(MODEL PARLIAMENT) 2023

ORGANIZED BY THAKUR RAMNARAYAN COLLEGE OF LAW – MUMBAI

KNOW ABOUT THE VCS:

LEX COMMUNIQUE’S Model Parliament “VIDHI CHHATRA SANSAD” is an academic

simulation of the INDIAN PARLIAMENT in its form and content. Youth Parliament is an

initiative to engage youth in healthy discourse and expose them to current events, topics in

national relations, diplomacy, and concerning agendas.

In Model Parliament, participants will be representing various political parties from the

ruling coalition and the opposition debating key issues facing the nation. It is an opportunity

for those who wish to see India change, to interact with other like-minded youth, and set the

stage for a future Indian Government. We attempt to make the youth of our country

understand Parliamentary Procedures. We aim at giving a chance to aspiring young leaders

to present their views on Government Dogma and discuss the challenges faced by India today

in the fields ranging from law and order, and economic and social progress, to foreign policy

and international relations. In Model Parliament, participants take on the role of Members

of Parliament, representing the spectrum of Indian politics viz. political parties, forming part

of the ruling coalition (treasury benches) or the opposition.

Bill for consideration and Passing


The bill to be put for consideration and passing on the floor of the House will be made

available to the participants two weeks prior. However, other issues of national importance

will also be allowed to be raised and discussed in the Discussion.

1. ELIGIBILITY:

A. Students pursuing their undergraduate course from any recognized college/ university are
eligible to participate in the competition.

B. A maximum of 1 team from each college can participate in this event.

C. All the participants should be fully vaccinated and must attach a certificate of the same along

with the registration form.

D. All the participants should attach a scanned copy of Their ID cards along with an approval

letter from their respective institution.

E. Participants must enroll in a team of 2.

The registration process has been divided into 2 slots:

1. Early bird offer: 2000/- (Registration amount) +2000/- (Accommodation)- Valid till 30th
December 2022.

2. Regular fee: 2500/- (Registration amount) +2000/- (Accommodation)- Valid till 25th
January 2023.

3. Once registration is done, no change in the names will be possible. However, in exceptional
circumstances, if a change in name is inevitable, a fresh registration has to be made along
with a scanned copy of the duly attested Registration Form from the college/institution/
university clearly explaining the reasons for the change and with authorized signatory & seal
of the college/institution /university, before the last date of registration.

4. The Registration fees shall be accepted through Online Transactions.

5. Confirmation Mail and Team Codes shall be sent within 2-3 days.

6. Post Confirmation the teams will be added to the official WhatsApp group of the said
competition.

7. The teams must register themselves in by filling and uploading the following documents

Participants will receive an acknowledgment- cum-approval as a confirmation of their


registration & participation periodically after registration.

3. TEAM CODE
Upon confirmation of the participation, teams will be allotted a unique team code which they

must use from there onwards for all kinds of communication made to the organizers. Teams will

not be allowed to use the name of their institution, once the team code has been allotted. such

disclosure shall invite penalties including disqualification. The decision for the same shall be at

the discretion of the organizers.

4. TRAVEL PLAN

All the participating teams will be required to send a soft copy of the duly filled travel form

on or before 25/01/23 via email at [email protected] .

5. Accommodation
The teams opting for accommodation shall pay an additional amount of Rs. 3000 (Rupees Two

Thousand) to the Host College for such accommodation. It will be at the discretion of the

participating teams to opt for accommodation. The payment shall be made in accordance with

Rule.

The information regarding the accommodation shall be intimated to the teams by 12th January

2023.

Accommodation shall be provided to the participants from 24th February (12:00 p.m.) to 27th

February 2023 (12:00 p.m.).

NOTE: - No pickup drop services will be provided by the host college from Airport/State

action to Accommodation)

NOTE: - Drinking and Smoking are strictly prohibited at the place of accommodation as well

as on the College campus. Non-compliance with this rule will lead to disqualification and

the MCA shall institute strict action against the team found violating this rule.

