1 INTRODUCTION
An on-site emergency is caused by an accident that can take place in RDSO and the
effects are confined to the premises involving only the people working in the
organization. On-site emergency plan to deal with such eventualities, is the
responsibility of the employer.
Every employer is to draw up an on-site emergency plan (O.S.E.P.) with detailed
disaster control measures for the facility and to educate the workers employed in
the premises.
The preparation of an on-site emergency plan and furnishing relevant information
to the District Emergency Authority for the preparation of the off-site emergency
plan are statutory responsibilities of the employer of every industry and other units
handling hazardous substances. An on-site emergency plan should contain the
following key elements:
basis of the plan
hazard analysis
accident prevention procedure/measures
accident/emergency response procedure/measures
recovery procedure
2 WORKPLACE EMERGENCY
Any situation that requires immediate attention and where each and every second
is decisive for the protection of life and property may be termed as an emergency
condition/situation.
Some of the general concepts that are to be followed in any emergency condition,
regardless of its nature are briefed as below:
Fire
Sudden collapse of person leading to unconsciousness
Severe Weather condition
Lightning
Earthquake
Flood
Electrical Shock

2.1 FIRE
2.1.1 Preparedness
Fire extinguishers of suitable types are provided at different locations, including fire
buckets as required. They are periodically serviced or refilled to ensure that they are
available to handle any emergency. It is ensured that fire training given to all the
employees.
Security personnel are available through day and night and all room keys are
accessible to them during night hours. They are also trained as fire fighters.
Emergency exits are marked and displayed within the organization, and they are not
locked from outside. Safe assembly points are identified for personnel to assemble
in case of any emergency. Fire alarm is also provided to communicate to all
personnel in case of emergency.
2.1.2 Response
Safety Officer/Director-Civil is authorized to declare emergency based on the
seriousness of the fire. A team of personnel under safety officer/Director-Civil is
identified as ERP team (Core Team) including fire fighters and first aiders.
In case of any fire, first person who noticed the fire has to inform to Safety
Officer/Director-Civil/Core Team along with the seriousness of the fire (if fire is not
controllable). Safety Officer/Director-Civil _ after assessing the seriousness, decides
to declare emergency and SSE/SB/EMS is advised to ring the emergency alarm. On
hearing the alarm, all fire fighters rush to the location with fire extinguishers and
efforts are taken to mitigate the fire. Other ERP personnel evacuates the personnel
working inside the shop floor by shouting “FIRE” and ensure that all personnel in an
area are evacuated by checking remote areas such as stores, toilets etc. once all the
personnel in an area are evacuated, the doors are closed and Electrical maintenance
dept. is informed to isolate the area from power.
As advised by Safety Officer/Director-Civil, external fire squad is also informed by
Director/EMS based on the seriousness of the fire. First aiders report to Safety
Officer/Director-Civil on hearing the alarm in order to attend any injured during the
fire or evacuation.
Safety Officer/Director-Civil takes the head count of personnel assembled at the
assembly point and ensures that all personnel are evacuated by verifying the
records on number of personnel.
Once the fire is brought under control, Safety Officer/Director-Civil reverts the
emergency declared allowing all personnel to resume their normal work.
2.1.3 Mitigation
Fire fighters along with external fire squad take immediate efforts to mitigate the
fire, if any, identified as detailed above using the extinguishers provided.
Once the fire is under control, any fire occurred is recorded in fire record. Root
cause of the fire is investigated by Safety Officer/ Director-Civil along with other
Directorate Heads and department personnel and corrective actions are decided
and recorded. On implementation of action taken, effectiveness of action taken is
verified by Safety Officer/ Director-Civil and recorded.

