1.0 INTRODUCTION

Part of the Conceptual Design was developed by Macdonald Engineering International Limited
in Port Harcourt, Nigeria. Due to external circumstances some of the Functional Specifications
developed by MIEL have some inconsistencies with the other Conceptual Design deliverables.

This Functional Specification is an overall guidance document that gives additional functional
requirements for the following functional specification developed by MIEL.

2.0 HIERARCHY OF THIS FUNCTIONAL SPECIFICATION

This Functional Specification shall take precedence over the Functional Specification listed in
Section 1.0 and shall be read in conjunction with each of these specifications.

3.0 MARINE SERVICE AREA UPGRADE

The following existing buildings and facilities in the Marine Service Area shall be refurbished:
 Fire water pump house
 SBM hose storage
 Marine Store
 Marine Workshop
 Environmental Store
The following new buildings and facilities in the Marine Service Area shall be provided:
 Helipad
 Hovercraft Landing Beach
 Passenger Boat Landing Jetties
 Barge Unloading Ramp
 Passenger Terminal Building
Helipad

A new primary Helipad will be located in the marine service area and shall be equipped to
handle helicopters on a daily basis with primarily daytime operations. The facility shall have all
regular heliport provisions such as permanent fire fighting and rescue facilities, passenger
waiting room, briefing room, heliport security/ground attendant, and communication system. The
building shall be air conditioned and fitted with a fire detection and alarm system. A re-fuelling
facility is not required. A 5 car parking area is to be provided adjacent to the Helipad. Final
Approach and Takeoff Area (FATO), and lighting, shall be in accordance with Section 31.1.7,
SPDC, Helicopter Landing Pads, Basic Requirements for Onshore and Swamp Locations. Other
applicable standards are listed at the end of this section. The helipad shall be located for swift

access by fire crews in emergencies, and shall have paths and gates for passenger control.
However, there shall be no fence or gate restricting fire crew access to the helipad area. The
helipad shall be sized for the current largest helicopter, the Bell Model 212. Should a larger
model be introduced, the helipad shall be sized accordingly. Current design standards require
an object-free FATO for takeoffs and landings; at least one such clear approach should be
aligned with the prevailing winds. Pad size requirements are 343.5 x 343.5 metres on a
consolidated sub-base. The inner 1820 m x 1820 m pad shall be provided with a minimum 200
mm thick reinforced concrete slab, laid in panels of 56 m x 56 m. The slabs shall be doubly
reinforced with square mesh. Expansion joints shall be constructed between each of the panels.
The central area of the pad shall be marked with a yellow painted circle surrounding a large
letter H painted in white. The helipad shall be lit by directional lights. Existing helipad 2 shall be
retained as an emergency backup pad.

Hovercraft Landing Beach

A new Hovercraft Landing Beach shall be located in the Southwest corner, adjacent to the
heliport. Passengers will be processed through the security checkpoint at gate No.3. The area
of the landing pad shall be minimum 10.0 m wide x 15.0 m long, with a slipway of 45 m width by
35 m length (parallel to shoreline) and maintenance pad of at least 12 m by 20 m. However, the
actual width of slipway shall be determined during detail design using tidal information on LLWS
and HHWS. The preparation of the beach landing area shall have doubly reinforced 200mm
thick concrete slabs on a consolidated sub-base laid in 5.0m square panels with expansion
joints.

Passengers shall exit the beach via a concrete paving strip, leading up to the security area.

A flagpole shall be positioned at the landing area to guide the Hovercraft as it approaches the
shoreline. There shall be no fence or gate restricting fire crew access.

Passenger Boat Landing Jetties

Two new floating passenger boat-landing jetties will be required in the marine service area.
Each new floating jetty will accommodate two 8m long passenger boats at a time. There will
also be a requirement to unload goods such as restaurant food supplies, equipment spare parts,
etc. from the new jetty area. A 10 tonne derrick crane will be positioned at the edge of the
marine service area adjacent to the passenger boat jetty to transfer goods to and from boats.

Barge Unloading Ramp

A new barge-unloading ramp shall be provided at the Southwest corner of the marine service
area. The concrete ramp shall be approximately 40.0m long x 15.0m wide, supported on piles.
The ramp shall have concrete curbs, guard rails, berthing bollards, dolphin boat protection,
diesel hose reel connections and shutoff valves. The ramp shall be designed for a heavy-duty
road, as per DEP 34.13.20.31.Gen.

