EXECUTIVE SUMMARY:
One of the studies revealed that most of the pupils from elementary and some students
from the secondary have a little bit difficulty in reading and numeracy. This is the reason why
the Department of Education (DepEd) made an order to conduct READING AND
NUMERACY CLASS in all schools not only here in the Cotabato Division but also to other
schools who have low performances in the said aspect.
Because of this, we have proposed to provide One-Classroom Temporary Learning
Center intended for reading and numeracy class. We believed that the provision of this
facility will help uplift the reading and numeracy performance of the 40 selected and identified
non-reader students in our school.
The proposed classroom will also provide a conducive place among the learners. Thus,
quality education will be delivered at the utmost level.
The said proposal has a budgetary estimate of P250,000.00 and will preferably start its
construction on the first quarter of 2025 and expectedly to finish by June of the same year.
They will be used on the opening of school year 2025-2026.

4. OUR MANDATE

The Department of Education was established through the Education Decree of


1863 as the Superior Commission of Primary Instruction under a Chairman. The
Education agency underwent many reorganization efforts in the 20th century in order to
better define its purpose vis a vis the changing administrations and charters. The present-
day Department of Education was eventually mandated through Republic Act 9155,
otherwise known as the Governance of Basic Education act of 2001 which establishes the
mandate of this agency.

The Department of Education (DepEd) formulates, implements, and coordinates


policies, plans, programs and projects in the areas of formal and non-formal basic
education. It supervises all elementary and secondary education institutions, including
alternative learning systems, both public and private; and provides for the establishment
and maintenance of a complete, adequate, and integrated system of basic education
relevant to the goals of national development.

5. STRUCTURE OF THE ORGANIZATION


Aside from the Provincial and Municipal Government Units, Instrumental also for
the opening of Marbel National High School were the barangay officials specially mention
to the then Barangay Captain Artemio Casel, Jr., Kgd. Fermin Selvano, and Kgd. Hernani
Jalmas with the support of then Congressman Gregorio Andolana. They sought the
positive nod of Madam Margarita P. Tuzon, Matalam High School Principal to annex
Marbel High School to her school. Madam Tuzon referred the plan to Superintendent
Isidro S. Valeroso, Jr. and the latter approved the plan. As a result, Marbel High School-
Matalam High School Annex was born with Mr. Ricky A. Dalida, Mrs. Margie S. Casel,
Mrs. Carmencita Magoncia and Mr. Dindo Binoya as the first teachers. Mr. Dalida is the
designated Teacher-in-Charge. It was only in the school year 1997-1998 when Mrs. Liny
S. Sobreno, Mrs. Jovita S. Salvatierra, Mr. Altemore J. Maguate, Ms. Judy P. Dela torre,
and Ms. Noeme Fermin joined the teaching force. Miss Arlene Escuadro came in the
succeeding school year replacing Ms. Noeme Fermin who transferred to the elementary
school. Mrs. Claudia Domingo came in August 1999 replacing Mrs. Casel who also
transferred to the elementary school. Mr. Edgar D. Denaga came in September 2002 as
a “Magtutudlo sa Baranggay” volunteer teacher, a program of the Provincial Government
headed by Gov. Emannuel F. Piñol. Mr. Denaga took a permanent position on December
12, 2005.
Only the first two-year levels were opened during the school year 1996-1997. In
the school year 1997-1998, Marbel High School opened its doors to third- and fourth-year
students. The first graduate was only thirteen (ten boys and 3 girls). During the school’s
first year of operation, there was only one school building with only two rooms
constructed through the Countrywide Development Fund of Hon. Gregorio Andolana.
However, these two rooms were not enough to accommodate the three sections. As the
panacea to the problem, the parents, teachers, and barangay officials put their best foot
forward by constructing the emergency building. The PTA fund plus the first corn harvest
share of the school were used to purchase materials for this building.
For the school year 1997-1998, the school was able to acquire two academic buildings
having two rooms each. One building got its funding from the annual general
appropriation while the funding from the other was taken from the Congressional Initiative
Allocation of Senator Marcelo Fernan properly coordinated by Congressman Gregorio
Andolana and Barangay Captain Ederito Montesclaros.
The school has weathered all kinds of difficulties and enjoyed lots of successes of
varying kinds and degrees. It is zealously moving forward to its commitment: responding
to the educational needs of the students; upholding academic excellence and moral
formation; developing its clientele the sense of nationalism and respect and appreciation
for cultural and ecological diversity; and supporting the implementation of DECS
programs and innovations. Below is the present structure of Marbel National High
School.

