(“Confidential Information”).
5. Obligations. You shall:
i) Hold the Software and Confidential Information in strict confidence for the benefit of Ciena using your best efforts

compliance with this License.
8. U.S. Government Use. The Software is provided to the Government only with restricted rights and limited rights.

License.
9. Term of License. This License is effective until the applicable subscription period expires or the License is
terminated. You may terminate this License by giving written notice to Ciena. This License will terminate
immediately if (i) you breach any term or condition of this License or (ii) you become insolvent, cease to carry on
business in the ordinary course, have a receiver appointed, enter into liquidation or bankruptcy, or any analogous
process in your home country. Termination shall be without prejudice to any other rights or remedies Ciena may
have. Upon any termination of this License you shall destroy and erase all copies of the Software in your
possession or control, and forward written certification to Ciena that all such copies of Software have been
destroyed or erased. Your obligations to hold the Confidential Information in confidence, as provided in this License,
shall survive the termination of this License.
10. Compliance with laws. You agree to comply with all laws related to your installation and use of the Software.
Software is subject to U.S. export control laws, and may be subject to export or import regulations in other
countries. If Ciena authorizes you to import or export the Software in writing, you shall obtain all necessary licenses
or permits and comply with all applicable laws.
11. Limitation of Liability. ANY LIABILITY OF CIENA SHALL BE LIMITED IN THE AGGREGATE TO THE
AMOUNTS PAID BY YOU TO CIENA OR ITS AUTHORIZED RESELLER FOR THE SOFTWARE. THIS
LIMITATION APPLIES TO ALL CAUSES OF ACTION, INCLUDING WITHOUT LIMITATION BREACH OF
CONTRACT, BREACH OF WARRANTY, NEGLIGENCE, STRICT LIABILITY, MISREPRESENTATION AND OTHER
TORTS. THE LIMITATIONS OF LIABILITY DESCRIBED IN THIS SECTION ALSO APPLY TO ANY LICENSOR OF
CIENA. NEITHER CIENA NOR ANY OF ITS LICENSORS SHALL BE LIABLE FOR ANY INJURY, LOSS OR
DAMAGE, WHETHER INDIRECT, SPECIAL, INCIDENTAL OR CONSEQUENTIAL INCLUDING WITHOUT
LIMITATION ANY LOST PROFITS, CONTRACTS, DATA OR PROGRAMS, AND THE COST OF RECOVERING
SUCH DATA OR PROGRAMS, EVEN IF INFORMED OF THE POSSIBILITY OF SUCH DAMAGES IN ADVANCE.
12. General. Ciena may assign this License to an affiliate or to a purchaser of the intellectual property rights in the
Software. You shall not assign or transfer this License or any rights hereunder, and any attempt to do so will be void.
This License shall be governed by the laws of the State of New York without regard to conflict of laws provisions.
The U.N. Convention on Contracts for the International Sale of Goods shall not apply hereto. This License
constitutes the complete and exclusive agreement between the parties relating to the license for the Software and
supersedes all proposals, communications, purchase orders, and prior agreements, verbal or written, between the
parties. If any portion hereof is found to be void or unenforceable, the remaining provisions shall remain in full force
and effect.

Managing software licenses 1-

This chapter describes:

• High-Availability License Server
• Shared license capacity and ordering
• License descriptions by release
• Licensed 6500 content
• License Server requirements
• Operational considerations for 6500 licensing
• Alarms and status messages

High-Availability License Server

This release supports a High-Availability (HA) License Server configuration
consisting of two Linux-based workstations: a Primary (Active) license server
and a Secondary (Backup) license server. The HA License Server
configuration ensures the availability of licenses in the event the Primary
license server goes out of service or cannot be reached by shelves in the
network.

Use Site Manager to configure the IP addresses of the Primary (Active) and
Secondary (Backup) license servers on the 6500 shelf. For details on
configuring license servers on the 6500 shelf, see Procedure 2-3,
“Provisioning License Server information on the 6500”.

For HA License Server configuration requirements, see License Server

requirements.

1-2 Managing software licenses

Figure 1-1
High-Availability License Server configuration

Operation
During normal operation, 6500 shelves initially acquire licenses from the
Primary (Active) license server. The Secondary (Backup) license server
contacts the Primary license server every five minutes to ensure that it mirrors
the state and license-usage information of the Primary (Active) license server.