6. RULES AND REGULATIONS:

SEATING ARRANGEMENT AND PARTICIPATION AS PARLIAMENTARY MEMBERS

The layout of the Youth Parliament Event will resemble as far as possible to the layout of the

Chamber of Lok Sabha.

1. The Ruling party is to sit on the right side of the chair.

2. The Opposition and other alliances to sit on the left side of the chair

3. Both sides shall be more or less equal in number.

4. Participation can represent Secular, Right, Left, Minority, or Independent Parties.

5. Choice of parties is limited and shall be given on a first come, first serve basis only.

6. No two participants from the same college can be at the same party.

7. DRAW OF LOTS:

There will be draw of lots on 26th February 2023 to decide who is going to represent the

opposition party and government party.

8. LANGUAGE:

• Both English and Hindi are allowed in all the proceedings of the House.

• The Hon’ble Members shall make use of only 1 particular language while debating i.e.

during one speech, no ‘Hinglish’ shall be allowed.

9. STATEMENTS FROM THE HOUSE:

• After establishing quorum, the speaker of the house will ask for statements from the members.

A total of 8 Hon’ble Members (4 each from Government and Opposition) are given time on the

floor to make statements. The leader of the house is the default first speaker and the leader of

opposition is the default last speaker. However, they may pass on their chance to speak to

whoever they wish to.

• The other 6 Hon’ble Members are chosen at the discretion of the chair when the Hon’ble

Members are asked for statements.

• The maximum time allowed to make statements is two minutes.

• Agendas for Discussion Hour (explained in the next section) are allowed to be sent once the first

two Hon’ble Members have given their statements.

Note: All the points (described later) including the points of information are allowed during

this time.

10. DISCUSSION HOUR:

1. A Discussion Hour is the time allotted (maximum half hours) for the discussion on a sub-agenda

that Hon’ble Members feel should be discussed in front of the House. The total time of all the

discussions in a session shall be an hour.

2. All agendas for discussion hour are supposed to be sent prior to the commencement of

discussion hour

3. Agendas for discussion hour are allowed to be sent once first two speakers have given their

opening statements.

4. The process of putting up agendas for a discussion has to be in writing and follows the

prescribed format i.e., Name of the Constituency, Topic of the discussion, Total Duration (not to

exceed, 30 minutes) and Individual Speaker Time (not to exceed 60 seconds)

5. The Speaker of the House shall keep the agendas in chronological order and first put the agenda

to vote which is duly received first by him/ her on the dais.

6. The Speaker of the House may withdraw any agenda he/she feels has no relation to the agenda.

However, he/she has to notify the particular Hon’ble MP of the same on which the Hon’ble MP is

allowed to send a chit explaining why the agenda should not be withdrawn.

7. On receiving the agenda, the speaker of the House will ask for seconds. An agenda requires 1/5th

support of the House to enable it to be put to the vote.

8. On receiving required seconds, the Speaker of the House will put the agenda is vote and the

result are decided by a simple majority of placard vote.

9. An extension to a Discussion Hour may be obtained if the total time does not exceed 30 minutes.

11. QUESTION HOUR.

At the expiry of the period of one (1) hour after the discussion hour, the members of the house are

free to ask questions to each other on matters pertaining to agenda or on a national emergency

provided that such a question is sent in writing to the said Hon’ble Member via the Speaker of the

House and with his/her due approval before the commencement of Question Hour.

A. The question has been defined as an instrument by which a Hon’ble Member can elicit

information on any matter of public importance.

B. Starred Questions: Meant for oral answers.

C. Unstarred Questions: Meant for written answers.

D. The Hon’ble Member raising a question is allowed to ask a supplementary question, with the

permission of the Speaker of the House, after the reply is obtained from the Minister concerned

for starred questions.

E. The chit on which the question is sent has to be properly marked/ written as Starred or

Unstarred and should be in a proper format.

