BRIEF HISTORY

On February 12, 2001, by virtue of Resolution No.002, the integration of STATE

UNIVERSITIES AND COLLEGES (SUC) was implemented. The implementation of

guidelines was mandated that brought the “Phase out of Non Laboratory High School in all

State Universities and Colleges.” (Special provision No. 9 applicable to all SUC’s under FY

2000 GAA R.A. 8760)

Polytechnic College of Calapan (PCC) being one of the Supervised CHED

Institutions, (SCI) was integrated to Mindoro State College of Agriculture and Technology

(MinSCAT) of Victoria, Oriental Mindoro. Along with the other integrated schools – MinSCAT,

Victoria and Bongabong School of Fisheries agreed to distribute among themselves the required

500 laboratory high school students in as much as they differ in their major fields of
specialization. Thus, the laboratory high school of PCC admitted more or less 160 students

leaving hundreds of students with nowhere to go.

Apparently, nine (9) permanent high school teachers decided to separate themselves

from PCC - six (6) Master Teachers, Mrs. Remedios M. Gaa, Mrs. Priscilla M. Mirano,

Mr. Clodualdo F. Ferranco, Mrs. Helen V. Cleofe, Mrs. Milagros Q. Catud and Mrs.

Cresencia M. Matira, one (1) Teacher II, Mr. Rex Dan D. Villa del Rey and one (1)

Teacher I, Mrs. Minerva D. Mañeje together with their Vocational Instruction Supervisor I,

Mr. Edmundo A. Villa del Rey. These nine (9) were the brave hearts to cooperate and

support one another to establish a new high school for the welfare of those displaced students

and others who

wish to avail its Enriched Curriculum in TECHNOLOGY LIVELIHOOD EDUCATION

(TLE).

BRIEF HISTORY

Everything was done due to the great determination of its Officer-in-Charge, Mr.

EDMUNDO A. VILLA DEL REY, Vocational Instruction Supervisor I. Not long after this, on

October 14, 2002 the school got its name – COMMUNITY VOCATIONAL HIGH SCHOOL

(CVHS).

Then, Mr. Villa del Rey filed his leave and Mr. DAKILA S. ACLAN, Filipino

Coordinator assumed the position of being the school’s Officer-in-Charge as an extension of his

assignment. However, because of his many commitments, he didn’t stay long.


On June 30, 2003 Mr. LAWRENCE C. CONSUL became its Officer-in-Charge for

good. It was only ten (10) months from the time CVHS came to existence, it grappled with the

pains for luck of resources; not to mention the absence of school site, instructional materials and

building. Nevertheless, it has taken off and is gradually gaining ground.

CVHS co-existed with MinSCAT Calapan City Campus and was allowed to use only five

(5) classrooms, a computer laboratory, principal’s office and canteen. Within this limited space,

no doubt the school suffered from lack of classrooms. This problem was addressed by

constructing makeshift classrooms and a multi-purpose building. They were constructed to

primarily provide a place where the STVE classes can be held more comfortable avoiding the

disturbance of the related subject classes by the noise inevitably produced by the tools and

equipment. It had been years that the school experienced the situation and felt the desire for

progress and development.

Despite what the school went through inside the campus, still the school extended its

heartfelt gratitude for their generosity and consideration for allowing the students and teachers

to stay in their compound sharing one roof. CVHS originated in MINSCAT and had considered

itself as an offshoot of the institution. The management and faculty of the school is forever

indebted with their goodness.

BRIEF HISTORY

Seven (7) years passed and, Mr. Consul got a promotion that left him no choice but to

leave. He was designated to be the Vocational Administrator of Manuel S. Enverga Memorial

College of Arts and Trades.


On January 7, 2010, he, therefore, strongly recommended his successor to be the officer-

in-charge, Mrs. CRESENCIA M. MATIRA. She was one of the pioneers of the school. She

knew very well even the smallest detail about it. She had the passion and undying commitment

for the school. She’s Master Teacher I that time and she was believed that she could continue the

programs and activities that the school aims to achieve.

From being a simple classroom teacher, she accepted the responsibility with all her

might. Though she knew that accepting the responsibility will affect her day-to-day activities in

the school and especially, at home, still she stood on it and accepted the fact that she could not

just lay down anymore on the bed of roses. Thorns will be coming along her way but she

believed that

there is God who provides everything to each individual and with Him, there is no impossible

thing even her dreams for the school would turn to reality.

Despite the adversities that the school’s facing since then till now and despite the

changes in the school’s administration – they did not deter the aim to deliver quality academic

and technical -vocational education to produce globally competitive and excellent individuals in

their respective endeavors.

God’s always on her side. Under her administration, she was able to do great things for

the school. First, she was able to purchase the 3,000 sq. meters lot on December 8, 2010 after

almost a year. Not so long from the given date, she started to work on with the processing of the

title (TCT).

Through the incomparable support of the City Government under the administration of

City Mayor PAULINO SALVADOR “Doy” C. LEACHON together with the Schools Division

Superintendent, Dr. ARACELI RADA-SALMORIN, CESO IV with the school’s SEF Fund,

the lot was acquired. On February, 16, 2011, the first ever ground breaking ceremony was held.

