1. PURPOSE:
The purpose of Method Statements and risk assessment is to ensure that all activities related in
Asphalt Works are carried out sequence and serve as basic guidance for work implementation. The
aforesaid activities are in accordance with requirements of the project, authorities' specification,
and approved Shop Drawings.

2. SCOPE:
This method statement and risk assessment covers the various steps involved in the supply and
placement of Asphalt Concrete {AC) Base, Binder Course and Wearing Course in accordance with
requirements of the project, authorities’ specification and approved Shop Drawings.

6. RESPONSIBILITIES AND SUPERVISION

6.1. Project Manager (PM)


Project Manager is responsible for overall execution of the work; prior to the commencement of the
works, the approved shop drawing will be reviewed by construction management team. The project
document control department will ensure the latest revision and controlled copy of drawing are
issued to site. All relevant technical information will be communicated to personnel in-charge of the
construction to ensure that the necessary resources and equipment’s including tools and tackles are
provided to implement the works in an acceptable manner as per the approved documents, MS and
ITPs, checklist and also to ensure all construction staffs comply with Engineer’s Quality, Health, Safety
and Environmental Management System requirements. PM also ensures that MS and ITP for the
scope of works are prepared and approved by the Engineer prior to execution. He shall ensure that
all works are executed as per approved shop drawings.

6.2. Execution Team


Execution Team is responsible for the execution of the activity in accordance with the manufacturer
recommendation, MS, and HSE plan. He is responsible for preparation of job safety analysis and
application for work permits if required prior to commence of the activity. He will ensure the

approved material being used at site and conducting necessary toolbox talks and training to crew
and responsible for ensuring all the activities are carried out as per this method statement,
manufacturer recommendation. He shall ensure the controlled copies of the drawings only using at
site, which are issued to the site supervising team.

6.3. QC Engineer/Inspector
QC Engineer will manage and coordinate the inspection and testing in accordance with ITP and
responsible for ensuring all the activities are carried out as per this method statement, manufacturer
recommendation and specifications. He shall ensure the controlled copies of the drawings only using
at site, which are issued to the site supervising team. He is responsible for reviewing WIR for all the
related day to day activities at the site as per the approved ITP and attending all the required day-
to-day inspections along with the site engineer and the engineer’s representative for approvals.

6.4. Supervisors & Foreman


Supervisors & foremen are responsible for ensuring that the workforce is aware of the quality control
procedures and safety requirements and responsible for executing the works as per approved IFC
drawings/ SD, project specification, and method statement. The site Engineer will raise the
inspection request (IR) to the QC dept. at appropriate stages of the work as per approved ITP. WIRs
should be raised at least 24 hours in advance of the required time of inspection. The site engineer is
also responsible to fill out the inspection checklist and handover to QC Inspector.

6.5. Chief Surveyor and Land Surveyors


Chief Surveyor and Land Surveyors to ensure that the surveying works are accurate and running in
proper sequence, construction conformity with the shop drawings and achieving the target
productivity. They Carry out complete survey work for project construction activities, Sets all
coordinate corners, axes, profiles and their recovery, Ensures that operating and control grade
levels are as per the drawings and specification, Monitors earthworks and ensure a systematic
sequence of progress is within specification and quality requirements, Sets and checks the
alignment and levels of all structures, finishes and MEP works are according to the approved shop
drawings and Ensures that all surveying instruments are calibrated and checked regularly.

6.6. HSE Manager


1. Responsible for the Company's OSH implementation
2. Liaise with Department Managers in implementation of OSH Management System
3. and issues safety directives accordingly.
4. Monitors, reviews, and advises the Project Manager on OSH policies implementation and
results of the OSH audits.
5. Makes sure OSH roles, responsibilities, policies, plans, and objectives are communicated to
all relevant personnel.
6. Monitors OSH training requirements of personnel and coordinates in arranging internal and
external training.
7. Receives client's latest OSH standards and procedures and advises the Project Manager to
revise Company procedures accordingly, if necessary.
8. Preventing injury to personnel and damage to plant and equipment.

