of citizenship in a democratic country and the good citizen: attitudes and civic virtues.
Citizenship
 relationship between an individual and a state to which the individual owes allegiance and
in turn is entitled to its protection.
 implies the status of freedom with accompanying responsibilities. Citizens have certain
rights, duties, and responsibilities that are denied or only partially extended to aliens and
other noncitizens residing in a country. In general, full political rights, including the right to
vote and to hold public office, are predicated upon citizenship. The usual responsibilities of
citizenship are allegiance, taxation, and military service.

Citizenship-in-Practice

 The practice of democratic citizenship implies a set of qualities and attitudes that is vital
to the functioning of modern democracies.
 It is the duty of the democratic state to provide the necessary political and policy envi-
ronment wherein their citizens can develop and nurture these qualities and attitudes
while their citizens can develop and nurture these qualities and attitudes
 Democratic qualities and attitudes form part of the nation’s political culture, the better the
chance of a democracy to survive and sustain itself.

Democracy
 When the formal and informal rules of operation, as embodied in the constitution are widely
understood and accepted, and political actors behave accordingly so that it begins to hold

Perspectives on Citizenship
1. Aristotelian-Republican perspective – is one who either takes, or is subject to, decisions.
Based on the concept of Greek polis and emphasizing the ‘associative” element of citi-
zenship , citizens must be integrated into the political collectivity, do order to develop
their own personal identity within the framework of common traditions and recognized
political institutions
2. Lockean-liberal perspective - places citizenship in relation to the state. The juridical sta-
tus of the citizen is based on the legitimized by the state. The citizen contributes to the
state through certain rights and obligations like voting and taxes. The state guarantees
individual rights and equal treatment to all of its citizens. They exercise their powers if
they know how to use their rights for their welfare and if they know how to exercise their
influence on those who made decisions.
3. Democratic deliberation perspective - upholds the Lockean-liberal’s rights discourse
and the Aristotelian-republican’s associative element of citizenship.

It emphasizes the rights discourse specifically about how we ought to relate to one another
as human beings, and about the things we should or should not to each other, regardless of
time and space. It features the notion of a contract between citizens of a particular society or
their representatives, the terms of membership become legitimate. Rights and duties of citi-
zenships are based on deliberative efforts of citizens in a given political community.

The Good Citizen: Attitudes and Civic Virtues

Citizens can be apathetic, self-centered, ideological or altruistic, or democratic. These self-


environment orientations, however, are no more than subjective appraisals developed through
personal experience, society’s socialization processes, and the class, economic, political and
other objective circumstances that prevail at any moment in time.

Four Types of Citizens


1. Apathetic
-are skeptical of politics in general or what they can do as citizens and give little signifi
cance either to their own or society’s needs. They deeply invested in the realization of
both their own and society’s needs are practicing a democratic form of citizenship. Not
being unmindful of their own interests, democratic citizens also recognize the process
es and goals of the larger collectiveness to which they belong (Rosenau 1997)
2. Self-centered
-are those who are inclined to treat their own needs as far more important than those
of society.
3. Ideological/Altruistic
- are those who place society’s needs well ahead of their own needs are either altruist-
ic citizens who have an incremental approach to societal problems or ideological citi
zens who act on the basis of an inflexible image of what societal life ought to be.
4. Democratic
-are those who possess the important functioning of the state like:
A. sense of identity and how they view potentially competing forms of national, re-
gional, ethnic, or religious identities, their ability to tolerate and work together
with others who are different from themselves;
B. their desire to participate in the political process in order to promote the public
good and hold political process in order to promote the public good and hold
political authorities accountable;
C. their willingness to show self-restraint and exercise personal responsibility in
their economic demands
D. in personal choices that affect their health and the environment; and their
sense of justice and commitment to a fair distribution of resources (Kymlicka
and Norman 2010,5-6)

Concept of Citizenship
 Citizen
A member of a democratic community who enjoys full civil and political rights and is accord-
ed protection inside and outside the territory of the State. Citizens may be regarded by all na-
tions either born in their territories or born of their citizens, or it could be both.
 Citizenship
It denotes membership of a citizen in a political society which membership implies, recipro-
cally, a duty of allegiance on the part of the members and duty of protection on the part of the
state.

Obligations of Citizens
1. Loyalty or have a sense of patriotism
2. Obeys law.
3. Participation in a political processes.

