I
INTRODUCTION
1. The road Poonch - Rawalakot takes off from Km 240.00 on road Jammu-Poonch. This road
has been conceived to link Pakistan from Poonch in the UT of Jammu & Kashmir under Confidence
Building Measure.. This road was included in BRDP programme at Sl No. 946 and LTRoWP 2018-
2023 at Sl No. 210 for improvement to NHDL specifications from CL-9 Specifications. Approval to
maintain this road under Scale I maintenance grant was accorded vide HQ DGBR letter No.
20223/SPK/Maint/DGBR/27/TP Works dated 13 Feb 2013.
2. Accordingly, DPR for construction/improvement of road Poonch-Rawalkoat has been
sanctioned under Job No. 219/626 for Rs. 3986.26 Lakh (Folio – 01) vide HQ CE (P) Sampark
letter No. 27289/DPR/P-R/08/E2 Estg dated 27 Dec 2022.

3. HQ CE (P) Sampark vide letter No 27289/DPR/P-R/19/E2 Estg dated 18 Sep 2023

initiated Corrigendum to AA for Rs 5134.99 Lakh (Folio – 01) due to the reasons as
mentioned below :-
(a) Due to change in escalation of DGBR SSR 2016
(b) Cost of supply Contract items changed and assessed on basis of SSR rates.
(c) Change in Zone of HQ DGBR SSR 2016 rates from Zone “E” to Zone “J" due
to change of rate of CPL wages
4. The Corrigendum to AA has been scrutinised at this HQ and raised some
observations vide letter No 22009/ADGNW/SPK-428/03/E2 Estg dated 05 Oct 2023. (Folio
– 87).
5. Accordingly, HQ CE (P) Sampark resubmitted the Corrigendum to AA for Rs 5404.15
Lakh along with para wise replies vide letter No 27289/DPR/P-R/06/E2 Estg dated 12 Feb
2024 (Folio – 220) considering the SSR 2016 Zone “J” for the work done for period from 01
Apr 2023 to 20 Oct 2023 and SSR 2023 Zone “B” for the balance work after 20 Oct 2023.

6. Again, Corrigendum to AA has been scrutinised at this HQ and raised some

observations vide letter No 22009/ADGNW/SPK-428/64/E2 Estg dated 12 Mar 2024. (Folio
– 87).
7. Now, HQ CE (P) Sampark resubmitted the Corrigendum to AA for Rs 5594.22 Lakh
along with para wise replies vide letter No 27289/DPR/P-R/16/E2 Estg dated 11 Jun 2024
(Folio – 220)

PROPOSAL
8. Keeping the facts as stated above, it is proposed to accord sanction the
Corrigendum to AA for “Construction/Improvement of existing Cl-9 to NHDL specifications

of road Poonch-Rawalkoat (from Betar nallah to PRCP) from Km 0.00 to Km 8.505 (net length
8.425 Kms) including LA, FC & Shifting utilities in 31 BRTF under project Sampark in
J&K(UT)”.
DETAILED JUSTIFICATION
9. The subject DPR has been sanctioned based on DGBR SSR 2016, Zone-H with
provision of escalation charges @ 15.44%. Corrigendum to Adm approval for the subject
work is proposed due to following reasons:-
a) Escalation charges for the subject work has been catered in this Corrigendum to AA
for the FY 2023-24 (for work done period from 01 Apr 2023 to 20 Oct 2023) @46.26% over
SSR 2016 as per HQ DGBR letter No. 33733/DGBR/Escalation/27/D&S dated 14 Mar 2023.
b) The balance work as on 21 Oct 2023 has been priced on SSR 2023, Zone B
with Nil escalation.
c) Change in supply contract cost of material as per awarded contract rates for
PMT works Except for stone which is retrieved from Fmn work.
d) Cost of contract materials for Surfacing works has been adopted in
Corrigendum AA as per Para 8 of General rules of SSR 2023 except for GSB
materials which will be executed by departmental material.
SCOPE OF WORK
10. The Corrigendum to AA received by Project for Rs 5594.22 Lakh has been
scrutinised and finalised for Rs 5594.22 Lakh.
11. The scope sanctioned work as per Adm Approval has not been changed in subject
corrigendum to AA. The details of scope, work done quantities and balance scope of work
tabulated as under :-

