Terms of Reference
For

Detailed Engineering Survey, DCP test, Detailed Design, Cost


Estimation and DPR Preparation of Roads
1. BACKGROUND

Local Infrastructure Development Project Office) LIDPO, Pokhara is responsible to implement


projects under Gandaki Province. Currently, LIDPO, Pokhara implements projects under different
seven Programs which includes: Alternative Subsidiary Highway Development Program
(ASHDP), Road Infrastructure Development Program (RIDP), Local Road Bridge Construction
(LRBC), Terai Madesh Road Infrastructure Development Program (TMRIDP), Local Level
Motorable Bridge & Community Access Improvement Projects (LMBCAIP), Suspension Bridge
Sectoral Program (SBSP) and programs under Local Infrastructure Department.

During Peak Construction months each year, nations highway and surface roads are under repair
and many roads and Bridges in disrepair, this number is steadily increasing. Alternative Subsidiary
Highway Development Program (ASHDP) has been envisioned to provide the vehicle mobility
when currently operating main roads are disturbed to travel, inconvenient for traffic flow or
completely closed during the construction as well as landslide.

The client, Ministry of Urban Development, Department of Local Infrastructure (DoLI), Local
Infrastructure Development Project Office (LIDPO), Gandaki Province, Pokhara (herein after
referred as "the Unit" or as "the Office"), intends to utilize services of engineering well
experienced consulting firms, in the fields of survey and design of roads, bridge, river training
works, environment aspects etc. for the Detailed Engineering Survey, DCP Test, Detailed
Design, Cost Estimation and DPR Preparation of Roads

2. PROJECT INFORMATION

The following roads are to be carried out for the survey, design, cost estimate. DCP test is done to
measure the strength of in-situ soil, thickness and location of sub-surface soil layers. Pavement is
designed as per the existing soil condition.

3. OBJECTIVES OF CONSULTANCY SERVICE:

The objective of the consulting services is to conduct a Detailed Engineering Survey, DCP
test, Detailed Design, Cost Estimation and DPR Preparation of Roads for the construction of
the road. The consultant is required to perform the following jobs.

a. To carry out the detailed engineering survey of the proposed existing road with
improvement of vertical and horizontal alignment. The surveys should include but not
limited to topography, geotechnical, material, hydrology, drainage, and structure.
b. To Conduct the Direct Cone Penetration (DCP) Test
c. To Preparation of Detailed working drawings, prepare quantity & cost estimates with rate
analysis by using respective district Rate.
d. To Prepare Detailed Project Reports
e. To Design the road details in cooperation with Local Infrastructure Development Project
Office (LIDPO), Pokhara.

4. SCOPE OF WORKS:

4.1. General

The main objective of this survey works is to improve the geometric standard of existing
earthen roads if track is opened and in case of new track fixing of the road alignment and
necessary details with designed (required) pavement. The consultant shall carry out the
necessary field works along the road alignment. The team personnel to be mobilized for field
work and schedule of field work should be included in the proposal. The centre line should be
set out with proper establishment of Bench-Marks. The consultant shall then carry out further
survey works necessary for detailed design of the road. The consultant shall be responsible for
the analysis and interpretation of the data. The consultant must consult with local people to
verify the proper location of cross drainage structure for efficient management of side drain
and road side water without adverse impact in Environment.

4.2. Survey and Engineering Details

4.2.1. Traffic Study


To determine the type and volume of future traffic for the proposed roads, the firm shall
analyze all existing statistical data affecting traffic within influence area. The firm shall carry
out traffic counts and origin/destination surveys or any other surveys as necessary to
determine the nature of traffic and the present volume of goods, animal and pedestrian
movements (motorized as well as non-motorized traffic) within the influence area. Traffic
data shall be co-related to the influenced population (or economically active population) and
production (surplus or deficit in agriculture/industry etc.). Threshold traffic value for
construction and upgrading of the road, for the reduction of total transport cost, judgment
shall be applied considering all possible method. In broad terms, the firm shall also identify,
describe and quantify existing and probable future traffic generating sources, based on the
probable future development of the influence area on relevant factors, such as;
a. Population growth and changes in population distribution.
b. Regional economic growth.
c. Development of agriculture, forestry, mineral and other resources.

