1. PURPOSE:
The purpose of Method Statements and risk assessment is to ensure that all activities related in
Asphalt Works are carried out sequence and serve as basic guidance for work implementation. The
aforesaid activities are in accordance with requirements of the project, authorities' specification,
and approved Shop Drawings.
2. SCOPE:
This method statement and risk assessment covers the various steps involved in the supply and
placement of Asphalt Concrete {AC) Base, Binder Course and Wearing Course in accordance with
requirements of the project, authorities’ specification and approved Shop Drawings.

6.3. QC Engineer/Inspector
QC Engineer will manage and coordinate the inspection and testing in accordance with ITP and
responsible for ensuring all the activities are carried out as per this method statement, manufacturer
recommendation and specifications. He shall ensure the controlled copies of the drawings only using
at site, which are issued to the site supervising team. He is responsible for reviewing WIR for all the
related day to day activities at the site as per the approved ITP and attending all the required day-
to-day inspections along with the site engineer and the engineer’s representative for approvals.
9. Determine the cause of any accident or dangerous occurrence and recommend means of
preventing recurrence.
10. Promote awareness of injury prevention and damage control to all levels of employees.
11. Supervise the recording and analysis of information on injuries, damage, and loss, assess
accident trends and review overall safety performances.
12. Keep up to date with recommended codes of practices and new safety literature; circulate
information applicable to each level of employee.
4. Identify potential hazards on new contracts before and during the course of the works,
notifying the site safety organization of these and any additional fire precautions that may
be required.
5. Conduct safety meetings with site personnel and subcontractors.
6. Foster safety awareness in all tradesmen and supervisors
7. Investigate further improvement in existing safe working methods.
8. Investigate and advise on any legal requirements affecting safety, health and welfare.
9. Ensure provision and use of protective clothing and equipment and its use.
10. Ensure suitability from a safety viewpoint, of new and hired plant and equipment, and
validity of all appropriate test certificates.
11. Determine the causes of any accidents or dangerous occurrences and recommend means
of preventing recurrence.
12. Supervise the recording and analysis of information on injuries, damage and production
loss, assess accident trends and review overall safety performances.
13. Supervise the recording of all employees’ safety training records.
14. Have absolute power to stop work on site if they consider a dangerous situation exists or
could exist and cannot be remedied immediately.
15. Identify the training need and the competency factor of the site personnel.
16. Conduct training as per program and maintain attendance records.
17. Fully coordinate with internal and external auditors to carry out the audits.
18. Initiate follow-up audit activities in order to verify audits and record the implementation
and effectiveness of corrective and preventive action taken.
19. Report the result of internal site inspections, corrective and preventive actions and the
overall effectiveness of the system to the HSE Manager, with a copy to concerned head of
the section.

7.3. Materials:
All materials used on site have to be approved prior to start any work. The following list is a
summary of key materials to be used for the activities.

8. PROCEDURE
8.2.1. Pre-Work:
1. Method Statement and Risk Assessment must be communicated to all workers prior to work
commencement
2. Ensure that all the material to be used for the works area inspected by the client and are as
per the approved material submittal.
3. Wherever NOCs and permits are required from relevant authorities the same are to be
obtained as per the requirement.
4. Site survey will be carried out.
11. Material shall then be spread on the prepared surface in layers not more than 15cm of
compacted thickness to achieve the total thickness as indicated on the Drawings and
mechanically compacting using compactor (plate/roller).
12. Ensure the required top level and necessary slope will be obtained after final compaction of
granular Base.
13. Compaction shall start with rollers from extreme sides proceeding gradually toward the road
axis. Rolling shall continue until a relative density of not less than 100% of the maximum dry
density has been obtained as determined by the moisture- density relationship test, AASHTO
T-180. CBR of the base material shall not be less than 65% @ 98% MDD.
14. The total constructed thickness of aggregate base course used for new construction,
reconstruction or widening of roadways shall not vary more than 8 mm from the total
thickness indicated on the Contract plans.
15. Final surfaces of the base course shall be tested by means of a 5 m long straight edge; and no
rises or depressions in excess of 10 mm shall appear on the surface; otherwise, such areas
shall be stripped, corrected and re-compacted to comply with all specification requirements
and as approved by the Engineer. Further, the finished surface of the base course shall be
constructed to within 12 mm of the grade levels indicated on the Contract plans.
8.2.5. Transportation:
1. After production at plant, material will be loaded to the trucks and transported to the site.
Truck must follow approved traffic management plan.
2. Materials loading shall be done in manner that minimizes segregation.
3. Delivery of material shall be at a uniform rate and in an amount within the capacity of the
spreader.
4. Precautions shall be taken to protect the mix from the weather conditions.
5. Proper time schedule shall be prepared, so that material delivered will be placed in the
daylight.
6. Temperature of the materials while making delivery to the site shall be maintained as
approved mix design.

