CHAPTER I

THE PROBLEM AND ITS SETTING

Introduction

As we all know international cruise terminal gives a lot of benefits to the

economy of every country, it also includes the mass pull of tourisms, opening of

job orders, and etc.. The maritime industry has made great contributions to the

world economy in recent decades. The development of the cruise industry

includes many categories, like the design and construction of cruise ships, cruise

port construction, cruise service, tourism transportation, cruise supplies, cruise

financial insurance, etc (Wang et al.2014). In 1972 the concept of “fun ship” is

introduced in Carnival Cruise lines for the promotion of entertainment and

promotion of mass tourism. Carnival was launched with a converted transatlantic

ocean liner and a dream of entrepreneur Ted Arison, a pioneer in the modern-

day cruise industry who set out to realize his vision of making a vacation

experience once reserved for the very rich accessible to the average person. In

2020 Carnival Cruise Line will celebrate its 50th anniversary and a second

180,000-ton LNG ship, Carnival Celebration, is set to debut from Port Miami in

2022. Costa Magica, from sister company, Costa Cruises, will be transferred to

Carnival Cruise Line and enter service in 2022 following a multi-million-dollar dry

dock.

The cruise sector constitutes one of the fastest growing sectors of the

tourism industry. With the continued growth of the industry comes the need to

develop new ports to accommodate the increased volume of ships as well as the

increasing size of modern cruise ships.

In Palawan an international cruise port is being constructed for Palawan to

recover or for its economy to bounce back from the bad effects of the global

pandemic. Since Palawan is well known as slice of heaven, a sliver of an island

that teems with exotic wildlife, quaint fishing villages, and UNESCO World

Heritage Sites and the large ships and ports are increasing and also to help

improve the maritime industry the government took the high risk and high return

and invested for the Palawan International Cruise Port Project.

Public Works and Highways Secretary Mark A. Villar announced that an

international cruise ship facility project of DPWH will soon put the scenic

Province of Palawan in the popular list of international cruise destinations.

Secretary Villar said that the P3.5 Billion Puerto Princesa Cruise Port and

Facilities will truly boost the Philippines chance of luring more and more tourists

to visit Palawan. Secretary Villar lauded the DPWH Regional Office 4-B

(MiMaRoPa) as he inaugurates the completed first four (4) phases of the 500-

meter wharf and docking facility while also inspecting three (3) other phases

which are on-going. The Puerto Princesa City Cruise Port was designed to be

500 lineal meter by 21 lineal meter wharf to accommodate a large cruise liner. It

is also provided with 36 lineal meter by 12 lineal meter trestle and 64 lineal meter

by 13.4 lineal meter causeway which will serve as entrance to the Terminal

Building with approximate area of 10,000 square meters that can accomodate

2,500 persons and passengers. A year of stringent travel restrictions due to

pandemic, Philippines will sooner open its gates to the world for those who long

to experience world-renown tourist destinations in Palawan. Not only as a typical

stopover, travellers by sea will be delighted with the benefits of this project. The

port itself is not a typical stopover; it offers an array of recreational activities to

unwind after a tiring voyage in the sea. Puerto Princesa City is home to the

Subterranean River National Park popularly known as Underground River which

was listed in the UNESCO World Heritage Site in 1999 and voted as a New 7

Wonders of Nature in 2012. The westernmost city in the Philippines is also the

gateway to other popular tourist destinations in El Nido, San Vicente and Taytay

(DPWH 2021).

The Government of the Philippines will boost the country’s cruise tourism

from 2020 by attracting more cruise tourists arriving with international ships at the

Salomague Ilocos Cruise Port, near the northern tip of Luzon, the largest island

in the Philippines (The Editorial Team, 2020). In June 2021, the construction of

an here in Albay had to go on a full swing construction after its formal

groundbreaking. The construction of international cruise ship terminal (ICST) is

ongoing. According to Virgilio Eduarte (Regional Director DPWH-Bicol), ICST is a

world-class travel facility that is being considered as a mega tourism project seen

to contribute to the enhancement of the tourism industry in Central Philippines.