F. Any Starred question may be changed to unstarred at the discretion of the Speaker of the House.

The Speaker of the House shall notify the same to the Hon’ble Member answering the said

question via the Speaker of the House before the end of Question Hour.

G. Not more than two starred questions are allowed to be asked to the Hon’ble Member. In case a

Hon’ble Member has already received his quota of two starred questions then the Speaker of the

House shall change the further incoming starred questions as unstarred and notify the Hon’ble

Member raising the question of the same.

H. Similarly, not more than twenty (20) unstarred questions are allowed to be asked to any of the

Hon’ble Member. In case 20 unstarred questions have already been raised to the Hon’ble

Member, then in such an event the Speaker of the House shall return the question to the Hon’ble

Member who had raised that particular question.

I. The maximum number of questions starred or unstarred, a Hon’ble Member is entitled to send

is 10 per day. The right to ask a question is governed by the following conditions: -

• It shall be clearly and precisely expressed and shall not be too general and incapable of any

specific answer or in the nature of a leading question.

• If it contains a statement, then the Hon’ble Member shall make himself responsible for the

accuracy of the statement.

• It shall not contain arguments, inferences, ironical expressions, imputations, epithets, or

defamatory statements.

• It shall not ask for an expression of opinion or the solution of an abstract legal question or of a

hypothetical proposition.

• It shall not ask as to the character or conduct of any person except in his official or public
capacity.

• It shall not ordinarily exceed 150 words.

• It shall not relate to a matter which is not primarily the concern of the Government of India.

• It shall not reflect on the character or conduct of any person, whose conduct can only be

challenged on a substantive motion.

• It shall not make or imply a charge of a personal character.

• It shall not raise questions of policy too large to be dealt with within the limits of an answer to
a question.

• It shall not repeat in substance questions already answered or to which an answer has been
refused.

• It shall not ask for information on trivial matters.

• It shall not ordinarily ask for information on matters of past history.

• It shall not raise matters under the control of bodies or persons not primarily responsible to
the Government of India.

• It shall not ask for information on the matter which is under adjudication by a Court of Law

having jurisdiction in any part of India. The Speaker of the House shall decide whether a

question, or a part thereof, is or is not admissible under these rules and may disallow any

question, or a part thereof when in his opinion it is an abuse of the right of questioning or is

calculated to obstruct or prejudicially affect the procedure of the House or is in contravention

of these rules.

Note: All points except points of information are allowed in the Question Hour.

12. ZERO HOUR

• It starts immediately after the expiry of Question Hour.

• During the Zero Hour any question pertaining to agenda or a national emergency

• can be raised by an Hon’ble Member without any prior written request.

• The Zero Hour can extend to any period of time depending upon the Speaker’s direction.

• The Government is not obliged to answer any of the questions raised in the Zero Hour.

However, in the context of the debate it is highly expected from them to answer all the

questions.

• The Speaker of the House shall choose the Hon’ble Member at his/her discretion.

14. PRIVILEGE MOTION

It is a Motion raised by an Hon’ble Member of Parliament. He/She charges the concerned

Minister for committing a breach of the privilege of the House by withholding or distorting

facts. The Motion can be raised at any time in the Parliament. The concerned Minister is

given a chance to reply and the Hon’ble Member who has moved the Motion is allowed to

ask supplementary questions.

❖ Anti-Defection Law/ Anti-Defection Motion

If an Hon’ble Member of the Parliament votes (or abstains) against the directives issued

by his/her party, without the written permission of the said party, the Hon’ble Member

stands to be disqualified on grounds of defection if such a request is made to the Speaker

of the House by the leader of the party in the House or in case of the leader standing on

defection- any member of the House belonging to that party. In case of single-seat parties,

the defection is to be decided at the discretion of the Speaker of the House.

❖ Privileges to The Hon’ble Member of the Parliament

These privileges in the form of permission or points are allowed at all times when an

Hon’ble Member is not speaking or immediately after the Hon’ble Member has finished

speaking. Point of information is not allowed at certain times as mentioned above in

relevant sections permission to raise a Motion is only allowed at certain time periods as

previously mentioned along with the Motions.

