Question of/Agenda: Addressing Cross-Border Illicit Firearms Trafficking and
Advancing Disarmament Initiatives in Latin American and Caribbean Nations,

Recalling the United Nations Charter and its commitment to maintaining international
peace and security,

Emphasizing the need for comprehensive and multifaceted security solutions due to
the interconnectedness of security issues in the Latin American and Caribbean region,
including the illegal drug trade, international organized crime, and firearms
trafficking,

Welcoming all the Latin American and Caribbean nations to join forces and share the
resources and military power not only for overpowering the gangs in the region but
also to maximize border patrol to minimize and eradicate the illicit trafficking of
firearms,

Acting upon sustainable future development also accounts for a better future for the
coming generations through the disruption of commerce, destruction of infrastructure,
and forced relocation of people, firearm violence can jeopardize sustainable
development decisive efforts must be taken for the betterment of humanity,

Determined to reduce the crime rates and illicit trafficking of all kinds through active
gangs across Latin America,

Recognizing the unique security challenges faced by Small Island Developing States
(SIDS) in the Caribbean region due to their vulnerability to external threats and their
limited resources and training for addressing cross-border illicit firearms trafficking,

Stresses that international assistance should be provided in a manner that respects the
sovereignty and priorities of the receiving countries, in line with their specific
circumstances and needs,
Emphasizing that the illegal trade in small arms and light weapons can support
terrorism and illegal armed groups, facilitate the growth of transnational organized
crime, harm civilians, including women and children, cause instability and long-term
governance problems,

1. Urges all countries to strengthen gun laws among private buyers, which limit
the supply of firearms to ensure stricter background checks, mandatory waiting
periods, and thorough screening procedures to prevent the proliferation of
firearms in both legal and illicit markets, thereby promoting regional and
international peace and security;
a) Enforcing background checks Encourages countries to establish
comprehensive and robust background check systems that scrutinize the
criminal, mental health, and domestic violence history of potential gun
buyers. Urges the inclusion of all relevant records in these checks,
including data from law enforcement agencies, mental health
institutions, and restraining orders Stresses the importance of real-time
access to these databases by licensed firearm dealers to ensure that
individuals with disqualifying histories are denied access to firearms,
b) Implementing mandatory waiting periods Recommends the introduction
of mandatory waiting periods between the purchase of a firearm and its
delivery to the buyer. Emphasizes that waiting periods provide crucial
time for thorough background checks, cooling-off periods for potential
impulsive acts of violence, and opportunities for authorities to identify
red flags in the application process.Encourages countries to consider
adopting standardized waiting periods applicable to all firearm
transactions,
c) Enforcing screening procedures calls for comprehensive vetting of
prospective gun owners including interviews, reference checks, and
interviews with immediate family members or cohabitants requesting
authorities to assess the applicant's knowledge of firearm safety storage
practices and understanding of the responsibilities associated with gun
ownership Recommends the establishment of a standardized and
transparent process for granting licenses, which includes a consideration
of an applicant's character mental stability, and overall suitability for
firearm ownership,
d) Regulating private sales and transfer Advocates for the inclusion of all
private sales, including those at gun shows and online platforms, within
the regulatory framework of firearm transactions
Urges countries to mandate background checks and record-keeping for
all private sales and transfers, ensuring that they are subject to the same
rigorous scrutiny as commercial sales
Emphasizes the importance of closing the "gun show loophole" and
ensuring that unlicensed individuals cannot easily acquire firearms,
e) Fostering International cooperation Encourages countries to collaborate
at the international level in sharing best practices and information
regarding gun law reforms
Urges countries to consider harmonizing their gun control measures,
where feasible, to prevent regulatory gaps that can be exploited by
traffickers
Recommends support for international initiatives and agreements, such
as the United Nations Firearms Protocol, aimed at addressing
cross-border illicit firearms trafficking,

2) Encourages nations to Consider ratifying and implementing the


United Nations Convention against Transnational Organised Crime and
its Protocols, including the Protocol against the Illicit Manufacturing
and Trafficking in Firearms, Their Parts and Components, and
Ammunitions, by all Member States that have not already done so;
a) Fostering international cooperation among all encourages
Member States to actively engage in mutual legal assistance and
information-sharing mechanisms facilitated by the Convention to
enhance their capacity to combat firearms trafficking across
borders,
b) Facatelatating Tracing and marking of firearms encouraging all
the member nations to take decisive steps to not only relate to the
traceability of firearms but also ensure maximum security in the
transportation and movement of firearms from one place to
another
c) Supporting capacity-building and technical assistance they need
for capacity-building and technical assistance, especially for less
developed countries, to effectively implement the Protocol the
international community, including more developed countries and
relevant United Nations agencies, to provide assistance to
Member States in building their capacity to combat firearms
trafficking,
4) Recognizes its strong opposition to impunity for grave
violations of international humanitarian law and serious
violations and abuses of human rights, and emphasizing in this
context the responsibility of States to comply with their relevant
obligations to end impunity and thoroughly investigate and
prosecute those responsible for war crimes, genocide, crimes
against humanity, or other serious crimes that have been
committed using small arms and light weapons and also concider
the factor of these actions commited by illicit wepons adding
additional charges;
a)Responsibility to investigate and prosecute
the duty of States to investigate thoroughly and prosecute
individuals responsible for war crimes, genocide, crimes against
humanity, and other serious crimes, especially when small arms
and light weapons are used in the commission of such offences
recommends nations to cooperate with relevant international and
regional mechanism,

b) addressing root causes the need to tackle the underlying causes


of armed conflict and violence, such as poverty, inequality, and
political instability, to prevent the recurrence of grave violations
and abuses involving small arms and light weapons.

5) Emphasizes all the nations to take decisive actions against


straw purchases hence controling the excess supply of firearms
not only among civilians but also to control and further
erradicate supply of firearms in the illegal markets resulting in
reduction in gangester activities in the latin american regions;