6. OWNERSHIP OF THE ORGANIZATION
The establishment of a secondary school in Barangay Marbel is anchored on the
fundamental law of the land. It is provided in Article XIV, Section I of the 1987 Philippine
Constitution that “the state shall protect and promote the rights of all citizens to quality
education accessible to all”. It is in this light that the school was opened as an answer to
the plea of the people here who longed for a quality public education.
Situated at the heart of the barrio, the school occupies a land area of
approximately 2.5 hectares.

The brain behind the opening of this growing learning institution was the late Artemio
Casel, Sr., who originally wanted a vocational – technical school to be put up. He had
actually expressed interest to donate a portion of his land in addition to the existing public
reservation (already converted to Marbel High School site by virtue of Barangay and
Municipal Resolutions) to complete the requirement for the application for a vocational -
technological school.

7. PARTNERS FOR THIS PROJECT AND THEIR ROLE IN THE PROJECT


We have look benevolent sponsors and donors who will become our partners in the
realization of this proposed project. Parent-Teacher Association (PTA), the Barangay
Officials, other local government units, private individuals, the Marbel NHS Alumni
Association, OFWs, Government and Non-governmental organizations and other
stakeholders who have contributed much financially and morally are all our partners.
These group of individuals are our partners in the resource planning, fund-raising and
even partners in the implementation of the said proposed projects.

8. INSTITUTIONS IMPACTED
The construction of a One-Classroom Temporary Learning Center (TLC) has a
great impact in the realization of the program of the Department of Education (DepED)
particularly in reading and numeracy program of Marbel National High School. The said
facility will give a conducive place among the teachers and student-participants in
conducting classes. Thus, smooth flow of learning will surely take place.

9. IMPACT ON BASIC EDUCATION SECTOR


Reading is fundamental. In fact, it is one of the most important ingredients to
becoming all that you can be. Teaching young children to read helps them develop their
language skills. Most importantly, it can not only help readers become a better student,
but a better person. It also helps them learn to listen.
So as to the Marbel National High School Family, especially the teachers intends to
provide its fullest service among struggling students in order to enhance reading and
numeracy aptitude while at the same time promotes healthy independent reading habits
among the students.
This is the major results that this project should realize to increase reading
appreciation and complement the formal classroom curriculum with interactive learning
sessions and improve the over-all language competencies of learners particularly in
building vocabulary skills, while refining their knowledge of various concepts in the field of
study and values education. The construction of the proposed project will contribute much
in achieving our main objective-to become every learner literate both in reading and
numeracy.

10. IMPACT ON NATIONAL DEVELOPMENT


The construction of a classroom intended for reading and numeracy class will help the
teachers in-charge to be able to give the quality learning that the students may deserve. A
conducive classroom is a big factor in the learning process. Thus, if our students have
improved their reading skills, it has a big impact on the improvement of the national literacy
as well.

PROJECT DESCRIPTION:
a. BACKGROUND:
Children with learning difficulties have the same psychological needs and
characteristics as other children. Some of them, however, may be less able to organize their
perception or to comprehend abstracts ideas and concepts. Some may have poor memory,
poor level of motivation, and short span of attention in work situations or associated
behavioral problems. Above all, owing to encounters of failure they tend to have low
expectations of themselves at school, also low aspiration. Non- reader or poor readers often
have low opinions of themselves and their abilities. Many times, they feel isolated and
behavior problems can surface. They can perform poorly in other subjects because they
cannot read and understand the materials. Often the reader tends to “give-up”.

So that, Marbel National High School is providing extra instructional time to help
children achieve levels of literacy that will enable them to be successful through their school
careers and beyond.

