Introduction
One area of research in the Basic Education Research Agenda
(BERA) are the critical learning resources and learning services
for schools, community learning centers CLCs), and other delivery
units necessary for the achievement of basic education outcomes,
whether in formal or alternative education.

Studies on the Alternative Learning System


(ALS) in the Philippines, particularly those that
are related to the intended learning resources
and services for the ALS program, are limited in
number and in scope.

Introduction
To contribute in unfolding the various aspects of the ALS program
and its implementation, this exploratory and multiple-case
study intends to gain insights into the following:

Method
In this exploratory and multiple-case study, 1,444 participants from
8 regions and 8 divisions all over the country were purposively
selected through a multistage sampling to participate in this study.

Participants during SY 2017-2018 were asked


to complete the researcher-made survey
questionnaire. Interviews were conducted

27 CLC/school heads
to clarify vague responses to the 67 ALS teachers
questionnaire. 229 parents/guardians
28 LGU officials and NGO representatives
785 ALS learners (completers and non-completers)

Participants’ responses were coded, encoded


and process using SPSS Software to compute
for frequencies, percentages, and ranks for
analysis and to build the themes.

Results and Discussion

Findings 1: Learning resources are


available but are not sufficient.

Although the study participants confirmed that


there were learning materials, ICT facilities,
community learning centers dedicated for the
ALS program, these, however, were not
enough to accommodate the growing
population of the ALS community.

constrained to look for other sources
of funds to cover up the gap in

the ALS program

resources.
ALS implementers often report using their own
money to cover financial gaps needed to
reproduce the limited number of available
learning modules and instructional materials.

ALS teachers and school heads had often


appealed to DepEd and LGUs for additional
funds to be appropriated for their CLCs.

Six ALS programs were identified by the


study participants, namely: 1) Basic
Literacy Program (BLP), (2) Indigenous
People’s Education (IPEd), (3)
Adolescent Reproductive Health (ARH);
(4) Arabic Language, and Islamic
Values Education (ALIVE), (5)
Accreditation and Equivalency (A&E)
Program, and (6) Learners’ On-the-Job
Training (skills training).

a senior high school education or a
certification to qualify for a blue-collar
job to earn a living.

2 Utilization of Programs and Services Findings 3: Some OSY need to be
motivated to enroll and ALS learners to
complete the program because of some
challenges met.

Four ALS SERVICES were identified such as


advocacy campaigns (social mobilization, linkages,
and partnerships), recruitment, orientation,
screening, enrolment and other indirect services.
These were consistently conducted before the
school year starts or during summer breaks to
inform the target learners regarding the benefits of
completing the basic compulsory education through
the ALS program. However, not all OSY were
encouraged to enroll in the program due to
financial constraints, unavailability of time and
family problems, and some LGU are not
supportive.

4 Best Practices of the Community Learning
Centers (CLCs)
Findings 4: Not all CLCs are performing
CLC in which their efficiency is
affectedand the ‘best practices’ for high
performing CLCs can be followed.

The ‘Best Practices’ identified by study


participants for high performing CLCs are:

• classroom environment is conducive for


learning
• advocacy campaign is intensive
• programs that are responsive to the needs
of the learners such livelihood and skills
program
• follow-up service in case the learners
failed to attend their sessions
• strong linkages and partnerships with
various stakeholders

ALS program on its

Recommendations to address key findings
as supported by the study participants:

1. Provide and allocate funds to print sufficient instructional


materials and to purchase the necessary ICT Facilities and
other instructional supplies and materials to DepEd CLCs.
1. Actively engage the family and community to support
the OSY to enroll, and ALS learners to complete the
program.
1. Maximize the use of open educational resources
(OERs) such as Learning Resource Portal, DepED
Commons among others.
1. Establish permanent CLCs in every barangay as claimed
by the study participants.

Recommendations to address key findings
as supported by the study participants:

5. Conduct a series of training and seminars on the basics of


Information Communication Technology (ICT) facilities, ALS – K to 12
Basic Education Curriculum, classroom management, and other related
training on personal and professional development like skills and
livelihood trainings.
6. Strengthen the partnerships with the stakeholders to assist the ALS
completers and passers in finding a blue-collar job with competitive
compensation and benefits within their community or locality.
7. Strengthen non-formal education after offering ALS Program.
8. Provide a Certificate of Completion to ALS learners who
successfully satisfied the course requirements of the ALS Program; in
this way, they may inspire other OSY and adult learners to enroll and
complete the ALS Program.
9. Conduct a related study focusing on the factors affecting the
implementation of the ALS program.
