FACTORS AFFECTING HOUSING NEEDS

The first step in buying a home is knowing what type of housing best suits your
family’s needs. Housing needs vary according to family life stages, or your
perception of what you need in a house.

1. Climate

Climate is the average course of weather conditions for a particular location


over a period of many years, it varies from warm to cold, and dry to humid.
Housing affordability is already being affected by climate impacts. In many
areas around the country, homeowners are facing repeated damage to their
homes that often requires costly repairs. Homeowners in vulnerable locations
will need to enhance their resilience by retrofitting their homes, but the costs
to do so can be out of reach for many homeowners. Those who cannot afford
to repair and rebuild will continue to be forced out or remain in deteriorating
conditions.
2. Location

A location is a place where a particular point or object exists. Location is an


important term in geography, and is usually considered more precise than
"place." A well-located product can often survive economically even if
development is poorly planned and managed. A project that is not well
located may fail even though it has the best planning and management and
even design, Cassidy (2005).

In the course of studying the effect of location on property value accessibility


cannot be isolated. Accessibility in this word considers the time and
convenience of getting to a place. This refers to the nature of the road network
i.e. rough, smooth undulating to other use wise. All these inquiries have been
observed in order to make alterations where necessary and avoid future
occurrences, hence considering the work in respect of the effect of the
location of a tertiary institution on property value.
3. Cost

Cost is the fiscal value of commodities and facilities that manufacturers and
customers buy. The process of retaining a property after the costs have been
incurred by the owner is referred to as affordability. To put it more simply, it is
described as the relationship between house prices, interest rates, and wages.
So, if any of the given variables reaches its maximum level in a specific area,
then the inhabitants start finding a better lifestyle elsewhere.
4. Taste

Consumer preferences are defined as the subjective (individual) tastes, as


measured by utility, of various bundles of goods. There are myriad different
tastes and preferences that span all genders and ages, resulting in a great
deal of crossover. Secondly, when it comes to home design, it’s hard to discern
whether certain preferences are influenced by taste alone or whether they
have been developed as a result of necessity or societal influence.

Responses to the Meyer’s Research study revealed that the majority of men
would prefer a home that is a “sign of accomplishment that defines success”
with more concern for “location and outward-facing issues”. Women, on the
other hand, tend to believe that “the inside of the home is important” and care
about “how it will engage and serve whatever family means to her”.
5. Lifestyles

Lifestyle is the way of living that includes your possessions, attitude, and mainly
your standard of living. A way of life for living is basically considered a lifestyle.
Lifestyle, indicating preferences towards a particular way of living, is a key
driver of the decision of where to live. The type of activity you desire can also
be a significant factor when choosing where to live. If you love going to the
gym every day, you will want to make sure that there is a good one nearby.
You will also want to find a house near any places you like to visit, such as the
park or big box stores. Some people prefer to live around many trees, while
others want to be near a more urban setting.

GOVERNMENT’S INITIATIVE TO SOLVE HOUSING PROBLEMS


Government-funded housing was established after the need for safe and
affordable housing presented itself. Once created low-income families were
provided with a roof over their heads that they could afford. Government-
funded housing is not just reserved for apartments, but single-family homes.
HUDCC (Housing and Urban Development Coordinating Council)
Created through Executive Order No.90, is the highest policy-making and
coordinating office on shelter. It is an umbrella organization that consists of
heads of four housing agencies.
HUDCC, as the national government agency that serves as the oversight and
the overall coordinator of housing and urban development policies, plans, and
programs, will be part of the Project Steering Committee to ensure the project’s
consistency and alignment with the country’s Urban Development and
Housing Act, the NUDHF and the Philippine Urban Agenda (2017-2036).

1. NHA (National Housing Authority)

Is a government-owned and controlled corporation


operating under the policy and administrative
supervision of the HUDCC. The NHA is the sole
government agency to engage in shelter production
focusing its efforts to provide to homeless, low-income
Filipino families.