MODE OF EXECUTION
12. Mode of execution of this works are as follows as per Technical approval submitted
by Project (Folio – 216-217):-
(a) LA/FC/Utilityshifting/

RATES

13. For departmental works - Initially DPR has been sanctioned as per DGBR
SSR 2016 with Zone ‘H’. Now zones of SSR items have been changed as per revised CPL
wages as mentioned below (Folio – 204) :-
(a) Work done period upto 20 Oct 2023 Zone ‘I’ of DGBR SSR 2016
(b) Balance work as on 21 Oct 2023 Zone ‘A’ of DGBR SSR 2023

14. For Supply and execution contract - In initial DPR, the rates considered based
on DGBR SSR 2016 with 15.44% escalation, 10% for overhead charges and 10% for
contractor profit. Now same has been framed as per concluded CA rates (Folio – 93-
99,187,178-179).
ROAD LIFT CHARGES
15. Road lift charges as per BRDB letter No. 33736/DGBR/10/SSR, dated 23 Apr 93
have been catered for in this estimate (Folio – 202,194 & 184).
CREDIT FOR DEPLOYMENT OF GP TRADESMEN AND PIONEER
16. Credit on account of deployment of GP tradesmen and Pioneer has been considered
in this estimate as per DGBR SSR (Folio – 199-200,189-192 & 181-182).
ESCALATION CHARGES
17. Escalation charges @ 23.64 % have been considered the work done period upto 31
Mar 2022 and @ 46.26% over DGBR SSR 2016 for the work done period 01 Apr 2022 to
20 Oct 2023 as per DGBR letter No. 33733/DGBR/Escalation/27/D&S dated 14 Mar 2023
(Folio – 02).
18. For the balance work rates have been framed as per DGBR SSR 2023 for which no
escalation charges have been provisioned.
ROYALTY CHARGES
19. The royalty charges for water been catered as per prevailing rates provided by
Public Health Engineering Department letter No F/FA&CAO/RWSSMB/Mission/2014-
15/18886-902 dated 31 March 2017 (Folio –198, 186, & 177).

LABOUR CESS CHARGES
20. Labour cess charges @ 1% have been catered for in this estimate.
FINANCIAL EFFECT
21. The financial effect are as under:-
(a) The cost of AA - 3495.91 Lakh.

(b) The cost of AA + 10% of AA - 3845.50 Lakh.

(c) The cost of this Corrigendum to AA - 5546.38 Lakh.

(d) The cost variation (c-a) - 2050.47 Lakh. (58.65%)

(e) The physical cost - 1947.04 Lakh. (55.69%)

CFA
22. As per the revised delegation of administrative & financial powers for sanction of AEs
vide GoI MoD (BR Wing) letter No MoD (BR) F. No. 04/696/2015/D&P/(BR-I) dated 03 Feb
2022, the subject DPR comes under the ADG’s power.
CONCLUSION
23. CE’s statement of case is self-explanatory and Technical Approval placed at (Folio–
216-217). Draft Corrigendum Adm Approval (Folio–218) and AE Part-I & Part-II duly signed
are also placed at (Folio–207-210) respectively.
24. The Corrigendum to AA for “Construction /Improvement of road Lundet-Bharewala
from existing CL-9 to NHDL Specification from Km 0.00 to Km 34.260 Phase - I (Net length
34.260 Km) including LA/FC and Shifting of utilities” forwarded by Project for Rs. 5546.38
Lakh has been finalised for Rs 5546.38 Lakh and placed opposite.
25. The subject Corrigendum to AA is recommended for further submission to JCDA
(BR) for financial concurrence and thereafter final sanction of ADGBR (NW), if agreed to as
ADGBR (NW) is the CFA as per revised delegation of financial powers for sanction of AEs
vide GoI MoD (BR Wing) letter No. MoD (BR) F.No. 04/696/2015/D&P (BR-I) dated 03 Feb
2022.