If the Primary (Active) license server fails, the Secondary (Backup) license
server handles license requests.

Managing software licenses 1-3

Figure 1-2
High-Availability License Server configuration

Fail-over
The 6500 client license service (CLS) on a shelf determines that the Primary
(Active) license server is out of service when it cannot contact the server
because of network communication issues or because the Primary (Active)
license server does not respond to requests.

During the fail-over:

• 6500 clients request licenses from the Secondary (Backup) license server,
which services license requests from its pool of licenses.
• Information about 6500 clients served by the Secondary license server is
not stored in Primary license server.
• The 6500 shelves do not try to return licenses to the Primary license
server.

1-4 Managing software licenses

Service resumption
When the Primary license server is back in service or is once again reachable
by 6500 shelves in the network, the 6500 shelves revert to acquiring licenses
from the Primary license server. The reversion process consists of each 6500
client returning the licenses it acquired from the Secondary license server
back to the Secondary license server. The 6500 client then issues a new
request for all license counts from the Primary license server.

The shelves do not revert immediately to the Primary license server once it is
back in service or reachable by shelves in the network. Instead, each 6500
shelf reverts to the Primary license server gradually, as each shelf performs a
license audit.

During a license audit, a 6500 shelf attempts to establish contact with, and
acquire licenses from, the Primary license server. There are two ways to
perform a license audit using Site Manager:
• a scheduled shelf license audit that occurs at the same time each day
• an unscheduled license audit that you can perform manually at any time

Note: You can also force a shelf license audit by restarting the 6500 shelf.
Every time you start up a shelf, the shelf performs a license audit and
reversion.

The scheduled license audit is configured when you configure the license
server information on the 6500 shelf. For details, see Procedure 2-3,
“Provisioning License Server information on the 6500”. For details on
performing a license audit manually, see Procedure 2-4, “Operating a license
audit on the 6500”.

The reason all 6500 shelves do not revert immediately to the Primary license
server is that the Primary license server may not be able to service all license
requests from the reverting shelves, depending on the license counts. In this
case, the licenses acquired from the Secondary license server may go into
arrears when a shelf attempts to reacquire licenses from the Primary license
server. When a license is in arrears, the system raises a License Violation
alarm.

Once all 6500 shelves resume requesting licenses from the Primary license
server, the Secondary license server can once again mirror its license-usage
information from the Primary (Active) license server.

Considerations
In the High-Availability License Server configuration:
• Each Linux-based workstation must run the same version of License
Server for the Primary and Secondary license servers. (For details on
License Server, see License Server requirements.)
• The Secondary license server contacts the Primary license server every
five minutes to mirror its license-usage information from the Primary
license server.
If the Primary license server runs out of licenses while servicing license
requests, it is not reflected in the Secondary license server until the
Secondary license server mirrors with the Primary license server, which
can be up to five minutes later.
• The Secondary license server makes three attempts (at 60 second
intervals) to contact the Primary license server to mirror the license-usage
information. The Secondary server considers a third failed attempt a
network communication failure, and becomes the active license server.
(See Communication and configuration issues.)
• Ensure that you configure the IP addresses of the Primary (Active) and
Secondary (Backup) license servers correctly. (See Communication and
configuration issues.)
The Secondary license server always services license requests it
receives, even if the Primary license server is accessible to all 6500 clients
and the Secondary license server accurately mirrors the license-usage
information of the Primary license server.

Communication and configuration issues

A situation in which the Primary and Secondary license servers are both
active and handling license requests can happen when:
• Communications fails between the Primary and Secondary servers.
• Communications fails between 6500 shelves and either license server.
• You configure license servers incorrectly on the 6500 shelf, as in the
following figure, in which the Primary license server is configured as the
Secondary, and the Secondary license server as the Primary.
As a result of this misconfiguration, if the 6500 shelf requests a license
from the Secondary license server after the Primary license server has
run out of licenses, the Secondary license server can end up with more
licenses than the Primary license server the next time it attempts to mirror
its license-usage information (Primary total count +1 for the license served
by the Secondary license server).
When you correct the misconfiguration on the 6500 shelf, the license
counts on the previously misconfigured client are returned to the
Secondary license server and re-acquired correctly from the Primary

license server. Any over-consumed licenses will go into arrears on the

previously misconfigured 6500 shelf.