He said the project will spur economic activities not only in Albay but in the Bicol

Region and contribute to the national goal for poverty alleviation by providing

opportunities that would attract more investment and generate employment. This

project will spur economic activities in the Bicol Region that will lead to the

economic development of Legazpi City.

The construction of an international cruise ship terminal (ICST) here, the

first in Luzon, is being anticipated to go on full swing after a formal

groundbreaking ceremony was held at the site on Tuesday, led by Department of

Public Works and Highways (DPWH) Secretary Mark Villar. The terminal

buildings and other facilities will be built at the cost of PHP920 million. The first

phase of the civil works includes the still ongoing construction of the rock

causeway and reclamation of a portion of the Legazpi City Boulevard and Albay

Gulf. Aside from Villar, also present during the ceremony were Legazpi Mayor

Noel Rosal, Albay Second District Rep. Joey Salceda, Ako Bicol Party-list Rep.

Alfredo Garbin Jr., and DPWH-Bicol regional director Virgilio Eduarte. In an

interview on Wednesday, Eduarte said the ICST is a world-class travel facility

that is being considered as a mega tourism project seen to contribute to the

enhancement of the tourism industry in Central Philippines. He said the project

will spur economic activities not only in Albay but in the Bicol Region and

contribute to the national goal for poverty alleviation by providing opportunities

that would attract more investment and generate employment. “The 284.69 meter

rock causeway and the 10,200 square meter reclamation works of the project are

already 65 percent complete, located between the panoramic Albay Gulf and the

majestic Mt. Mayon," Eduarte noted. He said the other civil works of the project

include the construction of pier, and lighting and navigation systems. The

national government has released an initial budget of PHP150 million out of the

PHP920 million total project cost, Eduarte said. Rosal, in a separate interview,

said the ICST project is another welcome addition to the infrastructure

development that will uplift Legazpi's tourism industry by boosting the arrivals

from different countries in the world. “The project includes the construction of

seaport that can accommodate a 300-meter long tourism cruise ship which is the

standard size of international cruise ships,” he said. He said once the project is

operational, Legazpi will be the second city after Tagbilaran in Bohol to have an

international passenger cruise ship terminal in the country. The ICST is expected

to attract more tourists because of its strategic location as it offers a perfect view

of the majestic, cone-shaped Mayon Volcano. Meanwhile, Villar, during the

groundbreaking rites, said, "Under the Build, Build, Build program of the Duterte

administration, this is what he wants to have more development, particularly in

the provinces. Albay as a province is one of the most progressive provinces in

the country and deserves major investments in infrastructure". Salceda noted

that that during Villar's term as head of DPWH, the poverty rate has gone down.

"From an average of 23 to only 15.4 in the latest family income expenditure

survey, there is no other explanation but infrastructure. Infrastructure creates

jobs, business opportunities and eases the cost of doing business," the lawmaker

said. Villar, after the groundbreaking ceremony, also attended the inauguration of

the 3.5-kilometer Camalig bypass road that aims to provide the public safe,

convenient, and faster travel. (PNA) (Calipay and Solis 2021).

Since the presence of mega ships and ports/terminals has significantly

increased through the decades we must question ourselves over one matter;

what are the pros and cons or what are the effects and benefits of the said

international +terminal. Upon knowing these thing it will be more beneficial if we

understand not just the benefits but also the effect of the so called international

cruise terminal.

Statement of the Problem

The purpose of this research is to determine the EFFECTS OF LEGAZPI

INTERNTAIONAL CRUISE TERMINAL PROJECT ON THE RESIDENTS OF

BRGY. #57 DAP-DAP LEGAZPI CITY.

