    EXECUTIVE ORDER NO. 05, S. of 2023

    “ORGANISING FOR THE STRUCTURE FOR THE MONITORING MECHANISM IN THE


    IMPLEMENTATION OF BARANGAY DRUG CLEARING PROGRAM”

    WHEREAS, Section (3) (A) of Dangerous Drug Board Regulation No. 2 series of 2016
    mandates the whole process voluntary surrender to authorities shall be documented by the
    Duty Officer (DO) of the Barangay where the individual surrendered;

    WHEREAS, Section (6) (A) of Dangerous Drug Board Regulation No. 3 series of 2016
    provides for the basis in the organization of house clusters with designated cluster in each
    barangay;

    WHEREAS, Section (7) (A) of Dangerous Drug Board Regulation No. 3 series of 2017
    further provides for the establishment of Rehabilitation Referral Desk in every barangay to
    endorse dependent to the duly authorized representative of DOB pursuant to Article 3 of RA
    9165 and other pertinent issuance of the Board.

    NOW, THEREFORE, I, ROSITO E. VEGA, Punong Barangay of Poblacion 4, Balingasag


    Misamis Oriental, by the virtue of the power vested in me by law, do hereby organize the
    mechanism structure in the implementation of Barangay Drug Clearing Program.

    Section 1. Establishment of Barangay Referral Rehabilitation Desk.

    A. Designation of Barangay Duty Officer

    I hereby designate HON. ALFREDO R. GAMOTAN JR., Committee Chairman of Peace and
    Order in the Barangay to act as Barangay Duty Officer.

    B. Rules and Responsibilities


    1. Man the Referral Rehabilitation Desk.
    2. Conduct an interview to solicit personal information from the surrenderer
    3. Immediately inform the Punong Barangay in case the surrenderer is included in the
    target list and watch personalities of the law enforcement agencies;
    4. Refer of endorse drug dependent to the Minicipal Anti-Drug Abuse Council (MADAC)
    for screening using the alcohol, smoking and substance involving screen test
    (ASSIST);
    5. Log and Maintain a record book all information of surrenderers;
    6. Ensure confidently of all information of surrenderers;
    7. Perform other duties and function as may have deemed necessary.

    Section 2. Organizing of House Clusters

    Following are hereby designated as cluster leaders in their respective cluster to wit;

    RESPONSIBILITIES:

    1. Attend BADAC meetings upon instruction of the Punong Barangay;


    2. Prepare a list of individuals or residents in every household with the assigned cluster;
    3. Immediately inform or report the Punong Baranagy of BADAC Chair any incident or
    event transpired within the cluster involving illegal drug personalities and activities;
    4. Perform such other function as may be assigned by the BADAC chair.

    SECTION 3. EFFECTIVITY

    This Executive Order shall take effect immediately.

    Done this 4th day of April, 2023 at Barangay 4, Balingasag, Misamis Oriental.
