    RE: TECHNICAL GUIDANCE ON SPECIFICATIONS OF MOTOR VEHICLES.

    Reference is made to the above subject.

    The Authority has received a number of complaints from bidders with regard to the technical
    specifications in bidding documents for supply of motor vehicles that are being issued by
    Procuring and Disposing Entities especially with regard to the engine size (displacement).

    The Authority iii its letter dated 23rd July 2014, requested for technical guidance from the Chief
    Mechanical Engineer under Ministry of Works and Transport on the issues raised by the bidders.

    The Chief Mechanical Engineer in his letter dated 5th August 2014 informed the Authority that
    some, Entities prepare specifications which are based on non-performance parameters like
    vehicle dimensions and also contain inaccuracies which result in challenges from bidders.

    The purpose of this circular is therefore, to advise that technical advice on specifications for
    motor vehicles is sought from the Chief Mechanical Engineer to limit the incidence of
    complaints which delay the procurement process and affect efficient service delivery.