4.2.2. Socio- economic studies of influence area with maps and sketches
 Demographic picture: Influenced population/economic activity of influenced
population, Structure of, population, Nature of migration and outside influx etc.
 Land use pattern: Wild life sanctuary, Forest, Production in influenced area and surplus
in influenced area, Settlement pattern etc.
 Trade, Industry and Commerce (existing & planned): Local produces and other
resources, Export and import, Major industries and cottage industries, Market
development, Tourism potential etc.
 Major development works: hydro power project, irrigation project, other
governmental/non- governmental development programs etc.
 Health (existing & planned): Hospital, Health post, Ayurvedic clinic etc.
 Education (existing & planned): Primary schools, Secondary schools, High schools,
Colleges/institutions, Universities, etc
 Transport and communications network (existing & planned): Trail network and trail
bridges, Airport, STOL strips, helipad etc., Water transport, Rope-ways, Road network,
Telecommunication, postal service & other communication networks etc.
 Administrative facilities: Government offices, Co-operation offices, Banks, Police
station, etc.

4.2.3. Environmental Consideration


The basic intention of environmental consideration is to develop the best possible rural
road in the given environmental settings. Environmental consideration basically addresses
two aspects: risks or threats, which are the likely damages to the environmental quality,
services and natural wealth; and opportunity or potential in the given natural setting for
road works to harness the same. Environmental considerations should, therefore, focus on
avoiding or minimizing damages and, at the same time, promoting sensible use of
opportunities to improve the natural environment. So, during the detail site visit
consultant should prepare the site-specific Environmental Management Plan (EMP) of the
proposed roads.

4.2.4. Horizontal and vertical alignment of the road (Topography Survey)

The detailed Topographic survey of road corridor covering a width of 10m on either side of
centerline depending upon terrain and sections:
 Where road track exists, efforts should be made to adjust the alignment so as to match
the original road track wherever possible.
 Longitudinal sections should be taken at 10-25 m interval along the alignment and for
cross- section, 2-5 m interval across the alignment, 10m both side of centerline.
 Beginning of curves, end of curves and then critical points as required should be fully
defined relative to the station of the intersection points.
 The vertical alignment should be determined with detailed calculation of earthwork
quantities. Vertical curves should be properly designed.

4.2.5. Construction Material Survey:

 Identification of potential sources (Quarry sites)


 Investigation of existing road materials on sites.
 Impact of possible quarry extraction on the environment and mitigation measures

4.2.6. Geological and Geotechnical Survey

 General geology of the region, project area and the proposed road corridor shall be
described and a geological map of the area be presented along with identification of
major features, pertinent to the project.
 Nature, type and structure and surface soil of the area need to be clearly identified and
further required investigations listed.
 Whenever applicable, slope stability analyses of the representative site need to be
carried out and the finding and recommendation be given
 The location of debris flow and other possible obstruction to the road alignment.

4.2.7. Hydrological and Meteorological Studies

 All relevant meteorological (Rainfall and Temperature) data and recommendation shall
be presented.
 Study of the river and river system: The river system of the area shall be described in
the report.
 Preferably a river system map of the catchment’s area and beyond (whenever
applicable) shall be produced.
 At least one cross-section of river at each crossing shall be produced. In the cross
section all bed and bank characteristics shall be mentioned.
 Assessment of flood pattern and preliminary estimation of discharges shall be carried
out. Similarly, expected HFL shall be fixed as far as applicable
 Information necessary for the design of the side drain and protection works as well as
preliminary design of cross drainage structure shall be produced.