8. The tack coat shall be uniformly applied with the distributor within 24 hours preceding the
placement of the covering course.
9. If the tack coat is unavoidably damaged by rain or dust, or paving operations delayed longer
than 24 hours, it shall be allowed to dry, shall be cleaned again by a power broom or power
blower and when directed by the Engineer, a subsequent light application of tack coat applied
to the surface.
8.2.8. Laying & Compacting of AC base, Binder Course and wearing course
1. Production and spreading of asphaltic concrete mix shall not be permitted when the ambient
temperature is less than 8QC, nor during rain, fog, dust- storms or other unsuitable weather.
2. Prior to start asphalt, sides of the Roads to be watered by water browser or laid geo-
textile/Polythene sheet. Area to be cleaned by Air Compressor & brushes
3. The area to be inspected and approved by the Engineer before laying of Asphalt Mix. The area
to be paved shall be true to lines and grades indicated on the drawings or established by the
Engineer and shall have a properly prepared surface prior to start of paving operations.
4. the asphalt course shall be laid in one layer or two layers according to approved shop drawings,
depending on total thickness.
5. Each layer shall not exceed laying thickness of 100mm unless otherwise shown on approved
shop drawings,
6. When successive layers are to be placed, 2nd layer shall be placed as soon as practicable after
the first layer has been finished, rolled and cooled, and the Engineer may at his discretion
request cleaning of the first layer and the application of a thin tack coat.
7. The mix shall be laid upon on approved surface after checking the grade, levels, evenness and
cross-section in accordance with the shop drawings and specification and only when weather
conditions are suitable.
8. The asphalt mix shall be dumped from the hauling vehicles directly into the paving machine
hopper and to be checked for temperature (135°C -163°() for AC base, Binder course and
wearing course and {150°C -175°() for polymer modified bitumen wearing course as per
specification and .
9. On occasions, it may be dumped on to the surface being paved when being laid by hand in
small areas inaccessible to paving machine as directed by the Engineer.
10. Test holes to be filled with asphalt mix and compacted.
11. One or Two paving machines (as decided by Engineer) will be deployed in tandem to lay the
Asphalt Mix. The level of control will be achieved by setting the electronic sensor liner to rest
and glide along the top of the curbs or steel wire. The layer shall be laid and compacted to the
crown and grade as shown in the shop drawings, as per specification.
12. Hand spreading of restricted and inaccessible areas will be undertaken after having the
approval of the engineer.
13. Rolling will follow immediately behind the paving machines when they have laid the Asphalt
Mix over a stretch of 35 meters, the process will continue
14. Vibrating steel wheeled rollers will follow closely, moving in an orderly manner, starting from
the lower edge and progressing towards the upper edge, keeping a minimum overleap of 50%
as the rolling continues. This rolling will. continue for 1 -2 passes on each mat. The first pass

on one direction will be without Vibrator. Minimum temperature of asphalt is ll0°C for AC
base, Binder course and wearing course and 150°C for Polymer modified bitumen wearing
course.
15. Immediately after completion of the rolling by the steel vibrating wheeled rollers, minimum
12 Ton Pneumatic smooth tire Rollers will be deployed to continue the rolling in a similar way
as above for a minimum 40 -50 passes, every 5-6 passes 1 pass by steel vibrating will be rolled.
The rollers shall move at slow but uniform speed with the drive wheels nearest the paver. The
speed shall not exceed 4.8 km/hr for steel-wheeled rollers or 8 km/hr for pneumatic-tired
rollers. Noting that number of passes depends on trial mix to attain enough compaction.
Ensure that rotating and warning light is installed. Flagman must be available to direct traffic
during compactions.
16. The final rolling will be with one pass by Steel Roller followed with one pass by PTR. The
Compacted surface should be stabilized and does not show signs of shoving, displacing or
cracking. Flagman must be available to direct traffic during compactions.
17. The grade checking team will constantly monitor the levels at 2m of interval as the rolling
continues by the straight edge.
18. Hot Bituminous Mix shall be placed when the air temperature is 8°C and above and when the
weather is not dusty, foggy, or rainy and when the existing surface is free from moisture

19. Asphalted Road shall be remained closed for minimum of 48 hours before opened to the
traffic.
