This Bulletin presents an overview of the academic activities relating to the various
Certificate Courses of the Odisha University of Agriculture and Technology,
Bhubaneswar. This One-Year Certificate Course prospectus is referred as
Prospectus -2023-24 in the text.
The Authorities reserve the right to change the requirement for such admission
and amend or alter the structure and contents as well as other policies, deemed
necessary in the interest of the students, the institution and the profession.

3. ELIGIBILITY FOR ADMISSION
NB: The University reserves the right to change the number of seats if required.

4.2 Latest rules and regulation in any matter of admission from competent authority will
be followed during the admission process.
4.3 The candidate will submit a declaration at the time of submission of application form
that, the original documents will be furnished at the time of counselling and
admission.
4.4 Candidates must furnish correct information in the application form. The candidates
are advised to produce relevant documents in original as laid down in this
prospectus-2023-24 at the time of counselling and admission, failing which
admission will be denied.
4.5 The University is no way responsible for any wrong/incorrect information furnished
by the candidates in their online application form and no communication will be made
by the University in this regard.
4.6 At the time of counselling & admission candidate producing the documents that are
forged/tampered in any form shall be debarred from admission.
4.7 In future, if it is found that the documents furnished by the candidate have been
obtained by providing wrong information or suppressing/tampering of facts, the
candidate will be deprived of the facilities already obtained and will be liable for legal
punitive action.
4.8 In the event of non-production of all required original documents at the time of
counseling and admission, the candidate will not be allowed to take admission.
5. SELECTION PROCESS
5.2 The selection will be purely on the basis of merit. In case two or more candidates
obtaining equal marks in the merit, the merit of such candidates shall be determined
in order of preference as follows.
a) Candidates securing higher mark in 10th standard.
b) If candidate securing equal marks in 10th standard / equivalent examination, then
the candidate with higher age will secure higher order in merit list.
c) KVK wise merit list will be prepared and used for counselling and admission.

5.3 Personal Interview (PI) Process:
a) The Personal Interview for selection of students will be done by the District Level
Committee for capacity building programs already notified by Collector & District
Magistrate for the concerned district at the respective KVK on a prior notified date.
b) All shortlisted students will appear the PI. Those who fail to appear before the
district level committee his /her candidature for the ‘one-year certificate course’ will
stand null and void.

6.3 The candidates must submit correct marks of 10th / equivalent (including extra
optional) as required in Application Form which is used to calculate weightage
for preparation of final merit list. Any wrong entry of marks in the form, to
enhance weightage and rank if detected at the time of counselling and
admission, will lead to rejection of candidature and denial of admission.
6.4 The candidates must enter the total obtainable marks and secured marks of all
subjects studied in 10th standard.
6.5 A candidate is required to submit one set of their choice and preference in the
application form for Admission into above Certif icate Courses (as mentioned
under Sub-Clause 4) for which he/she wishes to be considered for admission on
the basis of merit through counselling (as mentioned under Clause-3).
6.6 The candidates must submit two sets of the Application Forms through Registered
Post/ Speed Post sufficiently ahead of the closing date to ensure receipt within due
dates.
7. ADMISSION
7.1 A short list of the candidates in the ratio 1:3 will be prepared basing on the marks
obtained in HSC (10th)/ equivalent examination and Personal Interview on the basis
of 80% & 20% weightage respectively. The admission will be made according to
merit (as under clause-5) through Counselling for all the Certificate courses listed
under clause - 4.1.
7.2 Based on the mark secured in the H.S.C. (10th) Examination as mentioned in the
Application Forms, the KVKs will prepare a provisionally shortlist of candidates. The
KVKs will send ‘intimation letter’ to the shortlisted candidates to appear before the
‘Selection Committee’ for personal interview on scheduled date and time
7.3 The shortlisted applicant will appear before the Selection Committee at the
respective KVKs for Personal Interview on scheduled date and time on his/her own
cost.
7.4 Once a candidate exercises his/her option for a particular Course and is allowed
admission into that Course, no changeover to another Course shall be allowed
thereafter under any circumstances.
7.5 Eligible candidates interested for admission will have to physically appear before
the Selection Committee at respective KVKs on the scheduled date and time as
indicated in the intimation letter and produce the Original Certificates and Mark
sheets as required under Sub Clause 7.9 for verification. Candidates who fail to
produce the original certificates and mark sheets as detailed at sub clause 7.9,
before the selection committee will forfeit their claim for admission. No time shall
be allowed for production of the original certificates and mark sheets that determine
eligibility and merit. A candidate will have the option to choose any of the Courses
listed under Sub-Clause 4.1 for admission subject to his/her eligibility, choice and
availability of seats in that course.

