Bribery is the crime of giving or receiving something of value to influence official action. Both the person
giving and the person receiving the bribe are guilty of bribery. Bribery is illegal for two reasons. First, it usually
involves a public official using his or her office for personal gain. Second, it can cause officials to make unfair
decisions that affect citizens.
Usually, a person who bribes a public official is paying to get special treatment. This special treatment
can come in many forms. For example, a company might bribe an official to win a government contract.
Bribing a public official is the most common type of bribery. In the United States, officials convicted of bribery
may be fired, removed from office, and sent to prison for up to 20 years. Commercial bribery, the bribery of
owners or employees of private companies, is also illegal in many places, but it is less commonly punished.
No one knows how often people commit bribery, but many experts believe that most people who bribe
officials are never caught. Bribery is more common in some countries or parts of countries than in others. Many
countries have made it illegal to bribe officials from other countries. Bribery and similar illegal transactions in
the political sphere alone cost the world an estimated one trillion dollars every year. Poor nations have been
found to be particularly exposed to bribery and other corrupt activities, though even the wealthiest nations are
not safe.

Corruption in the health sector can mean the difference between life and death. Poor people are the most
affected. Medical staff can charge unofficial fees to attend to patients. They may demand bribes for medication
which should be free. Corruption also costs lives when fake adulterated medications are sold to health services.
Without governmental control, public funds can easily disappear. World Bank surveys show that in some
countries up to 80 percent of non-salary health funds never reach local facilities. Ministers and hospital
administrators who embezzle millions of dollars from health budgets, or accept bribes give bad reputation to
qualified medical staff. Stolen funds also hamper efforts to beat major health challenges, such as Malaria and
HIV/ AIDS.
Governments need to publish detailed health budgets and financial information to be understood. As a result,
we can truck funds and prevent them from being stolen. Health workers need adequate pay and guarantees that
salaries will reach them on time. Governments need to tackle counterfeit drugs at source.
At the local level, we all have an important role to play. We must demand accountability from health
professionals and administrators. We can scrutinize clinic or hospital budgets. Or make sure we are aware of
official charges for free services. We must also demand public consultations over health services, and to
ensure equal opportunities.

Tax evasion is the illegal evasion of taxes by individuals, companies and trusts. Tax evasion often entails
taxpayers deliberately misrepresenting the true state of their affairs to tax authorities to reduce their tax
liability and includes dishonest text reporting such as declaring less income profits or gains than the amount
actually earned or overstating deductions.
Tax evasion is an activity commonly associated with the informal economy. One measure of the extent of tax
evasion ( the tax gap) is the amount of unreported income, which is the difference between the amount of income
that should be reported to the tax authorities and the actual amount reported.
In contrast, tax avoidance is the legal use of tax laws to reduce one’s tax burden. Both tax evasion and
avoidance can be viewed as forms of tax noncompliance, as they describe a range activities that intend to subvert
a state’s system, although such classification of tax avoidance is not indisputable given that avoidance is lawfull,
within self-creating systems.

Computers have become so necessary to modern living that it is difficult to believe that they are
a relatively recent invention. Undoubtedly, they have proved to be of great value, but they also have their
disadvantages. For one thing, they have added to our already large number of crimes.
Hacking was the first computer crime that most of us became aware of. By using their computing
expertise, people known as hackers can gain unauthorized access to someone else’s computer and make use of the
data which they find there. They may, for example, get hold of lists of the names of their competitors’ clients
and use these to build up their own businesses, or they may use hacking as a form of industrial espionage to find
out a rival company’s plans. Other hacking activities may be more obviously criminal, in that hackers may log on to
financial data in someone else’s computer and either alter it illegally or use it for fraudulent purposes.
The possibility of serious financial fraud has been greatly increased by the modern practice of purchasing
goods though the Internet. Apparently, the use of credit cards to pay for such purchases has led to record
levels of fraud with a great many people being swindled out of a great deal of money. Banks are working hard to
improve online security and to provide safeguards for customers, but fraudsters are working just as hard to
improve their fraudulent techniques.
Many computer users worry in case their systems are affected by computer viruses. The people who
introduce such bugs into other people’s computer programs may not intentionally be committing a crime, but may
be doing so as an act of mischief or spite. The motive does not really matter to the people whose data has been
deleted or altered or whose files have been corrupted.
Computers are part of a highly technical method of working, in which there are constantly new
developments. Unfortunately, there is also a constant stream of new developments in the fraud industry
associated with them. All computer users must be on their guard.

