o Should there be apprehensions of violators in the conduct of regular patrol by the

multi-sectoral Municipal Law Enforcement Team (MFLET), any settlement has to

be done in the Office of the Municipal Police Station where representatives of

both barangays may have access to any needed information.

o Upon facilitation of the Office of the Municipal Agriculture & Services (OMAS),

the conduct of joint meetings by the two (2) barangays has been practiced

regularly for proper feed backing and reporting on financial & administrative

matters.

 ON SUSTAINABILITY

o Provision of additional one (1) unit motorized and one (1) unit non-motorized

patrol boat from Barangays Molopolo and Sta. Cruz, respectively, to augment the

one (1) municipal patrol boat

o In close coordination with partner POs conducted continuous planting and re-

planting of beach trees and mangroves where transitory birds start to drop by

o Forged tie up with various NGOs/POs for technical and funding support like the

GIZ (formerly GTZ) that financed the construction of a P1M-worth Watch Tower

and the provision of technology advancement like quality computers and

projectors for community education on the project and the Coral Cay which

sponsored the proper training on scuba diving among selected participants

o Provision of regular funding support from the two barangays’ annual budgetary

appropriations

o Aside from regularly reporting for duty in their respective Barangay Offices,

barangay officials of these two barangays, likewise, take turns in doing their duty

routines in the Sanctuary without any additional remuneration

o Each barangay has duly appointed Marine Park Guards receiving very minimal

honorarium from barangay funds to man the sanctuary at nighttime and during

holidays

 ON COMMUNITY IMPACT

o Decreasing number of local violators after having understood the project and

institutionalized the “owning” concept

o Increasing number of fish catch and sea shell resources

o Becomes a beacon for local folks in the town and nearby municipalities as it

offers a wholesome family bonding outing

o Students from nearby colleges and universities regularly come to the sanctuary for

lesson enhancement

o “SAKYAW” aside from being a medium for healthy recreation, also offers

alternative livelihood for fishermen now turned boat men of Barangay Sta. Cruz

 ON INNOVATIVENESS

o Launching of “SAKYAW” which means “Sakayanong Lulinghayaw” in

vernacular whereby visiting tourists can go around the designated MPA area to

enjoy the ten (10) SAKYAW Stations through an improvised equipment called

“Silip” in a non-motorized boat

o The use of empty plastic drinking bottles securely tucked inside a sewn recycled

empty flour sacks as improvised life vest/jacket

o Construction of a wooden walk-way and installation of a native circumferential

hut in the sea watered area where schools of fish of different sizes and colors can

be fed

 STEPS AND METHODS FOR REPLICATION

o Conduct feasibility study to achieve viability of the project in the area

o Make series of consultative meetings in the barangay for optimum public

education and project support

o Enactment of an Ordinance declaring a place in the barangay as a Marine

Protected Area

o Get the municipal officials’ support

o Make strong, positive tie up with local and international NGOs/POs

o Unwavering public education

 AWARDS AND RECOGNITIONS

o Participated and was recognized in the MEAT Search, the Provincial CFRM

Booklet Contest where the town won, and the Best Practices of the LGU