Figure 1-3
Incorrectly configured High-Availability License Server

Communication failures and shelf misconfiguration can both result in license

arrears alarms being raised for shelves or features that obtained a license
while both the Primary and Secondary license servers were active and
handling license requests. You will need to purchase additional licenses to
resolve these alarms.

Other results that can occur after a misconfiguration:

• Inability to enable strictly licensed features in a time sensitive window due
to lack of licenses available on the Primary license server.
• Blocked upgrades. A shelf can have a larger number of arrears alarms
raised against it during an upgrade window, if the misconfiguration is
resolved shortly before the upgrade.

Shared license capacity and ordering

The following licensing features are described below.
• Shared license capacity — Capacity licenses permit sharing the license
capacity across multiple entities within a shelf. For details, see Shared
capacity license.
• License ordering — As of 6500 Release 12.1, you must order a
release-specific software license (S74-LIC-NTK569xx) for each shelf that
runs the release. Release-specific software certificates/ right-to-use
(RTUs) are not available for Release 12.1 and later releases. For details,
see License ordering and acquisition.

Shared capacity license

Certain capacity licenses permit you to share license capacity across multiple
entities within a shelf. Ports or services can be provisioned at lower rates than
the license’s total capacity. A new license is acquired when the total capacity
consumed within the shelf exceeds the total capacity specified by all licenses
combined. The licensed capacity will then increase by the capacity specified
by the license (100G, for example).

Note: You can determine the remaining license capacity on a shelf by

going to the Details section of the License Information tab in Site Manager
(Configuration menu -> Shelf Licensing -> License Information tab,
then click the specific license). See Procedure 2-7, “Retrieving license
capacity information on the 6500”.

You cannot share 100G license capacity between different license types. For
example, you cannot share capacity between the 6500 OTN Control Plane
Line Capacity License (per 100G) (S74-LIC-NTK560MA) and 6500 ODUCn
Regen License (per OTUCn) (S74-LIC-NTK560ME) and 6500-T PKT/OTN
Pluggable Capacity License (per 100G) (S74-LIC-NTK700CS).

You also cannot share license capacity between terrestrial and submarine
WLAi lines; you can only apply terrestrial license capacity to terrestrial WLAi
lines and submarine license capacity to submarine WLAi lines. For example,
if you deploy terrestrial WLAi lines with 10G or 40G capacity and submarine
WLAi lines with 10G or 40G capacity you require two licenses: a 100G
terrestrial capacity license and a 100G submarine capacity license.

a License Violation alarm is raised. For details on clearing this alarm, see:
• Fault Management - Alarm Clearing for T-Series, 323-1851-544
• Fault Management - Alarm Clearing, 323-1851-543

Each TT-OPS protection license is acquired when you provision TT-OPS

protection, either when optical channel path protection is provisioned on the
4xOPS circuit pack (NTK554TA) with the TT-OPS option set to Yes, or when
line protection is provisioned on the WLAi MOTR w/ OPS (NTK538DS) or

6500 WLAi Terrestrial Reach Licenses for WLAI line PTP facilities
Release 12.4 expands the number of available WLAI Terrestrial Reach
Licenses by introducing three new WLAI Terrestrial Reach Licenses:
• 6500 WLAi Terrestrial Reach License (up to 2100 km)
(S74-LIC-NTK560LT) — One license is required for each WLAi line PTP
facility used in Terrestrial applications between 2000km and 2100km of
reach. This license can be also used for reach shorter than 2000 km.
• 6500 WLAi Terrestrial Reach License (up to 3000 km)
(S74-LIC-NTK560LG) — One license is required for each WLAi line PTP
facility used in Terrestrial applications between 2100km and 3000km of
reach. This license can be also used for reach shorter than 2100 km.
• 6500 WLAi Terrestrial Reach License (up to 4000 km)
(S74-LIC-NTK560LH) — One license is required for each WLAi line PTP
facility used in Terrestrial applications between 3000km and 4000km of
reach. This license can be also used for reach shorter than 3000 km.

6500-T PKT/OTN Pluggable Capacity License (per 100G)

(S74-LIC-NTK700CS)
Each instance of the 6500-T PKT/OTN Pluggable Capacity License enables
use of up to 100G total port capacity within a T-Series shelf. One license is
required for each 100G (or less) of total port capacity within the shelf, as
provisioned against pluggable-based PKT/OTN I/F modules.