unless - while - consequently - as soon as

b) Your computer may be affected by viruses. You use a powerful antivirus.
Topic two:Fraud and corruption are unethical old practices in which our society is getting more and more
involved. What actions must the government and individuals take to deal with the situation?
Nepotism or as we usually call it here, “les épaules”, (shoulders) is a wrecking and widespread phenomenon
in the Algerian society. Nepotism has become the golden key by which people can open up success doors, and it is
that big gate through which they can find the castle of happiness. Recently, the final results of competitions
and exams lead the Algerians to look for those standards that officials are following in choosing the winners.
The Algerian people have a very interesting view of nepotism, as they have become proudly boastful of being part
of it and having the clout needed for placing family members in positions of power.
Even if nepotism is the most dreadful thing which must be deeply cut off from any society, it has been seen
as the only way which may help people get what they want and reach a position of influence at the expense of
those poor unlucky individuals who are truly qualified, and willing and able to perform the job.
This form of corruption has strong potentials to destroy the country since there are thousands of people
who should not be in their roles, and that surely harms the economy of our country. Obviously, some key positions
are filled with incompetent individuals who do not do their jobs in the right way since their educational level, for
instance, does not fit the necessities of their work resulting in them showing low production, and low quality
of work.
The government must serve all people equally and fairly and should not create a family atmosphere which is
built upon the officials’ relatives and friends. Let’s try to form a society that is based on competence, potential,
honesty and talent, not on clout, and hopefully make a change for the better.
1. Are these statements True or False? Write T or F next to the letter corresponding to the
statement.
a) Nepotism is inexistent in Algeria.
b) People use nepotism to get important positions and jobs.
c) This behavior has no effect on the country’s economy.
d) Privileged selected workers have the full competency to achieve the required jobs.
2. In which paragraph is it mentioned that nepotism is the unique road to get important status?

The basic …………… about nepotism in business is that it contradicts typical customs in employment to hire and

…………… of nepotism.
Topic One: You are soon to become a town mayor thanks to nepotism. Yet, you don’t feel proud about it and you
want to give up and denounce how unfair and illegal, it would be to take over that position. Using the following
notes, write a composition of about 80-100 words in which you depict the serious effects of nepotism, and taking
advantage of those standards, on our community.
The following notes may help you:
- Employee morale decreases
- Reduction of organizational productivity
- Destruction of Peers relations
- Lack of balance between authority and responsibility
Unethical behaviours in the workplace can be defined as any action that does not confirm with the
standards of conduct established by the organization. Unethical behaviours can occur in the relationships between
employees, in the way an employee goes about his business or how he uses company resources. Unethical behaviours
can even break the law in some situations.
Employees may use company computers to engage in unethical behaviours. For example, an employee who is
not permitted to use the Internet for personal reasons commits an unethical act by shopping online while working.
Random Internet surfing takes away from the time he spends on work related activities. Employees sometimes use
company’s email to spread inappropriate websites or videos to colleagues, some of which could be considered
disrespectful by the recipients.
Unethical behaviours can include “stealing” time from the company, as it is paying its employees and
receiving no productivity in return. In addition to time spent on aimless Internet surfing, time misuse can consist
of extending breaks beyond the allotted time, falsifying time sheets, coming into work late and leaving early and
running personal matters while travelling on company business.
Some unethical acts can also be illegal when a bookkeeper or an accountant commits embezzlement by
having access to the company’s financial records. As well as an employee dealing with personal files, uses Social
Security number to raid bank accounts or fraudulently obtain credit cards.

Corruption is a menace to civil society. It is the use of official position, rank or status by an office bearer
for a personal benefit. Following from this definition, examples of corrupt behaviors would include: bribery, fraud,
embezzlement, nepotism, and appropriation of public assets and property for private use. In this list of corrupt
behaviors, activities such as fraud and embezzlement can be undertaken by an official alone and without
involvement of a second party. While others such as bribery involves two parties: the giver and the taker in
a corrupt deal.
Corruption is widely spread in developing countries, due to their poverty, low salaries, the weak legislative
and judicial system, and the poorly developed principles of ethics as well as the political instability. The effects of
corruption can be summarized in three main points. First, there will be lower investments including direct foreign
investments. Second, the economic growth will be reduced. Third, the country will be exposed to currency crisis.
No country is entirely free of corruption. Corruption takes such proportion that it can hinder economic
growth and undermine efforts to establish good governance; it leads to the general degeneration of the social and
economic fabric. Thus, any attempts to reduce corruption should be based on creating an anti-corruption culture
and the rationalization of the role of the government in the economy.