9. Determine the cause of any accident or dangerous occurrence and recommend means of
preventing recurrence.
10. Promote awareness of injury prevention and damage control to all levels of employees.
11. Supervise the recording and analysis of information on injuries, damage, and loss, assess
accident trends and review overall safety performances.
12. Keep up to date with recommended codes of practices and new safety literature; circulate
information applicable to each level of employee.

6.7. Health Safety & Environmental Engineer (HSEE)


1. HSE Engineer coordinate with the Project Manager and Report to HSE Manager
2. Prepare all site safety documents / reports and submit to Client / Consultant HSE
Management.
3. Investigate and advise on any legal requirements affecting safety, health and welfare.
4. Coordinates with the concerned project engineer for performing the task risk assessment
for the project activities as identified.
5. Identify potential hazards on new contracts before and during the course of the works,
notifying the site safety organization of these and any additional fire precautions that may
be required.
6. Participate in the weekly/monthly HSE meeting
7. Assist accident /incident investigation
8. Conducts periodical inspection of facilities, machinery, vehicles, equipment, tools, tackle
and firefighting facilities at the project site to ensure that validity of them and to ensure the
compliance with the regulations.
9. Collate and advise on any changes in legislation or client procedure to be conducted /
communicated by managing engineer and or supervisor.
10. Monitor the action points at the site project and provides necessary advice to Engineers,
Foreman, and workers during the site inspection.
11. Participates in the appropriate implementation and installation of the safety devices and
equipment at all locations, in coordination with the Project Engineer
12. Prepare all site safety documents / reports and submit to Client / Consultant HSE
Management.
13. Conducts HSE induction training for all new project staff onsite as needed.
14. Prepare Monthly HSE statistics

6.8. HSE Officer


1. Ensure the pre-task meeting shall be conducted by engineer and or supervisor before
starting the day to day activities
2. Ensure that HSE related documents, procedures, forms and checklist are in place to ready
to use, including risk assessment.
3. Advise on the prevention of injury to personnel and on the prevention of damage to
property, plant & equipment and other resources.

4. Identify potential hazards on new contracts before and during the course of the works,
notifying the site safety organization of these and any additional fire precautions that may
be required.
5. Conduct safety meetings with site personnel and subcontractors.
6. Foster safety awareness in all tradesmen and supervisors
7. Investigate further improvement in existing safe working methods.
8. Investigate and advise on any legal requirements affecting safety, health and welfare.
9. Ensure provision and use of protective clothing and equipment and its use.
10. Ensure suitability from a safety viewpoint, of new and hired plant and equipment, and
validity of all appropriate test certificates.
11. Determine the causes of any accidents or dangerous occurrences and recommend means
of preventing recurrence.
12. Supervise the recording and analysis of information on injuries, damage and production
loss, assess accident trends and review overall safety performances.
13. Supervise the recording of all employees’ safety training records.
14. Have absolute power to stop work on site if they consider a dangerous situation exists or
could exist and cannot be remedied immediately.
15. Identify the training need and the competency factor of the site personnel.
16. Conduct training as per program and maintain attendance records.
17. Fully coordinate with internal and external auditors to carry out the audits.
18. Initiate follow-up audit activities in order to verify audits and record the implementation
and effectiveness of corrective and preventive action taken.
19. Report the result of internal site inspections, corrective and preventive actions and the
overall effectiveness of the system to the HSE Manager, with a copy to concerned head of
the section.
20. To conduct site safety induction.
21. Set a personal example.