The following are the citizens of the Philippines:


1. Those who are citizens of the Philippines at the time of the adoption of this Constitution.
2. Those whose fathers or mothers are citizens of the Philippines.
3. Those born on January 17, 1973, of Filipino mothers, who elect Philippine citizenship upon
reading the age of majority; and
4. Those who are naturalized in accordance with law

Natural Born Citizens


Are those who are citizens of the Philippines from birth without having to perform any act to ac-
quire or perfect their Philippine citizenship.
Philippine citizenship may be lost or reacquired in the manner provided by law.
Two Ways of Losing Citizenship
1. Voluntarily
A. by naturalization in a foreign country

B..by express renunciation of citizenship
C. by supporting the constitutions and laws of a foreign country
D. by rendering service to the armed forces of a foreign country
2. Involuntarily
A. by the cancelation of his certificate of naturalization by the court
B. By having been declared as a deserter in the Philippine armed forces in time of war.

Ways of Reacquiring citizenship


A. by the repatriation of deserters of the Philippine armed forces
B. By a direct act of the Congress
C. By naturalization
Citizens of the Philippines who marry aliens shall retain their citizenship unless by their act or omis-
sion they are deemed, under the law, to have renounced it.
The Dual allegiance of citizens is inimical to the national interest and shall be dealt with by law
Dual Citizenship is a situation in which a person simultaneouly owes, by some positive act, loyalty
to two or more states. It arises because our laws cannot control laws of other countries on citizen-
ship.

REPUBLIC ACT NO. 9225


Citizenship Retention and Re-acquisition Act of 2003
“Natural-born citizens of the Philippines who have lost their Philippine citizenship because of their
naturalization as citizens of a foreign country are at this moment deemed to have re-acquired Philip-
pine citizenship upon taking the oath of allegiance to the Republic”

and in the setting of priorities and directions of all youth promotions and development pro-
grams and activities.

Activity 4: “Reading Activity”
As stated in our 1987 Constitution under Article II, Sec. 13 “The State recognizes the
vital role of the youth in nation-building and shall promote and protect their physical, moral,
spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nation-
alism, and encourage their involvement in public and civic affairs.”
In line with this, the government has formulated and established programs that are re-
lated to youth empowerment and political engagement. Some of these existing programs are
the following:
National Youth Commission (NYC)
 This is mandated by a Republic Act no. 8044 or also known as “Youth in Nation-Building
Act”.
 The National Youth Commission is the sole policy-making coordinating body of all youth-
related institutions, programs, projects and activities of the government.
 Its objectives are : a. To provide the leadership in the formulation of policies and in the set-
ting of priorities and directions of all youth promotions and development programs and ac-
tivities; b. To encourage wide and active participation of the youth in all governmental and
non-governmental programs, projects and activities affecting them; c. To harness and de-
velop the full potential of the youth as partners in nation building; and d. To supplement
government appropriations for youth promotion and development with funds from other
sources.
 Some of its programs are the following:
- Youth Organization Registration Program (YORP) - This is meant to foster coopera-
tion among organizations in addressing youth concerns, and to facilitate sharing of information
and best practices.
- Ten Accomplished Youth Organizations (TAYO) - This identifies outstanding youth
organizations, clubs and societies who have been helping their communities by way of their
well-crafted and highly applicable and effective programs. It recognizes, rewards, and encour-
ages contributions made by groups of young Filipinos for the progress of the society.
- Local Youth Development Council (LYDC) - This is an organization at the city and
municipal level with representatives from various devolved government agencies, local govern-
ment departments, NGOs, the SK Federation, and the community.

- Integrated Sangguniang Kabataan Organizational Leadership and Reorientation
Program (ISKOLAR) - This is designed to give SK leaders necessary information on how they
would be able to relate with their constituents and how to perform their obligations to the best
of their abilities.
- Ten Outstanding Young Legislators of the Philippines (TOYLP) - This seeks to
recognize the efforts of young legislators towards youth development and their exemplary exe-
cution of their duties as elected local government officials.
Sangguniang Kabataan
 This is mandated by the Republic Act no. 10742 also known as “Sangguniang Kabataan Re-
form Act of 2015”.
 This is based on the mandate of the 1987 Constitution, which provides on Section 13, Arti-
cle II states that the state recognizes the vital role of the Youth in nation-building and shall
promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall
inculcate in the youth patriotism and nationalism and encourage their involvement in public
and civic affairs.
Philippine Youth Development Plan
 The Philippine Youth Development Plan is mentioned under Republic Act no. 8044 and Repub-
lic Act no. 10742. The purpose and function of the Philippine Youth Development Plan is to or-
der all duty of the state, whether national or local levels, in maximizing the participation of the
youth in building the nation as a responsible and hands-on member of the society. Thus, the
Philippine Youth Development Plan also to notify other civil groups and NGOs, the church, me-
dia, and other community groups or associations to give the youth a social, economic and ethi-
cal opportunity of fully engaging them in their respective programs.