The PKT/OTN Pluggable Capacity License only applies to pluggable (QSFP+,

QSFP28, SFP+, and CFP2-ACO) equipment based ports. The applicable
pluggable-based PKT/OTN I/F modules in this release are:
• 40x10G SFP+ I/F module (NTK761AA)
• 5x100G/12x40G I/F module (NTK762EA)
• 5x100G WL3n CFP2-ACO I/F module (NTK762MA)

The license is acquired during port provisioning if a 100G threshold of total

port capacity on these modules is crossed. When a port is deleted, which
causes the total port capacity within the shelf to cross below a 100G
threshold, a license is released.

If there are insufficient licenses for the existing port capacity, a License
Violation alarm is raised. For details on clearing this alarm, see Fault
Management - Alarm Clearing for T-Series, 323-1851-544.

For details on provisioning a port on these PKT/OTN interface modules, see

Provisioning, T-Series Shelf Guide, 323-1851-103.

6500 ODUCn Regen License (per OTUCn) (S74-LIC-NTK560ME)

The ODUCn Regen License (per OTUCn) permits the provisioning of a regen
application using the following circuit packs:
• WaveLogic Ai MOTR 4xQSFP28 (NTK538DZ)
• WaveLogic Ai MOTR with OPS 4xQSFP28 (NTK538DS)
• WaveLogic Ai MOTR 4xQSFP28 (NTK538DR)

Each Regen site requires two licenses: one per ODUCn cross-connect for the
OTUCn line in each direction, regardless of whether the line is composed of
one or two PTP facilities.

The Regen license is acquired when you create the ODUCn cross-connect for
the OTUCn line in one direction. When you delete the Regen ODUCn
connection in one direction, the associated license is released.

If you do not have a Regen license for a valid WLAi OTUCn line, a License
Violation alarm is raised. For details on clearing this alarm, see Fault
Management - Alarm Clearing, 323-1851-543.

The ODUCn Regen License (per OTUCn) (S74-LIC-NTK560ME) is only

orderable as part of a kit that includes one of the WaveLogic Ai MOTR circuit
packs listed above, and either a terrestrial base reach license or a submarine
base reach license. You require two kits to create a Regen site.

6500 Inline Submarine Supervisory (ISS) License (per circuit pack)

(S74-LIC-NTK560FH)
The Inline Submarine Supervisory (ISS) License permits the activation of
Inline Submarine Supervisory Command and Respond on one circuit pack on
equipment creation. The circuit pack automatically acquires an ISS license
from the License Server during provisioning.

The 6500 Inline Submarine Supervisory (ISS) License (per circuit pack)
(S74-LIC-NTK560FH) replaces the 6500 Inline Submarine Supervisory (ISS)
certificate/RTU (NTK560FH). This certificate/RTU is still orderable for earlier
releases.

If ISS autoprovisioning fails due to a lack of licenses on the License Server

host, the shelf raises the Provisioning Incompatible alarm for the circuit pack.
For details on clearing this alarm, see Fault Management - Alarm Clearing,
323-1851-543.

6500 Submarine Site Manager Tools License Bundle (S74-LIC-NTZF56AA)

The Submarine Site Manager Tools license bundle consists of one instance of
each of these three Site Manager licenses:
• 6500 Submarine Power Equalization Tool License (one license per shelf)
(S74-LIC-NTK560HK)
• 6500 Facility Browser Tool License (one license per shelf)
(S74-LIC-NTK560HL)
• 6500 Performance Snapshot Tool License (one license per shelf)
(S74-LIC-NTK560KQ)

The individual licenses that make up this license bundle cannot be ordered
separately. You must order one Submarine Site Manager Tools license bundle
for each shelf on which you want to run these tools.

The 6500 Submarine Site Manager Tools license bundle (S74-LIC-NTZF56AA)

replaces the 6500 Submarine Site Manager Tools certificate/RTU. This
certificate/RTU is still orderable for earlier releases.

