governed by the Registration of Engineers
Act (1967).
• The Act was enacted in 1967.
• The latest amendments to the Act was
done in the year 2015.

Purpose of Registration of Engineers Act (REA)
TO PROTECT THE PUBLIC
To protect the public by legislative control so that the
practice of engineering, which has a bearing on public
safety, health and welfare, can only be carried out by
licensed professional engineers.

Describes the restrictions on unregistered persons to practice

Section 7(1)(a) of REA states that: Section 7(2) of REA states that:

Section 8(1) of REA states that:


‘Except as otherwise provided under any other written law, no person or body, other
than a Professional Engineer with Practising Certificate who is residing and practising
in Malaysia or an Engineering consultancy practice providing professional engineering
services in Malaysia, shall be entitled to submit plans, engineering surveys, drawings,
schemes, proposals, reports, designs or studies to any person or authority in Malaysia’

• Graduated from engineering degree programme that is

by EAC via Washington Accord.

*Washington Accord, is an accord which recognises the substantial equivalence of such programmes in

Section 15(1) of REA states:


‘The Disciplinary Committee may make any or any combination of the orde
rs specified in paragraphs (a) to (d) of subsection (1A) against a registered

Section 15(1A) of REA states:


The orders referred to in subsection (1) are
a) the issuance of a written warning or reprimand;
b) the imposition of a fine not exceeding RM50,000;
c) the suspension of registration for a period not exceeding two years;
d) the cancellation of registration.