7.6 The candidates, who will fail to appear before the Selection Committee physically
on the scheduled date and time will automatically and irrevocably forfeit their claim
for admission.
7.7 On provisionally selected, the Selection-cum-Allotment letter for admission will be
issued by respective KVKs to the candidates. The candidate will report at the
allotted center on scheduled date and time for admission.
7.8 Admission will be conducted at the allotted center mentioned at clause- 4.1.
7.9 Candidates selected for admission are required to produce the following documents
at the time of Counselling-cum-Admission.
ORIGINAL AND TWO SET OF SELF ATTESTED PHOTO COPIES OF DOCUMENTS
a) Selection-cum-Allotment letter from KVK.
b) Mark sheet of 10th standard.
c) Certificate of 10th standard showing date of Birth.
d) S.L.C / CLC and Conduct Certificate from the Head of the Institution last
attended. (If not available, need to furnish an undertaking to submit the same
within 15 days of the date of commencement of the course).
e) Medical Fitness Certificate in prescribed Form (Annexure-II).
f) Migration Certificate from the University / Council/ Board last attended (if
applicable). (If not available, need to furnish an undertaking to submit the same
within 03 months of the date of commencement of the course).
g) Aadhaar Card
h) Permission Letter from the employer if the candidate is employed
i) Certificate towards discontinuation of study in specified format (Annexure-III).
j) Permanent Residence certificate.
k) 5 passport size Colour photographs as submitted in Application Form.
N.B.: Mark sheet issued by the School and College shall not be accepted.
7.10 Candidates selected for admission failed to submit their SLC/CLC/ Conduct
Certificate may be provisionally allowed to take admission on submission of an
undertaking to submit the said documents within fifteen days following the date of
admission, failing which their provisional admission will be forfeited.
7.11 Candidates provisionally admitted into any of the Certificate Courses without
submission of Migration Certificate will have to submit the Migration Certificate
within 1st Semester, failing which they will not be allowed to appear at the 1st
Semester examination.
7.12 All the candidates admitted into any Certificate Course shall submit a Medical
Fitness Certificate in the prescribed format (Annexure-I) from a Govt. Medical
Officer / Regd. medical practitioner not below the rank of Asst. Surgeon at the time
of admission.
7.13 The original documents like SLC, CLC, Conduct Certificate and Migration
Certificate submitted by the candidates will not be returned to them in any
circumstances.

7.14 If a candidate for admission is found to have indulged in ragging and/or expelled in
the past or if it is noticed later that he / she is indulged in ragging, the admission
will be cancelled and he/she will be expelled from the University / College/Center.
7.15 All the admitted candidates need to submit an affidavit, as per the UGC guideline
on non-indulgence in ragging activities, to their respective Principal of Agro-
Polytechnic Centre/ Dean of College within 15 days from the date of admission (As
per Annexure- IV & V).
7.16 If seats remain vacant after counselling and admission or vacated by cancellation
of admission, it will be filled up from the waiting list of candidates available with the
concerned KVK.
7.17 Discontinuation of candidates on medical ground and on other grounds with
satisfaction of the Head of the center admitted, may be allowed only after
completion of one semester.
7.18 The candidates discontinued after 1st Semester with proper permission of the
authority will have to rejoin and conclude the course latest within a period of two
years.
8 STUDENTS DISCIPLINE
A student, shall abide by the disciplinary rules and regulations of the Hostel, Centre
and the University. He/she shall not involve himself/herself in any objectionable
conduct such as violation of hostel discipline, disobedience of instructions of Hostel
Authorities, immoral conduct or disorderly behavior including “ragging”. In case a
student is found to be involved in any of the said undesirable activities, he/she shall
be liable for expulsion from the hostel and if the offence is grave, also from the
Centre. The expulsion from the hostel shall be ordered by the Dean of Students’
Welfare on recommendation of the Principal/ Dean concerned and expulsion from
the Centre shall be under the orders of the Vice- Chancellor.
9. ACADEMIC SYSTEM
9.1 The details of the method of Examination & Evaluation of students’ performance
shall be explained to the students at the time of “ORIENTATION PROGRAMME”.
The Course Programme shall be regulated as per Regulation.
The minimum instructional period for One-Year Certificate Course will be one year
courses of 02 (two) semesters. The Certificate Course will have fundamental and
specialized courses as follows: -

groundnut, paddy, Millets

Organic Farming & vermicomposting in commercial scale

The students will complete the 1st semester of the certificate course in respective
APC/ College to which they are admitted.
On successful completion of Semester-I, the students will be attached to relate
(Agriculture/ Horticulture/ Animal Sc./ Fishery) industries/ entrepreneurs/ OUAT
institutions preferably in their home district or neighbouring district based on their
marks secured in Semester-I and available scope.
9.2 COURSE FEE
Admission to this course will be on free of cost basis. They will be provided with
free lodging and boarding at respective Agro-Polytechnic Centres/ Colleges. They
will also be provided with study materials and learning kit on free of cost. During 2 nd
Semester i.e when the students will be attached to relevant industries/
entrepreneurs/ OUAT institutions, they will be paid stipend of
Rs. 3,000/- per month for the period of 2nd semester to meet their living expenses.
The stipend will be paid by Head of the Centre admitted to, only after receipt of
satisfactory performance report from the centre attached to during 2nd Semester.

9.3 OTHER FEES
NOTE:
1) Admission will not be allowed in the mid-way after the closure /last date of
admission.
2) All holidays notified by the University will be the holidays for the Agro-
Polytechnic centers/ Colleges under OUAT.
3) The date of admission /re-admission for each semester will be notified as per
the semester calendar prepared for the concerned center.