6500 Integrated Test Set (ITS) License (per circuit pack)

(S74-LIC-NTK560DQ)
The Integrated Test Set license enables ITS support on Packet Optical
Transport System (POTS) and Transponder circuit packs. You require one
license per circuit pack for each instance of ITS you run simultaneously. For

example, if you run ITS on two circuit packs at the same time you require two
ITS licenses. If you run ITS on one circuit pack, stop running ITS on that first
circuit pack, then run ITS on a second circuit pack, you require one license.
ITS enables validation of circuits through integrated test capabilities. The
circuit pack generates and monitors traffic patterns, allowing traffic continuity
testing between traffic path endpoints. For details on provisioning ITS, see
Procedures and options for integrated test set provisioning in Configuration -
Provisioning and Operating, Part 1 of 2, 323-1851-310.1 or Configuration -
Provisioning and Operating for T-Series, Part 1 of 2, 323-1851-311.1,
depending on your shelf type.

One license is required for each circuit pack using Integrated Test Set (ITS)
functionality. Order the 6500 Integrated Test Set License
(S74-LIC-NTK560DQ) to run ITS on the following Converged and
Packet-Optical circuit packs:
• WLAi MOTR 4xQSFP28 (NTK538DR, NTK538DZ)
• WLAi MOTR 4xQSFP28 with OPS (NTK538DS)
• WLAi FOTR 34 Port (NTK538FR)
• WLAi FOTR 34 Port with OPS (NTK538FS)

To run ITS on other non-T-Series circuit packs, order the Integrated Test
Function certificate/RTU (NTK560DQ).

On T-Series shelves, the 6500 Integrated Test Set License

(S74-LIC-NTK560DQ) replaces the Integrated Test Function certificate/RTU
(NTK560DQ). For T-Series shelves, order one 6500 Integrated Test Set
License (S74-LIC-NTK560DQ) for each PKT/OTN circuit pack on which you
run ITS.

The shelf acquires this license the first time you set up a port on a given card
with a non-Null test pattern. The ITS license is returned by the shelf when the
last port on the card is reset back to a Null test pattern.

6500 OTN Control Plane Line Capacity License (per 100G)

(S74-LIC-NTK560MA)
The OTN Control Plane Line Capacity License enables the use of the OTN
OSRP Line Capacity feature. Each instance of this license lets you increase
Control Plane capacity for the entire shelf in 100G increments.

OTN OSRP Line capacity is provisioned in 10G/40G/100G increments

according to the size of the line that was Control-Plane enabled. You require
one license for each 100G of capacity, which can be used over the entire shelf
for Control Plane lines. For information on OSRP provisioning, see
Configuration - Control Plane, 323-1851-330.

• NTK560GR – 6500 100G MESH AND ADVANCED MESH RTU (PER
PORT)

An OTN Control Plane Line Capacity license is acquired when OSRP is

enabled on an OTUTTP facility and the total OTN Control Plane capacity on
the shelf crosses above a 100G increment threshold.

An OTN Control Plane Line Capacity license is released when you delete an
OTUTTP facility which has OSRP enabled, or when you disable OSRP on an
OTUTTP facility and the total OTN Control Plane capacity of the shelf drops
below a 100G increment threshold. For information on adding or deleting
OTUTTP facilities to equipment, see Configuration - Provisioning and
Operating, Part 1 of 2, 323-1851-310.1. For information on adding or deleting
OTUTTP facilities to T-Series equipment, see Configuration - Provisioning and
Operating for T-Series, Part 1 of 2, 323-1851-311.1.

If you do not have enough OTN Control Plane Line Capacity licenses for the
total capacity of all OTUTTP facilities with OSRP enabled, a License Violation
alarm is raised. For details on clearing this alarm, see Fault Management -
Alarm Clearing, 323-1851-543 or Fault Management - Alarm Clearing for
T-Series, 323-1851-544 depending on your shelf type.

service, etc.). The license capacity is required when provisioning the
cross-connect from the client to the line for the WLAi Transponders.
Provisioning a new service will consume an existing license’s remaining capacity
before a new license is required for the shelf. Some kits include one or more of
this license and additional license are ordered separately for each additional
100G of capacity as required.

Supported feature licenses (T-Series)

The following tables summarize the T-Series feature licenses supported in this
release.

