A new Airworthiness Directive (79-18-05, dated August 23, 1979) has recently
been issued concerning Lithium powered Emergency Locator transmitters.
This new AD supersedes the previous AD (79-05-02, dated February 26, 1979)
and extends the calendar time period in which an aircraft may be operated
without an ELT from - - -
Prior to, but no later than the extended date, an approved ELT must be
installed. For information on approved ELT's refer to Revision #1 of this
Service Letter dated July 9, 1979.
While the above extends the calendar time period in which an aircraft may
be operated without an ELT, Zones and Dealers are reminded that the expiration
dates for the credit program set forth in AV78-31 Revision #2 are November 1,
1979, for Domestic and January 1, 1980, for International.

Since the original publication of AV78-31, the following has been developed to assist
in complying with the FAA's Airworthiness Directive regarding the use of lithium
battery in ELT's and Bendix RNAV in Cessna aircraft.
I. CONQUEST APPLICABILITY
On production aircraft the following changes have been made concerning use of
lithium batteries.
A. Dorne & Margolin ELT - - effective with 441-0093 and on
The Dorne & Margolin alkaline powered ELT has been incorporated, replacing the
Communications Component Corporation unit which utilized lithium batteries.
Attached is a copy of Service Kit SK441-18 which was developed to incorporate
the D & M ELT in earlier Conquest.
Also attached are charts I & II which have been updated to include the Conquest
information.
The lithium battery in the control-indicator of the RNS3500 has been replaced
with an alkaline battery per the attached Bendix Alert Service Bulletins
number 3500-006 and -007. Replacement batteries for earlier in-service air-
craft are available from the Cessna Supply Division - - part number and price
are shown below:

INSTALLATION INSTRUCTIONS:
A. Removal of existing CIR-11 Emergency Locator transmitter System:
1. (See Figure 1.) Remove the 9754036-1 Placard, SA21SDX11-1 Switch and S1695-2 Switch. Cap
and stow the connecting wires using MS25274-2 and MS25274-3 Electrical Caps.
NOTE
Airplanes equipped with a dual audio panel located in the RH
flight panel must remove the audio panel for access to the
switches.
2. Remove the screws and nuts that attach the switch guard (left switch location) to the instru-
ment panel. Discard the switch guard. Plug the screw holes in the instrument panel using the
(2) two existing screws and nuts.
3. Install one CM2692-15P1S Plug Button in each existing switch hole.
4. Remove locator beacon circuit breaker from the RH circuit breaker panel. Cap and stow the
connecting wire using one MS25274-2 Electrical Cap.
5.. Install one CM2692-15P1S Plug Button in the circuit breaker hole.
6. Remove the locator beacon placard from the left side of the tailcone. Open the tailcone
access door and retain all screws for reinstallation.
7. Remove the existing locator beacon by removing attaching screws and nuts. Discard all
parts. Cap and stow connecting wires using (3) three MS25274-2 Electrical Caps. Remove
the interconnecting coax cable from the transmitter and the antenna.
8. Remove the dorsal cover assembly from the dorsal fin, retain all screws for reinstallation.
Remove the existing antenna by removing and discarding the attaching screws.
9. Remove the existing 5715751-21 Tube Assembly (vertical fin deice line) located in the tailcone
and routes along the right side, aft of the access door. This line must be removed to provide
clearance for the new emergency locator transmitter.
B. Installation of Dorne and Margolin ELT-6 System:
1. Install the C589511-0109 Antenna and C589511-110 Boot in place of the old antenna using the
nut provided with the antenna and (2) two AN960P0816L Washers.
NOTE
The antenna will be taller than the dorsal fin and should be
positioned aft under the dorsal fin cover assembly.
2. Install the dorsal cover assembly onto the dorsal fin using existing screws.
3. (See Figure 2.) Working inside the tailcone on the RH side, place the 9754083-14 Shelf
Assembly and 9754083-22 Filler in position per dimensions shown and drill (8) eight (.098)
diameter holes through the stringer using the holes in the shelf assembly as a guide.
Deburr all holes and attach the shelf assembly and filler to the stringer using MS20470AD3-5
Rivets.
4. Mount the 9754083-20 and 9754083-21 Angles to the shelf assembly using MS35206-245 Screws.
5. Attach the 9754083-19 Tee Assemblies to the end of the 9754083-20 and 9754083-21 Angles
using MS35206-245 Screws. Leave the screws slightly loose and position the 9754083-19
Tee Assemblies on the 5812100-10 Stringer so that the shelf is level and not twisted and the
tee assemblies align on the stringer in order to pick up two (2) existing rivets. Remove the
rivets (two (2) per tee assembly) and position one tee assembly in position. Drill through
the existing rivet hole and the tee assembly (.128) diameter. Use a temporary sheet metal
fastener in the hole just drilled and drill the other hole (.128) diameter in the tee assembly.
Repeat drilling operation for the other tee assembly. Remove the screws attaching the
9754083-20 and 9754083-21 Angles from the tee assemblies. Install the tee assemblies onto the
stringer using MS20470AD4-5 Rivets. Reattach the angles to the tee assemblies using
MS35206-245 Screws.