6.9. Nurse/First Aid Staff


1. Giving assistance in case of accidents.
2. Instituting, filling-in and updating a sanitary file for each employee
3. Co-operating with site project manager and HSE Engineer for the implementation
procedures for worker’s safety and health.
4. Inspecting first aid facilities
5. Verifying the food hygiene and cleanliness in construction site
6. Informing timely site HSE Engineer concerning cases of epidemic infection or poisoning
7. Frequent site visits to brief workers at site on current weather conditions and its health
hazards

All materials used on site have to be approved prior to start any work. The following list is a

8. PROCEDURE

8.1. Site planning & preparation


1. Obtain Consultant's approval on required Shop Drawing and relevant Material Submittals
before commencement as well as the plant and equipment to be used.
2. Toolbox talks and or Daily Activity Briefing shall be conducted prior to commencing any activity
3. Site Engineer must ensure to communicate the Risk Assessment and Method Statement to
workers involved prior to activity.
4. Project mandatory PPE must be available, the minimum requirements are the following:
a. Safety helmet
b. Steel toe-capped safety boots
c. Safety Vest
d. Safety glasses/goggles (Dark/Clear)
e. Hand gloves
f. Ear plugs
g. Covid 19 Face Mask
5. Welfare Facilities such as drinking water, 1 cooler for ORS and 1 water cooler, rest area/ toilets
must be available prior commencement of work.
6. The area of construction traffic shall be control and shall be cordoned off properly with all
necessary safety measures like signboards, warning tape, traffic cone, certified flag man,
concrete and plastic barriers & flashlight etc.
7. Ensure that workers are well informed regarding emergency procedures in case accident
occur.
8. Housekeeping to be conducted before, during and after work shift
9. Communicate the Emergency contact number to all site personal’s through while conducting
TBT.
10. Job mix shall be submitted to consultant for approval.
11. Material shall be stored and handled to preserve for their quality and assurance for the work
as per approved standard.
12. Material delivered to site shall be inspected along with the consultant for approval fully
controlled from construction team and certified flag man.
13. Asphalt work should not do during rain, dust storm etc.
14. Establish haul roads and designated disposal area.
15. Ensure that finished layers whether of fill, subbase or road base are inspected prior to proceed
with successive works.
16. Updated and approved shop drawing shall be in site all the time.
17. Sufficient survey points will be taken to confirm the requirements for the referred grade line.
18. The reference grade line shall be furnished to the Engineer for reference and approval
19. Ensure curbstone work is completed and approved by Engineer.

8.2. Work methodology

8.2.1. Pre-Work:
1. Method Statement and Risk Assessment must be communicated to all workers prior to work
commencement
2. Ensure that all the material to be used for the works area inspected by the client and are as
per the approved material submittal.
3. Wherever NOCs and permits are required from relevant authorities the same are to be
obtained as per the requirement.
4. Site survey will be carried out.

8.2.2. Safety Hazard and Precaution


1. Certified personnel shall be deployed to carry out the jobs & experienced supervisors shall
supervise the jobs.
2. Approved Traffic Management Plan must be followed.
3. In addition of existing personal protective equipment’s like heavy duty leather gloves, goggles
should be worn apart from safety shoes, high visibility vest, earplug, face mask and helmets
which are mandatory.

8.2.3. Aggregate Base course Spreading and compaction.


1. Material submittal and Material Inspection Request to be submitted for Engineer approval
prior to start the activity.
2. The stockpile material to be tested for the all the required tests as per ADM specification
section-3.2.2.
3. Stockpiles of suitable granular Base material shall be done for up to 1000 m3 and marked with
sign boards as stockpile and the location will be as agreed by the Engineer
4. One sample every 1000cum shall be tested for Grading, Plasticity Index, Maximum Dry Density,
C.B.R and loss by abrasion, as agreed with Engineer
5. The stocked material shall be mixed properly with loader or excavated after adding the
sufficient quantity of water. The source of aggregate shall be pre-screened before delivery to
site.
6. Handling and stockpiling of aggregates shall at all times be such as to eliminate segregation or
contamination of the various sizes.
7. After mixing water moisture content shall be verified and shall be kept between - /
8. +2 % of the optimum moisture content in order to obtain maximum dry density and ensure
that the moisture content is uniform in all parts of the section where the work is being carried
out and in the various depths of the layer thickness
9. Spreading of Aggregate Base Course shall be done by graders. All machines involved in laying
operation shall be in good condition and will be checked before and during the operation.
10. Rolling will follow immediately after spreading and levelling by using of vibratory rollers and
pneumatic tire rollers for required number of passes as determined by site trials.