Table 1-11
Supported Licenses (T-Series)

License Order code

6500-T PKT/OTN Pluggable Capacity License (per 100G) S74-LIC-NTK700CS

Each instance of the PKT/OTN Pluggable Capacity License enables use of up to
100G total port capacity within a T-Series shelf.
One license is required for each 100G (or less) of total port capacity within the
shelf, as provisioned against pluggable-based PKT/OTN I/F modules. This
license only applies to pluggable (QSFP+, QSFP28, SFP+, and CFP2-ACO)
equipment based ports. The applicable pluggable-based PKT/OTN I/F modules
in this release are:
• 40x10G SFP+ I/F module (NTK761AA)
• 5x100G/12x40G I/F module (NTK762EA)
• 5x100G WL3n CFP2-ACO I/F (NTK762MA)
Note: Each license consists of 100G capacity, which is consumed in 1.25G units
corresponding to the capacity required by the facility, as provisioned (for
example, 10G, 40G or 100G). Provisioning a new facility on these modules will
consume an existing license’s remaining capacity before a new license is
required for the shelf.

6500 Integrated Test Set (ITS) License (per circuit pack) S74-LIC-NTK560DQ
This license enables the use of ITS on Packet Optical Transport System (POTS)
and Transponder circuit packs.
One license per circuit pack is required for each instance of ITS you run
simultaneously. For example, if you run ITS on two circuit packs at the same time
you require two ITS licenses. If you run ITS on one circuit pack, stop running ITS
on that first circuit pack, then run ITS on a second circuit pack, you require one
license only. This license is required for any PKT/OTN circuit pack on which you
use ITS.
Note: The 6500 Integrated Test Set License (S74-LIC-NTK560DQ) replaces the
6500 Integrated Test Function certificate/RTU (NTK560DQ) for T-Series
shelves. This certificate/RTU is still orderable for T-Series shelves running
previous releases.

6500 OTN Control Plane Line Capacity License (per 100G) S74-LIC-NTK560MA
The OTN Control Plane Line Capacity License enables the use of the OTN
OSRP Line Capacity feature.
One license is required for each 100G (or less) of total OTN Control Plane line
capacity provisioned in the shelf. Each license consists of 100G of capacity
which is consumed in 1.25G units corresponding to the size of the OTN Control
Plane lines as they are provisioned (for example 10G, 40G or 100G).
Provisioning a new OTN Control Plane line will consume an existing license's
remaining capacity before a new license is required for the shelf.
Note: This OTN Control Plane Line Capacity License (per 100G) replaces the
certificates/RTUs listed below. These certificates/RTUs are still orderable for
previous releases.

License Server Description

requirements

Recommended baseline v4.1 (minimum version required for High-Availability (HA) License Server
(for Release 12.4) configurations)
The license server software is available two ways:
• Bundled with MCP/BluePlanet v18.06, which ships with Release 12.4.
• Separately, for non-MCP users as MCP/BluePlanet v4.1 Standalone
License Server (SLS)

Minimum supported Either of:

baseline v3.1.1 (Rel.12.1)
v3.2.4 (Rel.12.2)
Note: These versions do not support High-Availability (HA) License
Server configurations.

Note: For details on installing MCP/BluePlanet or upgrading a license server, see:

• Blue Planet MCP Installation Guide, 450-3709-201
• Blue Planet MCP Upgrade Guide, 450-3709-221
• Blue Planet MCP User Guide, 450-3709-301
• Blue Planet License Server User Guide (for Standalone and OneControl deployments)
The Blue Planet License Server User Guide (for Standalone and OneControl deployments) is published
with the 6500 Packet-Optical library, and is found with the 6500 Packet-Optical Platform documentation
on the Ciena Technical Documentation portal.

License Server platform

The License Server application is built on Flexera license management
software. It manages, tracks, and distributes licenses to 6500 shelves in the
network.

Note: For best performance, License Server v4.1 is the recommended

baseline. The minimum supported baseline for Release 12.4 is License
Server v3.1.1 / v3.2.4. If you use a version of License Server below the

recommended baseline, the status message “Below recommended

version” displays in Site Manager (Configuration menu −> Shelf
Licensing −> License Server Management tab −> Primary status).

You must install the License Server application on a Linux-capable host

running one of these versions of Linux:
• RedHat Enterprise Linux
• CentOS Linux
To acquire licenses, the 6500 shelves must have access to the License Server
running on the Linux host. Make sure the following firewall ports on the
License Server are open:
• port 7071—for inbound secure TCP (https)
• port 7072—for inbound unsecure TCP (http)
Note: The License Server host does not require an Internet connection
for the license solutions delivered by Ciena. You can use a PC to connect
to the Ciena Customer Portal, download licenses, and then transfer the
licenses to the License Server host. In this way, the Ciena Customer Portal
acts as a security or firewall demarcation point between the Ciena network
and the 6500 network where the License Server host is located.

