Justification of the Project:
Public Markets are labor intensive. They have been shown to be one of the most
effective projects ever, at turning one time capital support into permanent, decent-
paying jobs. Most Public Markets create hundreds of new jobs. It typically creates
scores of entrepreneurial opportunities. Many of these will be opportunities for vendors
and families that are often shut out of the mainstream economy – particularly women
and minorities. When properly designed, Public Markets are geared toward serving local
needs and showcasing local products. This attracts tourists in great numbers and often
extends the stay of existing tourists. This project will serve as a business incubator for
many start-up businesses that will receive training, micro lending and marketing
assistance to help them to be successful. It is expected to create an opportunity for
cottage industries to become successful by moving businesses out of people’s homes
into the marketplace where they will meet health codes and be exposed to many new
clienteles. These are all benefits that may come with the creation of a properly planned
Public Market in line with the National Building Code Standards (NBCS) and National
Structural Code of the Phlippines (NSCP) to become it as a resilient infrastructure
facility to disasters and calamities. Not all of these benefits may be possible or of equal
value to a community. Part of the challenge and the “art” of developing or redeveloping
a Public Market is to understand the relative possibility, priority, and importance of these
and other goals.

count and patient-history record of the barangay)
This health center project is designed with the purpose of providing and accessing
health services within their locality. Most of the far-flung and secluded barangays of
Jabonga, are faced with the challenge of providing adequate health services to its entire
people. However, available national resources, especially finance, are insufficient to
implement this mammoth task. Consequently, under the health sector reforms of
Jabonga, the government is working together with a number of other agencies to help
realize this goal. With its population of only 24,000 people at present time, the residents
living in remote areas do not have access to health services in their locality. As health,
being one of the primary denominators of economic progression of a community, must
be of topmost precedence of the government, more so this is the basic, universal
human right of the people.

the Municipality, Government Officials, and Health Practitioners.

This proposed barangay road development project addresses the difficult situation of
access road towards Cuyago farmers and eventually lessens the burden of the farmers
residing from Sitio Pijape and its influence barangay. Potential produce from these sitio
are Coconut, Rice, Banana, Cassava, Sweet potato and Fruit trees. The existing
condition of the proposed farm to market is muddy, especially during rainy season and
dilapidated yet still passable during dry season but not in good condition. Road surface
have canals of water caused by erosion during heavy rains that resulted the road nearly
impassable. This project supports the local government in its push to economic
development in terms of agriculture through massive cultivation of plants mentioned.
Through this project, it would also encourage more land owners to develop and cultivate
their lands, venture into other varieties of produce and livestock farming. This would
also encourage the residents to go back school to seek higher education and
consequently, help alleviate their poor living condition. The proposed farm-to-market
road having 10-meters total width including shoulder and open ditch both side and two
kilometers length. The road structure is composed of Portland Cement Concrete
Pavement in both lanes with 2.5 meters width, 150mm thickness aggregate base course
and 300mm thickness sub-grade preparation.

inhabitants

works, Drainage construction: masonry works, Equipment Rental)
7. Liquidation of Expenses through preparation and submission of Statement of
Expenditures (SOE) and Receipt of Disbursement
8. Project Monitoring
The area for the construction and rehabilitation of drainage systems are the Poblacion
Barangays of the municipality – the Barangays of Maraiging, A. Beltran, Baleguian,
Cuyago, Bangonay, Libas, Colorado, Poblacion, San Pablo, Bunga, Santo Niño,
Magdagooc, San Jose and San Vicente. The completion of the project will redound to
the realization of a well-planned and aptly functional network of drainage systems in the
Poblacion area. It shall reduce the risk of infestation of diseases such as malaria and
dengue caused by stagnant and grimy canals. The resulting favorable conditions of
drainage systems will encourage the growth of entrepreneurial activities in the
Poblacion Barangays, considering further the finished rehabilitation of the Jabonga
Public Market. The Project is expected to further boost the living situation of the
residents of the Poblacion Barangays.
Achieving a sustainable rural infrastructure project is a key to poverty alleviation.

Furthermore, community organizing and the active participation of beneficiaries and
other stakeholders in various activities during project planning and implementation can
encourage sustainability in the realization of the project. Maintenance of project after
completion will be shouldered by the municipal government through its Economic
Development Fund.
Target Beneficiaries: The beneficiaries of the project are the whole residents of
Barangay Maraiging, A. Beltran, Baleguian, Cuyago, Bangonay, Libas, Colorado,
Poblacion, San Pablo, Bunga, Santo Niño, Magdagooc, San Jose and San Vicente. The
rest of the barangays in the municipality are indirect recipients of the Project since they
will also benefit from the resulting growth of business activity in the Poblacion area.
Target Outputs: 1600 linear meter line open canal and 300 linear meter covered canal
within the target barangays.
Name of Project: Construction of 1-unit, 2 Classroom School buiding with electrical
Installations and Toilets for Males and Females at Barangay San Pablo, Jabonga
1. Construction of One (1) Unit, Two (2) Classroom Concrete School Building
2. Instalation of electrical /system (wirings, lights, and outlets)
3. Toilets for males and females
Primarily, this project aims to provide a new operational, two classroom school building
with electrical installations and toilets for both male and female high school students of
Barangay San Pablo and nearby adjacent barangays. Specifically, this project will
provide better and conducive education facilities or classrooms to both students and
teachers which will eventually improve the quality of education in far-flung barangays,
and later increase achievement level of the students and teachers. Based on the
Millennium Development Goal of the country, this will improve educational system and
facilities of public schools; enhance quality and access to education; increase literacy
rate of school-age population, and eventually reduce the number of out-of-school
youths.
Target Beneficiaries: The project is intended for the incoming grade 7 and 8 students
of Barangay San Pablo and nearby adjacent barangys. It is estimated to have almost
forty five (45) students from Barangay San Pablo and an additional thirty five (35) from
nearby adjacent barangays.
Target Outputs: at the completion of the project, it is expected to have a 1-unit, 2-

classroom school building with electrical installation and toilets for males and females.
