What is the purpose of research in national

development?
•The main aim of research is:
•gaining knowledge – so that we can build our
nation very well.
•to connect with nation development to build
society, polity, and economy for the removal
of poverty, unemployment, inequality, etc

Harmonized National Research and
Development Agenda (HNRDA)
• Formulated by Department of Science and Technology
(DOST) in coordination with other government and other
concerned agencies and institution.
• HNRDA is prepared with the objective to assured Science and
Technology endeavor is directed towards the realization of
economic and social benefits of mankind.
• The agenda is in line with AMBISYON NATIN 2040.
What is AmBisyon Natin 2040?
• AmBisyon Natin 2040 represents the collective long-term
vision and aspirations of the Filipino people for themselves
and for the country for the next 25 years.
• It describes the kind of life that people want to live, as well
as how the country will look like by 2040.
• As such, it will serve as an anchor for development planning
across at least 4 administrations.
What is the difference between a VISION
and a PLAN?
VISION PLAN

Why did NEDA start this long-term vision for

term development plan that will ensure sustainability

• good policies, programs, and projects beyond the term a

How did NEDA come up with AmBisyon Natin
2040? What was the process behind it?

• A result of a consultative process


• An Advisory Committee:
• representatives from the government, private sector, the academe, and
civil society + Experts from different fields of development
• NEDA led the development of the project’s various
components, including:
• public consultations through focus group discussions, national survey,
technical studies, and communication and advocacy.
Is the vision of “a simple and comfortable
life” too low for the Filipino people?
• A simple and comfortable life to the Filipino people means
having a car of their own, a house of their own, and enough
money and savings to send their children to school and to
afford leisure like travel – a middle class lifestyle.
• Upon closer look, these aspirations are achievable to many
but not for all in the immediate term.
• And they may not be achievable simultaneously.
Were all stakeholders involved in the
visioning process?
• People’s ownership of something like AmBisyon Natin 2040 is critical
to its sustainability.
• It is important that the vision is widely shared and resonates with the
majority.
• What better way to do it than to let it come from the people
themselves?
• Thus, NEDA undertook methodical public consultations to discover
what they want for themselves and for the country.
Were all stakeholders involved in the
visioning process? (2)
• 42 focus group discussions (FGDs) across the country were conducted, primarily
with poor and marginalized groups whose voices are seldom heard:
fisherfolk farmers urban poor
disaster survivors OFW families indigenous people (IPs)
students formal workers government workers
out-of-school youth persons with disability and in 10 different regions
(PWDs) across Luzon, Visayas, and
Mindanao.

• The FGD results informed the design of the questionnaire for a national survey
with a sample size of 10,000.
• The survey includes Filipinos, 15-50 years old, from all walks of life, regardless of ethnicity, class, or
occupation.
• The logo uses an eye icon to symbolize vision.
• It also serves as an eye-opener for Filipinos, reminding them that
each citizen plays an equally important role in achieving the long-
term vision.
• The four eyelashes attached to the eye resemble the sun’s rays,
suggesting a bright future for the Philippines.
• Basic colors are used to evoke familiarity, as most are the colors of the
Philippine flag.

Vision 2040 is a statement of where Filipinos
aspire to be in 25 years.
It is a set of goals identified by the public, for themselves,
their children, their community, and the country.
This vision, once articulated, shall eventually set the
direction for government policy.
Ambisyon Natin 2040: ‘By 2040, the Philippines shall be a prosperous,
predominantly middle class society where no one is poor; our people
shall live long and healthy lives, be smart and innovative; and shall
live in a high trust society.’
AmBisyon Natin 2040
• By 2040, all Filipinos will enjoy a strongly rooted, comfortable,
and secure life or a matatag, maginhawa, at panatag na buhay.
• This sums up the AmBisyon Natin 2040, or simply the
AmBisyon, which represents the collective long-term vision and
aspirations of Filipinos for the kind of life they want and the
country that they want to see by 2040.

DOST's Harmonized National Research and
Development Agenda 2022-2028
• As per DOST Memo dated 15 July 2022, the National
Economic and Development Authority has reviewed and
found the Harmonized National Research and Development
Agenda (HNRDA) 2022-2028 in order.

• Formulated by DOST in coordination with other
government and other concerned agencies and
institution.
• The agenda is in line with AMBISYON NATIN 2040.
HNRDA
• The Department of Science and Technology (DOST) as mandated by law to
provide central direction, leadership and coordination of the scientific and
technological efforts in the country spearheaded the updating of the
HNRDA through its agencies, the
1) National Research Council of the Philippines (NRCP),
2) Philippine Council for Agriculture, Aquatic and Natural Resources Research and
Development (PCAARRD),
3) Philippine Council for Health Research and Development (PCHRD),
4) Philippine Council for Industry, Energy and Emerging Technology Research and
Development (PCIEERD)
5) Office of the Undersecretary for Scientific and Technical Services – Disaster Risk
Reduction and Climate Change Unit,
in cooperation with stakeholders in their respective sectors.
HNRDA
• The DOST, in consultation with government and
private research and development institutions, the
academe, industry and other concerned agencies,
prepared and updated the HNRDA 2022- 2028.
What is the goal of harmonized national
research and development agenda (HNRDA)?
• It ensures that "results of science, technology and
innovation endeavours are geared towards and are
utilized in areas of maximum economic and social
benefit for the people.
What are the three (3) pillars of the Harmonized
National Research and Development Agenda?
• It has three (3) pillars:
1) Malasakit (enhancing the social fabric)
2) Pagbabago (reducing inequality)
3) Kaunlaran (increasing potential growth)
• AmBisyon Natin 2040 and the three pillars form the
foundation for more inclusive growth, a high-trust
and resilient society and a globally competitive
knowledge economy.