NOTE
6. Install the locator beacon transmitter using (2) two MS35206-245 Screws.
7. Layout, drill and deburr (1) one (.098) diameter hole through the airplane skin from the
inside out directly adjacent to the switch mounted on the transmitter and at least 1.40 above
the nearest stringer. Apply masking tape to the (.098) diameter hole in an area approximately
(6) six inches in diameter to protect the skin finish. Carefully enlarge the hole to (1.125)
diameter and deburr. Remove the masking tape.
8. Place the 9402005-10 Doubler in position as shown and using the existing holes in the doubler
as a guide drill (.128) diameter holes (8) eight places through the skin. Deburr all holes
and install the 9402005-10 Doubler using MS20470AD4-4 Rivets.
9. (See Figure 2.) Clean the area where the 9754084-2 Placard is to be installed using iso-
propyl alcohol. Install the placard per dimensions shown. Install the 5715751-41 Tube
Assembly in place of the one removed.
10. Connect the C589511-0111 Cable Assembly from the transmitter to the antenna. Using S1693-2
Sta-Straps route the cable along existing wire bundles aft to the vertical fin deice line
and route along it, down to the transmitter.
11. Touch up and paint the rivet heads on the RH tailcone and CM2692-36P1S Plug Button in
accordance with the Maintenance Manual.
12. Perform the following test on the hour to five minutes after the hour as follows:
a. Turn the communications radio in the airplane ON and select emergency frequency 121.5
MHz on the receiver. (If desired, use remote receiver in another airplane.)
b. Place the power switch located in the forward end of the transmitter to the ON position.
Within 15 seconds the signal from the transmitter should be heard through the communi-
cations radio. (Do not leave in the ON position more than 30 seconds)
c. Place the switch in the ARM position as soon as it has been determined that the trans-
mitter is functioning properly.
NOTE
13. Turn the communications receiver OFF, and install the CM2692-36P1S Plug Button in the
(1.125) hole.
14. Replace and secure tailcone access panel using existing screws.

1. With the issuance of AD79-05-02, Amendment 39-3422, dated February 22, 1979,
the following action is required.
ELT REPLACEMENT
B) An approved ELT must be installed within 180 days from the issuance
of the above listed A.D. (which will be August 27, 1979).
Since the above A.D. makes removal of lithium batteries and ELT transmitters
powered by lithium batteries mandatory on all U.S. registered aircraft by 3-28-79
the following credit program has been established.
Full parts credit and a labor allowance (reference attached blue page) will be
paid on aircraft that were in warranty* as of March 28, 1979 provided the work is
accomplished and a credit claim is submitted by a Cessna Dealer prior to the
following dates:
