6 - ELECTRICAL SCOPE

6.1 GENERAL DESCRIPTION

6.1.1 Scope
This Scope of Work covers the minimum electrical requirements for Arab Gas Pipeline
project-phase-I. CONTRACTOR shall provide engineering, procurement, personnel,
supervision, materials, consumable, construction and commissioning to deliver the complete
electrical works for the this project to the COMPANY in accordance with RFQ Specifications
and Standards and Industry Codes and Standards. The Scope of Work includes but is not
limited to all-electrical works and work sites required.

6.1.2 Codes, Standards and Documents


The electrical system, including equipment, design and installation shall conform to all
applicable RFQ specifications and schedules, United States and International Codes and
Standards including but not limited to that specified in the “EXHIBIT-G, Data References and
Contract’s General Specifications”.

In case a discrepancy arises or exists between codes, standards, drawings and documents, the
most severe shall govern.

CONTRACTOR shall be responsible for obtaining all necessary permits to complete the
work.

6.1.3 Drawings
CONTRACTOR shall provide all the drawings and is responsible to show all the details of
the work and to ensure the drawings are correct and complete before beginning the work.

The work shall include but not be limited to the location and function of all electrical
equipment including the diesel stand-by generator, connecting with additional power sources
and electrical distribution and wiring system.

By "As-Built", it means that the CONTRACTOR has adequately shown, or provided


additional sketches, to clearly convey the information for the following items as minimum:
- Device and equipment locations
- All junction box wiring changes, including terminal strip layout
- All stand-by generator schematic changes
- All control panel layout and schematic changes
- All wires not identified on the schematics, which were field assigned tagging.

6.1.4 Materials and Products


CONTRACTOR shall provide all materials, personnel, tools and construction equipment for
the electrical installation requirements of the facilities in accordance with Drawings, General
Specifications, Codes and Standards.

6.1.5 Construction
CONTRACTOR shall provide all personnel supervision, co-ordination, tools and materials as
well as competent knowledge of construction for the installation, testing and putting into
operation of each electrical system, diesel stand-by generator system and product specified

CONTRACTOR shall execute all work in a workmanlike manner so as to present a neat and
finished appearance when completed. CONTRACTOR to maintain his works area neat and
clean, by removing garbage into the proper bins.

CONTRACTOR shall become familiar with the Construction Drawings of all trades and
when laying out the work with regard to structural, piping and mechanical features.

CONTRACTOR shall perform the commissioning and start-up activities to the satisfaction of
the COMPANY or its representatives.

6.2 JOB DESCRIPTION

6.2.1 General
This job description covers the basic requirements for the installation of electrical equipment
and materials.

CONTRACTOR shall procure, supply and provide all materials, personnel, tools and
construction equipment for the installation of the electrical works.

Plant areas are classified for selection and installation of electrical equipment and material as
required by the National Electrical Code (NEC) or equivalent. Installation and wiring of
electrical equipment shall be approved for the areas in which the equipment is installed.

6.2.2 Detailed Scope of Work


CONTRACTOR shall perform, but not be limited to, the following work as per RFQ
specifications and standards

Supply and install dual type in line UPS systems including charger, inverters and batteries for
four (4) hours continuous operation of the station to cover the requirement of control system,
telecommunication System, fire and gas protection system and emergency lights for the Fiscal
Metering Station(FMS).

Supply and install, dual type in line UPS system, including charger, inverters and batteries for
forty- eight (48) hours, to cover the requirement of control system, telecommunication system,
air conditioning and emergency lights for all Block Valve Stations and (receiver and launcher)
stations, which are powered from overhead power line.

The /BVS, (receive and launcher) station/, which are powered by solar power system, shall
have one-week UPS system.

CONTRACTOR shall wire all end devices to the required panel(s).

Supply and install conductors from the diesel stand-by generator to the switchgear and bus
ducts to the control center panel of FMS .

Supply and install all electrical materials and wiring in buildings, including lighting, socket
outlet and heating Conduit to be concealed outside building walls.

Supply and install feeders to buildings, equipment skids and other areas for lighting, heating
and heat tracing, process and power loads.