Passenger Terminal Building

A new passenger terminal facility shall be provided at the harbour (Slot) area for control of
passenger traffic travelling to and from the Terminal by helicopter, hovercraft and boat. The
passenger facility will be equipped with a registration counter/waiting area, security check point
and security office, transit rooms (men and women), public washrooms with toilets (men and
women), utility room (electric, telecom and air conditioning equipment), and janitorial room. This
facility should be integrated with a new third gate police post controlling access between the
harbour area and the rest of the Terminal.

4.0 TANK BUNDS AND IMPERMEABLE LINERS

The operating requirements of the tank bunds whether existing or new are:
 Seepage must be controlled
 Bund walls must be stable
 Soil and water pollution must be avoided
 Rainwater and tank spillage must be collected at a drainage sump
 Access to the tank
 Tank bund must be durable
 Fire resistant
 Low maintenance
 Tank bund shall have a volume equal to the volume of the largest tank in the bund
The existing bund walls are covered with sand - cement mixture and are cracked and
deteriorating. The bund floors are sand and therefore are not watertight. Grass is growing on the
bund walls and contributing to deterioration of the bund walls. The bund walls were constructed
at angle steeper than Shell specifications leading to the risk of instability. Finally the soil within
the bund walls is contaminated with oil.

The up grading of each existing tank bund shall consist of but not necessarily be limited to:
1) removal of all contaminated soil. Contaminated soil as defined per DPR and FEPA
guidelines contains in excess of 30ppm hydrocarbon (i.e. 0.003% by weight).
2) clearing the grass, top soil in bund areas (by others)
3) clearing of bund wall covering and access stairs (by others)
4) regrading the bund wall to the correct slopes (by others)
5) extending the tank pad (by others)
6) drainage channel and sump construction (by others)
7) access walkways and stair construction (by others)
8) vehicle access ramp (by others)
9) rebuilding of the earth bund walls (by others)
10) installation of HDPE geomembrane liner to the bund area soil (by others)
The construction of the new tank bund shall consist of the construction of, but not necessarily be
limited to, the tank pad, bund walls, geomembrane liner, access and drainage. The intent of this
scope of work is that the construction of the new bund and rehabilitation of the existing bunds
shall fully accommodate the operating requirements noted above.

5.0 INFRASTRUCTURE DRAIN SYSTEMS

Infrastructure drain systems shall handle storm water and firewater from residential,
administration and service areas of the Terminal. These drains shall discharge directly into
Bonny River without treatment. All drain systems shall flow by gravity and shall be sized to
handle a 24-hour storm having a one in two year return period. To accommodate surface run-
off water it shall be necessary to incorporate a system of open concrete drainage trenches for
new systems and as necessary to supplement the existing systems. The new drainage
trenches shall be constructed of reinforced concrete and sloped to the outfall locations.

6.0 ROADS, PAVING AND BRIDGES

Existing roads and bridges which are to remain in place shall be upgraded in accordance with
DEP 34.13.20.31-GEN. Pedestrian pathways shall be constructed between all buildings in the
administrative area, Marine area and Residential/Recreational area. The pedestrian walkways
shall be elevated to avoid flooding problems and paved at least 1.5 m wide. New roads will be
constructed as dictated by the overall site layout determined in the BTIP. The following
permanent road types and their widths apply:

1) Main roads :8m

All the above shall be paved in accordance with DEP 34.11.00.11-GEN and DEP 34.11.00.12-
GEN. Maintenance tracks shall be accessible by 4-wheel drive vehicles under normal weather
conditions, and shall have all vegetation, peat and soft clays removed. Maximum slopes shall
not exceed 12%. Main road shall be heavy duty and are defined as on site roads, in and around
the processing units, utility areas and yards (reference drawing E-031040 Road and Paving Key
Plan).

Concrete paving slabs shall be located under all process areas i.e. manifolds and vessels in
accordance with SPDC guidelines. (Reference drawing E-031042 Unit Area Paving)

Drains and concrete edgings shall be provided on both sides of the main road. They shall be
constructed prior to placement and compaction of the granular material. In addition, roads to
and around main buildings and loading facilities shall be categorised as heavy duty. Light duty
roads comprise all other roads on site except patrol roads and maintenance tracks. All new
roads, bridge and culvert constructions shall be in accordance with DEP.