This study aims to know the answers to the following questions:

1. Profile of the residents of the barangay such as:

a.) Age

b.) Gender

c.) number of years as a resident of the barangay

d.) Occupation

2. What are the benefits of the Legazpi International Cruise Terminal project

to the residents of barangay #57 Dap-dap?

3. What are the positive and negative effects encountered because of the

Legazpi International Cruise Terminal Project?

4. What are the challenges encountered because of the Legazpi

International Cruise Terminal Project?

5. What are the recommendations can be suggested for these encounters to

be reduced or completely eradicated?

Assumptions of the Study

1. The profile of the selected residents such as: age, gender, Number of

years as a resident of the barangay, and occupation.

2. The benefits of Legazpi International Cruise Terminal Project to the

residents of Brgy. #57 Dap-dap Legazpi City.

3. The positive and negative effects of the Legazpi International Cruise

Terminal project.

4. The challenges encountered because of the Legazpi International Cruise

Terminal Project.

5. The possible solutions that can be recommended for the encounters to be

reduced and completely eradicated.

Scope and Delimitation of the Study

This research will focus on the effects of Legazpi International cruise

terminal on the residents of Brgy. #57 Dap-dap Legazpi City weather the effects

are positive and negative. Upon finding the out the effects, the researchers will

also include the challenges encountered during the development of Legazpi

International Cruise terminal and aims to seek for solutions or recommendation

for these encountered challenges. The researchers will focus on Brgy. #57 who

is directly affected by the said International Cruise Terminal Project.

The researchers limit the study to the residents who resides on Brgy #57

Dap-dap Legazpi City. The data will be based from the seaport of Legazpi

international port cruise who will represent the population of the study. According

to the 2020 BHW there are 588 households in Barangay Dap-dap that is divided

by 10 puroks. The researcher will look for five (5) respondents in every purok.

This people will represent the whole population of Legazpi City. The effects of the

Legazpi International Cruise Ship Terminal Project to the residents of barangay

will be determined whether it is positive or negative. This study provides

information that will help the development of LCST project.

SIGNIFICANCE OF THE STUDY

The researcher believe that this study will be great benefits to the Bicolanos,
particularly to the Legazpenos in terms of:

Job - This study will help the Legazpenos, especially the the job seeker to
address the job opportunities to be open soon,so that the Legazpenos should
prepare to be fit to that specific job. It also gives chance to the people whose
career relies on Maritime Industry.

Revenue – When the Legazpi International Cruise Terminal is open, it will also
open different kind of businesses and it will be beneficial in growing one`s
economy and raise their daily income, so that somehow it will lessen the poverty
here in Legapi City.

Productivity - When Legazpi International Cruise Terminal is open, it may


increase the demand in food that can help our farmers and fishermen to increase
the value of their products. It can also help to promote and advertise the product
that are originally made in Legazpi City such as food, handicrafts and other
souvineers.

Property and Values- This study will help the Legazpenos, especially to those
adjacent to Legazpi International Cruise Ship Terminal. The said terminal will
possibly attract tourist and many local and foreign investors. Which will be favor
to the residents of Legazpi City, because they have the privilege to increase their
land and property values.

Future Researcher – The findings of this study will serve as their reference to
deepen the understanding and knowledge to this field of study.

CHAPTER II

REVIEW OF RELATED LITERATURE AND STUDIES

Foreign Literature

In 1995 Tokyo International Cruise terminal was built, the four-leveled was

built in Koto Ward of Tokyo. Tokyo port attracts tourism resources such as

culture, entertainment, and food are packed, and to the land and air entrances

that connect all over Japan but the progress of international container trade has

advanced the globalization of modern trade and economy through reducing

transportation lead time all over the world. This means that the stagnation of

international container shipping directly suffers maintaining global supply-chain,

leading to the serious negative impact on the world trade and economy (Akakura

and Ono). This research is anchored with Cruise Tourism Theory (2009). The

theory talks about cruise tourism generates an estimated $18 billion a year in

passenger expenditure and has been the fastest growing sector of the travel

industry in the last years. Arrivals in the Caribbean region increased from three

million in 1980 to more than 25 million in 2007. In this paper we describe the

evolution of the cruise industry and review the experiences of different cruise

destinations. We also describe different activities associated to the cruise ship

industry to identify costs and benefits for the actors of the local economies (Brida

and Aguirre 2009).