2. Pag-IBIG Fund (Pagtutulungan sa Kinabukasan: Ikaw, Bangko, Industriya


at Gobyerno)

To provide its members with adequate housing through


an effective savings scheme, Pag-IBIG Fund harnesses
these four sectors of Philippine society: financial
institutions, the industrial sector, the government, and the
Filipino people. The fund was created to address two of
the nation’s basic concerns: (a) the generation of savings
and (b) providing shelter for Filipino workers.
3. HLURB (Housing and Land Use Regulatory Board)

A national government agency tasked as the planning,


regulatory and quasi-judicial body for land use
development and real estate and housing regulation.
These roles are done via a triad of strategies: policy
development, planning, and regulation.

4. HGC (Home Guaranty Corporation)

A government-owned-and-controlled-corporation
(GOCC) mandated by law (Republic Act 8763) to
promote sustainable homeownership by providing risk
coverage or guarantees and tax/fiscal incentives to
banks and housing development loans/credits, and
home financing. As HGC focuses on promoting home
ownership to middle and low-income families.

5. NHMFC (National Home Mortgage Finance Corporation)

The mandate of increasing the availability of affordable


housing loans to finance the Filipino homebuyer
acquisition of housing units through the development
and operation of a secondary market for home
mortgages.

6. SHFC (Social Housing Finance Corporation)

Mandated: (a) to undertake social housing


programs that will cater to the formal and informal
sectors in the low-income bracket; and (b) to take
charge of developing and administering social
housing programs, particularly the Community
Mortgage Program (CMP) and the Abot-Kaya
Pabahay Fund (AKPF) Program.
WRITE UPS

There are plenty of things that can be learned through this research: (a)
List of factors affecting housing needs, (b) Housing problems in the Philippines,
and (c) the Government’s initiative to solve housing problems. There are
different factors that mainly affect the housing needs of a family or an
individual. Climate plays a crucial role in terms of housing needs, a hot and
humid climate differs from a cold climate, and a house must be appropriately
fit in terms of the climate. In a hot and humid climate, most of people try to
find houses that have more windows or openings, in a cold climate, some of
the consumers try to find a house that also has a fireplace.

The cost of the house also plays a huge role, the cost of a house a person
is renting or owning must be sufficient with the owner or consumer’s budget.
There are instances in which most people prioritize affordability rather than
getting what they really want. The third factor which is also considered is the
location of the house, most of the people prioritize accessibility. Accessibility
refers to how quickly and conveniently a location can be reached. This refers
to the type of road network—rough, smooth, or undulating, depending on the
intended purpose. All of these inquiries have been made in an effort to correct
any issues that arise and prevent similar ones in the future, therefore work has
been done to examine how tertiary institution location affects property value.
Some people prefer to live in a location or place which can supply all their
demands and needs, such as areas near a school for those who have kids,
areas near central business districts for those who are entrepreneurs, and areas
away from pollution and closer to nature for those who wanted healthy and
peaceful surroundings.
Taste and preferences also affect the housing needs of a person, for
example, a man’s choice sometimes differs to a woman’s choice in terms of
functionality and layout. Women are less inclined than men to want expansive
rooms and are more likely to favor utilitarian areas with innovative storage
solutions. Men are more prone to prioritize extra rooms like game rooms,
whereas women choose general home plans that are functional and facilitate
daily life. Making the most of one's free time is important because many
women still handle the responsibility of parenting and housekeeping in addition
to holding down a full-time job. For the same reason that women find home
offices appealing, women also enjoy relaxing spaces. The lifestyle also has an
effect to housing needs there are some people who are physically inclined
which is why they prefer to live in a place which is accessible to gyms, yoga
centers, parks, or recreational areas where they can exercise. For people who
love working from home, residing in spaces that elevate your experience are
important. Efficiency comes naturally when working in a great environment
while seated comfortably. And with these touchpoints in mind, we created
places that are airy, bright, and provide the finest in functionality.

As I did this research, I also learned about the five reasons for housing
problems in the Philippines. These housing problems are commonly seen in
urban areas due to migration, poverty, and industrialization.
I also learned about the different programs by the government to
address housing problems. Most government agencies try to promote shelter
production, with a particular emphasis on helping low-income Filipino families
that are homeless. There are also other agencies that focus on creating and
running a secondary market for house mortgages, the objective is to increase
the supply of affordable housing loans to finance the purchase of housing units
by Filipino homebuyers.
