    Series of 2024

    Presented for the considerations of the Sangguniang Kabataan in their Annual


    Budget for the year 2024 in the amount of Five Hundred Eighty Thousand, Three
    Hundred Fifty, and Eighty Cents (580,350.80) of Barangay San Isidro.

    NOW THEREFORE, on motion of Barangay Kagawad Allen B. Alfelor duly seconded


    unanimously,

    RESOLVED AS IT IS HEREBY RESOLVED, to enact this Appropriation Ordinance to wit:

    AUTHORIZING APPROPRIATION ORDINANCE NO. 01 OF THE SANGGUNIANG


    KABATAAN OF SAN ISIDRO, LIBMANAN, CAMARINES SUR WITH ITS
    CORRESPONDING AMOUNT OF FIVE HUNDRED EIGHTY THOUSAND, THREE
    HUNDRED FIFTY, AND EIGHTY CENTS (580,350.80) AS THEIR 10% SK
    SHARE FOR THE CALENDAR YEAR 2024.

    WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the
    State recognizes the vital role of the youth in nation-building and shall promote and
    protect their physical, moral, spiritual, intellectual and social well-being. It shall
    inculcate youth patriotism and nationalism and encourage their involvement in
    public and civic affairs.

    WHEREAS, in accordance with section 20 (a) of the SK Reform Act 2015(Republic


    Act [RA] No.10472), ten percent (10%) of the general fund of barangay shall be set
    aside for the SK. The Sangguniang Barangay shall appropriate the SK funds in lump-
    sum, which shall be disbursed solely for youth development and empowerment
    purposes.
    Section 1. Sources of funds. The Annual Budget of the Sangguniang Kabataan is
    10% SK Share from the General Fund of the Sangguniang Barangay in the total
    amount of Five Hundred Eighty Thousand, Three Hundred Fifty, and Eighty Cents
    (580,350.80) C/Y 2024.

    Section 2. Appropriation of Funds. The following are hereby appropriated


    thereof and made integral part of this Ordinance.

    2. A.a Maintenance and Other Operating Expenses (MOOE)

     Training Expenses
     Office Supplies Expenses
     Other Supplies and material Expenses
     Fidelity Bond Premiums
     Membership dues and contributions

    2. B SK Youth development and empowerment programs

    Section 3. General Provision. The following policies are authorized for the
    calendar year.
    A. Priority in the use of income shall before budgetary requirements as
    mandated by the local code.
    a. 10% SK Share
    B. Priority in the use of funds shall be solely for Youth development and
    empowerment programs and other mandatory expenses provided under the
    Local Government Code, RA 10742, RA 11768 and other SK related
    guidelines.
    C. All procurement shall follow strictly the provisions of RA. 9184

    Section 4. Effectivity. This ordinance shall take effect immediately upon its
    approval.