Local Literature

Archipelagic Southeast Asia (aSEA)1 has a unique geography

characterized by more than 24,000 islands and long distances. Even Peninsular

Malaysia has many archipelagic characteristics compared to the mainland

economies. This geography demands a special approach to connectivity—to the

ability to move goods and people, and to travel and undertake other transport

services.2 On many islands, businesses face prohibitive transport costs to larger,

especially international markets. Small, local markets limit economies of scale,

growth, and economic opportunities. In addition, national and local policy and

regulatory environments differ widely between and within countries, providing

additional disincentives for the private sector to operate (Asian Development

Bank 2010). The growth of the cruise industry refers to a process in which the

cruise industry experiences its life cycle. The growth mechanism of the cruise

industry can be divided into exogenous dynamic mechanism and the

endogenous dynamic mechanism. In this paper, we build a simple cruise industry

growth momentum mechanism model and put the cruise industry growth in a

comprehensive environment. Followed by analysis of exogenous dynamic

mechanism and the endogenous dynamic mechanism, we can obtain the best

path of cruise industry growth. And the growth path of the cruise industry can be

divided into the initial period, rising period, mature period and ideal period.

Meanwhile, different development suggestions are put forward for each period of

the cruise industry. It is hoped that the research of this paper can provide

reference for the development of cruise industry (Sun, Xie, Zhang and Lui 2017).

Foreign Literature

In 2020 Corluca, Tubic and Peronja studied that the cruise tourism as one

of the most dynamic and fastest growing segments of tourism industry is shaping

tourism activities. The growth rate of global cruise tourism has constantly

increased over the last years and the number of cruise passengers is expected

to grow worldwide. Cruising as form of leisure tourism is the most expressed in

the Caribbean, followed by the Mediterranean as cruising region with increasing

cruise passenger rates. The demand for cruise tourism continues to grow and

cruise ports will continue to develop an interest in advancing their cruise

activities. The paper elaborates on the pattern of cruise port industry with regard

to cruise port model of operation governance, two basic types of port operation,

namely ports without private entry in port operation and ports with private entry in

port operation. Research sample are cruise ports in the Mediterranean and

adjoining seas. The main indicators of passenger flows are analysed and the

intensity, structure and dynamics is identified. Descriptive statistics is used to

describe the basic features of the data in the study together with summaries

about the sample and the measures. Along with graphics analysis, quantitative

analysis of data is performed. Port governance including private entry, especially

port operators, is seen as key response to global cruise industry growth, having

advantage over public port governance in diverse fields of port operation.

Research results indicate that cruise ports with private entry in port operation are

not geographically concentrated. Cruise ports with private entry in port operation

are dominating the market, but cruise ports without private entry are catching up

as their growth rate is higher. At the same time cruise ports with private entry in

port operation are turning to bigger sized cruise ships increasing overall

efficiency per call. Findings contribute to cruising tourism theory and practice. In

practical terms the contribution of this paper is the understanding of current

market position of cruise ports with regard to their model of port governance,

more precisely the position of ports with private entry in cruise port operation

versus cruise ports without private entry in cruise port operation.

Local studies

The Philippines is an archipelago of 7,107 islands. It has a long coastline

that extends to 235,973 sq. km, longer than that of the United States (UNESCAP

2002b). The country’s archipelagic configuration requires an efficient maritime

transport infrastructure composed of ports and shipping for growth and

socioeconomic integration. The integration of peripheral islands to the urban

economic nodes such as Metro Manila, Cebu, Davao, and General Santos, and

the diffusion of investments and economic activities fundamentally count on an

efficient road and maritime transport network (Llanto and Basilio).

