Amendment 8 to Issue 1 of the Acceptable Means of Compliance and Guidance Material to
Commision Regulation (EU) No 139/2014
‘AMC and GM to Authority, Organisation and Operations Requirements for Aerodromes
Issue 1, Amendment 8’

Provision of rescue and firefighting services for General Aviation flights

THE EXECUTIVE DIRECTOR OF THE EUROPEAN UNION AVIATION SAFETY AGENCY (EASA),

Having regard to Regulation (EU) 2018/11391, and in particular Articles 76(3) and 104(3)(a) thereof,

Whereas:

(1) Acceptable means of compliance are non-binding standards issued by EASA, which are used by
persons and organisations to show compliance with Regulation (EU) 2018/1139 and with the
delegated and implementing acts adopted on the basis thereof.
(2) Guidance material is non-binding material issued by EASA ,which helps to illustrate the meaning
of delegated or implementing acts, and which is used to support the interpretation of
Regulation (EU) 2018/1139, and of the delegated and implementing acts adopted on the basis
thereof.
(3) With Decision 2014/012/R of 27 Februry 2014, the Executive Director of the Agency issued
Acceptable Means of Compliance and Guidance Material to Regulation (EU) No 139/20142.

(4) EASA shall, pursuant to Article 4(1)(a) of Regulation (EU) 2018/1139, reflect the state of the art
and the best practices in the field of aviation and update its Decisions, taking into account
worldwide aviation experience and scientific and technical progress in the respective fields.
EASA determined the need to amend the AMC and GM to Authority, Organisation and
Operations Requirements for Aerodromes, to facilitate the implementation of the requirements
of Commission Regulation (EU) No 139/2014 as regards the the provision of rescue and
firefighting services (RFFS) for General Aviation (GA) operations.
(5) On 30 March 2022, the International Civil Aviation Organization (ICAO) adopted Amendment 17
to its Annex 14, Volume I ‘Aerodrome Design and Operations’, introducing new provisions on
the availability of rescue and firefighting (RFF) equipment and RFFS at an aerodrome for
commercial air transport (CAT) operations.
(6) The Council of the European Union decided with Council Decision (EU) 2022/3223 of
18 February 2022 to support the proposed Amendment 17 to ICAO Annex 14, Volume I
‘Aerodrome Design and Operations’ on the provision of RFFS for GA operations.
(9) EASA, pursuant to Article 115(1)(c) of Regulation (EU) 2018/1139 and Articles 6(2) and (3) of the
EASA Rulemaking Procedure4, consulted its Advisory Bodies (ABs) on the content of this
Decision and considered the comments received,

HAS DECIDED:

Article 1
The Annex to Decision 2014/012/R of the Executive Director of the Agency of 27 February 2014 is
amended as laid down in the Annex to this Decision.

Article 2
This Decision shall enter into force on the day following that of its publication in the Official Publication
of EASA.