High Availability License Server configuration

For High Availability License Server configurations, you require two
Linux-based workstations, running two separate instances of License Server
software. Both instances of License Server must be the same version. (HA
capability is supported in versions 4.1 and later. See License server
requirements for details.)

You can migrate to a High Availability License Server configuration from a

single, standalone License Server configuration. For detailed information on
migrating to a High Availability License Server configuration see Blue Planet
License Server User Guide (for Standalone and OneControl deployments).

For a summary of HA License Server platform requirements, see License

server requirements. For detailed system requirements and installation
instructions for single-server and HA environments, see these documents:
• Blue Planet MCP User Guide, 450-3709-301 (Licensing section)
• Blue Planet MCP Installation Guide, 450-3709-201
• Blue Planet License Server User Guide (for Standalone and OneControl
deployments)
Note: The Blue Planet License Server User Guide (for Standalone and
OneControl deployments) is published with the 6500 Packet-Optical
library, and is found with the 6500 Packet-Optical Platform documentation
on the Ciena Technical Documentation portal.

License life span

The licenses installed on the License Server host are permanent and have no
expiry date.

To prevent licenses from becoming stranded or lost when a shelf is removed

from service, each shelf re-acquires and renews its licenses daily. If a shelf
does not contact the License Server for a week, the License Server reclaims
the licenses and makes them available for re-use. If a shelf is temporarily
disconnected then reconnected to the network, it will continue to function even
after the licenses are reclaimed. When the shelf is re-connected to the
network, the shelf will recover the licenses.

License enforcement models

The following table describes the 6500 license enforcement models.
Table 1-13
License enforcement models

Enforcement model Description

Pre-authorized The license request is not granted. (The License Server

did not respond to the request or the request was denied.)
Failure to obtain a Pre-authorized License does not block
functionality. The shelf tracks this as being in Arrears
state (see License policy states). A standing alarm is
raised and the user must provide the missing license to
clear the alarm.

Pre-authorized No Alarm The base shelf license and release-specific software

licenses do not raise an alarm when in arrears.

Strict The license request is not granted (The License Server

either did not respond or denied the request.) and the
feature activation is blocked.

Commissioning Same as Pre-authorized for a shelf in Shelf Licensing

Commissioning mode.

Commissioning No Same as Pre-authorized No Alarm, for a shelf in Shelf

Alarm Licensing Commissioning mode.

License policy states

The license policy states are:
• Licensed—license was successfully obtained from the License Server
• Arrears—Failed to obtain a license from the License Server. Functionality
is not blocked, but a License Violation alarm may be raised. (While a
License Violation alarm is present, upgrades are blocked.)

Operational considerations for 6500 licensing

• The licensing mechanism is supported on all shelves in the current
release over IPv4 and IPv6 networks.

• If the NE TID and/or Shelf ID is changed, the following actions occur

automatically:
— All licenses are returned to the License Server.
— All licenses are renewed using the new NE TID / Shelf ID.

• Commissioning a 6500 system—licensing considerations:

— During 6500 shelf commissioning, the shelf enters into a “Shelf
Licensing Commissioning” mode (no time limit, no license limit).
— When the shelf is in Shelf Licensing Commissioning mode, the
License Information tab (Configuration menu −> Shelf Licensing)
displays the Policy for all licenses as “COMMISSIONING” or
“COMMISSIONING_NOALARM”.
— The Shelf Licensing Commissioning mode returns to normal
non-commissioning operating mode on the first successful contact to
a provisioned primary IP address License Server.
— The Shelf Licensing Commissioning mode cannot be reset. You can
re-enter the commissioning mode only by SLAT-ing the shelf.
— A shelf in Shelf Licensing Commissioning mode tracks license usage
and alarms on license violations.
— A major (not critical) alarm is raised when licensed services are
deployed. The alarm escalates to critical if more than nine licenses are
used but not delivered to the node (in arrears).
• Decommissioning a 6500 system—licensing considerations:
— Licenses in the shelf's embedded client license trusted store are
returned automatically (no user action required) to the License Server
to enable re-deployment.
• Upgrading—licensing considerations:
To upgrade to the current release, you must:
— clear the Critical license violation alarm if it exists on a shelf
— have a valid license of either the release from which you are
upgrading, or of the release to which you are upgrading for each shelf
Note 1: Neither of the above are required for maintenance releases. (For
example, when upgrading from Release 12.3 to Release 12.3x.)
Note 2: Upgrading while in commissioning mode is only possible when no
Critical license violation alarm is active on the shelf. If a Critical license
violation alarm exists on the shelf, the only way to upgrade the shelf is to