Synthesis of the Art

Literatures relevant to the current study were focused on the benefits and

other positive sides of every international cruise terminal. The progress of

international container trade has advanced the globalization of modern trade and

economy through reducing transportation lead time all over the world. This

means that the stagnation of international container shipping directly suffer

maintaining global supply-chain, leading to the serious negative impact on the

world trade and economy. While, port is affected not only by natural disasters like

earthquake, tsunami and hurricane, but also by man-made disasters, such as

strike, explosion, IT system trouble and so on (Akakura and Ono). Maritime

transport is the major means by which the islands are connected, and the

movement of commodities and people is facilitated. The Philippines is likewise

primarily linked to the international trade system via maritime transport. By the

1990s, many countries had adopted a development strategy that emphasizes

integration with the global economy (Clark et al. 2004) As the construction of the

Legazpi International Cruise Terminal is ongoing there are positive and negative

feedbacks and effects. Led by the Department of Public Works and Highways

(DPWH) the said international cruise terminal goes on full-swing on this project.

In this section of the research the researchers will describe the effects of Legazpi

International Cruise Terminal to the Residents of Brgy. Dadp-dap Leazpi city.

Gap Bridge of the Study

This study aims to determine the effects of the Legazpi International Cruise Port

project to the residents of Barangay 57 Dap-dap Legazpi City; whether the

effects are good or bad. Currently, the researchers have not encountered other

studies or research regarding this topic which can be used foster progress and

decent results. This study is not just maritime course related study, but also

involves the effects of this project to the lives of the residents of a certain

barangay who are will experience the good or bad outcome of the project.

Theoretical Framework

This research is anchored on Stimulus-Arousal Theory (2008). The


theory deals with observation that both humans and animals constantly seek
stimuli of various kinds, both to gain knowledge and to satisfy a need for
excitement, risk, surprise, and pleasure. Often this is connected with the idea of
fun, expressed as light amusement, joking, and laughter. This is relevant to the
present study since it emphasizes its role in creative exploration, problem
solving, and adaptive changes (Kraus’ Recreation and Leisure in modern
Society, McLean, p.32).

Conceptual Framework

The study’s first step will primarily identify the profile of the respondents.

The profile will be focused in the following: Age, Gender, No. of years as a

resident of the barangay, and lastly Occupation. The next step will ask questions

of “What are the benefits of the Legazpi International Cruise Terminal project to

the residents of barangay #57 Dap-dap?”, “What are the positive and negative

effects encountered because of the Legazpi International Cruise Terminal

Project?”, “what are the challenges encountered because of the Legazpi

International Cruise Terminal Project?” and lastly “What are the

recommendations can be suggested for these encounters to be reduced or

completely eradicated?”

The data gathering will be conducted at the said barangay where the

researchers will provide survey questionnaires to be answered individually. For

the analysis of data, frequency count, percentages, and rankings will be

employed. The reasons for the changes will also be investigated. The results or

findings of this study will help to determine the Effects of Legazpi International

Cruise Ship Terminal Project to the Residents of Brgy. 57 Dap-dap Leazpi City.

Definition of Terms

The following are the definition of the terms to be used in the study:

Economic Development: -In the economics study of the public sector,

economic and social development is the process by which the economic well-

being and quality of life of a nation, region, local community, or an individual are

improved according to targeted goals and objectives.

Mercantilism: -Belief in the benefits of profitable trading; commercialism.

-The economic theory that trade generates wealth and is stimulated by the

accumulation of profitable balances, which a government should encourage by

means of protectionism.

Cruise Industry: The cruise industry refers to all businesses that are involved

with facilitating pleasure voyages via the use of cruise ships. This would

include cruise operators and cruise lines, as well as businesses that are

involved with the manufacture of cruise ships.

