation alarm present on the shelf.)
You can upgrade from a pre-12.1 release to a release that supports the
License Server without having the upgrade licenses available. (The
connection to the License Server becomes available after you upgrade to
the release that supports License Server.)
• If a client loses communication to the License Server:
— The existing services are not affected.
— New services with Strict License policies require communication to be
re-established in order to activate those services.
• In the case of a circuit pack replacement due to a hardware failure, the
license is re-used automatically on the spare circuit pack. (Licenses are
counted against provisioning and not specific hardware.)
• A 6500 node requires DCN access for both OAM and License server
access, even if DCN access is through in-band communications on a
WLAi line. For this reason, you are always able to provision a WLAi line
with a base reach license in arrears, which will permit in-band
communications to come up and give the 6500 node access to the DCN.
It may also result in a Reach Violation alarm on the PTP facility, which
prevents the line from carrying traffic. Once the 6500 node has access to
the License Server and the appropriate reach-class license is available on
the server, you can provision the reach class correctly, which clears the
Reach Violation alarm and allows traffic on the WLAi line.
Status messages
6500 License Server status messages are listed below. These status
messages are viewable from the Site Manager License Server Management.
• Below recommended version
This status message indicates that the baseline version of License Server
currently in use is older than the recommended baseline version for the
6500 software release.
• Time out of sync
This status message indicates a timing discrepancy between the License
Server and the Embedded Client requesting licenses.
Alarms
This section lists license-related and License Server alarms.
• License Violation
This alarm is raised when a shelf is using a licensed feature for which it
does not have the appropriate license.
• Primary License Server unavailable
This alarm is raised when the 6500 shelf cannot communicate with the
primary license server.
• License Server Time Out Of Sync
This alarm is raised when a 15-minute time difference is detected between
the Flexera Embedded Client running on the 6500 shelf and the License
Server host.

Procedure 2-1
Registering a License Server device with the Ciena
portal
Use this procedure to register the workstation you will use as a license server
with the Ciena portal. Perform this procedure for both workstations if you are
deploying a High-Availability License Server configuration.
Prerequisites
• Make sure that the License Server is installed. For details on installation
requirements, see License Server requirements. For installation
instructions, see Blue Planet License Server User Guide (for Standalone
and OneControl deployments).
Note: The Blue Planet License Server User Guide (for Standalone and
OneControl deployments) is published with the 6500 Packet-Optical
library, and is found with the 6500 Packet-Optical Platform documentation

Step Action
Creating the registration ID .bin file from the new License Server

Adding licenses to a registered License Server device
Use this procedure to add licenses to a License Server that is already
registered with the Ciena portal.
Prerequisites
Make sure:
• you have the Activation Code received from Ciena before you start this
procedure. See “Notification” in Licensing process tasks.
• you have access to:
— a machine that has internet access that you will use to transfer license
files (.lic) to your License Server
— the Ciena portal and are registered with the portal
(https://my.ciena.com/)
• the License Server is registered as a device on the Ciena portal
• you have root or sudo privileges for the device (License Server) to which
you will be transferring the license file
Step Action
1 If you are not already logged into the Ciena portal, log into the portal from
your machine.
Locating the registered License Server on the portal
2 On the menu bar of the Ciena portal, select Software.
3 Select Software Licenses.
4 The Software License Management window (new window) opens to the
Device Management tab.
5 Locate the License Server to which you will be adding license(s). (You can
use a wildcard search and click Find.)

6 For the License Server listing, under the Function column, select Add
License from the drop-down list and click Go.
The Add License page opens.
7 On the Add License page, enter the Activation Code you received in the
email from Ciena, then click Find.

Use this procedure to provision License Server information on the 6500
network element.
Prerequisites
• You require a Site Manager account with at least a level 4 UPC.

11 If required, in the Proxy Port field, enter the proxy port number of the License
Server (default is 8080).
Note: Do not use the same value for the Port (set in step 6) and the Proxy
Port. If you are using License Server default values, do not use 7071 or 7072
for the Proxy Port.
12 In the Audit Time field, enter the time in hh:mm format at which the daily audit
will take place (usually a night time; default is 03:00).
Within a 15 minute interval starting at the time set for audit, the shelf will
communicate with the License Server and will automatically attempt to obtain
licenses for any licenses in arrears on the shelf, if the licenses are available
on the License Server.
The audit may be operated on the shelf at any time in the 15-minute interval
starting at the audit time set in this step.
13 Click OK.
You have completed this procedure.
To communicate at any time with the License Server and obtain the licenses
that are in arrears (if available) from the License Server immediately, go to
Procedure 2-4, “Operating a license audit on the 6500”.

License Management The Ciena process that creates licenses based on customer purchase orders,

Ciena Customer The website where Ciena posts the generated licenses. Customers download
Portal licenses from the portal, and store them on the License Server host in their
6500 network. Maintained by Ciena.
License Server The License Server software runs on a Linux workstation in your 6500 network.
It services license requests from embedded clients on 6500 shelves. The Linux
workstation does not require an Internet connection to the Ciena Customer
Portal, but you must register the Linux workstation on the Ciena Customer
Portal. Maintained at customer site.
Embedded Clients The Flexera embedded client runs on each 6500 shelf. The embedded client
requests the appropriate licenses from the License Server. Maintained at
customer site.