PERMISSION TO RAISE A MOTION


AN HON’BLE MEMBER OF THE PARLIAMENT MAY
At any time can raise his/her placard and seek permission from the Speaker of the House to

raise a Motion.

POINT OF INQUIRY about Parliamentary procedures and conduct to the Speaker of the House.

POINT OF ORDER: This may be introduced in order to complain about improper Parliamentary

procedures; however, the Speaker of the House may overrule the point. This can also be used

in case of a factual error.

RIGHT TO REPLY: If a particular Hon’ble Member present feels that a grave (or false)

statement has made by others towards that Hon’ble Member, he/she may privilege the right of

reply with the permission of the Speaker of the House.

POINT OF PERSONAL PRIVILEGE: This may be used in order to remove a personal

discomfort.

POINT OF INFORMATION: This may be used to put up questions on a Hon’ble Members’

statement.

❖ Consideration for Drawing up the Winners.

Although the Executive Board shall have its own criteria of deciding winners, it shall keep in view

the following points while assessing the performances of participants.

• Observance of Parliamentary procedures -20

• Selection of Subjects for Questions and Quality of Answers thereto –20

• Selection of Subjects for Debates – 10

• Delivery or Quality of Speeches delivered, Standard of Debate – 30

• General Assessment of the Performance as a whole – 10

• Discipline and Decorum -10

❖ IMPORTANT POINTS TO BE KEPT IN MIND

• Attire Indian/Western formals STRICTLY. Indian Wear is encouraged.

• Laptops allowed.

• No internet usage shall be allowed inside the house.

• Two most important parts of the list of business of a ‘Youth Parliament’ are the ‘Questions’

and the ‘Debate’ or ‘Discussion’. During Question Hour, the Judges are likely to be

impressed by quality of questions asked and the quality of replies given by the Ministers.

During the Debate or Discussions, they particularly look for the standard of Debate and the

quality of expression.

• The participants should show utmost respect to the Chair. They should abide by the

decisions of the Chair and should have faith in his impartiality and Judgment.

• The participants are encouraged to tap desks in agreement.

• Please Note TRCL LEX COMMUNIQUE’S Youth Parliament shall not allow any statement

against any religion or debate on acts of Government against any particular religion. The

same shall lead to expulsion of Hon’ble Member from the House for a time period of 20

Minutes.

Unparliamentary Language: The use of following words will be considered Unparliamentary: -


Barbarous, Blackguard, Hooligan, Blackmail, Idiot, bully, Liar, Cheat, Monkey, Corrupt,
Monster, Coward, Murder, Dishonest, Fraud ,Rat, Goonda, Rogue, Hypocrite, Rude,
Nonsense, Blackmail, Impertinent, Bloody, Indecent, Contemptible, Insincere, Cowardly,
Insinuation, Criminal, Insulting, Damn-lie, Intentionally misleading, Definite untruth,
Mischievous, Deliberately false, Deliberate Misrepresentation, Not becoming a gentleman,
Disgraceful, Not true or lie, Dishonest, Offensive, Double-dealing, Ridiculous, False, Rotten

DISCLAIMER

The Organizing Committee of TRCL LEX COMMUNIQUE Youth Parliament has tried its level

best to simulate the Indian Parliament and has made the rules in accordance with the ones

provided by the Ministry of Parliamentary Affairs. We have tried our level best to stick the

original rules of procedure, however a few deviations from the same have been done in order

to enhance debate and make the whole experience interesting. The deviation from the rules

of procedure is in accordance with the one allowed for Lok Sabha scheme by the Ministry of

Parliamentary Affairs, Government of India and therefore cannot be challenged legally in any

form whatsoever.

We apologize in advance for any legal fallacy that may have occurred from our side and declare

that any errors or fallacy if found are unintentional.
