Sub: Induction of Trackman into other department against Lateral Intake.

As advised by Railway Board vide letter no. E(NG)I/2020/CFP/2 dated 13-12-2023,
10% of vacancies in workshops and in S&T, Electrical Engineering, Mechanical Engineering,
Traffic & Commercial Department and Works side of Engineering Department in Divisions
may be filled by transfer from amongst regular Track Maintainers, assistant Depot (Stores)
of the Stores Department and House Keeping Assistants of various Departments with a
minimum of 8 years’ service. In terms of Para I & iii of the said letter, the Lateral intake is
to be effected on receipt of the DR Level-1 panel.

In terms of Para (i) & (iii), of Railway Board’s letter dated 13-12-2023, Lateral intake
is to be worked out at the time of indents placed for direct recruitment and accordingly
indent to be suitably inflated for TM intake and the lateral intake is to be effected on receipt
of the DR Level-1 panel. The 10% Lateral intake in workshops shall be undertaken with the
prior and personal approval of the General Manager. Since the said exercise was not carried
out at the time of indent, approval of General Manager has been taken for changes of
remaining vacancy in non- PwBD categories to Track Maintainer category to implement
lateral entry from Track Maintainer to eligible categories with residual vacancy.

To Implement the Lateral Induction of Trackman to other departments, 216


vacancies has been worked out. Vacancies in Workshops may be filled up from eligible
candidates of Divisions where workshop is placed (From ADI To SBI WS; BVP to BVP WS and
RTM to DHD WS) and is mentioned below as under :

Vacancies to be filled up by transfer from amongst regular Track Maintainers, with


consideration of following conditions:
A. Employee should have put at least 8 years of regular service.
B. Track Maintainer in Level-2 possessing the required eligibility conditions, if
desirous of moving to other departments through lateral induction, will be
allowed to do so, if accepts reversion to Level-1.
C. Applications for lateral transfer should be called for and applicants shortlisted on
the basis of seniority, based on the length of the service.
D. Concerned employee should be suitable in all respect i.e. he/she should be
literate, possess physical standards prescribed for recruitment to that
department/workshop, have aptitude of work
E. The suitable candidate would be considered as per their inter-se seniority after
screening of applications invited solely for the purpose of lateral intake.
F. Staff who are transferred to other departments against 10% quota will count half
the length of continuous service for seniority in the new cadre in which they are
absorbed.

It is desired that redistribution of Level 1 intake as tabulated above may be affected
in concomitant lateral shifting of shortlisted existing track maintainers to other
departments and workshops when the new recruits join. Community-wise breakup is
attached herewith in Annexure-1. As such, when the new recruits allotted to your division
for the post of track maintainers those track maintainers who have been shortlisted for
posting in other departments should be relieved simultaneously. This should be strictly
followed and compliance be advised.
