Introduction
The basic PSG (Pressurecompensatedsimple Governor) is a hydraulic speed
governor with buffer type compensation. Ir is normally isochronous,thai is,
if the engine is not overloadedit maintainsthe samespàedregardlessof load,
exceptmomentarilyat ttre time load changeoccurs.

PSGs are built in many special configurations to meet the unique needs of
various engine manufacturers. Most of these special features are described in
chapter 6 of this publication. The psG uses hydraulic pressureto drive the
terminal shaft in only one direction. If an internal return spring is not used, a
spring must be installedbefore the engineis started.

Receiving
After factory testing and calibration, the psG governor is drained of oil,
which leaves a light film of oil on internal parts to prevent rust. The
governor is then painted and external parts are coated with a spray
lubricant/rustinhibitor.
Storage
The PSG governor nray be stored for short periods of time (less than a year)
as received from the factory. For long-tenn stoÉge (more than a year),
storage in an environment with large temperature changes,humid or corrosive
atmosphere,or if the governor is installed on the engine for storage, fill the
governor with oil and follow preservation packaging instructions in v/oodward

ExternalReturnSpring
The PSG uses internal oil pressureto move the ouput in the more-fuel
directiononly. A springis usedto movethe ouput in the fuel-offdirection.
If an internal return spring is not supplied, an extemar spring must be
installed. The returnspringmustprovidea rorqueof 2.g to 5.6 N.m (25 to
50 lb-in) on the terrrinal shaftin the fuel off directionfor a govemorwith 175
or 275psi operatingpressruerespectively.
Supply Pressure
A minimumof 172kPa (25 psi) and a maximum of. 5r7 kpa (75 psi) oil must
be suppliedfrom the enginelubricatingsystem. If a separateiu*p i, usedthe
supplymusthavelessthan300 mm (12 inches)of suctionlift from the surnp.
Torque and work capacity will vary accordingto the amount of suppïy
pressureor suctionlift.

adequatedrain holes from the drive coupling (6 mm [l/4 inch] diameteror

HorizontalGovernor Installation
If the govemor is mountedhorizontally, the needlevalve adjustmentmust be
on
the side and at the lowest level. Horizontal mounting also iequires that a drain
Iine be installed from eirher a 6 mm (l/4 inch) pipJtap or &isting 7/16 inch
straight thread port in the cover. The drain line must be as large as possible and
unirpeded to the sump.

Most PSG governors have internal retum springs. The return spring must be

Applications involving a butterfly valve, such as a gas engine, require
a
nonlinear linkage.
Figure 2-5 illustmtes the relationship betweengovernor ouq)ut shaft and butterfly
valve obtained with simple linkage of maximum non-linearity. when instalin!
this linkage, make sure the two following conditions are attained when thé
linkage is in the no{oad position:
1. The lever which is attachedto the governor output and the connectinglink
are in line with the govemor output shaft and the point of attachmentof
the connecting link to the butterfly lever.
Refer to the engine manufacturer's instructions for tle correet linkage selection
and installation.
Speed Adjustment
Thereareseveraltypesof speedadjustments
availablefor the psG.
Lever
some governors have a lever attached to the external end of the speed-
adjusting shaft. This lever is used in conjunction with the high- and low-
speed stop screws. using a linkage :uïangement with the levJr provides a
remote speedadjusnrent for the governor. The screw in the cover is used to
set the minimum-speed stop while the screw in the case controls the
maximum-speed stop of the govemor. The speed-setting shaft does not
usually extend from governors designedfor pneumatic or moior speedsetting.
PneumaticHeador Motor
The governor can be equipped with either a pneumatic speed-adjustrnenthead
or an electric motor for remote speed adjusunent (see chaptei 6 for details
about thesetwo types of speedsetting). Both of these speedsetting systems
use a high-speedstop screw.

Speed Droop
PSG droop is internally or externally adjustable between zero and
seven
percent. Speed droop, a reduction in speed setting as fuer increases,
is
expressedas a percentageof the difference between the lower full-load speed
and the high speed at no load. speed droop permits load division befween
two or more engines driving generators in parallel or connected to a single
shaft. If the engineis operatedalone or on a dc systemwith proper generaÍor

This chapter describes the operation of the psG governor,

BallheadSystem
Flyweights are attachedto the pilot valve's rotating bushing by pivot pins.
The pilot-valve bushing is driven by an external diive tom tnl èngine. A
thrust bearing, located under the speeder spring, rides on the toes of
the
flyweights. This allows the flyweights anà pilot-value bushing ro rorare
without extreme friction.

The non-rotatingpilot-valveplunger insidethe rotating bushing

Gompensation
System
The compensatingsystemconsistsof a buffer piston betweentwo
buffer springs,
a needlevalve, and a compensatingland on th" pilot-valve plunger. provides

temporary speeddroop and must be properly attuned to ttre partióular
engine and

The buffer piston and springs are carried in the power piston, but this location
has no bearing on the action of the power piiton, oi on the action of the
compensationsystem.
At the sametime, flow of oil to the compensationarea moves the bufter piston
from centerin the upward direction. ThJpressuredifferenceon each
side of the
buffer piston acts on the compensatingland, and tendsto centerthe pilot valve.

