System planning is the first phase of the system development life cycle.
Effective information systems help an organization, support its business
processes, carry out it's mission and serve its stakeholders. Strategic planning
allow a company to examine its purpose, vision and values and develop a mission
statement, which leads to goals objectives, day-to-day operations, and business
results that affect company stakeholders.
This is also sometimes known as Strategic Planning, which starts with
a management review called SWOT analysis. The letters stands for strengths,
weaknesses, opportunities, and threats.

During the system planning phase, an analyze reviews the business case,
which is the basis or reason, for a proposed system. A business case should
describe the project clearly , provide the justification to proceed and estimate the
project financial impact.
What is a BUSINESS CASE? The business case refers to the reasons, or
justification, for a proposal. A business case should answer questions such as the
following.
 Why are we doing his project?
 What is the project about?
 How does this solution address key business issues?
 How much will it cost and how long will it take ?
 Will we suffer a productivity loss during the transition?
 What is the return on investment and payback period?
 What are the risks of doing the project? What are the risks of not doing he
project?
 How will we measure success?
 What alternative exist?

The are also factors that affect system projects Which are the following.
 Strategic plan
 Technology
 Suppliers
 Customer
 Competitors
 The economy
 Government
 Existing Systems and Data
 Information technology Department User Requests
 Top managers

System project are initiated, to improve performance, provide more


informative, reduce costs, strengthens control, or provide better service. Various
internal and external factors affect system project such as users request, top
management directives existing system, the IT department software and
hardware vendors, technology, customers, competitors, the economy, and
government.
During the preliminary investigation the analysis evaluates the
system request determines whether the project is feasible from an operation,
technical, economic, and schedule standpoint. Analysis evaluates system request
on the basis of their expected costs and benefits, both tangible and intangible.

Feasibility study includes tests for operational, technical,


economical, and schedule feasibility.
The first step of in evaluating feasibility is to identify and weed out
systems request that are not feasible. After rejecting system request that are not
feasible, the system review committee must establish priorities for the remaining
items.

The steps in the preliminary investigation are to understand the


problem or opportunity define the project scope and constraints perform fact
finding analyze project usability, cost, benefits and schedule data evaluate
feasibility and present results and recommendations to management.
There are 6 series of steps that the system analyst typically follows
during the preliminary investigation, which are the following.
1. Understand the problem or opportunity
2. Define the project scope and constraints.
3. Perform fact- finding.
 Analyze organizational charts.
 Conduct interviews
 Review documentation.
 Observe operations.
 Conduct a user survey.

4. Analyze project usability, cost, benefit, and schedule data.


5. Evaluate feasibility.
6. Present results and recommendations to management.
During the preliminary investigation, analysts often use investigated tools such as
fishbone or Ishikawa diagram, Pareto charts and XY charts . The last task in a
preliminary investigation is to prepare a report to management. The report must
include an estimate of time, staffing requirements, costs, benefits and expected
results for the first phase of the SDLC.