CHAPTER III

RESEARCH METHODOLOGY

This chapter will present the researchers design guiding the study

which includes discussions and explanation of the research methods, data

sources, data gathering procedures and research instrument that will be utilized

for data analysis and interpretation.

RESEARCH DESIGN

The study will adopt the descriptive research design. Descriptive research

design is useful as it helps to obtain information that describe the existing

phenomena by asking individuals about their perception, attitudes and values.

The design report things the way they are, in this regard, the descriptive research

design will be used so as to achieve the main objectives of the study. This study

will use the quantitative approach. Quantitative approach is based on the

measurement of quantity and amount. Quantitative approach is the mathematical

method of measuring and describing the observation of materials or

characteristic. Therefore, quantitative approach will be used so as to collect

numerical data from the respondents. This approach will be useful as it requires

little time in data collection process as it covers large group at a short period

time.

Data Sources

The researcher collects data from two sources namely primary sources

and secondary sources. Data collected from primary sources are the primary

data which is also known as raw data. In this study, primary data were also

collected from the responses by the respondent units in the administered survey

questionnaire. The survey questionnaire will be validated by experts in the field of

Maritime Instructor. The validators in this study are the maritime teachers in the

field that are master degree holder, with more than five years of teaching

experience that are experienced in reviewing and validating survey

questionnaire. And the secondary data were taken from various related literature

and studies, books, articles, journals, research report, abstracts, documents, and

the internet that is relevant to the study.

POPULATION OF THE STUDY

This study will be conducted in Legazpi City, particularly in Legazpi

International Cruise Terminal (LICT) in Dap-dap, Legazpi City to determine the

population of the study will be 100 individuals who resides in Dap-dap, Legazpi

City.

RESEARCH INSTRUMENT

To carry out the research study, the researcher used survey questionnaire

as the main data gathering instrument. The said instrument focused on

answering the statement of the problem. The instrument have five (5) items to be

answer, the first is theProfiling, second is determining the positive and negative

effects of Legazpi International Cruise Ship Terminal (ICST), the thir is Benefits

of ICST to the residents of Brgy. Dapdap, Legazpi City, fourth is the Challenges

encountered by the said Barangay, and last is the Recommendation regarding on

the challenges experienced by the respondents.

Data Gathering Procedure

The researcher used quantitative type of research to determine the effects,

benefits, and the challenges encountered by the residents of Dapdap, Legazpi

City by the help of validated questionnaire. Their corresponding answers will be

keep and secured to practice confidentiality.

The researcher assured that the requirements to have the permission to

conduct the study was completely obtained. The date gathered was organized

and tabulated according to the treatment done by the researcher. Subsequently,

the help of statistical consultant is needed.

Statistical Treatment

The researcher used the statistical method which is the purposive

technique, and the chosen respondents were given a questionnaire checklist and

responded to the “effects, benefits, and the challenges encountered by the

residents of Dapdap Legazpi City”, as follows;(1) How will the I CST Legazpi City

affects economic growth? (2) Will it give more opportunity to the Albayano’s? (3)

Does the Province of Albay ready for Health and Environmental Problem cause

of this cruise ship? (4) How they will address sea pollution when ICST built?(5).

Is economic development ensures the progress of Province of Albay?

To calculate the mean of effectiveness, the respondent's rating was measured

using a 5-point Likert scale with the following indicators: 5- Strongly Agree 4-

Disagree 3- Neutral, 2- Agree, 1- Strongly Agree. The mean of Benefits of

Legazpi International Cruise Port on the Economic Development in Legazpi City

effects on was also calculated using the 4-point-Likert scale, the formula is as

Weighted Mean

The present study used weighted mean as a statistical tool to determine the

mean of effectiveness. Weighted Mean determines the average responses of

the different options provided in the parts of the questionnaire used. The method

will be used in relation to the Likert scale. It was solved by the formula:
