1. INTRODUCTION

1.1. General Overview


NU UTOPIA S.C Motel is a privately owned project established in Dandi Wereda,
Ginchi Town. The company will create an employment opportunity for 112permanent
workers. The project is on the way to establish Motel to enhance the provision of Motel
service in the area. The rapidly growing population in the proposed project site/
area has resulted to more Motel service playing along the route and consequently the
demand for more modern Motel service.
The current fast and dynamic economic growth of Ethiopia especially in urban area
necessitates equivalent growth of building and construction sector. The sector should
expand rapidly to support the overall economic development sustainable. In the building
sector of the economy, the multi- purpose in the one becoming rapidly expanding
in urban areas of the nation since dynamic economic development of urban
economy requires the construction of these buildings in cities to support the growing of
business service sectors. The property investment market in Ethiopia remained under
developed for several years. As a consequence, the supply of Motel service in the urban
centers of the country is disproportionately low to cope with the growing demand in
the country spinning from the average growth in GDP of 5.5 percent over the last ten
years and population increase.
The request for Motel service is growing, in everywhere. Similarly the demand of Motel
is very high, so demand and supply. Motel is not balanced and establishment of the NU
UTOPIA S.C Motel will also alleviate this problem.

The envisaged project will create a job opportunity for about 112 employees on
permanent and temporal base. This will contribute to reduce the number of youth
unemployment which is the bottle neck of the country.

However, Short-term benefits build up from development projects may significantly impact
on the ability of human and natural ecosystems to meet the needs and aspirations of the future
generations unless proper management and monitoring is undertaken. The concept of
sustainable development envisages development that not only allows the present generation
to meet its developmental and natural needs but also ensure intergenerational equity through
application of precautionary principle. An important component of sustainable development
is the process of assessing the potential environmental, economic and social impacts of a project
prior to its implementation. Economic, social and environmental change is inherent to
development. Whilst development aims to bring about positive change it can lead to conflicts.

Thus, this TOR was prepared by Bright star management and environmental consultancy plc to
define the scope of work for the proposed Motel to be established at West Shewa zone Dandi
Wereda, Ginchi Town to satisfy the possible chances and constraints; indicate time table and
finally produce Environmental and Social Impact Statement to be evaluated by the regulatory
body for NU UTOPIA S.C Motel Project located in Oromia regional state, West Shewa zone,
Dandi Wereda, Ginchi Town.

1.2 Objective of the Terms of reference

This ToR was prepared to: define the scope of work for the proposed Motel and fuel
station Building project to be established at Oromia regional state, West Shewa zone, Dandi
Wereda, Ginchi Town; identify the possible chances and constraints; indicate time table and
finally produce Environmental and Social Impact Statement to be evaluated by the regulatory
body.

1.3 Project Description

Motel Project is a privately owned project established by NU UTOPIA S.C in Oromia regional
state, West Shewa zone, Dandi Wereda, Ginchi Town. The proponent proposed this Motel
service project having an overall goal of taking advantage of opportunities existing in Motel and
supply Motel service to local community. The main objective of the project is aimed at to

maximize the return on invested capital in the form of profit for the promoter. However, its
implementation will benefit the employee, the consumer society and the government at
different levels. The company will create an employment opportunity for about 112 workers in
permanent and temporal phases. The government gave 0.24306hek land for this Motel. Total
initial capital is 25.205 million ETB.
The proposed Motel will have its core business revolving on the business center as listed above.
It will offer a wide Motel service delivery.
The proposed project includes are as follows:
 Fuel station, car wash maintenance and driver safety, store, Ground Parking
Service, Cafeteria & Restaurant, NGO & other offices, Bedrooms service, supper
market, Latrine and Playing center, barber shop, meeting hall service,

2. PROJECT LOCATION

Motel Project is located in Oromia national regional state, West Shewa zone, Dandi Wereda,
Ginchi Town which is 77km from Addis Ababa. The project is bounded by land proposed for
Investment in west, China Camp in North, Asphalt Road in south direction and by land proposed
for Investment in East Direction

3. Work Schedules
The ESIA study work will be carried out, in the Town according to the following
schedules.

4. Sources of Data

Primary and secondary data are used for the ESIA study work. Primary data is obtained during
consultation with local communities, Dandi Woreda, Ginchi Town EPA, and Bako Town
administrations and others stakeholders found in the City. Secondary data sources are
obtained from water supply and sanitation office, urban agriculture office, education office,
health office, trade and industry, planning office, labor and social affair office, urban
beatification and greenery office, wareda administration, children youth and women
affairs office, and town administration, national and regional laws and proclamations, CSA,
and others.
The following methodology is used to collect data:
 Semi- structured interview: this involved holding individual interviews with the
project manager and his coworkers using a pre- prepared interview checklist and
recording the feedback.

 Consultation about the Project: the aim of the consultation with the locally affected
people by the project has a paramount importance to hear and incorporate the
views and opinions of those communities around the area.
 Literature review: this involved the review of all literature and data relevant to the
project. The literature included legislation, data kept by the proponent and government
agencies.

 Site observation: this involves a transect walk across the site and the neighboring area
to get acquainted with the natural environment and also to cross check issues,
arising from the interviews above. Furthermore, field visit will be undertaken to
understand the likely impacts of a development project i.e Motel in this case on the
environment around the project site through making transect walking along the
intended project site. This field survey also helped to gather the base line
environmental condition of the area for better prediction and evaluation of the adverse
environmental and social impacts. Bright star management and environmental
consultancy plc will identify different areas of attention like noise pollution, air
pollution, soil pollution, water pollution and during the project construction and
operation human health and safety impacts.

through loan from bank at an interest rate of 12%.

15. Recommendation The project is economically, financially and socially feasible. For
instance, financially, the project’s IRR is 63.45% which is
greater
than discount rate (12%) and NPV is equal to Br. 12,994,064.32.