The Contractor shall provide a patrol road of 3 m width inside and along the entire lease
perimeter terminal fence (ref. Drawing E-030020). The patrol road shall be designed as per DEP
34.13.20.31-GEN. The patrol road shall be considered as provisional sum.

7.0 FENCING

This scope of work describes the minimum requirements for the new primary and secondary
security fencing, and gates and the standard security fencing required for the various individual
buildings. The fencing shall be designed, fabricated, erected and protected in accordance with
the requirements of SPDC Standard Construction Specifications S-11 and Shell DEP Manual
34.13.20.31- GEN.

The primary security fence shall be installed around the primary security zone that includes the
tank farm, process unit areas and essential operating equipment and facilities. The secondary
fence system shall be installed around the boundary limits of the facility.

Both the secondary security fence and primary security fence shall be 3.0m in height. The
fence should be constructed of welded wire mesh and the top of the fence shall be barbed tape
topping to both leaves, full length. It shall be attached to 3.0m high security bi-steel post with flat
horizontal braces. The spacing of the posts shall be 2.75m.

About 75-100 mm lower portion of the fence for the secondary fencing (perimeter fencing) shall
be embedded into a ground concrete beam with an approx. size of 200mm x 150mm that will
flush with graded ground level. For the installation of primary fence, the specification of DEP
34.13.20.31-GEN shall be followed. The posts shall be buried 850 mm into the ground and
imbedded in concrete. The fence shall be earthed with an earth rod every 20 posts. All gates
shall be equipped with adequate lighting for the effective use of Closed Circuit Television
(CCTV) cameras which will transmit to Cathode Ray Tubes (CRT’s) in the main control room.
Perimeter lighting will be sufficient to allow effective security patrols on a patrol road
immediately inside the Secondary fence.

Access to the Terminal will be from an upgraded first-gate main terminal entry point complete
with a new guard house and a motorized sliding solid steel gate with personnel access via a
turnstile gate. This will facilitate control and accounting of personnel on the lease. Marine and

helicopter access will be via a new third-gate security checkpoint gate located at the
southwestern tip of the Terminal in the marine service area. Access to the primary security zone
will be via a new second-gate security checkpoint gate located just to the North of the new
Central Control Building. The Primary and Secondary fences will each be equipped with
access/egress gates. Security gate 2 and security gate 3 shall be identical to security gate 1
(motorized sliding gate). All security gates shall be equipped with security barrier equipped with
vertical security blades reaching to the ground. All security gates shall also be equipped with
pedestrian turnstile that can be remotely operated. The control of the Secondary fence and
gates rests with the contract security force while the Primary fence and gates are controlled by
SPDC personnel from the control building. Each Primary or secondary gate will serve as a
muster point. Each gate will also have video and audio capabilities for communication with the
Control Building.

8.0 SITE GRADING AND EARTHWORKS

The surface shall be stripped in all process unit areas and inside all tank bund areas removing
and disposing of all grass and topsoil down to the sand base.

CONTRACTOR shall install an engineered fill in the new crude processing area, to an elevation
5.0 m above the mean sea level (MSL) reference elevation. The area to be filled shall extend
approximately between N.0+420 and N.0+850 and E.1+250 and E.1+900. The new roads,
process structures, and buildings will be constructed on this fill.

9.0 SHORE EROSION PROTECTION

The Bonny River shoreline of the Terminal has experienced considerable erosion problems over
the life of the facility. A shore protection system shall be installed that will stabilise the sub-
grade without the requirement of future remedial repairs. Shoreline protection will be provided
from marine slot area up to where grid line N0+125 crosses the Bonny river shore line (ref.
Drawing E-030021) with an approximate length of 450 m.

10.0 LANDSCAPING

The landscaping scope of work shall incorporate the following:

Make the Bonny Terminal aesthetically pleasing when completed in a manner that reflects the
intended function of the various areas within the Terminal.

Landscaping will include ground preparation, including placing of topsoil, application of fertiliser
and watering to ensure plant survival and growth. Installation methods utilised for trees, shrubs,
plants and grass shall be appropriate for the species being planted.

