1. PURPOSE:

This security plan is to provide guidelines for jobsite security philosophy and plan while
construction work execution to be organized and operated by CONTRACTOR project team
at jobsite for SABIC PCQ-2 PROJECT(hereinafter refer to the PROJECT) located on
JUBAIL industrial city Kingdom of Saudi Arabia.

Ensuring that all employees who are working under PCQ-2 contractors they shall have
project port ID badge for enter into main gate of port, training and authorization cord or
relevant documents must be available to enter PCQ-2 project site location.

The Site Security Plan is developed to control the access to PCQ-2 project jobsite and to
prevent non-authorized people entering the site. CONTRACTOR will operate in different
security areas that shall be protected and guarded from theft, terrorism or intrusion.

This document shall therefore establish the different areas in which PCQ-2 project jobsite
is divided, where not workers can entry jobsite and in what conditions, what ID Cards must
be issued and who is responsible for ensuring proper security for people and property at any
time during the construction, pre–commissioning.

HSE Orientation and training will provide to every employee prior to entering the site and
commencing any kind of activities.

Any person refuse to comply with CONTRACTOR’s security and HSE regulations would not
allow working on jobsite.

2, SCOPE:

This Site Security Plan will apply to any area in which CONTRACTOR and its
SUBCONTRACTORS may need to enter in order to perform the works.

3. INSIDE PCQ-2 AREA(ISBL):

a): Tank farm / Terminal area

Outside PCQ-2 Area(OSBL)

b): Berths and Pipe Sleeper area

4 .SECURITY COMMITTEE:

A Security Committee consisting of Contractor Site Manager, Contractor Security


Coordinator, Subcontractor Field Representatives and Subcontractors’ Security Managers
shall be arranged in order to facilitate communication between all parties. Periodical
meetings shall be held so that everybody involved in achieving security standards
understands how the procedures are being implemented; problems shall be talked over and
solved in these meetings, prevention of incidents from happening and any security issue
analysis necessary. Corrective actions consequence of incidents shall also be commented
and talked through during these Security Committees. These meetings facilitate
coordination and communication to make sure all assets, property and personnel working in
worksite are safe and there are no security risks.

5. RESPONSIBILITIES:

Ensuring that all employees who are working under PCQ-2 contractors they shall have

As one of the most important aspects of PCQ-2 Project, Security is managed in strict co-
ordination with Site Manager and HSE Manager (see Attachment A. Security Organization
Chart).

The Security team leads by the Security superintendent that will ensure all security

Requirements are achieved during the execution of PCQ-2 Project.

Contractor Site Manager

The Contractor Site Manager is responsible for the overall management of every activity
involved in the different PCQ-2 Project areas (worksite, temporary facilities and laydown
areas etc.). That includes ensuring the implementation of this security Plan by means of
providing the manpower and material resources necessary and attending meetings when
required.

In coordination with Site Security Superintendent, the HSE Manager shall make sure
nobody could enters the site without being trained and aware of safety, security and
emergency matters described in these Plans. The Contractor’s HSE Manager shall help
Security Superintendent in anything he might need in order to guarantee the property and
personnel under control.

Contractor Security Superintendent

The Contractor’s Security Superintendent is responsible for the correct implementation of


this Plan. He shall:

Provide supervision and oversight to the site security subcontractor

Attend all meetings regarding security issues

Facilitate interface between CONTRACTOR and its subcontractors and COMPANY,

Ensure properly HSE conduct, orientation or training is done to every new worker or visitor,

Ensure badge Cards are adequately being issued,

Facilitate coordination between all members of the security team (temporary facilities and
jobsite),

Authorize and issue accreditations: badge cards and vehicle stickers.

Subcontractor Security Coordinator

All subcontractors must assign a coordinator to deal with security issues:

Attend all meetings where he shall be required,

Make sure the workforce implements this Plan adequately,

Provide a daily list identifying his employees.

Security Guards:

Guards are responsible for complying with & executing established security requirements,
they shall:

General and specific duties of guard post(s).

Identification of guard posts with limits of the posts and hours of manning.

Identification (badge and pass) system for site personnel, visitors, tours, vehicles, materials
receipts (gate passes), etc. including inspection and identification of same when leaving
worksite.

 Lock and key system.


 Necessary communications and other equipment.
 Buildings after-hours inspection and entry.
 Traffic and pedestrian control.
 Maintenance of the following records:
 Chronological record of security events by shifts.
 Special report of security incidents.
 List of persons by type of identification badges issued.
 Visitor’s and tour log showing:
 Vehicle entry log showing:
 Material gate passes numbered sequentially.
 Key log for buildings when emergency key at Guard Supervisor post is issued.

6 PROJECT SECURITY RISK ASSESSMENTS,

6.1 Threat types

Terrorist attack- a surprise attack involving the deliberate use of violence against civilians in
the hope of attaining political or religious aims.

Fighting- A physical conflict between two or more individuals.

Riot- A violent disturbance of the public peace by three or more persons assembled for a
common purpose

War- A contest between nations or states, carried on by force, whether for defense, for
revenging insults and redressing wrongs, for the extension of commerce, for the acquisition
of territory, for obtaining and establishing the superiority and dominion of one over the other,
or for any other purpose;

Theft- theft is the illegal taking of another person's/company property without that
person's/company freely-given consent.

7. SECURITY MANAGEMENT:

Temporary fence are to be installed to control the whole jobsite and access to security the
areas at the PCQ-2 Project Site by CONTRACTOR. There shall be different areas
separated by means of physical barriers/fence, guard house will be place near the
temporary gate and controlled by guards. Safety guard shall prevent access to also be of
compliance when accessing and working on the berth area by RCG(Royal Coast Guard
Authority).

