Challenges Encountered on the Effective use of Computer-based Technology Among Selected ICT Students.
Chapter 1
Introduction
Background of the study
The use of computer devices that revolutionized the way we communicate, work, learn, and live our daily lives. One aspect
of computer-based technology that has a great impact on society is how it affects learning (Mikeel Allen, 2019). The use of
computer-based technology has become increasingly important in today's world, with many industries relying on their operations.
The education sector is no exception, with many schools and industries incorporating technology into their curriculum.
The same gadgets that help them complete their work are also their biggest distraction from getting their work done.
Concerns about cell phones in the classrooms are also grounded in what we know about teenage brains, including the inability to
concentrate while multitasking and possibly long term effects on overall health. It affects not only their ability to learn, but also the
results of tests and exams.
According to the book "The Distracted: Ancient Brains in a High-Tech World", students become distracted when they are
pursuing a goal that really matters and something blocks their efforts to achieve it. This is what happens when technology is used
in the classrooms. The students' attention is decided between two tasks— what the teacher is trying to teach and what the
student is trying to do on the digital device. Mobile phone multitasking is widely considered to be a major source of distraction in
academic performances ( Quan Chen, Zheng Yan, 2016).
Research findings on the negative performance implications of distraction call for the need to mitigate these adverse effects.
Distraction can arise from many sources, among them talking to a fellow passenger, eating, talking on a cell phone, and listening
to music. Mobile phones are considered among the most important devices to have made a breakthrough in every aspect of
human life. Students’ persistence in using mobile phones during classroom hours has become a significant concern because of
distractions, disruptions, cheating, and inappropriate use.
In the United States, Study after study shows that the powerful computers we keep in our pockets can be distracting for even
the most disciplined of adults — not to mention students. "It was a constant distraction for kids and what it became is a constant
discipline issue," Robin Kvalo, Principal of Portage High School. DePED also issued the challenges of using mobile phones
during classes.
The study would like to determine the factors that lead students to have

Although computer-based technology has permeated many facets of life and business, little is known about how it might be
applied to foster engagement among students, a concept that is garnering considerable interest in higher learning due to the
connections to a number of beneficial academic outcomes. According to Roschelle (2000), just having a computer in the learning
environment does not guarantee their efficient use. therefore, Nesrin Özdener (2017) says that computer-based learning is more
effective than traditional learning.
Roschelle (2000) also added that mere pressure of the computer in the classroom does not ensure their effective use. It has
been shown that some computer programs are more efficient than other people, and a variety of factors can affect the
effectiveness with which even those with the greatest potential are executed. The numerous uses of computer technology to
enhance classroom instruction as well as student achievement are examined in this article.
While Nesrin Özdener (2017) concluded that Only when taking into account the Anatomy questions component of the post-test
assessment, students who received the game-based strategy fared better. When taking into account the anatomy and Biology
questions, students who heard the conventional lecture performed greater on both the post-test and long-term post-test.
Both of them agreed on the effective use of computer-based technology or computer-based learning. therefore, Roschelle
(2000) has different points of view on this research. She details the effectiveness of it tho still not satisfied in it. Cited that
computer-based technology or learning could still affect the learners from being distracted. Jennifer Wisdom (2008) also added,
things alter as technologies advance and change, as do students and teachers. What matters most is the way individuals and
their educational setting react to technology. Technology integration is a continuous learning, changing, and ideally improving
process.
In addition, computer-based technology or computer-based learning could affect us in many different ways. Students and
teachers are more often using a technology in gathering data rather than using the traditional ways, it says that it more
convenient for them to use it. However, using a technology could always have a challenge while using it. It takes time to adapt in
this kind of improvements in our teaching techniques.

According to the article written by Hoadley in 2000, more study is necessary to pinpoint the applications that best assist
learning as well as the conditions necessary for successful adoption in order to help guide choices about the potential use of
electronic devices in the classroom. Rodrigo (2013) also highlighted in her study the off-task behavior of students using intelligent
tutoring software in the Philippines. it indicates the intermediate developers are the analysts, designers, programmers, engineers
and managers who develop and support computer-based information systems for both commercial and personal uses.
In addition, M. Garcia (2017) published an article and cited that technology and education can create engaging learning
environments that are suited to the growth and transformation of the teachers and students needed to fuel the online economy.