Child labour involves the regular working of children in their childhood at very young age from five
to fourteen years. Children in many developing countries are forced to work hard for full day against their
will at very low pay for their survival. They want to go to school, play with their friends and need love and
care by their parents like other children living in rich houses. But unfortunately, they are forced to do
something against their will.
In developing countries, the rate of the child labour is high because of poverty, low level awareness
for education and poor schooling opportunities. Most of the children of age group 5 to 14 are found
to be involved in agriculture by their parents in the rural areas. In most cases, parents of those children are
jobless or having low financial income. They send their children to work under inhuman conditions. Poverty
and lack of schools are the primary reasons of child labour in any developing country all across the world.
Childhood is considered as the happiest and vital experience in the life of everyone as childhood
is the most important and friendly period of learning. Children have full rights to get proper attention from
their parents, love and care, proper schooling, guidance, playing with friends and other happy moments.
Child labour is corrupting the lives of many precious children every day. It is the high level of illegal act for
which one should be punished but because of the ineffective rules and regulations it is going side by side.

Over the past decade, social auditing has taken on an important new role in the monitoring of labour and
environmental standards. It has grown rapidly in recent years, involving various companies, consulting firms,
labour unions and non-governmental organizations (NGOs) in industries such as forestry, agriculture, clothing
and footwear, and textiles. The combined pressure of campaigns by trade unions and NGOs, negative media
attention and an increasingly vocal public concern about working conditions have prompted some companies to
have theirfactories audited. Concern about the credibility of such audits has been a major issue in the public
debate about corporate social responsibility.
Auditing, inspection and monitoring are three terms used interchangeably to refer to the practice of
evaluating a company’s compliance with a set of standards. However, they represent distinct elements of this
evaluation and thus provide a useful framework for the analysis of auditing a standard.
A social audit is undertaken by a company to evaluate the working conditions existing in a facility or
supply chain. Unlike monitoring, it lasts anywhere from a few hours to a few days, and involves a number of
steps, each one theoretically used in combination with the others. The performance of a social audit tends to
involve three related processes: the document review, the site inspection and interviews with workers,
management and third-party stakeholders. An auditor or team of auditors generally conducts the document
review, site inspection and interviews. Social auditing does not involve continuous monitoring, although
follow-up procedures are not uncommon.

In many parts of the world, people do not hesitate to engage in activities that do not comply with the basic
patterns of ethics. The absence of legal structures to control their businesses and the spread of poverty and illiteracy in
their land encourage the birth of all sorts of unlawful practices. The illegal means they handle enable them to acquire vast
fortunes and hold immense influence over their communities.
In Asia and in Africa but also in South America, the widespread usage of child labour by merciless employers and
the expanding trade in drugs and narcotics dominated by powerful groups are vivid examples of the barbarous features
that take grip of human societies. Other misdeeds that are practised on a large scale involve the obligation made to girls
and women to perform immoral acts in return to low gains, and the extending manufacture of all sorts of forged and
imitated goods without any respect either to the statutes protecting the products and their inventors or the regulations
required for their safe use.
We also find that bribery and embezzlement of public funds by unscrupulous individuals take alarming
proportions in many nations. At the same time the unauthorised sale of fire arms and the marketing of suspicious
medicaments have become intensive. In addition, many operations are carried out by international organisations that no
authority is able to check and to penalize.
All these transgressions to law and morality weaken the resources of the state and impair the social condition of
the inhabitants because of the tax evasion they generate in every country. Worse than that, they enable their authors to
handle the clever strategy of laundering their billions of dollars through lawful channels where no suspicion will be raised
about the cruelty through which they have amassed and even the death of thousands of defenceless creatures they have
caused.