The method of treatment of each area within the facility will be depend upon its use. The area
around the Residences and the Restaurant and Recreational Facilities has to reflect that this is
a living/recreational area and that trees, shrubs, flower gardens, lawns etc. should be provided.
The location and selection of trees and plants, locations of gardens and lawns etc. will be based
upon providing a good living environment for the resident staff. Tree type/location should
provide a balance between the need to provide shade but provide a light environment for flower
gardens, lawns etc.

Other areas that will require special treatment will be for other facilities that are predominantly
related to personnel activities i.e. control building, offices, clinic, DPR house, Passenger
Terminal etc.

The new Crude Processing Area to the East of the existing Terminal Fence will be concrete

paved and gravel. There will be no requirement for grassed areas or landscaping within the
process units. The final surfacing within the crude processing area will not need to be
addressed as part of the landscaping.

The area of the Tank Farm, outside of the Tank Bunds, will be essentially grassed areas to be
addressed as part of the landscaping following the soil remediation work.

The treatment of the areas inside the Tank Bunds is not to be addressed as part of the
landscaping because impermeable liners with sand cover are to be installed. There will also be
some concrete paved areas outside of the bunds around the Crude Booster Pump Stations etc.
in the Tank Farm area but these areas will not be addressed as part of the landscaping.

All other areas within the Terminal and the large area east and south of the crude processing
area outside of the primary security zone fence will probably be left open as grassed areas with
natural grassing which need not be transformed so that there is a clear line of site to the outer
perimeter lease boundary security fence. These will need to be addressed as part of the
landscaping.

As part of the shore protection works a walking/biking hard paved track shall be provided along
the Bonny River shore and a golf course shall be incorporated in the landscaping of the river
bank.

11.0 DEMOLITION OF EXISTING INFRASTRUCTURE

There are existing buildings and infrastructure facilities in the Terminal site that shall be
demolished as part of the overall BTIP.

The demolition of existing buildings and infrastructure will be phased so that some of the
replacement buildings, or facilities, can be in place and commissioned, prior to commencing
demolition.

The infrastructure that shall be demolished in the north west area of terminal, and the sequence,
are indicated on drawing E-030487 Sheets 001 and 002:

The buildings, structures and superficial obstructions to be demolished shall be broken up and
disposed of by a planned method in sequence stages which, have been approved by SPDC.
Drawings showing this information shall be submitted to SPDC for their review and approval.

Buildings shall not be demolished until all equipment, furnishings and other contents have been
removed.

Demolition shall be carried out in accordance with BS 6187:1982.

Material suitable for site stabilisation or fill from demolished buildings shall be used as much as
possible. Remainder of the demolished material shall be prepared and made available to the
local community as directed by Shell.

Open fires shall not be permitted inside the terminal and all timber and rubbish shall be removed
from site and disposed of in a manner acceptable to SPDC.

Where under ground chambers, sumps, etc. are discovered, the location shall be reported to
SPDC and no action taken until appropriate written instructions have been received. A record
drawing showing the level, size, position of any abandoned services, foundations, underground
chambers, vaults, wells, storage tanks, pipes or any other underground structures discovered
during the demolition.

Underground structures that are to be filled shall be inspected and recorded before filling
commences. Filling and compaction shall comply with Shell DEP Manual 34. 11. 00. 11-Gen.
Site Preparation and Earthworks.

Where indicated on the drawings remove all fences, gates, etc. noted.

Some buildings may contain asbestos. All asbestos shall be removed and disposed of in a safe
manner prior to demolition.

12.0 SUPPORT STRUCTURES AND ACCESS WAYS

Elevated pipe racks and support structures shall be provided in the new processing area as
required to support equipment and piping including pipe bridges over new roads. In the tank
farm area of the Terminal piping will be supported on grade level concrete sleepers. New or
replacement piping routed at ground level shall be supported on concrete sleepers with a
minimum clearance of 0.3 m above grade. The top of the concrete sleepers shall incorporate a
steel “T” section which shall be cast into the concrete with a minimum clearance of 70 mm

between the top of concrete and top of “T” (see DEP 31.38.01.29-GEN, Section 3). Lines,
cradles or pipe shoes shall rest on the steel “T” section. Fire protection for the elevated pipe
rack structures shall be designed under DEP 80.47.10.30.GEN, Assessment of the Fire Safety
of Onshore Installations.

Elevated platforms, stairways and ladders shall be provided as required for operating and
maintenance access.