4.2.8. Engineering Design and drawings

The design standard to be adopted for the detailed design shall be "Nepal Road Standard
(2070), Nepal Rural Road Standards (NRRS), 2055, 2nd Revision 2071".

Design of Road

All engineering design must be shown with calculation. The format should be described
properly declaring the meaning and source of variable constants and multiplication factors
should be referenced and justified.

i. Calculate and plot the reduced ground level of longitudinal and cross section.
ii. Design the most economical road profile by balancing the volume of cut and fill to the
nearest. (mass haul diagram)
iii. Design Horizontal and Vertical Curves.
iv. Design of grade and geometry of existing road that needed to be improved
v. Design of sub-base for earthen road section based on DCP value.
vi. Appropriate Design of Pavement layer as per site condition, availability of material and
equipment using minimum three standard methods and recommendation can be done
for any other special condition if required. Drain side shoulder should be covered by
same bituminous surface of carriageway.
vii. Design of the retaining structure (retaining wall, breast wall, RCC wall etc. according
to site condition)
viii. Design of drainage (side drain, drop, cascade etc.) and minor cross-drainage structure
(Hume pipe culvert, slab culvert, cause way etc.)
ix. Design of environment protection structures (bio-engineering works, etc)
x. Design of appropriate road side structure and safety facilities and structures (Traffic
Furniture including crash barriers, confidence blocks, delineators, road marking, traffic
signs etc.)
xi. For existing road section, the firm shall perform DCP test of existing subgrade as per
change in soil type of sub-grade and conformity CBR should be conducted in
laboratory.
xii. Based on traffic volume and possible network importance but for minimum
intermediate-lane with Bituminous Surface standard. The design standard shall be
finalized in close coordination with the Office.
Engineering Drawing Details

The consultant will prepare the following plans and working drawings on suitable reproducible
materials using the format and title sheets as required by the engineer in-charge.
i. Map of district demarcation showing the location of the road.
ii. Map showing complete alignment with kilometer, names of area, land use, markets,
grid lines, rural Municipality, municipality, name of natural drainage, obligatory points
etc.
iii. Location map showing linkage of the road with surrounding road network.
iv. Map showing survey and design status of the complete road, intersection points (IP),
Bench Marks (BM) and other reference points.
v. Plan, profile (longitudinal section) and cross-section in the following scales

Plan 1:1000
Profile horizontal 1:1000

Profile vertical 1:100

Cross-section 1:100

vi. Plans and profile of the road should contain details of geometry viz. horizontal
alignment with coordinate of IP, deflection angle, IP to IP distance, curve data,
chainage of IP etc, Index of IP, BM, KM posts etc, names of local government with
ward no, district, forest, land use pattern, cross-drainage structure, retaining walls
required or as instructed by the engineer in-charge.
vii. Reference charts of all intersection points (IP), bench marks (BM) and other reference
points.
viii. Resource map showing the location of proposed quarry sites for the locally available
construction materials like sand, stone, sub-base material, Base material, Crushed
Stone Aggregate, Stone Chips etc.
ix. Standard drawings of mentioned cross drainage structures, retaining/breast wall, side
drain (lined/unlined), typical cross section of the road according to type of soil viz. HR,
SR, BMS, passing zone (if provided), hairpin bend (if provided), etc.

5. REPORT PREPARATION

The project preparation activities will be split in stages as brought out below. Each stage will
cover a set of activities and shall be followed with a detailed report in respect of each stage.
Time schedule in respect of all such activities will be indicated. Consultant shall be required to
complete, to the satisfaction of the client all the different stages of study with the time frame
indicated in the schedule of submission. The stages are:
Stage I : Inception Report
A comprehensive inception report shall include, but not necessarily be limited to the following:
 Survey and investigation methodology.
 Schedule of works indicating various activities.
 Key persons to be engaged in the projects.

