PROJECT EIGHTEEN – ISLAMABAD
1. Introduction
The Environmental Management Plan (EMP) is designed to provide a process to ensure the
project’s compliance with applicable national & international laws and regulations.
This plan provides guidelines to organizations for developing appropriate Environmental
management practices.

The basic scope of a plan should consider the following subject areas, as applicable to the
individual project:
Noise
Dust
Housekeeping and Wastes
Required Signage
Storage of Flammable and Combustible Liquids
Monitoring of the Workplace

4. Environmental Objectives & Targets
The PCPL Environmental Strategic Plan outlines objectives and targets for the financial year
and these are cascaded to Divisions for implementation. Objectives and targets specific to
this project are outlined in and progress against the objectives and targets is reported monthly
by the Project Manager or a nominated representative.
PCPL Strategic Plan includes programs to support the following focus areas:
Gain an understanding into the environment on our journey towards zero environmental
incidents;
Drive Leadership and Operational Accountability through the line management structures of
projects and divisions;
Simplify, consolidate and ensure the practicality of management systems for our people;
Develop the culture and behaviors that distinguish us as a safe, caring and sustainable
business
Progress against the objectives and targets are monitored by site management personnel as
detailed Monthly reports on progress against HSE objectives and targets are collated by the
HSE Department and reported within the monthly management reports and Group HSE
Meetings.
Ensure a copy of the (EMP) is displayed in the site office at all times and be updated and
amended as works progress.
Advise the PM and HSE Manager immediately if environmental harm or potential harm occurs
within or near the construction site
Ensure that site activities are conducted in accordance with the requirements of the (EMP)
Undertake environmental management actions as directed by the PM.
Ensure that all personnel under their direct control are aware of potential environmental
impacts, and required minimum environmental control measures before they commence any
site works.

An executive officer of PCPL must exercise due diligence to ensure that PCPL fulfills its legal
obligations and environmental care. This includes taking reasonable steps:
To acquire and keep up-to-date knowledge of environmental matters;
To gain an understanding of the nature of the operations of the business and generally of the
environmental hazards and risks associated with those operations;
To ensure that the company has available for use, and uses, appropriate resources and
processes to eliminate or minimize environmental risks from work carried out by PCPL.
6. Dust Management
Objective To ensure the impacts of dust on adjacent areas and the community are minimized
Real to be disturbed minimized. Clearance lots to be approved by Project Manager.
Where dust is identified as an issue, dust control measures will be implemented.
Vehicle movements controlled (Traffic Management Plan) and kept to established
tracks and haul roads.
Dust awareness issues in environmental induction process
Daily inspection of works sites to occur, including:
Visual check for dust crossing the site boundaries
Visual check of high potential dust areas, such as haul roads, stockpiles and
operational areas.
Any complaints or incidents to be reported to Project Manager.
Investigate cause of excessive dust
Implement controls immediately (e.g. water carts)

7. Noise Management
Objective: To minimize the impacts of noise on the amenity of the surrounding areas.
All equipment used during the construction phase to be regularly maintained to ensure
efficient operation
Pre-start checks and maintenance schedules to ensure equipment performance is as
required
Noise-dampening equipment to be used on equipment with excessive noise
generating characteristics
Daily inspection of works sites to occur
Any complaints or incidents to be reported to PCPL project manager
Investigate cause of excessive noise
Reduce waste volume, maximize recycling, reuse and recovery, and prevent any
construction waste
Minimize environmental impacts through appropriate controls and site inductions of
employees and sub-contractors.
Provide appropriate waste bins, type, and volume and service frequency to
accommodate anticipated waste streams.
Provide information regarding waste management in site specific inductions, including
waste separation and importance of securing vehicle loads.
Hazardous materials all appropriately disposed.
Recycling of all recyclable construction metal wastes
Records kept of waste leaving site.
Daily inspection of work site to occur. Review of waste bins (% full, time to next
service).
Investigate cause of inappropriate waste disposal

Outline how environmental training, awareness and competency will be delivered / assessed
throughout the project, to ensure the relevant aspects of this (EMP) are communicated to the
project team, Examples may include:
Site Environment Induction
Daily Pre-Start Meetings
Environmental Toolbox Talks
Incident bulletins
PCPL ensure all staff and workers have the opportunity to view, discuss and take note of
environmental information, the Site Manager or nominated representative displays
environmental information on the project notice board(s).
Workers and their supervisors conduct toolbox talk meetings, pre-start talks or other
consultative arrangements with those employees or workers under their direct supervision
and record the meetings on the relevant form.
The pre-start talk is conducted daily by each workplace supervisor to discuss HSE matters
from previous day(s), the current day activities.
PCPL project team will undertake reporting and recording of Environmental matters to the
Project Manager and the HSE Department.