11. Material shall then be spread on the prepared surface in layers not more than 15cm of
compacted thickness to achieve the total thickness as indicated on the Drawings and
mechanically compacting using compactor (plate/roller).
12. Ensure the required top level and necessary slope will be obtained after final compaction of
granular Base.
13. Compaction shall start with rollers from extreme sides proceeding gradually toward the road
axis. Rolling shall continue until a relative density of not less than 100% of the maximum dry
density has been obtained as determined by the moisture- density relationship test, AASHTO
T-180. CBR of the base material shall not be less than 65% @ 98% MDD.
14. The total constructed thickness of aggregate base course used for new construction,
reconstruction or widening of roadways shall not vary more than 8 mm from the total
thickness indicated on the Contract plans.
15. Final surfaces of the base course shall be tested by means of a 5 m long straight edge; and no
rises or depressions in excess of 10 mm shall appear on the surface; otherwise, such areas
shall be stripped, corrected and re-compacted to comply with all specification requirements
and as approved by the Engineer. Further, the finished surface of the base course shall be
constructed to within 12 mm of the grade levels indicated on the Contract plans.

8.2.4. Preparation for Asphaltic Concrete:


1. Bituminous mix will be prepared based on the approved Job Standard Mix
2. Prior to start of asphalt, Consultant shall be informed about program (e.g., Quantity, Labor,
Machinery, etc.)
3. While production strict control will be exercised at the plant in controlling the grading,
bitumen content etc. and the quality of the Mix to achieve the specified Job Standard Mix. This
step shall be continuous.
4. The production, laying and compaction of Asphaltic Mixes shall be properly controlled and
shall be monitored by taking samples for testing and checking as per specification. This step
shall be continuous.

8.2.5. Transportation:
1. After production at plant, material will be loaded to the trucks and transported to the site.
Truck must follow approved traffic management plan.
2. Materials loading shall be done in manner that minimizes segregation.
3. Delivery of material shall be at a uniform rate and in an amount within the capacity of the
spreader.
4. Precautions shall be taken to protect the mix from the weather conditions.
5. Proper time schedule shall be prepared, so that material delivered will be placed in the
daylight.
6. Temperature of the materials while making delivery to the site shall be maintained as
approved mix design.

8.2.6. Prime coat application


Priming coat of grade MC 70 Petroleum Bitumen as per specification will be applied to the prepared,
approved, aggregate Subbase/base course layer, by means of mechanical asphalt distributor at a rate
of 0.6 to 1 Kg per m2 or as approved by Engineer. Hand spreading will be undertaken in restricted
and inaccessible areas as directed by Engineer and must fully controlled from construction team and
certified flag man
1. Prime coat shall not be applied when the ambient temperature is less than 13°C nor during
rain, fog, dust-storms, or other unsuitable weather.
2. The application temperature shall be between 60°C and 85°C as directed by the Engineer.
3. Immediately before applying the Prime coat, the prepared surface will be cleaned with a
power broom and/or a power blower as required, unacceptable irregularities in the surface
shall be repaired as per Engineer instruction and slightly moistened by sprinkling water
through a Water Bowser and lightly rolled by a Pneumatic Tired Roller and allowed to dry. The
area to be closed from traffic and should be inspected and approved by the Engineer.
4. if applied for two or more lanes, 150mm overlap shall be maintained for longitudinal joint and
no overlap shall be done to transverse joint instead a thick paper shall be placed at joint to
protect previous application and jointing shall be begin on the paper.
5. The speed of the asphalt distributor will be controlled to achieve the desired and uniform rate
of distribution of the Prime coat.
6. The prime coat will be allowed to mature for a maximum period of 48 hours before laying the
Asphalt Mix. If Asphalt is not laid in 48 hours, prime coat shall be re-applied.
7. Measure the amount consumed in Kg and application covered in sq.m.

