Where do we want to be?


Vision: Developing slums is to create sustainable, healthy, and thriving communities

 Basic services (Electricity, clean water, food,…)


 Infrastructure (Water drainage, road, bridge,…)
 Jobs opportunities to improve their lives.
Opportunities: Achieving this requires the collaboration of various stakeholders, including
government, NGOs, private sector, and slum residents themselves.

 Upgrading and improving basic infrastructure


Slums often lack basic infrastructure such as clean water supply, proper sanitation, and
waste management. Upgrading and improving this infrastructure can help improve the
health and well-being of slum residents.

 Providing access to essential services


Access to healthcare, education, and other essential services is critical to the development
of slums. Providing access to these services can help residents improve their quality of life
and enhance their chances of upward mobility.

 Promoting economic opportunities


Creating economic opportunities in slums can help residents improve their financial well-
being and reduce poverty. This can be achieved through initiatives such as microfinance,
vocational training, and entrepreneurship development.
What is the need?
The deprivation of the slum:
Infrastructure: drainage systems, roads, electricity and housing.
Basic services: Food, clean water
Economy: Stable occupation
Problem solving
Infrastructure: Land planning -> construction of roads, sewers, electrical systems,
apartments -> resettlement.
Basic services: Construction of infrastructure -> Expanding trade -> formation of the market.
-> Clean water pipes -> tanks, clean water
supply areas.
Economy: Promoting training, selecting skilled workers to work for the resettlement project.
What are we trying to achieve?
Time: 5 years after successful land use planning
Location: Villa 31
The project to upgrade the quality of life of Villa Miseria is a large project and high
complexity. Achieving This Requires The Collaboration of Various StakeHolders, Including
Government, Ngos, Private Sector, and Slum Residents Themselves.
The project will be divided into 3 major stages
Stage 1: Stone (5 years)
Villa 31 is an area selected to implement the first phase of the project. The purpose of
choosing this area to do phase 1 is to strengthen the confidence of stakeholders and local
people. The goal is to be "modeling" so that the phase 2 and 3 will have great support and
accelerate the progress.
Stage 2: (8 years)
Developing surrounding areas around Villa 31
Stage 3: (2 years)
Implement resettlement plan for Villa Miseria
Phase 2: Analysis and Recommendation

 Land planning to create complex amusement parks, resorts, ...


 Land planning to create residential areas, apartments
 Land planning to create technological and economic investment areas.

Investment funding: The $400 million plan, financed by the World Bank and the Inter-
American Development Bank
Advantage:

 Change the landscape of the region


 Create great profits after completing the project
Disadvantage:

 The consent of the Government, people and stakeholders


 The area has no special symbols to develop into a tourist area
 Low loan ratio
 Unable to solve existing problems for people living in the area
Land planning to create technological and economic investment areas.
Investment funding: The $200 million plan, financed by the World Bank and the Inter-
American Development Bank
Advantage:

 Establishing a concentrated area of companies, financial and technology


corporations.
 Create profits after completing the project
 Open up investment opportunities for large economic and technological
corporations.
Disadvantage:

 Agreeing in the people of the region and stakeholders


 Situation of complex area security, high risk for partners after completing the
project.
 Unable to solve existing problems for people living in the area
Land planning to create residential areas, apartments (BEST OPTION)
Investment funding: The $350 million plan, financed by the World Bank and the Inter-
American Development Bank
Advantage:

 Forming a concentrated area for apartments, houses, infrastructure, drainage areas,


grid roads.
 With the support of the government, the people of the region and the investors.
 Solving existing problems of the residential area.
Disadvantage:

 The complexity of the project: Needing a lot of related parties such as: job training,
temporary accommodation and prejudice of the people
 Situation of complex regional security, high risk for partners
