A RESOLUTION OF THE SANGGUNIANG BARANGAY ADOPTING AND


APPROVING THE BARANGAY PEACE AND ORDER PUBLIC SAFETY (BPOPS)
PLAN AND BARANGAY ANTI-DRUG PLAN OF ACTION (BADPA) OF BARANGAY
LUCOG, TABUK CITY, KALINGA FOR THE YEAR 2020- 2022

WHERAS, the Barangay Peace and Order Council and Barangay Anti-drug Abuse
Council has passed a joint resolution to the Sangguniang Barangay recommending the
adoption and approval of the Barangay Peace and Order Public Safety (BPOPS) Plan
and Barangay Anti-drug Plan of Action (BADPA) for the year 2020-2022;

WHEREAS, Sangguniang Barangay is in need to adopt and approve the Barangay


Peace and Order Public Safety (BPOPS) Plan and Barangay Anti-drug Plan of Action
(BADPA) for the year 2020-2022;

NOW THEREFORE, upon the motion of Barangay Kagawad Dominic B. Raguro and
duly seconded by Barangay Kagawad Alfredo Dongdongan;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Barangay of Lucog,


Tabuk City, Kalinga to adopt the Barangay Peace and Order Public Safety Plan and the
Barangay Anti-drug Plan of Action (BADPA) of the Barangay of Lucog, Tabuk City,
Kalinga for the year 2020-2022;

RESOLVED FINALLY, that copies of this Resolution shall be furnished to all offices
concerned for their appropriate action, information and record

RESOLUTION ADOPTING THE NNC GOVERNING BOARD RESOLUTION N0. 6
SERIES OF 2012: “THE 2012 NUTRITIONAL GUIDELINES FOR FILIPINOS”,
FOR BARANGAY LUCOG, TABUK CITY, KALINGA FOR THE CALENDAR YEAR
2022.

WHEREAS, Presidential Decree No. 491 of 1974 or the “Nutrition Act of the
Philippines” promulgated the creation of the National Nutrition Council (NNC) as the
highest policy-making and coordinating body on nutrition;

WHEREAS, the NNC first formulated the Philippine’s 5-point nutritional guidelines in
1990 and was called the Dietary Guidelines for Filipinos;

WHEREAS, among the intended purposes of the Guidelines are: a) to provide the
general public with primary recommendations on proper diet and wholesome practices
to promote nutritional health for themselves and their families; b) to provide those
concerned with nutritional information and education and a handy reference;

WHEREAS, in 2000, the NNC organized and coordinated an inter-agency expert group
led by the Food and Nutrition Research Institute of the Department of Science and
Technology (FNRI-DOST) to modify the guidelines which led to the 10-point Nutritional
Guidelines for Filipinos (NGF);

WHEREAS, further enhancement of the guidelines was undertaken by FNRI-DOST


following the latter’s 2008 and 2011 survey results, and in lieu of the updated nutrition
information and available scientific interventions to address food and nutrition concerns;
WHEREAS, the NNC Governing Board during its meeting on October 31, 2012 issued
Resolution Number 6, series of 2012 adopting the 2012 Revised NGF;

WHEREAS, the 2012 Revised NGF promotes as its nutritional goal the improvement of
the nutritional status, productivity and quality of life of the population, through adoption
of desirable dietary practices and healthy lifestyle;

WHEREAS, the Revised NGF contains primary recommendations to promote good


health through proper nutrition and simple statements that give advice on the
consumption of foods and food components for which there are public health concerns;

WHEREAS, the 2012 Revised NGF addresses these challenges with its 10-point
messages:

1. Eat a variety of foods every day to get the nutrients needed by the body.

2. Breastfeed infants exclusively from birth up to six months, then give appropriate
complementary foods while continuing breastfeeding for two years and beyond for
optimum growth and development.

3. Eat more vegetables and fruits every day to get the essential vitamins, minerals and
fiber for regulation of body processes.

4. Consume fish, lean meat, poultry, egg, dried beans or nuts daily for growth and
repair of body tissues.

5. Consume milk, milk products, and other calcium-rich foods, such as small fish and
shellfish, every day for healthy bones and teeth.