Droop Feedback
The rotation of the output shaft in the increase direction will also
cause
movementof the floating lever if the pivot point on the speed-droopbracket
is
off the centerline of the ouput shaft.
Assumingpositive droop is set into the governor, the pivot point will be to the
left of the center line and increasefuel will raise the ino of the floating
lever.
This will-reducecompressionon the speederspring and in effect lower the speed
seuing of the governor.
Note th_atshould the pivot point on the speeddroop bracket be to the right the
of
center line, it will causethe floating Iever to inóreasethe compressionof
the
speederspring on increasedfuel, in effect increasingthe speedsetting. This
condition is called negativedroop. The governor will not provide satisfactory
control with negativedroop.
Fuel DecreaseExample
The governor decreasesfuel to the engine with a decreasein governor speed
setting or an increasein enginespeeddue to a decreasein load ón the engine.

GeneralTroubleshooting
Governor faults are usually revealedin engine speedvariation,
buÍ it doesnot
necessarilyfollow that such speedvariations indicate governór
faults. poor
governing may be due to faulty operation of trre

equipment.
Dirty EngineOil
The PSG governor is-.normalrysuppried with engine oil.
A failed or dirty
filter- in the supply rine or unusuar oil contamination can
cause governor
problems. If the governor has been contaminatedwith
dirty engineoii, it may
be removedfrom the engineand flushed with a petroleum
sotveït. The use of
non-petroleum-base solventsis not recommendedas it may damageoil sealsor
gaskets. Fuel oil or keroseneare the best solvents
for cláning tïe irnide of a
PSG governor.

Alwaysdrain the governorof solventsbeforeretumingit to the
engineto avoidthepossiblecontamination

SpeedDroop Adjustment
Figure 4-1 shows the intemal droop governor with the top
cover removed to
exposethe speed-droog and adjustrnents. The speeddroop bracket

is clampedto the terminal lever by the socicet_headscrew.
NOTE
SettingExternalDroop
some PSG govemors are equippedwith externally adjustabledroop. These
governors employ a lever inside the governor that moves a feedback pin
through a slot in the terminal lever. Droop on these governors can be
changedwhile the engineis running.

NegativeDroop
care must be taken while setting droop, either the
intemar or externar
settings, that the moveable droop furcrum pin not
be moved beyond the
centerlineof the governor terminal shaft. This condition
will causeunstable
governor operation. lvhen setting zero droop,
it is better to eÍror in the
direction of slight positive droop. If using a dial indicator
while setting
droop, the feedbacklever must not increasethe tr*io' on
the-speederspring
while the terminal shaft is rotated toward maximum.
NeedleValve Adjustment
The needlevalve adjuststhe responserate of the governor. properry
set, the
responserate will cause the governor to take a new
fuel position with a
rninimum of overshoot and a minimum of settling time after
a loao change.
Adjust the needle valve when the engine is at operating temperature
and the
oil in the governor is at its normal operating rcmperan,,e and Iikewise
at the
normal viscosity. Adjust with the needlevalve as far open as possible
while
still providing stable responseto load changes. To test the ,.tting,
manually
disrurb the linkage and observe the return io stable operation.
Two or three
fuel movements immediately aft9r the speed deviation caused
by rhe linkage
disturbanceis usually the desired.esponsl setting.
Having the needle valve too far closed will make the governor
sluggish and
Iikewise will make the engine slow to respond to loaá changes.
-stableThis can
appear as engine power problems. Engine speed will not be
with the
needle valve too far open.
CAUTION
Do not back the needlevalve clear out of the threadsas hot oil will
squirt from the hole, potentially buming the operator.
Having the needle valve closed more than necessarywill prevent the
most
efficient and responsiveperformance of the engine. Iriost engrnesoperate
with
the needlevalve open one fu[ turn or mo.". bovernors are-strippeofrom
the
factory with the needlevalve open 1 and 114turns.
Jiggle
The PSG is an extremelyfast governorand win normalry exhibit
ên acrive
terminalshaft. This terminalshaftactivity,or "jiggle", isïot connected
with
theresponseratescontrolledby theneedlevalve.

Refer to Figure 5-l (exploded view) and the following steps for governor
disassemblyand assembly. some pSGs have slight$ different arrangemenrs.
These instructions apply to most PSGs. The exploded view is helpful when
assemblingor disassemblinga governor. Before removing speed-adjusting
screws,needlevalve, and droop bracket, record their positions for future use
in assembly.

5. Remove the two socket-headscrews that hold the terminat shafts to the
terminal lever. Remove the terminal shafu from the terminal lever and
removethe terminal lever from the assembly.
10. using snap-ring pliers, remove the snap ring from the power-piston
assemblyand removethe spring seat,the lower spring, buffer piston, and
the upper spring. The upper and lower springsare interchangeàblewithin
the governorbut are not necessarilyinterchangeablebetweengovernors.
L2. Hold the spring seat with the short end of tool 370109 and use a 5116,,
socketwrench to removethe pilot-valve-plungerlock nut.
13. Placea small screwdriverin the slot in the top of the pilorvalve plunger
and screw the plunger down and out of the spring seat.
14. Lift out the spring-seatand thnrst-bearing assembly. The thrust bearing
consistsof an upper and lower raceand a bearingassembly. The racesare
interchangeableand reversible. There is not an "up' or 'down" to the
bearing assembly.

Some governors are built without some shafts extending from the
governor. welsh plugs must be installed over all these short shafts.
Install the Welsh plugs to the proper deprh wirh tool g995-077.
Position the gasketon top of the caseand securethe cover to the casewith five
screws. Use two drill blanksto aid in the assemblyof an internal vertieal return
spring.
Testing
It is importantto test the governor,either on a test standor on the engineit
operarcs on.
Rotate the terminal lever from minimum to maximum fuel position and
observethe dial to seewhetheror not thereis movementof the floatinglever.
No movementof the indicatoris zero droop. upward movementof the lever
is positivedroop.
WARNING
Assuming that everything is operating properly, turn the needle valve in as far
as it will go, tlen back it out until the enginehunts (about L and.l/2 turns). Let
the governor hunt for about a minute. This allows air to bleed out of the oil
passages.close the needlevalve to just enough to stop the hunt and provide
optimum performance.
check that the correct amount of droop is set and, if necessary, readjust the
droop bracket.
Test Equipment
'woodward
electric drive test stand (part numuer 8909-051) should be used to
test a reassembledPSG governor and to set the high-speedstop, the low-speed
stop, and droop before installation on an engine. (Many other test standswill
adequatelytest and calibrate the PSG governor.) The needle valve will still
have to be set for the individual responsecharacteristics of the engine.

A spring-driven, oil-dampedballheadservesas a filter for torsional vibrations
that originate in the drive to the governor. It consistsof a ballheaddrive cup
(driving element)driven from the rotating bushing. The ballhead rests on à
thrust bearingcarried by the driver. A torsion spring connectsthe ballheadto
the rotating bushing.
Torsional vibrations cause relative motion berween the drive cup and the
ballhead. This movementis inhibited by the action of a volume oi oil being
forced through a relatively narrow leak path, which provides the damping
action.
The ballhead fills with oil through a combination of pressure feed and
centrifugal action. The fill time varies with dimensional tolerances, governor
pressure,and oil viscosity. The ballheaddrains down partially on shutdown.
since the oil-feed circuit functions whenever the governor is operating, there
is a continuousflow of oil through the ballheadassembly. If thè supply of oil
is not clean, contaminates will accumulate in the ballhead and the ballhead
will eventually assumethe characteristicsof a solid ballhead. If the governor
is subject to excessivedirt accumulation, consider using a separat€sump
system.
BallheadGheck
check for dirt accumulationby holding the governor drive shaft and turning the
ballhead against its internal stop. Repeatin the opposite direction. Travel
should be smoothand about 22 degreesis eachdirection. Replacethe ballhead
if it does not return promptly to mid position when released.
check that the flyweights have no flat spots on the toes and that the flyweight
bearingsare not worn. Also checkpivot pins for wear or damage.
Torsion Spring
A torsionspringis providedon PSGsthat areequrppedwith an electricmoror
for speedsetting. The spring is also providedon governorsthat are not
equippedwith a speedadjustingshaft, and on govemorsthat are operated
below800rpm.
PneumaticSpeed Setting
Remote speed adjustment is provided through a pneumatic speed-setting
assemblyconsistingof a diaphragm, housing, oil reservoir, adjusting screws,
and pushrod, extending down through the cover to the floating lever. Air
signal pressureto the speed-settingassemblyis applied to an oil reservoir to
damp out oscillations of air compression. Oil pressure, acting on the
diaphragm, is transmitted by the pushrod to the governor floating lever,
increasingor decreasingthe speeder-springforce to produce a changein speed
setting.
The schematic diagram of a PSG with horizontal return spring and pneumatic
speed setting illustrates the relationship of the speed setting head to the
govemor speedsetting system.
In an overhaul or repair situation, the main parts that may need replacement
are the bellofram seals, rolling diaphragm, springs, and all o-rings. Figures
6-2 and 6-3 show the pneumatic speedsetting equipment.

If the cover and PM motor are ordered separately for use on an existing
governor, all that is required for the installationof the new sover is to remove
the old cover before settingthe new assemblyin place on the governor. some
adjustmentfor mountingmay be necessary. Loosen the screwJ holding the pM
motor in place and align the motor shaft with the clutch. Tighten the screws.
when the cover is used without the pM motor, a screw is placed in the hole
where the motor drive shaft normally fits. This screw is then used as a
low-speedstop. The cover also housesa verticar return spring, when one is

Speed Adjustment

Disassembly

Pivot the terminal lever upward until slider blocks can move thè droop pin from
the slot in the floating lever. Notice that there are washerson both sidesof the
floating lever which could drop into the governor.
Assembly
A spaceris used on the screw which attachesthe droop link assemblyto the
speeddroop shaft. when the adjustablespeeddroop is assembledto the left-
