In compliance to section 189 of the Republic act 7160, known as the Local
Government Code of 1991. I have the honor to submit herewith copies of the
Barangay annual Budget under the General Fund and the Barangay annual
Investment Plan both of the Budget Year of 2023 of Barangay Poblacion,
Kauswagan, Lanao del Norte.
Enclosed herewith copies of the Appropriation Ordinance per Resolution
No. 010 and Ordinance No. 001 both of 2022 approving the enclosed annual
Budget.

BARANGAY BUDGET MESSAGE

Ladies and Gentlemen:
Yesterday & tomorrow are great opposites. What has been done cannot be undone because we cannot
go back to the past. So, we look forward to the future and see what can be done because we have to make our
choices today to effect the changes we wish to make in the shaping of our destiny as a community.
Today, the Php 5,222,898.00 budget of our barangay in FY 2023 that I am asking our Sanggunian to
pass without delay and without deduction is designated to effect necessary changes and development to bring us
closer to our practical vision of being self-reliant and progressive barangay.
Our policy thrust for FY 2023 is focused on accessing funds from different funding agencies to support
the improvement to delivery on basic and social services on our constituents.
Our estimated and realistic income for FY 2023 is more or less Php 5,222,898.00 our share from Internal
Revenue Collections still is our number one source of income.
Our income, on the basis of our approved fiscal or budget policies gives administrative and legislative
services which is allocated 58% Php 3,065,189.00 as our biggest expenditures. This is followed by the
implementation of priority development projects with 20% Php 1,010,380.00 of the total IRA received, the share of
the Sangguniang Kabataan is approximately 10% Php 522,290.00 of the total estimated income, 5% for GAD with
the total of Php 261,145.00 5% for calamity fund with the total of Php 261,145.00, 1% Senior Citizen/PWD
amounting PhP 52,230.00 and 1% Barangay Children Protection amounting Php 50,519.00.
For by 2023 the expected results or major final output of goods and services of our barangay as laid out
in our Annual Investment Plan.
We would like to thanks our active Municipal Mayor Hon. Rommel C. Arnado, all Sangguniang Bayan
members and Provincial Government who extend their efforts in helping Barangay Poblacion to access funds to
our different projects, programs and activities. Also to all different Department Offices of the Local Government
Unit of this municipality, who helped in their technical assistance, Brgy. Poblacion volunteers for their untiring
efforts to make the projects successful.
As a public servant, I humbly stoop & bow down my head to all my constituents whom I have pledge to
serve until the end of my term. I have to deliver these basic goods and services & development projects to you as
our stakeholders. If at the end of the day you don’t find these services delivered, then you be the final judge… on
judgement day.

CERTIFICATION
TO WHOM IT MAY CONCERN:
This is to certifiy that Appropriation Ordinance for Barangay annual Budget 2023 per
resolution No. 010 and Ordinance No. 001 both series of 2022 was approved by the
Sangguniang Barangay of Poblacion, Kauswagan, Lanao del Norte last October 20, 2022 and
that was presented on the Barangay Assembly conducted last October 25, 2022. This is in
compliance with Section 186 and 187 of the Republic Act 7160. Otherwise known as the Local
Government Code of 1991.
This further certify that copies thereof was forwarded to thed Municipal Budget Officers
for review of the Sangguniang Bayan as required in Section 189 of the same code.
Issued this 18th day of December, 2022 at Poblacion, Kauswagan, Lanao del Norte,