The media have begun to write about the loss of ethics in today's business world. Many people believe
that there are no absolute standards in ethics. Honesty in business doesn't seem to be in minds. The biggest
victim of this ethical decline is trust. Loss of trust can start between the employees and make its way up to the
supervisor and also between divisions of the companies. When this decline occurs, employees productivity
falls and employees theft begins to appear. Eventually, the trust between the company and its customers
decreases.
Why has an important topic as business ethic gone unnoticed and ignored?
The biggest reason is that ethics is misunderstood. Ethical behaviour conducted with honesty and
integrity, has recently become mixed up with political or moral concem.
Ethical behaviour is a personal matter which requires that a person be honest and truthful in all business
dealings. It starts at the top within its own employees and top management. Ethical behaviour led by the leaders
of an organisation will inevitably set the tone for the rest of the company - values will remain consistent.
Further,a well-communicated commitment to ethics sends a powerful message that ethical behaviour is
considered to be a business imperative.

Read the text carefully then do the activities.
Corruption occurs when organisations or individuals profit improperly through their position in an
activity, and thereby cause damage or loss. Corruption can be found in all countries but is particularly
widespread in states where the legal system, mass media and the public administration are weak and
undeveloped. Three levels of corruption are usually referred to: petty corruption (bureaucratic corruption),
grand corruption (political corruption) and state capture (corruption which affects the entire state apparatus).
Corruption is more or less widespread in all countries. These countries are often young states that are at
a stage where important social functions are still undeveloped or weak. In recent years there has been an
increase in corruption in many countries. However, it has also been given more attention and is being combated
both internationally and nationally
There are several degrees of corruption. The lowest degree is called petty corruption. Petty corruption is
when a public servant, for example a customs officer, doctor or policeman, extracts illegal fees from the general
public The second degree is characterised by the involvement of high politicians and senior civil servants who
take advantage of their positions to enrich themselves in order to stay in power. At its highest level, this form of
corruption, known as grand corruption, often involves large international bribes and secret bank accounts in
foreign banks. The third level of corruption, state capture, arises when weak states allow businessmen and other
powerful people in the country to exert an influence on legislation, regulations etc, with the effect that
competition in the private sector is distorted. Corruption always means that money is paid upward. It is the
poorest groups that are most severely affected by corruption. For example, it can be difficult enough for poor
people to afford to go to a doctor when they have to. If the doctor must also be given a bribe to do his job, poor
people might just not have enough money.

Nepotism is favouritism granted to relatives or friends, with no regard to merit. Nepotism can happen at home,
school, college, politics and even in workplace. Workplace Nepotism is hard to tolerate. Remember at school or college,
your class teacher or lecturer who gives preferences to his/ her favorite student. Political Nepotism is also common, where
their relations and friends are given importance when it comes to play a powerful role in politics. Similar is the case of
Workplace Nepotism or favoritism. Every employee wants to be appreciated for his/her work and performance.
In the workplace, when someone or perhaps a group of people appears to be treated better than others and not
necessarily for reasons related to superior work performance it is referred to as nepotism. It can also be seen in cases
where the supervisor is favouring a relative at the workplace and providing the particular person with more facilities than
the other employees working in the same office. It is a demoralizing factor for an employee who is part of the
organization.
Nepotism is a threat to an organization and needs to be dealt consciously before letting it creep into the system. In
present times, this subject has become a very sensitive issue causing a lot of stress leading to a drop in level of the
employees, dissatisfaction in the company and ultimate decision to move on from the present company.

Ethics means a set of moral principles which govern a person’s behaviour or how the activity is
conducted. Advertising means a mode of communication between a seller and buyers. Thus, ethics in
advertising means a set of well-defined principles which govern the ways of communication taking place
between the seller and the buyer. Ethics is the most important feature of the advertising industry. Though there
are many benefits of advertising, there are then some points which don’t match the ethical norms of advertising.
Nowadays, ads are more exaggerated and a lot of puffing issued. It seems like the advertisers lack
knowledge of ethical norms and principles. They just don’t understand and are unable to decide what is correct
and what is wrong.
The main interest of advertisers is to increase their sales, gain more and more customers, and increase
the demand for the product by presenting a well decorated and colourful ad. They claim that their product is the
best, having unique qualities than the competitors, more cost effective, and more beneficial. But most of these
ads are found to be fake, misleading customers and unethical. The best example of these types of ads is the one
which shows attractive to the consumers who are watching the ads on television and convince them to buy the
product withoutgiving a second thought.