However, a sizable portion of individuals, particularly students, are still not prepared to accept the technological transformation in
the sphere of education. The purpose of this study is to identify the variables influencing students' adoption of e-learning
technologies, with a focus on LMS (Learning Management System) in the Filipino setting. but according to Al-Aulamie (2013),
Since technology now makes it possible for people to learn wherever and whenever they desire, e-learning has emerged as the
new standard for modern education. During information system research, models of technology acceptance can be used to
predict and explain the way learners will respond to e-learning.
However, In classes where students are utilizing intelligent tutoring software, we look into the prevalence and effects of
various off-task behaviors on learning. We discover that "gaming the system"—behavior aimed at obtaining the right responses
and moving up in the tutoring lessons by methodically implementing advantage of patterns in the program's feedback and help—
is the off-task behavior in the classrooms under study that is nearly as strongly associated with reduced learning. As strongly as
the student's previous subject knowledge and overall academic achievement, a student's propensity to game the system related
to post-test performance (Baker,2004). Rojas (2012) also added in his study that the past theoretical models contending that off-
task behavior mostly lessens learning by decreasing the amount of time worked on are consistent with the most recent data.
Every child in the Philippines should receive a great education, according to Philippine President Gloria Macapagal-Arroyo,
who also believes that every classroom needs a computer. President Arroyo announced her plan to provide a strategy that
ensures high-quality education in her State of the Nation Address (SONA) (Orani, 2003). President Arroyo launched the Strong
Republic School Distance Learning System (SRDLS) in July 2003. She emphasized the necessity for a government to support
the use of distance learning using e-learning as a strategy to assist the delivery of excellent education in local communities and to
ensure equal access to fundamental education, including the elementary and secondary school levels.
Finally, in Casillano's study in 2019 he cited that leading internet service providers have recently made improvements to the
internet infrastructure in the Philippines, which prompted the researcher to look into the difficulties and level of acceptability
associated with implementing an e-learning platform at the College of Computer Studies at Eastern Samar State University in the
Philippines. Methods/Statistical Analysis: The e-learning platform was created and improved using the rapid application
development paradigm. To assess its general acceptance, descriptive statistics were used, and a concentrated discussion in
groups was conducted to ascertain the difficulties they encountered while putting it into practice.

In many computer based learning projects, students face some challenges of bad perception during their studies; lack of
pedagogy in their curriculum, lack of user touch and feel in their computer based learning platform (Allen & Seaman 2003, Ostund
2005).
There have been some efforts by developing counties to adopt the use of computer based learning. However according to
Okwilage Njoku (2002), computer based learning has not developed considerably to an appreciable extent in African due to many

Also some e-learning studies conducted in developing countries show lack of vision and framework in implementing e-learning

There have been some efforts by developing counties to adopt the use of computer based learning. However according to
Okwilage Njoku (2002), computer based learning has not developed considerably to an appreciable extent in African due to many
inhibitive factors. The biggest problem is that of illiteracy , infrastructure is another major problem that needs to be addressed in
the developing countries that computer based can easily be used
Computer based leaning depend on efficient communication system and these are lacking. For example in African, south
African has more than 90% of the connectivity of the entire continent (Jenson cited in Karelse & SeyeSylla, 2000). Also some e-
learning studies conducted in developing countries show lack of vision and framework in implementing e-learning lead to failure of
these projects (Pal, 2006, Kizito & Bijan, 2006). Lack of both technical and social skills required for the implementation of
computer based learning in developing countries are; limited or lack of connectivity in many developing countries including
Nigerian Universities impedes access to online learning.
In 1985, Steve Jobs predicted that computers and software would revolutionize the way we learn. Over 30 years later, his
prediction has yet to be fully confirmed in the student engagement literature;
however, According to findings of Schindler, L. A., Burkholder, G. J., Morad, O. A., & Marsh, C. (2017) they're offer preliminary
evidence that the potential is there. Of the technologies we reviewed, digital games, web-conferencing software, and Facebook
had the most far-reaching effects across multiple types and indicators of student engagement, suggesting that technology should
be considered a factor that influences student engagement in existing models. Findings regarding blogs, wikis, and Twitter,
however, are less convincing, given a lack of studies in relation to engagement indicators or mixed findings.
