INTRODUCTION Keeble (1969) defines Town Planning as the art and science of ordering the use of land and siting of buildings and communication routes so as to secure maximum practicable degree of economy, convenience and beauty. Planning is an aged practice which is dedicated to sustainable improvement of human life and as well instilling sustainability of such improvement. In the subject of urban planning and development, Urban renewal a comprehensive process aiming at reviving and reshaping metropolitan areas has gained significant attention. The idea includes a variety of tactics and programs aimed at resolving problems with urban surroundings like blight, obsolescence, and degradation. Urban renewal has its roots in the mid-1900 s and arose in reaction to issues such as deteriorating infrastructure, dense housing, and declining local economies. Urban renewal is also known as urban regeneration, rehabilitation, Revitalization in the UK and US respectively. DESIGN BRIEF • The purpose of the brief is to fulfil the criteria of the Planning studio (URP 403) course at the Federal University of Technology, Akure, Nigeria. The Ondo State Government is assumed to be the client in this case, and the students, along with their instructors and technologists, must operate as the consultant, while the Urban and Regional Planning department of the Federal University of Technology, Akure, operates as the planning firm. AIMS OF THE STUDY The aim of the research is to carry out urban renewal project in Ipinsa community, with a view to revitalizing the physical condition of the area, improve the socio-economic life of residents and enhancing the livability and sustainability of the environment. OBJECTIVES OF THE STUDY The objectives of the study are to; • examine the demographic and socio-economic status of residents in Ipinsa community; • investigate different land uses in the study area; • identify building types and conditions in the study area; • identify functional facilities, and public utilities in the study area; • identify different means of transportation in the study area. JUSTIFICATION FOR URBAN RENEWAL • it fixes crumbling infrastructure, spurs economic expansion, and makes cities more livable over all • Urban Renewal also applies to Rural areas in order to enhance livability and sustainability of the environment, improve the socio-economic life of residents and ensure that important facilities and public utilities are provided for residents so as to reduce the migration of people from Rural to Urban areas. STUDY AREA • Ipinsa village has being in existence since 19th century, formally ruled by Olu (Baale) till 1995 when the Olu of Ipinsa was promoted to Oba of Ipinsa village, called his royal highest Oba Olufunmilayo Omoniyi Emmanuel (Akapinsa of Ipinsa Kingdom). Ipinsa named was derived through a man staying in Ipinsa called Igbo-Ogun. Igbo-Ogun’s occupation is to provides grass for goat’s consumption in which everybody (in and out) of the neighbourhood come for this goat’s food called ‘Isa’, this man therefore usually went to the bush to get ‘Isa’ for sale to his customers. Through this process, people do call the place where Igbo-Ogun sells Isa ‘Ipinsa’.
• Ipinsa has a total area of 82.8 Ha
• A major historical landmark is the Ohan water, Atinukonu river. Two types of festival are celebrated in Ipinsa village, called the OpaIpinsa and the OdunEgungun of Ipinsa. The Opa is being celebrated in July which is being seeing as their own Christmas period of the year in which every member of this village must come home for this festival as everyone has his/her duty to do in this festival period. Egungun festival is being celebrated from April to March in each year, it is not a must for every member of this village to visit this festival period but the residents of the village that Ipinsa is the birth place of them and the opportune member of the community, but not at home as at then will be present during this period.