Supply and install wiring outlets, junction boxes and make all connections to supplied devices.

Supply and install all lighting fixture controls and make lighting system functional and install
automatic circuit breakers with photo cells in the BVSs and( launcher and receiver) stations
powered from over head power line, and manual circuit breaker for the lighting of /BVS
( receiver and launcher) station/ powered by Solar cells.

Supply and install pipeline and facilities earthing, and lightning protection systems.

Supply and install complete sets of conduit, equipment as required to give an acceptable job.

Supply and install cable tray system, cable tray support brackets as required to give an
acceptable job. CONTRACTOR to provide covers on all cable trays.

Provide all ditching, protective covering plastic cable markers and back fill for underground
cable runs. Install marker posts to identify cable underground location and crossings.

Install and connect power supply from the 20 kV Syrian overhead power lines for eleven (11)
Block Valve Stations and(launcher and receiver) stations by installing 20/0.4 kV transformers,
all power cable required with posts. The transformer shall be sized(50) kVA(as minimum) for
each BVSs and( launcher and receiver) stations .

Supply and install Solar power systems in one (1)/ BVS ,( launcher and receiver) station/,
which are so fare from the electric overhead power line. This station should be equipped with
UPS system sufficient for one-week continuos operation. No air conditioner shall be installed
in This station, but all equipment, batteries and electronics shall be designed to work in high
temperature (55 degree C), dusty environment. The solar power system shall be supplied as per
international standards and codes and attached functional specification Annex-1.

CONTRACTOR shall provide in his bid the unit price, of complete Solar power system unit,
including equipment, materials and installation works in case if such units shall be requested
by Company.

CONTRACTOR shall also provide in his price list, the unit price for all the electrical
equipment needed to be installed in the BVSs and( receiver and launcher) stations which shall
be powered from overhead power line (including unit price of 1 km cable, transformer,
electrical posts etc.)

However the Contractor’s lump sum price shall include the cost of supply and installation of
eleven electrical power system to be installed in BVSs and (receiver and launcher) stations,
which shall be powered from over head power line including ((11) of 20/0.4 kV transformers
and 30 km of overhead power cable with required posts to feed electric supply to( eleven( 11 )
BVSs and( launcher and receiver) stations), and one(1) Solar units. This activity shall be
invoiced as per actual material consumption base (reimbursable base).

COMPANY shall have the right to change the way of powering of any of the Block Valve
Stations and( launcher and receiver) stations, to be powered either by Solar or Overhead power
line during basic/detail design stage.

-The Fiscal Metering Station(FMS) shall be powered from the following electric sources:
1- Supply and install stand-by diesel generator designed for 125% full load of FMS
requirement furnished with diesel tank sufficient for one-week operation and all
necessary protection devices and control panel. Diesel generator shall be installed under
the sunshade and automatically shall be in line during main power shut off .

2- Connect power supply from the 20 kV Syrian overhead power line near the FMS and
install 20/0.4 kV transformer sized for 125% of maximum station load requirement.
Contractor shall supply all materials for this activity.

3- Supply of cable / materials and connect to the junction box located at Power Plant, to
supply (400 V/150 kVA) from common MCC of Power Generation Plant to the FMS.

Supply and install as minimum six (6) electric lighting posts will be articulating at FMS area
with Sodium Vapor lamps of 1000 W with control panels to provide sufficient illumination
level as per RFQ standards and requirement. This is Contractor responsibility to confirm the
sufficient illumination level in the area as per specification and standards.

All skid lighting shall use 150 W lamps of sodium vapor type.
Supply and install all other miscellaneous items required to complete the job.

Supply and install air conditioning units/ wall mounted (split type, cooling& heating)/ for all
rooms in PR&MS

Supply and install interphone system in the FMS area with six(6) lines and phone sets to enable
Control room’s Operators talking with Operators in process area and be suitable for classified
area.