Stage II : Draft Final Reports


The preliminary project report shall include, but not necessarily be limited to the following:
 Alignment plan, longitudinal plan and representative cross section of formation work.
 Siting of new bridge, cross drainage structure and hydrology data for catchment
characteristics, rainfall, stream/channel characteristics, design discharge, linear
waterway, scour depth etc., for all cross drainage works and bridges.
 Type of pavement proposed.
 Typical design calculation of design of relevant components and structures.
 Preliminary cost estimation.
Stage III : Final Report
On convey of approval on the draft report by the LIDPO, Pokhara the final report of the project
shall be prepared incorporating the modifications and corrections suggested by the LIDPO,
Pokhara. The detailed final project report shall be prepared as per the guidelines given in IRC:
SP: 19-2001, Para 17 covering the relevant points of reports, estimate and drawings.
The detailed project report of each road shall include, but not necessarily be limited to the
following
 Main Report.
 Design and Drawings (with calculation for design)
 Cost Estimate, BOQ
 Quality Assurance Plan as per standard specifications for road and bridge works 2075.

(Provide GPS data of the road that shows the location of proposed alignment)

6. REPORT PREPARATION

The consultants shall furnish to the client the following report and documents. All reports and
documents shall be in English.
 Inception report - 2 copies
 Draft report - 2 copies
 Final report – 4 copies
 The consultant shall provide all above-mentioned documents in both hard and
soft copies.
 The consultant shall consult with the local peoples and submit the minutes of
meetings and attach supporting photographs too. )

7. SCHEDULE OF SERVICES AND PAYMENT

Field verification shall be carried out after submission of draft report. Any under prepared,
incomplete/inadequate or part submittal shall be deemed as invalid submittal. The adequacy of
the submittal shall be determined at the sole discretion of the client. Client will, generally
accord approval within 30 days of submission of reports.

Submission of report:
 Inception Report: 10 days from date of start.
 Draft report - within Sixty (60) days from the date of signing agreement
 Final report - within Thirty (30) days after receiving of draft report incorporating all the
comments on the drafts report.

Payment Schedule:

 Submission of inception Report - 20% of the total bid amount


 Approval of draft Report - 50% of the total bid amount
 Approval of final Report - 30% of the total bid amount

8. LIAISON WITH ENGINEER IN-CHARGE

The consultants are required to maintain close liaison with the engineer in-charge. The
consultant should coordinate with the engineer in-charge prior to commencement of detailed
survey. Draft design proposals for alignment, earthwork and pavement design and other
technical aspects of the design shall be discussed with the Engineer in-charge for approval
prior to proceeding with detailed design and drawings. The consultant must inform
Infrastructure Development Office of concerned district before starting the actual job on field.
The Final report must be verified jointly by concerned infrastructure Development office and
consultant prior to final payment.

9. WORKING TEAM

The working team for field and office works should necessarily consist of the following key
personnel together with adequate supporting manpower.
 Team Leader (Msc in Transportation/ Highway Engineering) or equivalent -
 Environmentalist (Msc. In Environmental Engineering/Environment Science)
 Geotechnical Engineer (Msc. In Geotechnical Engineering/Geology or equivalent)
 Structural Engineer (Msc or ME in structural /Highway /Transportation /Geotechnical
Engineering or equivalent)
 Hydrologist (Msc. in water resource/Hydrology or equivalent)
 Civil Engineer (Bachelor in Civil Engineering or equivalent)
 Surveyor (Diploma in Civil Engineering or equivalent)
 Supporting Staff

10. DEFECT LIABILITY:

Submission of the final reports does not relieve the consultant from their responsibility. They shall
bear full responsibility for the authenticity of all the field data including physical, biological,
socio-economic, geological, hydrological and topographic information. In case of finding of
deviation of report (topographical and design difference) submitted to employer from the actual
ground condition, the consultant will be responsible to conduct the redesign of the section. If for
any reason, the consultant is unable to perform its obligation, the further process of action
regarding consulting services will be attracted as per the prevailing law of Nepal.