So then, Remedial reading and numeracy program is developed to give additional help
to Marbel National High School students who have fallen behind to learn to the best of their
ability and to bring back into the mainstream classes as far as possible.

On the other hand, this project allows building some healthy Parent-Teacher relationships
which is essential for establishing a school-family partnership that constitutes the foundation
for all other forms of family involvement in education.

The construction of a One-Classroom Temporary Learning Center is really


beneficial and relevant among the 40 identified non-reader students of Marbel National High
School particularly in the reading and numeracy class program being implemented by the
school through the order and mandate of the Department of Education. With the help of this
facility,
teachers and students can have a specific place to conduct the said activity. We also expect
that this facility can help improve students’ performance not only in reading and numeracy but
also in the comprehension and analysis. Thus, they will surely increase their academic
performance for the School Year 2023-2024 and in the coming years.

b. OVERALL PURPOSE/OBJECTIVE OF THE PROJECT


The main purpose of this proposal is to construct a One-Classroom Temporary
Learning Center to be used by the 40 students of Marbel National High School who were
identified as non-readers and non-numeracy.
Specifically, this proposal also aims to:
1. Raise funds through solicitation from the supportive stakeholders, PTA, Barangay
Officials and other private organizations, associations and individuals.
2. Conduct remedial classes to enhance or develop the reading and numeracy skills
of the selected students.
3. Evaluate the improvement of the selected students in reading and numeracy
through series of assessment.
4. Motivate and encourage everyone to have a sense of personal responsibility for
his/her own progress.

PROJECT WORK PLAN


The project proposal will be first introduced through a General PTA Assembly Meeting
where school personnel, PTA Officials, Student-leaders, invited BLGU and other
stakeholders are present.
During the meeting, financial and human resources will be discussed so that the
project will be realized and will be used and utilized by the recipients starting school year
2025-2026.
The use of the facility will be properly monitored to ensure that they will be properly
utilized to achieve our goal which is to improve their reading and numeracy performances.
Proper care and maintenance will also be considered to ensure the sustainability of
the project. Here is a detailed project work plan.

HUMAN RESOURCES
 Persons involved for the utilization of this project will be the school personnel
headed by the School Head, the PTA Officials, and other supportive individuals.
 Project will be managed by the School ICT Coordinator with the supervision of
the School Head.
 Upon the provision of the said technology, they will be automatically turned over
to the School Supply Officer. The School Supply Officer will then release to the
teachers in charge of the Reading and Numeracy Class Program.
 Once released to the teachers concerned, the technology will now be used to
its purpose.

The proposed project is a construction of One-Classroom Temporary Learning Center
intended for reading and numeracy class. We believed that the provision of this facility will
help uplift the reading and numeracy performance of the 40 selected and identified non-
reader students in our school.
The project site is located at Marbel National High School in Brgy. Marbel, Matalam,
Cotabato. Situated at the heart of the barrio, the school occupies a land area of
approximately 2.5 hectares. A portion of 15m x 20m (300sq.m) near the Science Laboratory
building will be reserved as the site where the said project be constructed.
This school belongs to small category having only more than 300 students. However,
this school is very competitive in terms of academic and extra-curricular activities and
competitions.
With the utilization of this project proposal, the school may be able to uplift even more
the academic status of the learners specially to those who were identified as non-readers and
non-numeracy.
PROJECT MONITORING
Proper monitoring will be done from the start up to the end. Construction activities will
also be monitored to see to it that the construction follows the standard procedure. Financial
resources will also be liquidated for transparency purposes.
Proper schedule of using the facility will be made. Academic performance will also be
monitored through report cards to know if the use of the school facility has a great impact and
contribution in helping them become good readers.

non-reader students in our school.
The proposed classroom will also provide a conducive place among the learners. Thus,
quality education will be delivered at the utmost level.
The said proposal has a budgetary estimate of P250,000.00 and will preferably start its
construction on the first quarter of 2025 and expectedly to finish by June of the same year.
They will be used on the opening of school year 2025-2026.
In this connection, we are inviting you to be one of our partners in the realization of this
worthwhile project. Any form of support that you will extend to our school-Marbel National
High School in kind and/or any amount is very much appreciated. Other materials which you