Supply and install air conditioning units(window type,cooling& heating) for all BVSs and
(receiver and launcher )stations powered from overhead power lines

6.3 ELECTRICAL EQUIPMENT


The major electrical equipment and works required for the electrical system for all project
location and facilities (as applicable) shall include, but not be limited to, the following:
- Power Supply Connections from overhead power line, from Power Generation Plant
and from emergency diesel generator.
- Power Generation.

- Distribution panel, switchgear and Control Center Panel


- Instrumentation and Emergency Power Supplies including Inverter, Battery charger
and Batteries (220V and 24 VDC- UPS System).
- Power, Control and Instrumentation Cabling and Cable Tray System
- Earthing and Supplementary bonding lightning protection
- Building Services including Heating, Air Conditioning, and Ventilation Equipment,
Lighting and Socket Outlet Installation.
- Electric power supply either from the Overhead Power line or by using solar electric
power cells for all BVSs and (receiver and launcher) stations.
- Flood lighting fixture, and skid lighting.

CONTRACTOR shall supply all materials and products required to complete the project as
per RFQ specification, codes and standards.

6.4 TESTING, COMMISSIONING AND START-UP

6.4.1 Testing
CONTRACTOR shall supply all equipment and personnel required for testing. Testing shall
be done in the presence of the COMPANY's representative and electrical inspection authority.

Testing on the electrical system shall include, but not be limited to, the following major
components:
- Testing and Verification of Diesel Stand-by Generator Output Voltages at:
1) Normal Load and
2) Maximum Load
- Verification of Voltages at all levels (380/220 VAC, 24 VDC etc.)
- Facilities Earthing System
- Megger all power cables
- Continuity tests of all control cables
- High potential test
All results of tests and readings shall be recorded, documented and certified.

6.4.2 Commissioning and Start-up


CONTRACTOR shall provide sufficient manpower for the duration of the commissioning and
start-up period. The CONTRACTOR shall be aware that the commissioning period is the
time required to check wiring and control systems and make corrections as required to make
the system READY FOR START-UP. The start-up period is the time after commissioning to
put the Facility(s) into continuous operation.

CONTRACTOR shall accept the direction and advice of the COMPANY’s representative in
all areas of commissioning.

6.5 FIELD INSPECTION


Inspection of the works and activities shall be as per general requirement specified in the
section 1-General Scope and Definitions.

Inspection shall not relieve CONTRACTOR from any duties, obligations, responsibilities or
liabilities under this Construction Agreement.

6.6 ELECTRICAL DRAWING & SPECIFICATION LISTS


All Drawings and specification lists and equipment data sheets, shall be provided by
CONTRACTOR

ANNEX-1

Functional specification of the solar power system to be used for/ BVS , receiver and
launcher) station

The CONTRACTOR is required to design, procure, supply and install a solar power system
for one (1) /Block Valve Stations ,( receiver and launcher) station/ , to power the
telecommunication, data transfer and control equipment, this system shall consist of solar panel
arrays, solar power controllers and lead acid storage batteries. This array must be supplied
from a first class, from European Community, North America or Japan Manufacturer with
proven quality record.

The system shall able to power /BVS, (receiver and launcher ) station/ equipment and devices
plus an additional of 50% maximum load required for future expanding requirement.

The system is required to powering all the specified equipment for a period of seven (7( days
without sunshine. Theoretical sizing calculation shall be provided to support the system
proposed.

The solar arrays shall be installed on a sound concrete foundation and oriented to provide the
best year round insulation.

The solar control unit shall effectively control the charging of the batteries, ensuring that,
charging is incrementally disconnected as the batteries reach full charge. A visual indication of
charging current from the array is required. The controller shall provide high and low voltage
alarms, which should be transmitted to the RAYAN GGS SCADA system.

Lead acid batteries are required, as the battery bank will be located in un-manned site without
any air or environmental conditioning. The capacity of the batteries shall satisfy the theoretical
calculations mentioned previously.

The Bidder should provide a detailed description of the system proposed. This shall include
full details of each component of the system. Details of the Manufacturers quality system shall
also be included.

CONTRACTOR shall supply and deliver spare parts for the Solar power system sufficient for
two years operation as recommended by Manufacturer and approved by Company, the cost
shall be included in the Lump sum prices.