Then, the blessings from heaven began to fall. On the same month, the establishment of the

Laboratory Classroom was started through Tech- Voc Intervention fund 2010 with the help of

Dr. RICARDO M. DE LUMEN, OIC/ Director III of DepEd Tech-Voc Task Force.

Soon as the Laboratory classroom was established, DepEd gave the school a set of fifty

units of desktop computer.

Then, it was followed by the construction of one-storey-two building from the

Department of Public Works and Highways (DPWH). It was followed by the establishment of

the three-seater comfort room and hand washing facilities. Then, the water facilities were put

into proper order. It was immediately being followed by the construction of the two-storey-two

classroom from Department of Education whose budget was taken from the first and second

allocation. Along with it was the two-storey two attached laboratory building funded by the

Tech-Voc Intervention

Fund 2011 headed by Dr. MILAGROS C. VALLES, Director II of DepEd Tech-Voc Task Force.

Both of the two buildings were completely erected on May, 2012.

On the same quarter of the year, the perimeter fence of the school had been established.

The fund which was from the Popularity Contest 2011 was used for it through the initiation

of Mrs. ELIZABETH S. SIKAT, PTA Treasurer. Accordingly, the purchased lot passed all the

requirements to put up another building so, the construction of the next building had been
started. It was three-storey-six classroom building and it was fully constructed on September 23,

2013.

On school year 2011-2012, the only erected building was the Laboratory Classroom that

made the students walk to and fro to attend their computer subject at the new site from

MinSCAT. Then on the following school year (2012-2013), from Grade 8 to fourth year students

along with their teacher, transferred to the new site leaving the hundred Grade 7 students and

their teachers in MinSCAT- Calapan City Campus.

The current OIC decided to totally transfer everyone and everything in the new site on

school year 2013-2014. The decision was made with the support from the parents. Thus, in the

new site, it was decided to put other makeshift classrooms to accommodate the students who

just transferred while there was on-going construction of building.

Though thick and thin- the students, teachers and parents of CVHS were really

supporting each other. Hand and hand they never fail to understand and accept the situation.

Not later than February, 2013, another 2,000 sq. meters lot was acquired through SEF

Fund and with the undying support of our generous Mayor Paulino Salvador “Doy” C. Leachon

who donated P500,000.00 as an additional amount to complete the payment for the said lot. He

even promised to give the one-storey-two classroom building from Philippine Filipino

Chamber of Commerce which he won in a specific contest. The school was very thankful for

having Mayor Doy at its side. He never failed to extend his support in education.
Till then, City Mayor Doy was elected as Congressman so, the newly elected Mayor,

Hon. ARNAN C. PANALIGAN, continued what he had started for the school. It was at the

beginning of his term that the building was materialized and totally been established.

Year 2014 – 2015: A big difference begins with a single step.

A NEW CHAPTER, A NEW BEGINNING.

CVHS opened the school year with fresh faces – a new principal and a faculty member.

Mr. CARLOS V. LEDESMA, former school head from Nag-iba National High School was

appointed as Principal II last June 16, 2014.

Still in the call of service, MRS. CRESENCIA M. MATIRA, former Officer-In-Charge

was designated as the school’s administrative officer.

Another laurel was added in history’s pages as the additional classrooms were built and

completed. The two-storey-eight classroom building from Public Private Partnership, two-storey

- four classroom building from DepEd in partnership with DPWH and a State of the Art Building

for Automotive Technology from Tech-Voc became functional last August 21.
The Popularity Contest fund raised P 150,000. 00 last 2012 – the said amount was used

to buy various STVE equipment and materials, as well as the perimeter fence construction and

electrification.

Included in the expenditure is the naming of the school’s roof for identification, as well

as the template marking.

The CVHS Band was also benefited as they received an electric guitar. A particular

amount was allotted for the school’s projector repair and maintenance.

At press time, CVHS is at hand on the preparation for the Senior High School, in support

of the K to 12 Basic Education Program. A lot located at Brgy. Bayanan II was eyed for the future

Senior High school site. The concerned teachers who will be handling the Grade 11 and 12

subjects were already given subjects and loads.

Years passed. The population of students grew fast and the demand also increased. Meeting the

needs and demands of the stakeholders was not really an easy task but CVHS finds ways. The

graduating class each year from year 2010 takes National Competency II (NC II) Assessment.

Journalism students’ burning service and passion brought home various awards and citations,

both in individual and group category, from the Division all the way up to the National Level.

This year, it is such a blessing that the stakeholder’s active participation is eminent in

every activity undertaken by the school – ranging from community extension services to
curricular activities. The NAT Performance, which is one of the determining factors of a school’s

effectiveness is continuously increasing while the drop-out rate is decreasing.

CVHS started with only nine (9) National Funded Teachers and since then, it was a great

privilege that the school already had thirty three (31) National Funded Teachers - one (1)

Principal, one (1) Master Teacher II, three (3) Master Teacher I, eight (8) Teacher III, one (1)

Teacher II, and seventeen (16) Teacher I.

Once, CVHS is just a school inside located in other school’s ground.

Now, it is standing proudly – bold and fearless to whatever that might come its way. It is

not just a school to everyone but a home to everybody. Of course, all of these wouldn’t be

possible if not for the aid of those who supported us, from scratch to success. With all our hearts,

our warmest gratitude and thanks!
