The Executive Engineer, Works Division VI, Water Resources Department, Sarvan Bicholim-Goa 403529,
invites on behalf of the Governor of Goa, Sealed Item Rate Tender on ONLINE MODE only, from the

TENDER SCHEDULE
1. The last date of online submission of tender is 13/09/2023upto17.30 hrs.

2. The date and time of opening of Technical bid is on 14/09/2023 at 11.00 am in the Executive Engineer,
WD VI, WRD Sarvan Bicholim Goa
The online application should accompany the following documents (Scan and Upload on the e-Tender
website):
a. Attested copy of valid Contractor’s Registration Certificate.

b. Attested copy of valid PAN Card.
c. Attested copy of Certificate of GST Registration and Acknowledgement of up to date filed returns
along with copy of Application Reference Number (ARN) as per GST Law.
d. Declaration giving names of works in hand till date on Rs 100/- stamp paper duly signed by the agency.
The contractor having four or more works in hand in the same category of works in their name or firm’s
name may not apply. Such applications will be rejected.

e. Bidders participating in e-Tendering have to remit Tender Processing Fee (TPF), Tender Document Fee (TDF)
and Earnest Money Deposit (EMD) through online Payment Gateway on portal
https://eprocure.goa.gov.in through any of the following four modes of payment:
(i) Internet Payment Gateway: Any Bank Visa/ Master Credit Card/ Debit Card can be used for
the payment process.
(ii) Payment through internet banking.
(iii) NEFT/ RTGS (National Electronic Fund Transfer/ Real Time Gross Settlement): Bidders are
required to download NEFT/ RTGS challan and make payment to dynamically generated
Account No. through any Bank.
(iv) OTC (Over the Counter): Bidders are required to download OTC Challan and make payment to
dynamically generated Serial No. through any Authorized Branch of Axis Bank.
Note: Any Payments made through NEFT/RTGS/OTC will take 24 hours for its reconciliation. Hence
the payments through NEFT/RTGS/OTC should be made at least TWO BANK WORKING DAYS in
advance before any due date and upload the scanned copy of challans in the e-Tender website as a
token of payment
INSTRUCTIONS TO CONTRACTORS
1. The intending bidder must read the terms and conditions of CPWD-6 carefully. He should only
submit his bid if he considers himself eligible and he is in possession of all the documents
required.
2. The Contractors registered in appropriate Class and Category with Water Resources Department
of Goa Statewho fulfills the following requirements shall be eligible to apply. Joint ventures are
not accepted.
3. Information and instructions for bidders posted on website shall form part of bid document.
4. The bid documents consisting of plans, specifications, the schedule of quantities of the various
types of items to be executed and the set of terms and conditions of contract to be complied with
and other necessary documents can be seen in the office of the Executive Engineer, WD VI, WRD,
Sarvan, Bicholim-Goa.
5. The bidders participating for e-tendering/ e-payment mode has to remit tender processingfee,
tender documents fee and Earnest Money Deposit (EMD) through online payment gateway on
portal https://eprocure.goa.gov.in Only the online tender documents submitted by those
intending bidders who have remitted Earnest Money Deposit, tender document fee and e-tender
processing fee online within specified time shall be opened.
6. Those contractors not registered on the website mentioned above, are required to get registered
beforehand. If needed they can be imparted training on online bidding process as per details
available on the website.
7. For the above mentioned work, interested contractors who wish to participate in the e-tendering
have to scan and upload the documents mentioned above at the time of submitting online
application for issue of tender documents to the e-tendering website https://eprocure.goa.gov.in
upto 17.00 hrs on 13/09/2023.
8. The intending bidder must have valid class-III digital signature to submit the bid.
9. Contractor can upload documents in the form of JPG format or PDF format.
10. Online tender forms will be issued to only those bidders who have remittedcost of tender forms,
tender processing fee, online before 5.00pm on 13/09/2023.
11. The above mentioned tender documentsalong with EMD shall be uploaded to the e-
tenderingwebsitebefore17.00 hrs on 13/09/2023.
12. The Department reserves the right to reject any prospective applicationwithout assigning any
reason and to restrict the listof qualified contractors to any number deemed suitable by it, iftoo
many bids are receivedsatisfying the laid down criteria.
13. Amount put to tender is inclusive of GST. Agencies are to quote bare rates. GST as applicable will
be added by the system.
1. All the works tendered by Water Resources Department which are quoted more than 20% below
the estimated cost put to tender regardless of whether the estimate is based on GSR or Non- GSR
or including GSR and Non – GSR items shall be rejected.
2. Tenders quoted at same percentage / amount by more than one agency, shall be recommended by
the Executive Engineer concerned based on the following criteria.
a) For Item Rate Tenders The rates quoted by the agency for the major/ important items quantum
wise and cost wise to be considered for recommendation (i.e. with respect to abnormally High and
Abnormally Low Quoted Items) and for Percentage Rate Tenders, Below criteria (b, c, & d) may be
followed.
b) The agency having less nos. of works in hand with respective Division.
c) The ongoing works of the agency in the same vicinity of the proposed work.
d) The performance / past record of the agency in execution of Public works.
3) The above condition shall be mentioned in the NIT/ Detailed e-tender / open tender/quotation
notice