8.2.7. Application of Tack Coat


1. Tack coat of grade SS-lh as per specification will be applied to the prepared, approved, AC base
course layer/Binder course layer, by means of mechanical asphalt distributor at a maximum

2. Tack coat shall not be applied when the ambient temperature is less than 13°C nor during rain,
fog, dust-storms or other unsuitable weather.
3. The application temperature shall be between 10°C and 55°C as directed by the Engineer.
4. The full width of the surface to be treated shall be cleaned with a power broom or power
blower to remove dust, dirt or other objectionable materials. The surface shall be dry when
treated. Ensure that workers operating this power tools are competent.
5. Immediately after cleaning the surface, tack coat shall be applied by means of the distributor
at the temperature and rate as directed by the Engineer. The speed of the asphalt distributor
will be controlled to achieve the desired and uniform rate of distribution of the tack coat.
6. Surface of structures, curbstones and other appurtenances adjacent to areas being treated
hall be protected in such a manner as to prevent their being spattered or marred.
7. After application, the surface shall be allowed to dry until it is in a proper condition to receive
the superimposed course. Tack coat shall be applied only so far in advance of the
superimposed course placement. Until the superimposed course is placed, the tack coat will
be protected from damage.

8. The tack coat shall be uniformly applied with the distributor within 24 hours preceding the
placement of the covering course.
9. If the tack coat is unavoidably damaged by rain or dust, or paving operations delayed longer
than 24 hours, it shall be allowed to dry, shall be cleaned again by a power broom or power
blower and when directed by the Engineer, a subsequent light application of tack coat applied
to the surface.

8.2.8. Laying & Compacting of AC base, Binder Course and wearing course
1. Production and spreading of asphaltic concrete mix shall not be permitted when the ambient
temperature is less than 8QC, nor during rain, fog, dust- storms or other unsuitable weather.
2. Prior to start asphalt, sides of the Roads to be watered by water browser or laid geo-
textile/Polythene sheet. Area to be cleaned by Air Compressor & brushes
3. The area to be inspected and approved by the Engineer before laying of Asphalt Mix. The area
to be paved shall be true to lines and grades indicated on the drawings or established by the
Engineer and shall have a properly prepared surface prior to start of paving operations.
4. the asphalt course shall be laid in one layer or two layers according to approved shop drawings,
depending on total thickness.
5. Each layer shall not exceed laying thickness of 100mm unless otherwise shown on approved
shop drawings,
6. When successive layers are to be placed, 2nd layer shall be placed as soon as practicable after
the first layer has been finished, rolled and cooled, and the Engineer may at his discretion
request cleaning of the first layer and the application of a thin tack coat.
7. The mix shall be laid upon on approved surface after checking the grade, levels, evenness and
cross-section in accordance with the shop drawings and specification and only when weather
conditions are suitable.
8. The asphalt mix shall be dumped from the hauling vehicles directly into the paving machine
hopper and to be checked for temperature (135°C -163°() for AC base, Binder course and
wearing course and {150°C -175°() for polymer modified bitumen wearing course as per
specification and .
9. On occasions, it may be dumped on to the surface being paved when being laid by hand in
small areas inaccessible to paving machine as directed by the Engineer.
10. Test holes to be filled with asphalt mix and compacted.
11. One or Two paving machines (as decided by Engineer) will be deployed in tandem to lay the
Asphalt Mix. The level of control will be achieved by setting the electronic sensor liner to rest
and glide along the top of the curbs or steel wire. The layer shall be laid and compacted to the
crown and grade as shown in the shop drawings, as per specification.
12. Hand spreading of restricted and inaccessible areas will be undertaken after having the
approval of the engineer.
13. Rolling will follow immediately behind the paving machines when they have laid the Asphalt
Mix over a stretch of 35 meters, the process will continue
14. Vibrating steel wheeled rollers will follow closely, moving in an orderly manner, starting from
the lower edge and progressing towards the upper edge, keeping a minimum overleap of 50%
as the rolling continues. This rolling will. continue for 1 -2 passes on each mat. The first pass

