1. DESCRIPTION OF SERVICES: The Contractor shall inspect and repair, if needed,
during initial phase, to bring all Uninterruptable Power Supply (UPS) listed in Appendix C in
manufacture operating conditions. After the initial phase, the contract shall provide preventive
and remedial maintenance services on all UPS units listed in Appendix C. The equipment and
associated batteries shall be kept in manufacturing operating condition and shall be maintained in
accordance with the Original Equipment Manufacturers (OEM) maintenance specifications and
schedules.

1.1. INITIAL PHASE: During the initial phase, the contractor shall provide supplies, repair
parts, and services necessary to bring all UPS within manufacturers operating specifications.

1.1.1. The contractor shall provide a detailed report describing the current condition of all UPS
system and provide the recommendations regarding repair or replacement of faulty
batteries no later than 30 days after contract award.

1.1.2. Any repair during the initial phase shall not be performed without prior approval of the
Contracting Officer. Only new standard parts and parts of equal quality shall be used in
repairs.

1.2. PREVENTIVE MAINTENANCE SERVICE: The contractor shall perform periodic


routine inspection and testing of all UPS every three (3) months.

1.2.1. At the beginning of the base year and of each option year, the contractor shall provide a
schedule for the upcoming maintenance, by building, so that the Government can plan accordingly
to the following organizational email address: [email protected].

1.2.2. The contractor shall perform preventive maintenance during each periodical inspection to
ensure reliable and continuous safe operation. The maintenance work shall be in accordance with
commercial practices or manufacturer’s specifications, if available, and shall be intended to
maintain the UPS in safe and reliable operating condition until the next scheduled maintenance.

1.2.3. Details of Preventive Service: The contractor shall perform, but is not limited to, the
following for the preventive service:

 Cleaning UPS System


 Calibration Verification
 Battery inspection, charge and discharge
 Bypass verifications
 Cleaning and inspection of the battery terminals
 Mechanical adjustments and inspection
 Ventilators status verifications
 Rectifier bridge status
 Wave form status
 Circuit Breakers conditions
 Verification of calibrations for the readings:
o o Voltage
o o Current

o o Input Frequency
o o Output Frequency
o o Batteries
 Parameters registration
 UPS Control Test Function, Local or remote readings
 Simulate power failure

1.3. EMERGENCY SERVICE CALL: The contractor shall report to the work location within
two (2) hours of emergency call, and commence work to repair UPS for reliable and continuous
safe operation. Downtime to the users in the effected building will be kept to an absolute minimum.
The contractor must notify the Government personnel issuing the service call of all projected
downtime, estimated time for repair, and completed time.

1.4. REPLACEMENT OF PARTS: The cost of consumable materials normally used


during preventive maintenance, to include but not limited to air filters, link grease, distilled
water, etc. shall be included in the preventive maintenance unit price. Only new standard parts
and parts of equal quality to or better than shall be used in repairs. The contractor’s liability for
replacement parts shall be limited to not more than 300.00€ for each item. A Government
representative shall examine the parts to determine if the items can be repaired instead of
replaced. If it is determined that the item can be repaired, the contractor shall make the
appropriate repairs, at no cost to the Government. For any new parts required costing over
300.00€, the Government will be liable and bear the expenses. In this case, the contractor must
provide the Government with a quote for the item required; no parts shall be purchased by the
contractor until the Government has approved. This paragraph does not apply to the acquisition
of new batteries. All batteries shall be purchased by the Government, at the recommendation of
the contractor.

1.5. REPORTS: The contractor shall prepare and submit an inspection/maintenance report to
the Point of Contact/Liaison (POC) assigned to this requirement within two (2) business days
after completion of each job. The report shall include:

a. Date of scheduled maintenance


b. Date and time of arrival
c. Hours performing maintenance,
d. The name of the technician performing the inspection and maintenance
e. Listing of parts replaced or repaired.
f. Document battery system condition and further service needs.
g. Recommendations regarding replacement of faulty batteries or battery capacity under 60%

2. GENERAL INFORMATION

2.1. QUALITY INSPECTION: The contractor shall accomplish all inspection and testing needed
to ensure that services conform to the requirements stated in this PWS and contract.

2.2. CORRECTIVE ACTIONS: The government has the right to inspect and test all services
called for by contract, to the extent practicable at all places and times during the term of the
contract. The Government shall perform inspections and tests in a manner that will not unduly
delay the work.

2.3. CONTRACTOR CORRECTIVE ACTIONS: If unacceptable performance was identified
in services, the POC shall promptly notify the contractor of the deficiencies for correction. The
contractor shall take corrective action in a timely manner at no increase in the contract price,
and submit the probable cause, corrective action taken, and preventive action of the deficiencies to the
personnel upon completion of correction. If deficiencies are not corrected in a timely manner or repeated,
the POC should notify the Contracting Officer (CO).

2.4. HOURS OF OPERATION

2.4.1. Normal Hours of Operation: The contractor will be allowed to work from 0800 to 1700
Monday through Friday, except for U.S. legal holidays.

2.4.2. Emergency or Special Event Services: The contractor shall provide emergency service
during and after regular working hours, seven (7) days a week, including holidays. The contractor
shall furnish to the CO, telephone numbers and names of qualified maintenance personnel and
company officials who can be contacted to respond to an emergency after regular working hours.

2.5. SAFETY REQUIREMENTS

2.5.1. The contractor shall maintain work environments, which safeguard the public and
government personnel exposed to contractors operations and activities, by providing safe
barricades and signs.

2.5.2. The contractor shall be liable for any damage caused to Government property by them of
any of their subcontractors. At the end of each work period, all government facilities, equipment
and materials shall be secured.

2.5.3. Security Requirements: Contractor service personnel must comply with the base security
requirements. Some of the UPS units to be maintained under this contract are located in areas that
require escort to access.

2.5.4. Ensure that personnel comply with AFI 32-1064, Electrical Safe Practices, Air Force
Occupational Safety and Health Standard (AFOSHSTD) 91-501, Air Force Consolidated
Occupational Safety Standard, and UFC 3-560-01, Electrical Safety O&M.

2.6. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE


NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER:
During crisis declared, the contractor is not required to perform periodical routine maintenance.
Those tasks was not accomplished will be performed as soon as crisis is terminated. However, the
contractor is required to accomplish emergency repair service within a reasonable time frame for
the situation related to the crisis.

2.7. UTILITIES: The Government will provide utilities as required by the contractor.

APPENDIX A
DEFINITIONS

1.1. GENERAL DEFINITIONS:

1.1.1. Defective Service: A service output that does not meet the standard of performance
specified in the contract for that service.

1.1.2. Quality Assurance: A planned and systematic pattern of all actions necessary to provide
confidence that adequate technical requirements are established; products and services conform to
established technical requirements; and satisfactory performance is achieved. For purposes of this
manual, quality assurance refers to actions by the government.

1.1.3. QA Personnel: A functionally qualified person who performs quality assurance functions
for contracted services.

1.1.4. Quality Control: Those actions taken by a contractor to control the production of outputs
to ensure that they conform to the contract requirements.

1.2 TECHNICAL DEFINITIONS

1.2.1. Serviceable Condition: Refers to the functional operating characteristics of a particular


UPS system wherein it performs its intended purpose in a manner equal or superior to the
manufacturer’s standard of performance on the date of its manufacture.

1.2.2.1. Preventive Maintenance of UPS is the routine recurring inspection and work required to
keep it in such condition that it may be utilized at the original capacity and efficiency, for its
intended purpose. Parts and equipment specified by the UPS manufacturer or items of equal or
better quality shall be used in accordance with the manufacturer’s specifications or commercial
practices.

1.2.2.2. Repair is the restoration of equipment to a condition substantially equivalent to its


original or designed capacity and efficiency by replacement, overhaul, or reprocessing of
constituent parts or material. Parts and equipment specified by the UPS manufacturer or items of
equal or better quality shall be used in accordance with the manufacturer’s specifications or
commercial practices.

1.2.2.3. Inspection is the testing for proper operation of each UPS. If the test reveals a defect
that makes operation of the UPS dangerous, the UPS shall be taken out of service immediately.

1.2.3.2. Emergency Service: Repair of any unsafe or inoperable conditions of all elevators for
continuous and safe operations requested by the service call, 24 hours and 7 days a week.