Two Security guards with properly PPE and gears (such as: life jacket) shall be deployed
and patrol during day time shift on berth and two patrol during the night shift to check and
ensure only authority personnel could be work on berth.

Radio is necessary to maintain uninterruptedly communicate with RCG(Royal Coast Guard


Authority) in case of any kind of emergency issues.

7.1. ISBL AREA :

Inside the ISBL area fence, CONTRATOR is in charge of the Security System. Access
control to this area will be CONTRACTOR’s responsibility. Access to this area shall be
through Temporary Construction Gate No.1. The gate is designed for pedestrian and vehicle
access that need permit by badge card. 

Building area in west north of SADARA area shall be access through Temporary

Construction Gate No.3

Construction Emergency Gate No.1 shall be placed in the east side of main jobsite of PCQ-
2 project.

Appropriate accreditations and cards for both workforce and vehicles, shall be issued by
CONTRACTOR according to project requirements.

8 TEMPORARY FACILITIES AND LAYDOWN AREA:

Warehouse which is part of a work site perimeter and contains high risk materials (valves,
fittings, small parts, etc.) shall be provided with security screens over windows and door
glass. Access doors from the warehouse office into the warehouse or storage areas shall be
fitted with controlled locks that restrict access. Access doors, gates or windows to
warehouse buildings and storage areas shall be minimized. Shops, labor rest areas, change
rooms, canteens, and offices (other than warehouse offices) shall be separately located
from the warehousing areas.

Further construction area for PCQ-2 project will be fenced in order to Contractor to control
the access to the area. The main worksite and these temporary facilities area of PCQ-2
Project are physically separated by a pipe sleeper and an access road (detail please refer to
attachment A). Access to and from this area shall be through the Temporary Gate No.2.

Construction Emergency Gate No.2 shall be placed in the north side of temporary facilities
area.

Access to temporary facilities area shall be controlled by Security guards that must control
by visually badge presented (there shall be 2 guards during working hours and one with the
access door closed during the nighttime).

9. EMPLOYEES AND VISITOR CONTROL:

All site personnel shall be in position of numbered identification badges that each employee
must wear upon their clothing.

 The security supervisor must maintain a close control of all the badges issued.
 The control records must include;
 The Badge Number.
 The name of the person whom the badge is issued to.
 The date issued.
 Valid period.

 Induction Course Record.

A badge status list shall be maintained and status changes must be submitted to Security
Team whenever a new employee begins work o r an employee is terminated.

The badge system will be in line with the Induction Training Program. Personnel who pass
Induction Training will only be issued with badges.

All visitors must report to the Security Station.

1. The guard shall proceed the following;

2. To request identification.

3. To request visitor’s signature in the Visitor’s Register.

4. To request the name of the person that the visitor wishes to visit.

5. To notify (by telephone/Radio) the person that the visitor wishes to meet to
determine if that person is available.

6. To check current visitor listing to determine if the visitor will be allowed on the site
without escort.

7. To issue visitor’s badge.

8. To issue Safety Helmet, as required.

9. If unescorted visitor, direct the visitor to the correct location. If visitors are to be
escorted they must wait at the security station until escort arrives.

When the visitor returns to the security station to leave, the guard shall proceed the
following;

1) Log time out on Visitor’s Register.

2) Recover visitor’s badge.

3) Recover Safety Helmet if issued.

At the end of the normal working day, the guard shall determine if any visitor is still on the
site. If the guard is not able to find the visitor’s location, he should notify the security
supervisor.

10 MATERIALS AND VEHICLE CONTROL:

1) For material control in and out of the gate(s) a vehicle checking system to be enforced.

2) Maintenance of a vehicle entry / exit log to include

 Date and Vehicle Registration Number.


 Company Name.
 Number of Persons in the vehicle.
 Material shipping document and brief description of the load.
 Person or department to whom the material is consigned.
 Time in and out.
 Material gate pass number for material leaving the site.
 Security guards signature.
 A completed sponsor load format

11 DEMOBILIZATION OF EMPLOYEES:

CONTRACTOR and SUBCONTRACTORS shall retain every badge card of their employees
on long leave, including long holidays and must return it when they are demobilized.

CONTRACTOR or SUBCONTRACTOR’s employees shall submit to CONTRACTOR,


COMPANY or CONTRACTOR for approval a notification of lost, stolen or damaged cards
and must indicate whether a new issue is required.

A radio transmitter or BRAVO and patrol vehicles, should be used by each guard (at gates
or on roving patrols) to establish and facilitate communication. No mobile phones are
allowed inside restricted areas or inside OSBL area.

Guards shall complete a daily report covering:

 Identification of the property covered,

 date of report,

 guard's name and badge card number,

 duty area or patrol route,

 Badge Cards or stickers issued,

 Any incident that has taken place.

Guards on gate shall keep written logs providing details prescribed by CONTRACTOR
concerning all vehicles and all visitors passing through gate.

For incidents which are outside of the scope of the daily report, a special report should be
prepared to detail the exact nature of the incident who was involved,

when it happened, and suggested countermeasures. The corrective action report may be
used as a forum to review relevant security matters in Security section.

CONTRACTOR Security Team shall maintain an updated log of badge Cards issuance,
permissions awarded and incidents occurred within security areas under their control. They
shall store files of appropriate information about vehicle stickers and badge Cards issued.

Coping with any kind of emergency such as accidents, fires, sabotage, strikes, riot, war or
climatic disasters shall be done with the coordination of COMPANY. Security guards will be
members of emergency teams and take active part in any emergency response action
necessary.