6500 Packet-Optical Platform Licensing

Managing software licenses 1-35

provision a license server that has the required licenses to clear the
Critical license violation alarm. (The following exception applies:
Upgrading to a maintenance release is possible while in commissioning
mode with a Critical license violation alarm present on the shelf.)
You can upgrade from a pre-12.1 release to a release that supports the
License Server without having the upgrade licenses available. (The
connection to the License Server becomes available after you upgrade to
the release that supports License Server.)
• If a client loses communication to the License Server:
— The existing services are not affected.
— New services with Strict License policies require communication to be
re-established in order to activate those services.
• In the case of a circuit pack replacement due to a hardware failure, the
license is re-used automatically on the spare circuit pack. (Licenses are
counted against provisioning and not specific hardware.)
• A 6500 node requires DCN access for both OAM and License server
access, even if DCN access is through in-band communications on a
WLAi line. For this reason, you are always able to provision a WLAi line
with a base reach license in arrears, which will permit in-band
communications to come up and give the 6500 node access to the DCN.
It may also result in a Reach Violation alarm on the PTP facility, which
prevents the line from carrying traffic. Once the 6500 node has access to
the License Server and the appropriate reach-class license is available on
the server, you can provision the reach class correctly, which clears the
Reach Violation alarm and allows traffic on the WLAi line.

Date and Time synchronization with License Server—considerations

1 Ensure that the time is set correctly on the 6500 and Time Of Day is on.
For details, see Time of Day in Administration and Security, 323-1851-301.
2 If the time is set correctly on the 6500 and Time Of Day is turned on, and
there is a Time Out of Sync status on the Site Manager License Server
Management screen, correct the time on the License Server. (Refer to the
Blue Planet License Server documentation.)
3 If the time has been changed on the 6500 or the Time Of Day status has
changed, make sure Time Of Day is turned on, then perform
Procedure 2-4, “Operating a license audit on the 6500”.
4 If a license still cannot be retrieved from the License Server, contact Ciena
support.

Software licensing procedures 2-

This chapter describes the following topics:

• Licensing process tasks
• Procedures and options for 6500 software licensing

Licensing process tasks

The general tasks in the licensing process are:
• Order—You place an order with Ciena, which then does the following:
— License generation. Ciena makes licenses available on the Customer
Portal (https://my.ciena.com). The date Ciena generates the licenses
aligns with the ship date on the purchase order.
— Notification. Ciena emails you a notification that contains the license
Activation Code. You must have the Activation Code to store licenses
on the License Server host. Make sure you have the Activation Code
before you start the next step: Activate licenses.
• Activate licenses—You do the following:
— Register the License Server host on the Customer Portal. This is a
one-time only operation you do the first time you activate licenses. See
Procedure 2-1, “Registering a License Server device with the Ciena
portal”.
— After you register the License Server host on the portal, activate the
licenses: On the portal, enter the Activation Code from your
notification email. See Procedure 2-2, “Adding licenses to a registered
License Server device”.
• Transfer the license to the License Server—Do the following to transfer the
licenses to the License Server. (For the details of this task, see
Procedure 2-2, “Adding licenses to a registered License Server device”):
— Download the license file from the portal to your PC or workstation
— Transfer the license file from the PC or workstation to the License
Server host and activate it.

framework 3-

This section provides a brief overview of the Ciena licensing application

framework.

Overview of the Ciena licensing application framework

The Ciena licensing application framework establishes a single process for
ordering, managing, and deploying licensed 6500 software and hardware.
This process also provides more accurate reporting of available and deployed
licenses. The licensing framework requires 6500 shelves to acquire licenses
from License Server to use system software and certain additional features.