on one direction will be without Vibrator. Minimum temperature of asphalt is ll0°C for AC
base, Binder course and wearing course and 150°C for Polymer modified bitumen wearing
course.
15. Immediately after completion of the rolling by the steel vibrating wheeled rollers, minimum
12 Ton Pneumatic smooth tire Rollers will be deployed to continue the rolling in a similar way
as above for a minimum 40 -50 passes, every 5-6 passes 1 pass by steel vibrating will be rolled.
The rollers shall move at slow but uniform speed with the drive wheels nearest the paver. The
speed shall not exceed 4.8 km/hr for steel-wheeled rollers or 8 km/hr for pneumatic-tired
rollers. Noting that number of passes depends on trial mix to attain enough compaction.
Ensure that rotating and warning light is installed. Flagman must be available to direct traffic
during compactions.
16. The final rolling will be with one pass by Steel Roller followed with one pass by PTR. The
Compacted surface should be stabilized and does not show signs of shoving, displacing or
cracking. Flagman must be available to direct traffic during compactions.
17. The grade checking team will constantly monitor the levels at 2m of interval as the rolling
continues by the straight edge.
18. Hot Bituminous Mix shall be placed when the air temperature is 8°C and above and when the
weather is not dusty, foggy, or rainy and when the existing surface is free from moisture
Bituminous Mix shall not be placed during sandstorms.
19. Asphalted Road shall be remained closed for minimum of 48 hours before opened to the
traffic.
20. Proper safety precaution will take place prior to start any activity

8.2.9. Inspection and testing


1. Levels/Grades to be continually checked and reported upon.
2. On completion of compaction, each layer is to be inspected and checked by a five-meter
Straight edge to a tolerance of+/- 6mm for base course and +/- 4mm for wearing course as per
specification.
3. The minimum degree of compaction required for base course, binder course and wearing
course is 98%.
4. One Sample for testing of Asphalt Layer shall be collected for the full depth of course at
location directed by Engineer for minimum 200m length of road.
5. In the event the specific gravity of samples cut from any asphalt concrete fail to comply with
the minimum required, the portion of the asphaltic concrete represented by these samples
shall be re-compacted within three days from spreading and retested again.
6. The AC Base and Wearing Courses will be, when full compacted, with a tolerance limit of +/-
6mm.
7. The thickness of the individual layers of Base course and Wearing course shall not vary by more
than 12mm & 8mm respectively from the theoretical thickness of the respective layers.
8. If AC base or wearing course is less than 6mm, shall provide additional material in next course
(AC base or Binder course or wearing course).
9. variation in levels of the profile grade line after construction shall not exceed 1 cm from the
levels indicated on the drawings.

10. When tested by a five-meter straight-edge placed at right angle and parallel to the road
centerline at intervals not exceeding two meters, or when tested by a crown template placed
at right angle to the road centerline at intervals not exceeding half the template length,

8.2.10. Longitudinal Joints


1. Longitudinal joints shall be rolled directly behind the paving operations. The first lane shall be
true to line and grade and have a vertical face.
2. The material being placed in the abutting lane shall then be tightly pushed against the face of
the previously placed lane.
3. Before rolling, the coarse aggregate in the material overlapping the joint shall be carefully
removed with a rake and discarded. Rolling shall be performed with a steel-wheeled roller.
4. The roller shall be shifted over onto the previously placed lane so that not more than 15 cm of
the roller wheel rides on the edges of the newly laid lane.
5. The rollers shall then be operated to pinch and press the fine material gradually across the
joint. Rolling shall be continued until a thoroughly compacted, neat joint is obtained.
6. When the abutting lane is not placed in the same day, or the joint is distorted during the day's
work by traffic or by other means, the edge of the lane shall be carefully trimmed to line,
cleaned, and pointed with a thin coating of emulsion asphalt before the abutting lane is placed.