Considering the response of personnel as recorded, also need for corrective actions
including changes in the procedure is decided and actions taken.
2.1.4 Classification of Fire
Class A: Ordinary solid combustibles such as paper, wood, cloth and some plastics.
These are fires involving solid materials, normally of carbon compounds in
which combustion generally, occurs with the formation of glowing embers.
These types of fires are most common.
Examples of Class A - fires are fires involving wood, rags, paper, plastic coal
etc.
Class B: Flammable liquids such as alcohol, oil, paint and grease, which are best
extinguished by smothering.
These fires involve flammable liquids or liquefiable solids. That is, fires
occurring in vapour-air mixture over the surface of flammable liquids such as
gasoline, oils, paints and thinners.
These types of fires occur in chemical storages.
Class C: Electrical equipment, appliances and wiring
Use or a nonconductive extinguishing agent prevents injury from electrical
shock.
DO NOT use water
Class D: Certain flammable metallic substances such as sodium, potassium, etc.
These are fires that occur in combustible metals such as magnesium,
Titanium, Sodium, Aluminium, etc.
For controlling such fires, special extinguishing agents/equipments and
techniques are to be used.

2.5 EARTHQUAKE
On prior notice or probability of earthquake to happen from Newspapers or
Meteorology/Seismology department, Director General/Executive
Director/Administration of RDSO takes decisions on whether to shortly close the
organisation. In case of information on minor earthquakes/tremors, the emergency
siren will be raised at least 5 minutes before probable timings of the quake in order
to make all employees visitors/suppliers to assemble at the emergency assemble
point.
2.6 FLOOD
In case of heavy downpour and remarkable raise in the water level inside the
organisation, the following activities are taken in advance:
All hazardous materials and wastes are shifted to a high-level area, where the
chance of flooding is minor.
In case of flooding, where the whole ground floor can get submerged, all
infrastructures are shifted to the elevated regions.
2.7 ELECTRIC SHOCK
The risk of electrocution on site will be reduced by the use of MCB/ELCB. In the
event of electrocution, or electric shock adopt the following steps:
Advise Directorate Head or Nominated Officer immediately
Do not approach injured worker unless advised that power supply has been
turned off and locked out
Ensure no other workers enter area
On advice of possible electrocution or electric shock the Safety officer or Core Team
member will ensure that:
Emergency services is contacted and ambulance is requested
Nominated first aid person / Hospital is contacted
Electrical contractor for project contacted to ensure that main power feed to
area has been switched off, (if contractor not on-site Electrical Maintenance
will ensure supply is switched off) and locked out.
Contact first aid person on site/ Hospital to attend to the victim and carry out
CPR if required
Ensure a guard placed at electrical supply board to prevent main power being
reinstated by mistake.

After his decision he will inform the CEC and CO & start emergency
procedure. EC (who has knowledge and experience to determine major
emergency or potential to cause emergency) will declare a major emergency
on consultation with CEC.
The work for emergency procedure will start after the emergency alarm is
raised.
The Security (RPF) will be at control gate will be communicated regarding
major emergency who shall make it aware to everyone inside the premises
by resounding the alarm.

9 TRAINING
An Emergency Response Plan (ERP) is easier to use and understand if training is
provided.
Training to be imparted .to all the personnel likely to be involved directly or
indirectly to the emergencies
Refresher training to be conducted at regular intervals as per scheduled Training
Plan.
10 TESTING
Expected To Perform Emergency Mock Drill Annually:
To evaluate the effectiveness of an Emergency Response Plan (ERP),
Emergency Mock Drill exercises are to be conducted. Site shall hold
Emergency Mock Drill exercise for all shifts.

Drills are to be conducted for all variety of Emergency scenarios and are to be
designed as challenges for each segment of the organization.
The warning system, first aid, evacuation procedures and the definitive
treatment procedures are to be tested periodically.
Testing and mock drills for onsite emergency plan are to be carried once in
six months.
These mock drills are to enable the unit/location to assess the capability of
the individual and performance as a group.
Each Mock Drill shall be recorded with observations and deficiencies shall be
rectified within reasonable time frame.