6. Consume safe foods and water to prevent diarrhea and other food- and water-borne
diseases.

7. Use iodized salt to prevent Iodine Deficiency Disorders.

8. Limit intake of salty, fried, fatty and sugar-rich foods to prevent cardiovascular
diseases.

9. Attain normal body weight through proper diet and moderate physical activity to
prevent obesity and maintain good health.

10. Be physically active, make healthy food choices, manage stress, avoid alcoholic
beverages and do not smoke to help prevent lifestyle-related non-communicable
diseases.

WHEREAS, the Barangay Child Protection Committee who upholds the rights and
privileges of the children is strongly recommending the adoption of the “THE 2012
REVISED NUTRITIONAL GUIDELINES FOR FILIPINOS”;

NOW THEREFORE, on the motion of Sanguniang Barangay member, Leonila S.


Balunggay, dully seconded, it was;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Barangay Council of Lucog, Tabuk


City, Kalinga to adopt the 2012 Revised Nutritional Guidelines for Filipinos and conduct
various promotional activities in support of the NGF for the Barangay of Lucog for Calendar
Year 2022;

RESOLVED FINALLY, that copies of this Resolution shall be furnished to all offices
concerned for their appropriate action, information and record

RESOLUTION ADOPTING THE REPUBLIC ACT NO. 10028, “THE EXPANDED
PROMOTION OF BREASTFEEDING ACT OF 2009” FOR BARANGAY LUCOG,
TABUK CITY, KALINGA FOR THE CALENDAR YEAR 2022.

(Sponsored by Kagawad on Health Hon. Leonila S. Balunggay )

WHEREAS, under the Section 16 of the Republic Act 7160, otherwise known as the
Local Government Code of 1991, mandates all government units to promote the general
welfare of its inhabitants, provide basic services to the constituents;

WHEREAS, “Article XIII, Section 11 of the Constitution provides that the State shall
adopt an integrated and comprehensive approach to health development which shall
endeavor to make essential goods, health and other services available to all the people
at affordable cost. There shall be priority for the needs of the underprivileged, sick,
elderly, disabled, women and children;

WHEREAS, adequate and proper nutrition is an important and universally recognized


component of each child’s right to the enjoyment of the highest attainable standard of
health as provided for in the United Nation Convention on the Rights of the Child, which
the Philippine Senate, in accordance with its constitutional prerogative under Section
21, Article VII, of the 1987 Constitution, ratified on July 26, 1990, and which mandates
the Philippines to implement various international agreements relevant to Infant and
Young Child Feeding;
WHEREAS, the use of breast milk which is widely recognized as the best nutrition for
babies, promotes the development of emotional bonding between the mother and child,
bestows upon the newborn infant protection against infection, provides the mother
natural contraception after delivery, and protects the mothers from closely spaced
pregnancy;
WHEREAS, breastfeeding is the most far-reaching and the least costly strategy for the
alleviation of property;
WHEREAS, with the resultant healthier population and the reduction in infant and
under-five mortality rates, the country will be closer in reaching its targets for
Sustainable Development Goals;
WHEREAS, the implementation of a workplace lactation program which includes
“Rooming-In” area to all government and private health and non-health facilities for the
breastfeeding practices gives an opportunity to working mothers to express their duties
by breastfeeding in privacy. Furthermore, this will help ensure optimum health and
proper nutrition of their infants even while at work;
WHEREAS, mothers want to nurture their child and our own policies in the country are
in full support to do so;
WHEREAS, the Barangay Child Protection Committee who upholds the rights and
privileges of the children is strongly recommending the adoption of the “, “The
Expanded Promotion of Breastfeeding Act of 2009”;

NOW THEREFORE, on the motion of Sanguniang Barangay member, Leonila S.


Balunggay, dully seconded, it was;

RESOLVED, AS IT IS HEREBY RESOLVED, to adopt the Republic Act No. 10028,


“The Expanded Promotion of Breastfeeding Act of 2009” for the Barangay of Lucog,
Tabuk City, Kalinga for Calendar Year 2022;

RESOLVED FINALLY, that copies of this Resolution shall be furnished to all offices
concerned for their appropriate action, information and record.