8.2.11. Transverse Joints:


1. Transverse joints shall be carefully constructed and thoroughly compacted to provide a
smooth riding surface.
2. Transverse Joints in the Wearing Course will be off set at 2m from parallel joints in the Base
course layer beneath.
3. Joints shall be checked with a straight edge to assure smoothness and true alignment. Joints
shall be formed with a bulkhead, such as a board, to provide a straight line and vertical face.
4. If the joint has been distorted by traffic or by any other means, it shall be trimmed to line and
the face shall be painted with a thin coating of emulsified asphalt before the fresh material is
placed against it.
5. If the abutting lane or succeeding strip is not placed on the same day, the joint shall be saw-
cut back on an even line. All loosened material shall be discarded. The whole face of the joints
shall then be given a very light coat of Prime coat/Tack coat applied by brush before the next
strip is placed.
6. To obtain thorough compaction of these joints, the material placed against the joint shall be
tightly pushed against the vertical face with a steel-wheeled roller.
7. The roller shall be placed on the previously compacted material transversely so that not more
than 15 cm of the rear rolling wheel rides on the edge of the joint.
8. The roller shall be operated to pinch and press the mix into place at the transverse joint. The
roller shall continue to roll along this line, shifting its position gradually across the joint, in 15
to 20 cm increments, until the joint has been rolled with the entire width of the roller wheel.

8.2.12. Speed Hump Construction


1. Speed humps shall be constructed across the road to the shape wherever indicated on
approved shop drawing.
2. Hump shall be constructed on final layer of asphalt road to the dimensions shown in approved
shop drawing, leaving gap between outer edge of hump and pavement edge.
3. Asphalt material shall be laid to the shape and fully compacted.
4. If any excess material shall be removed before compaction.
5. Do not perform final rolling operation until required shape of each speed hump has been
approved by the Engineer

9. HSEW REQUIREMENTS:

9.1. Health Safety Requirements:


1. Activities covered in this method statement shall be carried out in strict compliance with
the requirements of the approved Project HSEW Plan.
2. Job briefing / Toolbox Talk shall be conducted by concerned Charge hand/ Foreman before
starting activity.
3. ITC approval shall be obtained for all kind of temporary road closure or detour if required
at site.
4. Detailed proposed detour/ road closure plan with required signs shall be prepared and
submit to ITC approval prior to start.
5. Shadow vehicle / TMA (Truck mounted attenuator) shall be used during night works.
6. If in any case such as collision of plant and machineries,
7. Inform Emergency Response Team immediately
8. Security Team will cordon the area
9. Put flagman till the area is cleared
10. Driver if not injured or has sustained minor injury, then the driver shall switch off the
engine, open the door, if possible, come out of cabin, if passengers are present, and assess
the condition.
11. Provide necessary help to prevent further aggravation.
12. Help them to come out of vehicle if they are not injured.
13. Special care shall be taken for working in confined space as instructed by Safety Engineer.
14. Attention will be given to ensure that safety of all devices is being used for the job.
15. Experienced worker shall be deployed for operation of all type machine and tools.
16. All the required PPEs such as helmet, safety goggles, hand gloves, overall, safety shoes and
ear plugs shall be used by involved workers.
17. Proper supervision shall be ensured to monitor the work.
18. Appropriate Safety guidelines must be adhered during all stages of construction activity.
19. Manual Handling training shall be conducted.

21. Accident / incidents will be reported immediately followed by a written report within 24
hours of the occurrence as per site accident / incident reporting procedures.
22. Proper escape route in case of evacuation shall all be designated, marked and notified to
all personnel.
23. Work area shall be barricaded as applicable and necessary.

To facilitate the reporting of emergency situations the safety in-charge/Engineer shall arrange
for the following emergency procedure and telephone numbers to be displayed on site and
updated regularly:
Step-1: If a person is injured/need medical assistance, remove the injured person from
where danger still exists and get first aid, do not leave the injured person until help
arrives.
